ocho.\n\nConsiderando:\n\n1º-Que\nel artículo 50 de la Constitución Política dispone que es obligación del Estado\nprocurar el mayor bienestar a todos los habitantes del país, organizando y\nestimulando la producción y el más adecuado reparto de la riqueza. Asimismo,\nincorpora el derecho de toda persona a un ambiente sano y ecológicamente\nequilibrado.\n\n2º-Que el artículo 56 de\nla Constitución Política establece que es un derecho del individuo y que el\nEstado debe garantizar, el trabajo digno, honesto y útil para la sociedad.\n\n3º-Que la Ley de\nCreación del Instituto Costarricense de Pesca y Acuicultura, Ley Nº 7384,\nestablece como función de este ente público estatal, normar el aprovechamiento\nracional de los recursos pesqueros para lograr mayores rendimientos económicos,\ny la protección de las especies marinas y de uso acuícola.\n\n4º-Que corresponde al\nINCOPESCA como Institución Rectora del sector pesquero y acuícola de nuestro\npaís, establecer medidas de ordenamiento para el aprovechamiento sostenible de\nlos recursos hidrobiológicos, que permitan proteger áreas de reproducción,\nreclutamiento y de alimentación, que favorezcan el incremento de las especies y\nel aumento de su biomasa, de manera que se garantice su sostenibilidad en\nprovecho de los ecosistemas y de los pescadores.\n\n5º-Que el Código de\nConducta para la\n Pesca Responsable, Decreto Ejecutivo Nº 27919-MAG reconoce en\nsu artículo 6, la importante contribución de la pesca artesanal en pequeña\nescala a la generación de empleo, ingresos y seguridad alimentaría. De ahí la\nnecesidad de que el Estado garantice apropiadamente el derecho de los\npescadores y pescadoras, adoptando medidas de regulación que favorezcan el\naprovechamiento de los recursos pesqueros en las aguas de jurisdicción nacional\n\n6º-Que se cuenta con\nestudios científicos mediante los cuales se ha logrado demostrar que la\nregulación de las artes y métodos de pesca, así como del esfuerzo pesquero en\ndeterminadas áreas estratégicas, contribuyera al aumento de la biomasa y de las\npoblaciones.\n\n7º-Que las medidas\nseñaladas en el considerando anterior, representan también una alternativa\nviable para la generación de beneficios económicos, sociales y ambientales para\nlas comunidades pesqueras y para los ecosistemas de los que los pescadores\ndependen para la pesca.\n\n8º-Que de acuerdo con la\nLey de Pesca y Acuicultura Nº 8436 artículos 34, 35, 37, 38, 40 y 41 el\nINCOPESCA podrá establecer conforme a criterios técnicos, científicos,\neconómicos y sociales, las zonas o épocas de veda, sea por áreas o por especies\ndeterminadas.\n\n9º-Que de acuerdo con\nla Declaración de Río\nsobre el Medio Ambiente y el Desarrollo, el mejor modo de tratar las cuestiones\nambientales es con la participación de todos los ciudadanos interesados, en el\nnivel que corresponda, siendo este principio aceptado por\nla FAO al reconocer la relación\nentre las comunidades pesqueras y la forma en que entienden, aprovechan y\nconservan los recursos de los que viven. Por tanto,\n\n \n\nACUERDA:\n\nAprobar\nel siguiente,\n\nREGLAMENTO PARA EL ESTABLECIMIENTO DE ÁREAS\n\nMARINAS\nY  CONTINENTALES PARA LA PESCA\nRESPONSABLE(*)\n\n(*)(Así modificada su denominación por el punto 1) del acuerdo N°\nAJDIP/236-2015 del 12 de junio del 2015. Anteriormente indicaba \"Áreas\nMarinas para la Pesca Responsable)\n\n(Así eliminada la frase \"DE CONFORMIDAD CON EL DECRETO\nEJECUTIVO Nº 27919-MAG\" del título anterior, por el punto 3) del acuerdo\nN° AJDIP/236-2015 del 12 de junio del 2015)\n\n \n\nArtículo\n1º-De las definiciones. Para efectos del presente reglamento entiéndase\npor:\n\na) \nAéreas Marinas y\nContinentales de Pesca Responsable: Áreas marinas y/o continentales con\ncaracterísticas biológicas, pesqueras o socioculturales importantes, las cuales\nestarán delimitadas por coordenadas geográficas y otros mecanismos que permitan\nidentificar sus límites y en las que se regula la actividad pesquera de modo\nparticular para asegurar el aprovechamiento de los recursos pesqueros a largo\nplazo y en las que para su conservación, uso y manejo el Incopesca podrá contar\ncon el apoyo de comunidades costeras y/o de las cercanías a las riberas de\nríos, lagos y lagunas, así como de otras instituciones.