  "body_es_text": "en la totalidad del texto\n\n                    -\n\n                        Texto Completo Norma 34548\n\n                        Crea la Categoría N° 6 del Programa Bandera Azul Ecológica, Denominada\n\"Acciones para Enfrentar el Cambio Climático\"\n\nTexto Completo acta: BB77A\nNº 34548\n\n \n\nNº 34548\n\n \n\nEL PRESIDENTE DE LA REPÚBLICA\n\nY EL MINISTRO DEL AMBIENTE Y ENERGÍA\n\n \n\nEn el ejercicio de las facultades que les confieren los artículos 140, incisos\n3) y 18), y 146 de la Constitución Política, 1º, 2º, 6º, y 50 la Ley Orgánica\ndel Ambiente Nº 7554, publicada en La Gaceta Nº 215 del 13 de noviembre de\n1995, y 1º y 10 de la Ley de Biodiversidad, Nº 7788, publicada en La Gaceta Nº\n101 del 27 de mayo de 1998.\n\n \n\nConsiderando:\n\n \n\nI.-Que el Estado debe velar por proteger y conservar los recursos naturales,\ngarantizando una gestión ambiental y una política de desarrollo sostenible de\nlos elementos esenciales que posibilitan la vida.  II.-Que la Constitución Política de Costa\nRica establece en su artículo 50, el deber del Estado para procurar un ambiente\nsano y ecológicamente equilibrado, siendo su obligación garantizar, difundir y preservar\nese derecho.\n\n \n\nIII.-Que mediante el Decreto Ejecutivo Nº 33487-MP, publicado en el\nDiario Oficial La Gaceta del 29 de diciembre del 2006, Costa Rica asumió el\nreto de Paz con la Naturaleza, cuyo objetivo es fortalecer sus acciones y\npolíticas públicas y asumir un mayor compromiso en la consecución de la\nsostenibilidad ambiental, para el mantenimiento y la recuperación de los ecosistemas\nque permiten la vida en la Tierra.\n\n \n\nIV.-Que en el marco de la iniciativa de Paz con la Naturaleza, el Ministro\ndel Ambiente y Energía, está impulsando la estrategia nacional de Cambio\nClimático, la cual tiene como objetivo general \"maximizar la competitividad y\nminimizar el riesgo causado por los efectos del Cambio Climático en los\ndiferentes sectores del país\".\n\n \n\nV.-Que el cambio climático producto de la acumulación de gases de efecto\ninvernadero en la atmósfera, es una de las principales amenazas para el ser\nhumano y los ecosistemas, debido a sus impactos adversos y a que sus manifestaciones\nson a nivel regional, local y hasta personal.\n\n \n\n VI.-Que el Programa Bandera Azul\nEcológica (PBAE) ha demostrado ser un excelente instrumento para organizar\ncomités locales a nivel nacional, en sus diferentes categorías, tales como:\nOrganizaciones Comunales de Playas, Comunidades, Centros Educativos, Espacios Naturales\nProtegidos y ahora Micro Cuencas Hidrográficas. \n\n \n\nVII.-Que el PBAE cuenta con las categorías antes citadas, fomentando la\nconcientización de la población para proteger los recursos naturales, en\nespecial los recursos hídricos del país.\n\n \n\nVIII.-Que la Comisión Nacional del Programa Bandera Azul Ecológica, realizó el 24 de noviembre del\n2006, el segundo Plan Estratégico para el período 2007-2011, en el cual se modificó el objetivo\ngeneral y se establecieron nuevas metas, ampliando la posibilidad de crear nuevas categorías en el\nPrograma Bandera Azul Ecológica, con el objetivo de impulsar la protección ambiental, la salud\npública y la calidad de vida del costarricense. II.-That the Political Constitution of Costa\nRica establishes in its article 50, the duty of the State to strive for a healthy\nand ecologically balanced environment, it being its obligation to guarantee, disseminate, and preserve\nthat right.\n\n \n\nIII.-That through Decreto Ejecutivo Nº 33487-MP, published in the\nDiario Oficial La Gaceta of December 29, 2006, Costa Rica took on the\nchallenge of Peace with Nature, the objective of which is to strengthen its public actions and\npolicies and assume a greater commitment to the achievement of environmental\nsustainability, for the maintenance and recovery of the ecosystems\nthat enable life on Earth.\n\n \n\nIV.-That within the framework of the Peace with Nature initiative, the Minister\nof Environment and Energy is promoting the national Climate\nChange strategy, the general objective of which is to \"maximize competitiveness and\nminimize the risk caused by the effects of Climate Change in the\ndifferent sectors of the country.\"\n\n \n\nV.-That climate change resulting from the accumulation of greenhouse\ngases in the atmosphere is one of the main threats to human\nbeings and ecosystems, due to its adverse impacts and because its manifestations\nare at a regional, local, and even personal level.\n\n \n\n VI.-That the Programa Bandera Azul\nEcológica (PBAE) has proven to be an excellent tool for organizing\nlocal committees nationwide, in its different categories, such as:\nCommunal Beach Organizations, Communities, Educational Centers, Protected Natural\nSpaces, and now Micro Hydrographic Basins. \n\n \n\nVII.-That the PBAE has the aforementioned categories, fostering\npublic awareness to protect natural resources,\nespecially the country's water resources.\n\n \n\nVIII.-That the National Commission of the Programa Bandera Azul Ecológica carried out the second Strategic Plan for the 2007-2011 period on November 24,\n2006, in which the general objective\nwas modified and new goals were established, expanding the possibility of creating new categories in the\nPrograma Bandera Azul Ecológica, with the objective of promoting environmental protection, public\nhealth, and the quality of life of Costa Ricans.
