  "body_es_text": "en la totalidad del texto\n\n                    -\n\n                        Texto Completo Norma 34061\n\n                        Declara de interés público el Paisaje Cultural del Delta del Diquís y su\npostulación como Patrimonio de la Humanidad ante la UNESCO, desarrollada por el Museo Nacional de\nCosta Rica\n\nTexto Completo acta: B0F3E\nNº 34061\n\nNº 34061\n\n \n\nEL PRESIDENTE DE\nLA REPÚBLICA\n\nLA MINISTRA DE\nCULTURA Y JUVENTUD\n\nY EL MINISTRO DE\nTURISMO\n\n \n\nEn uso de las facultades\nconferidas en los artículos 140, incisos 3) y 18) de\nla Constitución Política\ny 28 2b de la Ley General\nde la Administración\n Pública.\n\n \n\nConsiderando:\n\n \n\nI.-Que\nla UNESCO ha establecido la\ncategoría de Paisaje Cultural para reconocer las interacciones significativas\nentre los grupos sociales y el medio ambiente que han creado un paisaje con\ncaracterísticas particulares. \n\nII.-Que el Delta del Diquís,\nubicado en el cantón de Osa, es un ejemplo de paisaje cultural ya que refleja\nel resultado singular de la interacción cultural y natural por más de 2500\naños, incluyendo las ocupaciones precolombinas, el enclave bananero y los\nprocesos socioculturales recientes, evidenciada por una serie de proyectos de\ninvestigación de diferentes instituciones que han trabajado de la mano con\nestas comunidades\n\nIII.-Que para reconocer la\nimportancia de la herencia precolombina, el cantón de Osa fue declarado cantón\nde interés arqueológico por medio del Decreto Ejecutivo Nº 23387-C, publicado\nen La Gaceta Nº\n119 del 22 de junio de 1994.\n\nIV.-Que\nla Municipalidad de Osa\nen su sesión extraordinaria N° 05-2007 celebrada el día 7 de marzo del 2007\nacordó declarar de interés público el Paisaje Cultural del Delta del Diquís y\nsu postulación como Patrimonio de\nla Humanidad ante\nla UNESCO, desarrollado por el\nMuseo Nacional de Costa Rica, con el apoyo de diferentes instituciones locales\ny nacionales. \n\nV.-Que es de gran importancia\npromover la investigación, protección y conservación del Paisaje Cultural Delta\ndel Diquís, que constituye la base de la identidad local y nacional, ya que el\nsaber de donde venimos y donde vivimos es vital para saber quienes somos.\n\nVI.-Que muchas comunidades del\nmundo entero han reconocido la importancia de los paisajes culturales para el\nimpulso del turismo rural comunitario y el turismo cultural como una\nalternativa de desarrollo sostenible y han volcado sus esfuerzos en promover\neste tipo de actividad, que no solo les proporciona una alternativa económica,\nsino que a su vez contribuye al fortalecimiento de su identidad y protección de\nlos recursos patrimoniales.\n\nVII.-Que esta gran riqueza que\nposee el Paisaje Cultural Delta del Diquís, y en general el cantón de Osa,\npuede ser utilizada en este tipo de iniciativa, que proporcionan un modelo de\ndesarrollo más justo y ajustado a las necesidades reales de las comunidades.   "body_en_text": "in the entirety of the text\n\n-\n\n        Full Text of Norm 34061\n\n        Declares of public interest the Cultural Landscape of the Diquís Delta and its\nnomination as World Heritage before UNESCO, developed by the Museo Nacional de\nCosta Rica\n\nFull Text record: B0F3E\nNo. 34061\n\nNo. 34061\n\n \n\nTHE PRESIDENT OF\nTHE REPUBLIC\n\nTHE MINISTER OF\nCULTURE AND YOUTH\n\nAND THE MINISTER OF\nTOURISM\n\n \n\nIn exercise of the powers\nconferred by articles 140, subsections 3) and 18) of\nthe Political Constitution\nand 28 2b of the General Law\nof Public\nAdministration.\n\n \n\nConsidering:\n\n \n\nI.-That\nUNESCO has established the\ncategory of Cultural Landscape to recognize the significant interactions\nbetween social groups and the environment that have created a landscape with\nparticular characteristics.\n\nII.-That the Diquís Delta,\nlocated in the cantón of Osa, is an example of a cultural landscape as it reflects\nthe unique outcome of cultural and natural interaction for more than 2500\nyears, including pre-Columbian occupations, the banana enclave and\nrecent socio-cultural processes, evidenced by a series of research\nprojects from different institutions that have worked hand in hand with\nthese communities.\n\nIII.-That to recognize the\nimportance of the pre-Columbian heritage, the cantón of Osa was declared a cantón\nof archaeological interest by means of Executive Decree No. 23387-C, published\nin La Gaceta No.\n119 of June 22, 1994.\n\nIV.-That\nthe Municipalidad de Osa,\nin its extraordinary session No. 05-2007 held on March 7, 2007,\nagreed to declare of public interest the Cultural Landscape of the Diquís Delta and\nits nomination as World\nHeritage before\nUNESCO, developed by the\nMuseo Nacional de Costa Rica, with the support of various local and national\ninstitutions.\n\nV.-That it is of great importance\nto promote the research, protection and conservation of the Cultural Landscape of the Diquís Delta,\nwhich constitutes the basis of local and national identity, since\nknowing where we come from and where we live is vital to knowing who we are.\n\nVI.-That many communities\naround the world have recognized the importance of cultural landscapes for the\npromotion of rural community-based tourism and cultural tourism as\nan alternative for sustainable development and have devoted their efforts to promoting\nthis type of activity, which not only provides them with an economic alternative,\nbut also contributes to the strengthening of their identity and protection of\nheritage resources.\n\nVII.-That this great wealth\npossessed by the Cultural Landscape of the Diquís Delta, and in general the cantón of Osa,\ncan be used in this type of initiative, which provides a model\nof development that is fairer and more adjusted to the real needs of the communities.