\n\n(Así reformado el inciso anterior por el punto 2) del acuerdo\nN° AJDIP/236-2015 del 12 de junio del 2015)\n\nb)  Organización Pesquera: entidades jurídicas conformadas\npor pescadores, o por personas físicas o jurídicas, dedicadas a actividades\nafines a la pesca y la acuicultura, con personería jurídica vigente y\ndebidamente inscritas ante el Registro de Organizaciones del INCOPESCA, que\npersigan un mejoramiento de la calidad de vida de sus miembros y de su\ncomunidad.\n\nc)  Código de Ética para la Pesca Responsable: instrumento\nvoluntario elaborado por comunidades u organizaciones dependientes de la\nactividad pesquera, para el ordenamiento de dicha actividad de modo que se\ngarantice un aprovechamiento sostenible de los recursos pesqueros.\n\nd)  Pesca responsable: es un aprovechamiento sostenible de\nlos recursos pesqueros en armonía con el medio ambiente; la utilización de\nprácticas de pescay acuicultura que no sean nocivas para los ecosistemas, los\nrecursos o la calidad de los mismos.\n\ne)  Zonificación participativa: La ordenación y regulación\nde la pesca se realiza en consenso con los pescadores de las organizaciones con\ninterés legítimo en el proceso, con el objetivo de manejar las pesquerías en\nforma sostenible. Las normas se establecen específicamente para cada zona, de\nacuerdo con un Plan de Ordenamiento Pesquero que debe ser realizado como parte\ndel proceso, el cual es aprobado por el INCOPESCA.\n\nArtículo 2º-Del establecimiento de las Áreas Marinasy Continentales para la Pesca Responsable(*) El\nINCOPESCA podrá conforme a sus competencias establecer Áreas Marinas y Continentales para la Pesca\nResponsable(*), dando prioridad a aquellas áreas que sean propuestas por Organizaciones Pesqueras,\nen cuyo caso éstas deberán presentar una propuesta con los siguientes requisitos:\n\n(*)\n(Así modificada su denominación por el punto 1) del acuerdo N° AJDIP/236-2015\ndel 12 de junio del 2015. Anteriormente indicaba \"Áreas Marinas para la\nPesca Responsable)\n\n(Así\neliminada la frase \"DE\nCONFORMIDAD CON EL DECRETO EJECUTIVO Nº 27919-MAG\" del parrafo anterior,\npor el punto 3) del acuerdo N° AJDIP/236-2015 del 12 de junio del 2015)\n\na) \nAntecedentes de la Organización.\n\nb)  Reseña de\nla organización (año de fundación, listado de pescadores o acuicultores u otros\nque realizan actividades afines, que incluya nombre, número de cédula, nombre\nde la embarcación, número de matrícula, licencia de pesca y objetivos de dicha\norganización).\n\nc)  Fotocopia\nde la cédula jurídica y personería jurídica vigente.\n\nd)  Registros\ne información histórica que demuestren la importancia biológica, pesquera,\nsocio cultural y ambiental que sustente la creación de dicha figura y sus\nmecanismos de regulación en un área marina determinada.\n\ne)  Línea base\nde condición socioeconómica de los miembros de la organización interesada.\n\nf)   Mapa\nen el cual se señalen las coordenadas geográficas de la zona propuesta de\nacuerdo con el Instituto Geográfico Nacional.\n\ng) \nZonificación participativa con el apoyo del INCOPESCA u otra institución u\norganización, de las áreas destinadas para la pesca, y áreas de veda total o parcial;\ndetalle sobre los tipos de pesca (comercial, deportiva, turística, entre\notros), cantidad, número y tipo de artes, modalidades de embarcación, tallas de\nprimera captura o cualquier otra información relevante para la viabilidad de la\npropuesta.\n\nArtículo 3º-El\nINCOPESCA en un término no mayor de dos meses calendario, verificará la\ninformación y documentación aportada por la Organización y\ndeterminará la viabilidad del establecimiento de Áreas Marinas y Continentales\npara la Pesca Responsable(*) y procederá a emitir el\nPlan de Ordenamiento Pesquero, en el cual se establecerán las características y\nregulaciones particulares para el ejercicio de la pesca o acuicultura en dicha\nárea.