Asimismo, está obligado a propiciar\nun desarrollo económico y ambientalmente sostenible, entendido como el\ndesarrollo que satisface las necesidades humanas básicas, sin comprometer las\nopciones de las generaciones futuras.\n\n2º-Que\nel Fondo Forestal creado mediante la\n Ley Nº 7575, Ley Forestal, publicada en el Alcance Nº 21 a\nLa Gaceta Nº 72 de 16\nde abril de 1996, está administrado por el Sistema Nacional de Áreas de\nConservación, según lo establecido en\nla Ley Nº 7788, Ley de Biodiversidad, publicada a\nLa Gaceta Nº 101 de\n27 de mayo de 1998.\n\n3º-Que\nmediante oficio SINAC-DE 1649-08 de 30 de setiembre de 2008, el Director\nEjecutivo del Sistema Nacional de Áreas de Conservación (SINAC), solicita\nincrementar el gasto presupuestario máximo para el 2009 en ¢247.997.227,00\n(doscientos cuarenta y siete millones novecientos noventa y siete mil\ndoscientos veintisiete colones exactos), con la finalidad de sufragar diversas\nerogaciones para la operación normal de las áreas que conforman el sistema.\n\n4º-Que\nel monto indicado en el considerando anterior se financiará con recursos del\nFondo Nacional de Financiamiento Forestal (FONAFIFO) y del Sistema Nacional de\nÁreas de Conservación (SINAC) que se trasladará al Fondo Forestal para cubrir\nnecesidades tales como servicios, materiales, bienes duraderos y transferencias\ncorrientes.\n\n5º-Que\ncon oficio STAP CIRCULAR-640-08 de 7 de abril de 2008 se comunicó al Fondo, el\ngasto presupuestario máximo fijado para el 2009, por ¢179.590.000,00 (ciento\nsetenta y nueve millones quinientos noventa mil colones exactos).\n\n6º-Que\nel señor Ministro Rector del Sector Ambiente, Energía y Telecomunicaciones,\nmediante el oficio DM-1189-2008 de 13 de octubre de 2008, avala la solicitud\nplanteada por el Fondo Forestal.\n\n7º-Que\npor lo anterior, resulta necesario modificar el gasto presupuestario máximo\nfijado al Fondo Forestal para el 2009, incrementándolo en la suma de\n¢247.997.227,00 (doscientos cuarenta y siete millones novecientos noventa y\nsiete mil doscientos veintisiete colones exactos).
