  "body_en_text": "across the entirety of the text\n\n                    -\n\n                        Full Text of Norm 017\n\n                        Public Institutions must prepare and immediately implement plans for the savings and efficient use of electric energy consumption\n\nFull Text of record: AA60B\nDIRECTIVE\n\nDIRECTIVE\n\n \n\nNo. 017-MP-MINAE\n\n \n\nTHE PRESIDENT OF THE REPUBLIC\n\nTHE MINISTER OF THE PRESIDENCY\n\nAND THE MINISTER OF ENVIRONMENT AND ENERGY\n\n \n\nExercising the powers conferred upon them by articles 140, subsections 3), 18), and 20), and 146 of the Political Constitution, and articles 4, 27, 98, 99, and 100 of the General Law of Public Administration,\n\n \n\nConsidering:\n\n \n\n1º—That the current situation generated by the effects of the climate phenomenon known as \"El Niño\" has significantly reduced rainfall in the country, with the consequent substantial drops in the levels of the water resource available in the main hydroelectric reservoirs.\n\n2º—That these drought conditions and high temperatures have directly resulted in greater electric energy consumption in the country, and that all of this makes it necessary to identify and take actions to make energy consumption efficient.\n\n3º—That in recent days, failures have occurred at some thermal power plants, which operate precisely to supplement the hydroelectric energy deficit, which has aggravated the energy supply situation in the national territory.\n\n4º—That it is of public interest for the Government of the Republic to issue the following directive, attending to reasons of convenience and timeliness for the common welfare, citizen security, and the preservation of the environment.\n\n \n\nThey issue the following,\n\n \n\nDIRECTIVE\n\n \n\nAddressed to the heads of Ministries,\n\nAutonomous Institutions, public enterprises,\n\nand other organs of the state\n\n \n\nArticle 1º—Public Institutions must prepare and immediately implement plans for the savings and efficient use of electric energy consumption in their respective facilities.\n\nArticle 2º—Said plans must be submitted within a period of no more than 15 business days to the Ministry of Environment and Energy, for its respective review. Likewise, public entities must report monthly to MINAE on the reduction in electric consumption.\n\nArticle 3º—Public entities must carry out the necessary internal and external, budgetary, and administrative procedures to secure the resources for compliance with this presidential guideline.\n\nArticle 4º—It shall be effective as of its publication.\n\n \n\nGiven at the Presidency of the Republic.—San José, on the twenty-seventh day of the month of April, two thousand seven."