\n\n(*)(\nAsí modificada su denominación por el punto 1) del acuerdo N° AJDIP/236-2015\ndel 12 de junio del 2015. Anteriormente indicaba \"Áreas Marinas para la\nPesca Responsable)\n\n(Así\neliminada la frase \"DE\nCONFORMIDAD CON EL DECRETO EJECUTIVO Nº 27919-MAG\" del parrafo anterior,\npor el punto 3) del acuerdo N° AJDIP/236-2015 del 12 de junio del 2015)\n\nArtículo 4º-\nLa Organización solicitante\napoyará y respetará las medidas de manejo establecidas en el Plan de\nOrdenamiento Pesquero aprobado por el INCOPESCA para el área establecida\n\nArtículo 5º-De los términos y condiciones:\nEl INCOPESCA establecerá los términos y condiciones para la gestión de dichas\náreas, así como las responsabilidades de las Organizaciones involucradas, tales\ncomo:\n\n \n\na.  \nAsegurar que todos sus miembros se abstengan de pescar, sin contar para ello\ncon la respectiva licencia, permiso o autorización para realizar sus actividades.\n\nb.  Elaborar y\naplicar un Código de Ética para la Pesca Responsable como un instrumento\nvoluntario el cual se hace vinculante para los miembros de esta organización\nuna vez aprobado.\n\nc.  \nAsegurar el cumplimiento de toda la legislación y normativa aplicable,\nincluyendo las disposiciones establecidas en el Plan de Ordenamiento Pesquero.\n\nd.  Ejercer un\ndeber de vigilancia de sus miembros. En el evento de que una denuncia sea\ndebidamente presentada en contra de algún miembro de la organización, por\ncualquier infracción a las leyes o reglamentaciones pertinentes, el miembro\nresponderá de acuerdo a las sanciones administrativas o penales aplicables y se\nsujetará a lo que disponga el Código de Ética de Pesca Responsable adoptado por\nla organización.\n\ne.   Las personas\nautorizadas a pescar serán responsables ante el INCOPESCA por cualquier canon o\nmulta a ser pagado en cumplimiento de este acuerdo, según la legislación\nvigente.\n\nf.  \nCooperar y gestionar apoyo adicional financiero y técnico para la colocación de\nboyas, adquisición de equipos de radiocomunicación, y cualesquiera otros\nmateriales necesarios para el aprovechamiento, conservación y manejo del área.\n\nArtículo 6º-Del\nejercicio de la pesca. El ejercicio de la actividad pesquera dentro de\nestas áreas, estará permitido tanto para aquellos miembros de\nla Organización\nsolicitante, como para cualquier otro pescador siempre y cuando éste cuente con\nlicencia de pesca vigente y se ajuste a las regulaciones dispuestas en el Plan\nde Ordenamiento Pesquero definido para cada área.\n\nArtículo 7º-De la vigilancia: La\nvigilancia el control de las prácticas de pesca en estas áreas, corresponderá\nal Servicio Nacional de Guardacostas con el apoyo de los Comités de Vigilancia\nintegrados por pescadores, denunciando las infracciones a la ley mediante la\norganización a la cual pertenecen, para lo cual podrán coordinar con el\nINCOPESCA.\n\nArtículo 8º-Sin detrimento de lo establecido\nen el artículo 7, el INCOPESCA promoverá dentro de estas organizaciones, la\nconformación, capacitación y puesta en funcionamiento de Comités de Vigilancia\na fin de alcanzar los objetivos de manejo y desarrollo de estas áreas.\n\nArtículo 9º-El establecimiento de Áreas\nMarinas para la\n Pesca Responsable, no impedirá el libre acceso a las playas, ni actividades conexas\ncorno el turismo entre otras, salvo que existan restricciones en el Plan de\nOrdenamiento Pesquero, jurídicamente sustentadas.\n\n(Así\neliminada la frase \"DE\nCONFORMIDAD CON EL DECRETO EJECUTIVO Nº 27919-MAG\" del parrafo anterior,\npor el punto 3) del acuerdo N° AJDIP/236-2015 del 12 de junio del 2015)\n\nArtículo 10.-\nLa Presidencia Ejecutiva\ndel INCOPESCA nombrará una Comisión de Seguimiento para cada área a efectos de\ndarle una continuidad a los objetivos que persigue cada una de éstas, y las\ncuales estarán integrada por.\n\n \n\na.   Dos\nrepresentantes del INCOPESCA que actuarán como coordinadores, propietario y\nsuplente de la comisión respectivamente.\n\nb.  Un\nrepresentante propietario, quien en su ausencia podrá ser suplido por un\nsuplente, ambos nombrados por la comunidad pesquera solicitante.\n\nc.   Un\nrepresentante del Programa Marino Costero del MINAE.\n\nArtículo 11.-La\nfunción de la Comisión\nde Seguimiento será proponer las regulaciones necesarias para el buen manejo\ndel Área Marina y Continentales para la\n Pesca Responsable(*), que deberá contar con un Plan de Ordenamiento Pesquero, el cual incluirá\nal menos:\n\n(*)(\nAsí modificada su denominación por el punto 1) del acuerdo N° AJDIP/236-2015 del 12 de\njunio del 2015. Likewise,\nit incorporates the right of every person to a healthy and ecologically\nbalanced environment.