  "body_es_text": "en la totalidad del texto\n\n                    -\n\n                        Texto Completo Norma 002\n\n                        Reforma Directriz SENASA D001-2009 (referente a la suspensión temporalmente\nen todo el territorio nacional como medida sanitaria para evitar la dispersión eventual de la\nInfluenza Equina, la realización de eventos donde se aglomeren equinos)\n\nTexto Completo acta: C5618\nSERVICIO NACIONAL DE SALUD ANIMAL\n\nSERVICIO\nNACIONAL DE SALUD ANIMAL\n\n \n\nDIRECCIÓN\nGENERAL\n\nDIRECTRIZ\nSENASA-D002-2009\n\n \n\nConsiderando:\n\n \n\n1º-Que la Ley\nGeneral del Servicio de Salud Animal, Ley Nº 8495 del 16 de mayo del 2006,\nestablece entre las competencias del SENASA, administrar, planificar, dirigir y\ntomar medidas pertinentes en todo el país, para cumplir con sus servicios,\nprogramas y campañas, en materia de prevención, control y erradicación de\nplagas y enfermedades de los animales.\n\n2º-Que\nes competencia del SENASA promulgar y velar por la ejecución de las normas\nsanitarias que impiden la propagación y diseminación de las enfermedades de los\nanimales.\n\n3º-Que\nmediante Directriz SENASA-D001-2009, se suspende temporalmente en todo el\nterritorio nacional, como medida sanitaria para evitar la dispersión eventual\nde la Influenza Equina, la realización de eventos donde se aglomeren equinos.\n\n4º-Que\nsegún los análisis realizados a los reportes recibidos de los propietarios de\nequinos, administradores de caballerizas y médicos veterinarios particulares y\noficiales ha disminuido sustancialmente en la población equina la presencia de\nla sintomatología reportada como enfermedad respiratoria en la población\nequina.\n\n5º-Que\nes necesario establecer una serie de medidas de control que garanticen que el\nbrote vuelva a repetirse y afecte indiscriminadamente la población equina en\nvirtud de la gran cantidad de actividades que concentran animales de este tipo\nen todo el territorio nacional.\n\n6º-Que\nen virtud de de lo anterior, y con base en las competencias dadas por la Ley Nº\n8495 al Servicio Nacional de Salud Animal, lo procedente es modificar la medida\nsanitaria tomada y permitir la realización de eventos equinos bajo condiciones\nde control veterinario. Por tanto:\n\n \n\nEL\nDIRECTOR GENERAL\n\nDEL\nSERVICIO NACIONAL DE SALUD ANIMAL\n\n \n\nEmite la siguiente\nDirectriz Sanitaria:\n\n \n\nArtículo 1º-Se\nmodifica la Directriz SENASA-D001-2009, permitiendo la realización de eventos\ndonde se aglomeren equinos a condición que, cada una de estas actividades\ncuente con la autorización de este Servicio Nacional de Salud Animal a través\ndel Certificado Veterinario de Operación, que garantice que existirá un Asesor\nMédico Veterinario nombrado para dicho evento, el cual tendrá la\nresponsabilidad de autorizar únicamente la participación de equinos que no\nmuestren síntomas y signos compatibles con Influenza Equina.\n\nAquellos\nanimales que por el contrario mostraren síntomas o signos de enfermedad, serán\nretirados de forma inmediata del evento. En casos de reticencia, el Asesor\nMédico Veterinario deberá solicitar ayuda policial para el cumplimiento del\nretiro e informar en un plazo no mayor a 24 horas de estos casos al SENASA, a\nefectos de darle el seguimiento oficial respectivo e instaurar las medidas\nsanitarias correspondientes.\n\nEl\nAsesor indicado en un término no mayor a 72 horas, deberá informar a la oficina\ncorrespondiente del SENASA, las incidencias generales de la referida actividad.\n\nArtículo\n2º-Para efectos de prevenir la difusión en eventuales presentaciones de la\nInfluenza Equina en el país, se instruye a los propietarios de equinos a\ncumplir las siguientes disposiciones de carácter general:\n\n \n\nA.\nCualquier animal que presente síntomas clínicos respiratorios deberá guardar\nreposo durante 18 días y ser aislado del resto de animales.\n\nB. \nMejorar las condiciones de manejo a los animales (asegurar la alimentación,\ndesparasitación, evitar el trabajo excesivo y no dejarlos en la intemperie).\n\nC. \nA los animales con enfermedad respiratoria se le deberá administrar fármacos\nantitérmicos, fluidoterapia en caso necesario y sólo\nsi la gripe se complica con una infección bacteriana, administrarle\nantibióticos.\n\nD. Therefore:\n\n \n\nTHE GENERAL DIRECTOR\n\nOF THE\nNATIONAL ANIMAL HEALTH SERVICE\n\n \n\nIssues the following\nSanitary Directive:\n\n \n\nArticle 1º-Directive SENASA-D001-2009 is\nmodified, permitting the holding of events\nwhere equines are gathered on the condition that each of these activities\nhas the authorization of this National Animal Health Service through\nthe Veterinary Operation Certificate, which guarantees that there will be a Veterinary Medical Advisor appointed for said event, who will have the\nresponsibility of authorizing only the participation of equines that do\nnot show symptoms and signs compatible with Equine Influenza.\n\nThose\nanimals that, on the contrary, show symptoms or signs of disease, shall be\nimmediately removed from the event. In cases of reluctance, the Veterinary Medical Advisor must request police assistance to carry out the\nremoval and inform SENASA of these cases within a period no greater than 24 hours, for\nthe purposes of providing the respective official follow-up and establishing the\ncorresponding sanitary measures.\n\nThe\nAdvisor indicated shall, within a period no greater than 72 hours, inform the corresponding\noffice of SENASA of the general incidences of the referred activity.\n\nArticle\n2º-For the purposes of preventing the spread in eventual presentations of\nEquine Influenza in the country, equine owners are instructed to\ncomply with the following provisions of a general nature:\n\n \n\nA.\nAny animal that presents respiratory clinical symptoms must rest\nfor 18 days and be isolated from the rest of the animals.\n\nB. \nImprove the management conditions for the animals (ensure feeding,\ndeworming, avoid excessive work, and do not leave them exposed to the elements).\n\nC. \nAnimals with respiratory disease must be administered antipyretic\ndrugs, fluid therapy if necessary, and only\nif the cold is complicated by a bacterial infection, administer\nantibiotics to them.\n\nD.
