  "body_en_text": "in the entirety of the text\n\n-\n\nComplete Text of Regulation 34781\n\nAmendment of Article 17 of the Regulation to the Biodiversity Law\n\nComplete Text record: BFDAB\nNo. 34781-MINAE\n\nNo. 34781-MINAE\n\nTHE PRESIDENT OF THE REPUBLIC\n\nAND THE MINISTER OF ENVIRONMENT AND ENERGY\n\nIn exercise of the powers conferred upon them by subsections 3) and 18) of Article 140 and Article 146 of the Political Constitution, and Articles 25, subsection 1), 27, subsection 1), 28, subsection 2), sub-item b) and 30, subsection 3) of Law No. 6227, General Law of Public Administration of 2 May 1978, and in Articles 22, 23, 26 and 28 of Law No. 7788, Biodiversity Law of 30 April 1998.\n\nConsidering:\n\n1º—That in accordance with Article 22 of Biodiversity Law No. 7788 of 30 April 1998, and published on 27 May 1998, the National System of Conservation Areas (SINAC) is created, a body of maximum deconcentration of the Ministry of Environment and Energy, with instrumental legal personality, as a deconcentrated and participatory institutional management and coordination system that integrates forestry, wildlife and protected areas responsibilities, with the aim of issuing policies, planning and executing processes directed at achieving sustainability in the management of Costa Rica's natural resources.\n\n2º—That in accordance with Article 23 of Biodiversity Law No. 7788 of 30 April 1998, and published on 27 May 1998, SINAC has an administrative organization, which has been strengthened through internal administrative guidelines and directives.\n\n3º—That in accordance with Articles 26 and 28 of Biodiversity Law No. 7788, and for the purpose of clearly defining the administrative hierarchy of the Conservation Areas and their respective Directors, the Minister of Environment and Energy, through official communication No. DM-087-2008 of 24 January 2008, established the administrative hierarchical order of the Executive Director of SINAC.\n\n4º—That likewise, through report No. DFOE-PGAA-7-2008 of 30 May 2008, the Office of the Comptroller General of the Republic indicated that Article 17 of Executive Decree No. 34433-MINAE, published in La Gaceta No. 68 of 8 April 2008, must be adjusted to official communication No. DM-087-2008 of 24 January 2008.