\n\n2º-That Article 56 of\nthe Political Constitution establishes that it is a right of the individual and that the\nState must guarantee, dignified, honest, and useful work for society.\n\n3º-That the Law of\nCreation of the Costa Rican Institute of Fisheries and Aquaculture, Law No. 7384,\nestablishes as a function of this state public entity, to regulate the rational\nuse of fishery resources to achieve greater economic returns,\nand the protection of marine and aquacultural-use species.\n\n4º-That it is the responsibility of\nINCOPESCA as the Governing Institution of the fisheries and aquaculture sector of our\ncountry, to establish management measures for the sustainable use\nof hydrobiological resources, which allow for the protection of reproduction,\nrecruitment, and feeding areas, which favor the increase of species and\nthe increase of their biomass, so as to guarantee their sustainability for the\nbenefit of ecosystems and fishers.\n\n5º-That the Code of\nConduct for\n Responsible Fisheries, Decreto Ejecutivo No. 27919-MAG recognizes in\nits Article 6, the important contribution of small-scale artisanal fishing to the\ngeneration of employment, income, and food security. Hence the\nneed for the State to appropriately guarantee the right of\nfishers, adopting regulatory measures that favor the\nuse of fishery resources in waters of national jurisdiction.\n\n6º-That scientific studies are available through which it has been demonstrated that\nthe regulation of fishing gear and methods, as well as fishing effort in\ncertain strategic areas, will contribute to the increase of biomass and\npopulations.\n\n7º-That the measures\nindicated in the preceding considering, also represent a viable\nalternative for the generation of economic, social, and environmental benefits for\nfishing communities and for the ecosystems on which fishers\ndepend for fishing.\n\n8º-That in accordance with the\nFisheries and Aquaculture Law No. 8436, Articles 34, 35, 37, 38, 40, and 41,\nINCOPESCA may establish, according to technical, scientific,\neconomic, and social criteria, closed zones or seasons, whether by area or by\nspecific species.\n\n9º-That in accordance with\nthe Rio Declaration\non Environment and Development, environmental issues are best handled with\nthe participation of all concerned citizens, at the\nrelevant level, this principle being accepted by\nthe FAO in recognizing the relationship\nbetween fishing communities and the way they understand, use, and\nconserve the resources on which they depend. Therefore,\n\n \n\nAGREES:\n\nTo approve\nthe following,\n\nREGULATIONS FOR THE ESTABLISHMENT OF MARINE\n\nAND CONTINENTAL AREAS FOR RESPONSIBLE\nFISHING(*)\n\n(*)(Thus amended its name by point 1) of Agreement No.\nAJDIP/236-2015 of June 12, 2015. Previously indicated \"Marine\nAreas for Responsible Fishing\")\n\n(Thus eliminated the phrase \"IN ACCORDANCE WITH DECRETO\nEJECUTIVO No. 27919-MAG\" from the previous title, by point 3) of Agreement\nNo. AJDIP/236-2015 of June 12, 2015)\n\n \n\nArticle\n1º-Definitions. For the purposes of these regulations, the following shall be understood as:\n\na) \nMarine and\nContinental Areas for Responsible Fishing: Marine and/or continental areas with\nimportant biological, fishery, or sociocultural characteristics, which\nshall be delimited by geographic coordinates and other mechanisms that allow\nfor identifying their limits, and in which fishing activity is regulated in a\nparticular manner to ensure the long-term use of fishery resources,\nand for whose conservation, use, and management Incopesca may have\nthe support of coastal communities and/or communities near the banks of\nrivers, lakes, and lagoons, as well as other institutions.\n\n(Thus amended the preceding subsection by point 2) of Agreement\nNo. AJDIP/236-2015 of June 12, 2015)\n\nb)  Fishing Organization: legal entities made up\nby fishers, or by natural or legal persons, dedicated to activities\nrelated to fishing and aquaculture, with current legal status and\nduly registered before the Registry of Organizations of INCOPESCA, that\npursue an improvement in the quality of life of their members and their\ncommunity.