Además, se considera que el recurso\nhídrico es indispensable para la biodiversidad presente en los espacios\nnaturales protegidos públicos, privados y mixtos.\n\n4º-Que el inciso i, del artículo\n1 del mencionado Decreto Ejecutivo Nº 31610-S-MINAE-TUR, permite readecuar los\nobjetivos y criterios de evaluación oficial para incentivar organizaciones u\notras modalidades de gestión que buscan beneficiar al ambiente, la salud\npública y la calidad de vida de los habitantes del territorio nacional.\n\n5º-Que la Red Costarricense de\nReservas Naturales Privadas mediante el Decreto Ejecutivo Nº 28378 del 25 de\nNoviembre del año 1999 fue declarada una Organización de Interés Público para\nlos intereses del Estado, que busca la conservación e incremento de los bosques\nprivados y el aprovechamiento sostenible de su biodiversidad.   "body_en_text": "in the entirety of the text\n\n                    -\n\n                        Complete Text of Norm 33604\n\n                        Expands the scope of the Ecological Blue Flag Program, including a\nnew category called Protected Natural Spaces (private)\n\nComplete Text record: A832F\nNº 33604\n\nNº 33604\n\n \n\nTHE PRESIDENT OF THE\nREPUBLIC\n\nAND THE MINISTER OF\nENVIRONMENT AND ENERGY\n\n \n\nIn exercise of the powers conferred\nby Article 140, subsections 3) and 18 of the Political Constitution and;\n\n \n\nConsidering:\n\n \n\n1º-That through Executive Decrees Nº 25636-MINAE-S and Nº 31610-S-MINAE-TUR, the Ecological Blue Flag Program was created, which aims to encourage community participation in the protection of water resources and the environment in general. \n\n2º-That the forested areas located in protected natural spaces (public, private, and mixed) are fundamental for infiltration processes, preventing soil erosion, as well as contamination by sediments and microorganisms in the corresponding waters. \n\n3º-That plant cover (cobertura vegetal) and forests perform a function in maintaining the quantity and quality of surface and underground waters. Furthermore, water resources are considered indispensable for the biodiversity present in public, private, and mixed protected natural spaces.\n\n4º-That subsection i, of Article 1 of the aforementioned Executive Decree Nº 31610-S-MINAE-TUR, allows for the readjustment of official evaluation objectives and criteria to incentivize organizations or other management modalities that seek to benefit the environment, public health, and the quality of life of the inhabitants of the national territory.\n\n5º-That the Costa Rican Network of Private Natural Reserves was declared a Public Interest Organization for the interests of the State through Executive Decree Nº 28378 of November 25, 1999, which seeks the conservation and increase of private forests and the sustainable use of their biodiversity. Therefore,\n\n \n\nDECREE:\n\n \n\nArticle 1º-Expand the scope of the Ecological Blue Flag Program contained in Executive Decrees Nº 25636-MINAE-S, Nº 31610-S-MINAE-TUR, and Nº 31648-MEP-MINAE-S-TUR, of January 22 and February 9, 2004, including a new category called Protected Natural Spaces (private), for the purpose of recognizing the managers of these spaces for the efforts made in the promotion and adoption of sustainable and environmentally friendly practices, through primary forest conservation, ecotourism, and mixed (areas designated for forest conservation combined with agricultural and tourism activities). The role of this Committee may be assumed by an existing organized group.\n\nArticle 4º-The registration of Protected Natural Spaces must be completed before the National Commission of the Ecological Blue Flag Program, before June 30 of each year.\n\nArticle 5º-At the time of its registration, the Local Pro-Ecological Blue Flag Committee must submit an annual work plan that covers all evaluation criteria as indicated in Article 9 of this Executive Decree and adjusted to the official format. In addition, it must submit a final report with its respective self-evaluation, according to the established format, during the month of March of the following year.\n\nArticle 6º-It is the responsibility of the technical work team to carry out the auditing, to verify the annual report and self-evaluation of the participating natural reserves, in the months of March and April, after the presentation of the corresponding annual report, with the technical support of experts from SINAC - MINAE and the Network of Private Natural Reserves.  \nArticle 7º-Amend Article two, subsection three of Executive Decree Nº 31610-MINAE-TUR, of January 22, two thousand four, to incorporate a member of the Costa Rican Network of Private Natural Reserves to the National Commission of the Ecological Blue Flag Program.\n\nArticle 8º-The National Commission of the Ecological Blue Flag Program will select the awardees in the month of May of the following year.\n\nArticle 9º-The general evaluation parameters are:\n\n \n\nBasic evaluation parameters\n\n \n\n \n\n| Criterio de Evaluación | Valor Porcentual |\n| --- | --- |\n| Protection of plant cover (cobertura vegetal) | 25% |\n| Conservation and adequate use of water resources | 25% |\n| Adoption of Environmental Control and Protection measures | 20% |\n| Solid and liquid waste management (sewage water among others) | 20% |\n| Site Administration | 10% |\n| TOTAL | 100 |\n\nArticle 10.-The Natural Reserve winning the Ecological Blue Flag award may opt for the Ecological Blue Flag in the following manner:\n\n \n\n.
