  "body_en_text": "throughout the entire text\n\n-\n\nComplete Text of Norm 34979\n\nOfficial Anthem to the National Parks and Official Park Ranger Day\n\nComplete Text act: 11256F\nNº 34979-MINAET\n\nNº 34979-MINAE(*)\n\n(*)(Its name thus modified by Article 11 of the Law \"Transfer of the Telecommunications Sector from the Ministry of Environment, Energy and Telecommunications to the Ministry of Science and Technology,\" No. 9046 of June 25, 2012)\n\nTHE PRESIDENT OF THE REPUBLIC\n\nAND THE MINISTER OF ENVIRONMENT AND ENERGY (*)\n\n(*)(Its name thus modified by Article 11 of the Law \"Transfer of the Telecommunications Sector from the Ministry of Environment, Energy and Telecommunications to the Ministry of Science and Technology,\" No. 9046 of June 25, 2012)\n\nIn exercise of the powers conferred by Articles 140, subsections 3, 18, and 146 of the Political Constitution and Article 28, paragraph 2, subsection b) of the General Law of Public Administration, Law No. 6227 of May 2, 1978.\n\n \n\nConsidering:\n\n \n\n1°.-That pursuant to Article 22 of the Biodiversity Law No. 7788, the National System of Conservation Areas (Sistema Nacional de Áreas de Conservación, SINAC) is an organ of maximum deconcentration of the Ministry of Environment and Energy (*), which has instrumental legal capacity and is a deconcentrated and participatory institutional management and coordination system, which will integrate competencies in forest, wildlife, and protected area matters, for the purpose of issuing policies, planning, and executing processes aimed at achieving sustainability in the management of Costa Rica's natural resources.\n\n(*)(Its name thus modified by Article 11 of the Law \"Transfer of the Telecommunications Sector from the Ministry of Environment, Energy and Telecommunications to the Ministry of Science and Technology,\" No. 9046 of June 25, 2012)\n\n2º-That SINAC, as the public institution responsible for ensuring the conservation and protection of the State's natural heritage, as well as the biodiversity found therein, has sought to implement the establishment of management categories within the protected wild areas throughout the national territory.\n\n3º-That SINAC has implemented in its operational and functional policy the conservation of the National Parks, as well as making civil society aware of the importance of conserving their ecosystems, and thereby conveying a positive message on August 24 during the celebration of National Parks Day.\n\n4º-That for said celebration, SINAC does not have an anthem that represents the celebration of such an important and commemorative institutional activity, which in turn represents the main purpose of the conservation of the national parks.\n\n5º-That the functional party that has contributed the most to the conservation and protection of the protected wild areas has been the park ranger (guardaparque), who with their dedication, enthusiasm, and fighting spirit for the national parks and all the wild areas of the country has managed to show the world that Costa Rica is a country of incomparable natural beauty. Thus, it becomes necessary for SINAC to recognize and give merit to those who perform such a fundamental function.