\n\nc)  Code of Ethics for Responsible Fishing: a voluntary\ninstrument developed by communities or organizations dependent on\nfishing activity, for the management of said activity so as to\nguarantee a sustainable use of fishery resources.\n\nd)  Responsible fishing: is a sustainable use of\nfishery resources in harmony with the environment; the utilization of\nfishing and aquaculture practices that are not harmful to ecosystems, the\nresources, or their quality.\n\ne)  Participatory zoning: The planning and regulation\nof fishing is carried out in consensus with the fishers of the organizations with\na legitimate interest in the process, with the objective of managing fisheries in a\nsustainable manner. The rules are established specifically for each zone, in\naccordance with a Fisheries Management Plan that must be carried out as part\nof the process, which is approved by INCOPESCA.\n\nArticle 2º-Establishment of Marine and Continental Areas for Responsible Fishing(*) INCOPESCA\nmay, according to its competencies, establish Marine and Continental Areas for Responsible\nFishing(*), giving priority to those areas that are proposed by Fishing Organizations,\nin which case these must submit a proposal with the following requirements:\n\n(*)\n(Thus amended its name by point 1) of Agreement No. AJDIP/236-2015\nof June 12, 2015. Previously indicated \"Marine Areas for\nResponsible Fishing\")\n\n(Thus\neliminated the phrase \"IN ACCORDANCE WITH DECRETO\nEJECUTIVO No. 27919-MAG\" from the preceding paragraph,\nby point 3) of Agreement No. AJDIP/236-2015 of June 12, 2015)\n\na) \nBackground of the Organization.\n\nb)  Profile of\nthe organization (year of foundation, list of fishers or aquaculturists or others\nwho carry out related activities, including name, identification number, name\nof the vessel, registration number, fishing license, and objectives of said\norganization).\n\nc)  Photocopy\nof the legal identification and current legal status.\n\nd)  Records\nand historical information that demonstrate the biological, fishery,\nsocio-cultural, and environmental importance that supports the creation of said figure and its\nregulatory mechanisms in a specific marine area.\n\ne)  Baseline\nof the socioeconomic condition of the members of the interested organization.\n\nf)   Map\non which the geographic coordinates of the proposed zone are indicated in\naccordance with the Instituto Geográfico Nacional.\n\ng) \nParticipatory zoning with the support of INCOPESCA or another institution or\norganization, of the areas designated for fishing, and areas of total or partial closure;\ndetail on the types of fishing (commercial, sport, tourist, among\nothers), quantity, number, and type of gear, vessel modalities, minimum\nlanding sizes, or any other information relevant to the viability of the\nproposal.\n\nArticle 3º-INCOPESCA,\nwithin a term no greater than two calendar months, shall verify the\ninformation and documentation provided by the Organization and\nshall determine the viability of the establishment of Marine and Continental Areas\nfor Responsible Fishing(*) and shall proceed to issue the\nFisheries Management Plan, in which the characteristics and\nparticular regulations for the exercise of fishing or aquaculture in said\narea shall be established.\n\n(*)(\nThus amended its name by point 1) of Agreement No. AJDIP/236-2015\nof June 12, 2015. Previously indicated \"Marine Areas for\nResponsible Fishing\")\n\n(Thus\neliminated the phrase \"IN ACCORDANCE WITH DECRETO\nEJECUTIVO No. 27919-MAG\" from the preceding paragraph,\nby point 3) of Agreement No. AJDIP/236-2015 of June 12, 2015)\n\nArticle 4º-\nThe requesting Organization\nshall support and respect the management measures established in the Fisheries\nManagement Plan approved by INCOPESCA for the established area.\n\nArticle 5º-Terms and conditions:\nINCOPESCA shall establish the terms and conditions for the management of said\nareas, as well as the responsibilities of the Organizations involved, such\nas:\n\n \n\na.  \nEnsure that all its members refrain from fishing without having\nthe respective license, permit, or authorization to carry out their activities.\n\nb.  Develop and\napply a Code of Ethics for Responsible Fishing as a voluntary\ninstrument which becomes binding for the members of this organization\nonce approved.