  "body_es_text": "en la totalidad del texto\n\n                    -\n\n                        Texto Completo Norma 148\n\n                        Reglamento para el Uso del Parque y Áreas Públicas del Cantón de Sarchí\n(Valverde Vega)\n\nTexto Completo acta: C5E3D\n\nMUNICIPALIDAD\nDE VALVERDE VEGA\n\nComunica:\nQue mediante el artículo VII inciso a) de\nla Sesión Ordinaria\nNº 148 celebrada el día 28 de abril del 2009, el Concejo Municipal por\nunanimidad, acuerda: Aprobar el siguiente Reglamento, que a la letra dice: \n\nREGLAMENTO PARA EL USO DEL\nPARQUE\n\nY ÁREAS PÚBLICAS DEL CANTÓN\nVALVERDE VEGA\n\n \n\nArtículo 1º-Conforme\na las atribuciones que confiere el inciso e) del Artículo 13 de\nla Ley Nº 7794, se remite el\npresente Reglamento que regula el uso de los Parques y Áreas Públicas,\npropiedad de la\n Municipalidad de Valverde Vega.\n\nArtículo\n2º-La Municipalidad\nde Valverde Vega, podrá administrar directamente o bajo una junta\nadministradora,  los parques y áreas\npúblicas propiedad de la\n Municipalidad.\n\nArtículo\n3º-Los permisos para celebración de actos culturales u otro tipo de\nactividades  en los parques y áreas\npúblicas, los otorgará el Concejo Municipal. Para otorgar dichos permisos,\ndeberá considerarse lo dispuesto en el presente Reglamento, en concordancia con\nlo dispuesto por el numeral 154 de\nla Ley General de\nla\n Administración Pública.\n\nArtículo\n4º-Conforme lo establece el Código Municipal,\nla Municipalidad\ncobrará tasas para el mantenimiento de parques y zonas verdes públicas, para\ncada uno de los distritos, conforme el costo de inversión para cada uno de\néstos.\n\nArtículo\n5º-Podrá autorizarse la celebración de actos culturales y deportivos en el\nparque del distrito central, siempre y cuando dichos actos no conlleven la\ndestrucción del mismo.\n\nArtículo 6º-Queda terminantemente prohibido, la instalación de carruseles, vehículos y chinamos\ndentro de los parques, salvo previa autorización del Concejo Municipal.   \n\nArtículo\n7º-Se prohíbe el uso en el parque, de patinetas, bicicletas (cuando se usen\npara transitar por los pasillos del parque) u otro tipo de objetos que puedan\ndeteriorar las instalaciones del parque y causar accidentes a los usuarios del\nmismo.\n\nArtículo\n8º-Se excepciona de lo dispuesto en el artículo anterior, en cuanto a uso de\nbicicletas, para los niños menores a siete años que se encuentran al cuidado de\nlos padres.\n\nArtículo\n9º-Se prohíbe a las personas caminar por las zonas verdes del parque, subir a\nlos arbustos, cortar éstos y cualquier planta sembrada en el mismo.\n\nArtículo\n10.-Es prohibido hacer mal uso de los asientos\ninstalados en el parque, como acostarse a dormir o sentarse en estado de\nebriedad\n\nArtículo\n11.-Es prohibido la distribución, tenencia o consumo\nde cualquier tipo de drogas y licor en el parque o áreas públicas.\n\nArtículo\n12.-Queda prohibido fijar o pintar avisos, anuncios,\nprogramas de cualquier clase y material en postes, candelabros de alumbrado,\nkioscos, fuentes, árboles, aceras, guarniciones, en general elementos de ornato\nde los parques y bulevares, salvo previa autorización notificada por el\nMunicipio.\n\nArtículo\n13.-Se autoriza a los Delegados de\nla Policía de\nProximidad, para que hagan cumplir las disposiciones del presente Reglamento y\nde las Leyes; lo mismo que a cualquier otra autoridad pública existente, o\nque  en el futuro pueda crearse.\n\nArtículo\n14.-Rige a partir de su publicación en el Diario\nOficial La Gaceta.\n\nAcuerdo\ndefinitivamente aprobado.\n\nPublíquese.",
  "body_en_text": "in the entirety of the text\n\n                    -\n\n                        Full Text of Norm 148\n\n                        Regulation for the Use of the Park and Public Areas of the Canton of Sarchí\n(Valverde Vega)\n\nFull Text record: C5E3D\n\nMUNICIPALITY\nOF VALVERDE VEGA\n\nAnnounces:\nThat by means of article VII subsection a) of\nOrdinary Session\nNo. 148 held on April 28, 2009, the Municipal Council unanimously\nagrees: To approve the following Regulation, which reads as follows: \n\nREGULATION FOR THE USE OF THE\nPARK\n\nAND PUBLIC AREAS OF THE CANTON\nVALVERDE VEGA\n\n \n\nArticle 1.—Pursuant\nto the powers conferred by subsection e) of Article 13 of\nLaw No. 7794, the\npresent Regulation is hereby issued, governing the use of Parks and Public Areas\nowned by the\n Municipality of Valverde Vega.\n\nArticle\n2.—The Municipality\nof Valverde Vega may administer, directly or through an administrative board, the parks and public\nareas owned by the\n Municipality.\n\nArticle\n3.—Permits for holding cultural events or other types of\nactivities in the parks and public\nareas shall be granted by the Municipal Council. In granting said permits,\nthe provisions of this Regulation must be considered, in accordance\nwith the provisions of section 154 of\nthe General Law of\n Public Administration.\n\nArticle\n4.—As established by the Municipal Code,\nthe Municipality\nshall charge rates for the maintenance of parks and public green areas, for\neach of the districts, according to the investment cost for each\nof them.\n\nArticle\n5.—The holding of cultural and sporting events in the\npark of the central district may be authorized, provided said events do not entail the\ndestruction thereof.\n\nArticle 6.—The installation of carrousels, vehicles, and amusement booths (chinamos)\nwithin the parks is strictly prohibited, except with prior authorization from the Municipal Council.   \n\nArticle\n7.—The use in the park of skateboards, bicycles (when used\nto travel along the park walkways), or other types of objects that may\ndeteriorate the park facilities and cause accidents to its users is prohibited.\n\nArticle\n8.—Excepted from the provisions of the preceding article, regarding the use of\nbicycles, are children under seven years of age who are under the care of\ntheir parents.\n\nArticle\n9.—Persons are prohibited from walking on the green areas of the park, climbing on\nbushes, or cutting these and any plant sown therein.\n\nArticle\n10.—It is prohibited to make improper use of the seats\ninstalled in the park, such as lying down to sleep or sitting in a state of\ndrunkenness.\n\nArticle\n11.—The distribution, possession, or consumption\nof any type of drugs and liquor in the park or public areas is prohibited.\n\nArticle\n12.—It is strictly forbidden to affix or paint notices, advertisements,\nannouncements of any kind, and materials on posts, lighting candelabras,\nkiosks, fountains, trees, sidewalks, curbstones, or any ornamental elements in general\nof the parks and boulevards, except with prior authorization notified by the\nMunicipality.\n\nArticle\n13.—Delegates of\nthe Community Police (Policía de Proximidad) are authorized to enforce the provisions of this Regulation and\nof the Laws, as is any other existing public authority or\none that may be created in the future.\n\nArticle\n14.—It shall take effect upon its publication in the Official\nGazette La Gaceta.\n\nAgreement\ndefinitively approved.\n\nLet it be published."