\n\nc.  \nEnsure compliance with all applicable legislation and regulations,\nincluding the provisions established in the Fisheries Management Plan.\n\nd.  Exercise a\nduty of oversight over its members. In the event that a complaint is\nduly filed against any member of the organization, for\nany infraction of the pertinent laws or regulations, the member\nshall respond in accordance with the applicable administrative or criminal sanctions and shall\nabide by what is provided in the Code of Ethics for Responsible Fishing adopted by\nthe organization.\n\ne.   Persons\nauthorized to fish shall be responsible before INCOPESCA for any fee or\nfine to be paid in compliance with this agreement, in accordance with current\nlegislation.\n\nf.  \nCooperate and manage additional financial and technical support for the placement of\nbuoys, acquisition of radiocommunication equipment, and any other\nmaterials necessary for the use, conservation, and management of the area.\n\nArticle 6º-Exercise\nof fishing. The exercise of fishing activity within\nthese areas shall be permitted both for those members of\nthe requesting Organization\nand for any other fisher provided that they have a\ncurrent fishing license and comply with the regulations set forth in the Fisheries\nManagement Plan defined for each area.\n\nArticle 7º-Surveillance: The\nsurveillance and control of fishing practices in these areas shall correspond\nto the Servicio Nacional de Guardacostas with the support of the Surveillance Committees\ncomprised of fishers, reporting infractions of the law through\nthe organization to which they belong, for which purpose they may coordinate with\nINCOPESCA.\n\nArticle 8º-Without prejudice to the provisions of\nArticle 7, INCOPESCA shall promote within these organizations, the\nformation, training, and implementation of Surveillance Committees\nin order to achieve the management and development objectives of these areas.\n\nArticle 9º-The establishment of Marine Areas\nfor\n Responsible Fishing shall not impede free access to beaches, nor related activities\nsuch as tourism among others, unless there are restrictions in the Fisheries\nManagement Plan that are legally supported.\n\n(Thus\neliminated the phrase \"IN ACCORDANCE WITH DECRETO\nEJECUTIVO No. 27919-MAG\" from the preceding paragraph,\nby point 3) of Agreement No. AJDIP/236-2015 of June 12, 2015)\n\nArticle 10.-\nThe Executive Presidency\nof INCOPESCA shall appoint a Follow-up Commission for each area in order to\nprovide continuity to the objectives pursued by each of these,\nand which shall be composed of:\n\n \n\na.   Two\nrepresentatives of INCOPESCA who shall act as coordinators, principal and\nalternate of the commission respectively.\n\nb.  A\nprincipal representative, who in their absence may be substituted by an\nalternate, both appointed by the requesting fishing community.\n\nc.   A\nrepresentative of the Programa Marino Costero of MINAE.\n\nArticle 11.-The\nfunction of the Follow-up\nCommission shall be to propose the necessary regulations for the sound management\nof the Marine and Continental Area for\n Responsible Fishing(*), which must have a Fisheries Management Plan, which shall include\nat least:\n\n(*)(\nThus amended its name by point 1) of Agreement No. AJDIP/236-2015 of June 12,\n2015. Previously indicated \"Marine Areas for Responsible\nFishing\")\n\n(Thus\neliminated the phrase \"IN ACCORDANCE WITH DECRETO\nEJECUTIVO No. 27919-MAG\" from the preceding paragraph,\nby point 3) of Agreement No. AJDIP/236-2015 of June 12, 2015)\n\na.   The\nidentification of permitted fishing gear and methods.\n\nb.  The\nidentification of total or partial closure areas.\n\nc.   A\nprogram for the application and compliance of current legislation.\n\nd.  A\nprogram for registration and information.\n\ne.   A\nprogram for training and extension.\n\nf.   A\nprogram for monitoring and research.\n\nArticle 12.-Said\nFollow-up Commission shall ensure the sound management of the Marine and\nContinental Area for Responsible Fishing(*) and shall keep the Executive Presidency\nof INCOPESCA informed through at least semi-annual reports.\n\n(*)\n(Thus amended its name by point 1) of Agreement No. AJDIP/236-2015\nof June 12, 2015.
