El Parque Ambiental Municipal\nRío Loro (PAMRL) está localizado en el cantón de Cartago, distrito San Nicolás,\nen La Angelina. Se aplicará al uso del terreno, instalaciones y\nplanta física dentro de la finca del parque ambiental.\n\nArtículo\n3º-Definiciones. Para los efectos de este reglamento se entiende por:\n\nADMINISTRADORA:\nPersona funcionaria municipal encargada del buen manejo y toma de decisiones\npara el adecuado cumplimiento de los objetivos del Parque Ambiental Río Loro y\nlos servicios que se brindan en él.\n\nÁREA DE CAPTACIÓN:\nSitio destinado para el emplazamiento de una obra propuesta para obtener un\ncierto volumen de agua subterránea y así satisfacer una determinada demanda.\n\nAULA AMBIENTAL:\nSala ubicada dentro de un escenario de importancia para la estructura ecológica\nde un lugar, en la cual se trabaja con propuestas pedagógicas que\n\ntienen\nobjetivos específicos sobre las características naturales y los conflictos\nambientales de las localidades donde está inmersa.\n\nCAPACIDAD DE CARGA:\nNúmero máximo de personas visitantes que puede acoger un espacio sin provocar\nuna alteración inaceptable al medio ambiente y a sus condiciones ecológicas.\n\nEDUCACIÓN AMBIENTAL:\nProceso planificado que busca la sensibilización de las personas para proteger\nel ambiente, propiciar un desarrollo sostenible y un ambiente equilibrado,\ncreando conciencia y responsabilidad en ello para lograr actitudes positivas.\n\nEXTENSIÓN E INVESTIGACIÓN:\nActividad académica que pueden realizar estudiantes de diferentes niveles, para\nla búsqueda e indagación científica que tiene por fin\ngenerar ideas y acciones que posibiliten información para el mejoramiento de\nlas condiciones del PAMRL y de la calidad de vida de los pobladores cercanos.\n\nFORMULARIO DE SOLICITUD: Documento custodiado por la\npersona administradora del Parque Ambiental que tiene por finalidad obtener\ninformación básica de los visitantes y controlar los ingresos para recorridos\nguiados, charlas o talleres.\n\nNACIENTE: Punto en el que\nel agua brota desde el suelo y la superficie del acuífero se encuentra con la\nsuperficie del suelo.\n\nRECORRIDOS GUIADOS:\nHerramienta para transmitir conocimiento que consiste en una caminata por\nsenderos, en la compañía de un guía que muestra el sitio en detalle, explica\ndiversos aspectos y hace que el recorrido sea atractivo y educativo.\n\nSENDERO: Ruta o guía que\nha sido diseñada de manera que por caminos se pueda visitar sitios específicos,\nobservar e interactuar con el paisaje y sus recursos naturales.\n\nTALLER: Forma de\nenseñanza en la cual un grupo trata un tema de una manera altamente\nparticipativa. Es un tipo de aprendizaje práctico con el objetivo de traer algo\nde la \"realidad\" al salón de clases para buscar una solución activa y conjunta.\n\nZONA DE USO PÚBLICO:\nSector dominado por un ambiente natural donde se puede acoger aquellos\nvisitantes que llegan al lugar con fines de recreación, educación,\ninvestigación y cualquier otro compatible con los objetivos de creación del\nPAMRL.\n\nZONA DE USO RESTRINGIDO:\nSector que presenta un elevado grado de naturalidad, mantiene características\necológicas importantes y es una zona frágil.\n\nZONA FRÁGIL:\nZona que ambientalmente puede deteriorarse con facilidad y en las que la\nintervención de carácter andrógeno (del ser humano) puede desencadenar una\nserie de alteraciones del ecosistema, que son una amenaza continua y llegar a\nser irreversibles.\n\nGUIA: Persona\nencargada de dirigir un grupo de turistas y mostrarles los atractivos de la\nzona, ya sea a través de tour, ruta o visita.\n\nArtículo\n4º-Servicios que brinda el PAMRL. El PAMRL ofrece los siguientes\nservicios:\n\na.\nCharlas y Talleres de Educación Ambiental: Estarán dirigidas a estudiantes de primaria,\nsecundaria, universitarios y grupos organizados de distinta índole, que buscan\neducarse en temas ambientales.\n\nb.\nRecorridos guiados: Caminatas dirigidas en las cuales se informará y educará\nsobre los temas que contemplan los senderos y los diferentes módulos\neducativos.\n\nc.\nUso de instalaciones para capacitaciones, reuniones y talleres: Se podrán\nrealizar reuniones, capacitaciones y talleres en el aula ambiental para\nestudiantes de cualquier nivel, instituciones y grupos organizados de distinta\níndole que buscan educarse en temas ambientales y/o desarrollar y promover\nproyectos de interés ambiental y de desarrollo turístico sostenible, siempre\nproyectados hacia la comunidad.\n\nDe\nigual manera se podrán realizar actividades relacionadas con la gestión\nmunicipal.\n\nd.\nInvestigación y Extensión: Se podrán realizar proyectos de investigación y\nextensión, los cuales deben solicitarse formalmente por una institución\ncientífica o académica, y presentar una propuesta de plan de trabajo. Al\nfinalizar deben entregarse al Administrador del PAMRL, los resultados y la\ndocumentación que haya generado el estudio o investigación.\n\nLa\nselección de proyectos se adecuará a las siguientes prioridades:\n\n.\nEstudios sobre hidrología y recarga en el sitio.\n\n.\nProyectos encaminados a resolver los problemas que plantea la gestión del PAMRL\nen lo que respecta a la protección de éste y la compatibilidad del uso público\ncon la conservación del espacio protegido.\n\n.\nProyectos asociados a la mejora de la calidad de la población haciendo énfasis\nen educación ambiental.\n\n.\nEstudios sobre especies vegetales y animales que se encuentran en la zona.\n\ne.\nLos demás servicios que determine la Administración que correspondan a los\nfines para los que fue creado el PAMRL.\n\nCAPÍTULO II\n\nDe la Administración del PAMRL\n\nArtículo 5º-De la persona Administradora del PAMRL.\nLa persona Administradora del PAMRL tiene las siguientes funciones:\n\na. Velar por el adecuado cumplimiento de este\nReglamento.\n\nb. Confeccionar, solicitar y ejecutar el presupuesto asignado\nal PAMRL.\n\nc. Ejecutar la planificación del programa de\nmantenimiento de las instalaciones del PAMRL.\n\nd. Desarrollar el programa de educación ambiental del\nPAMRL, de acuerdo con lo establecido en el artículo 4.\n\ne. Aprobar o denegar las solicitudes de uso de las\ninstalaciones del PAMRL, conforme con los términos del presente reglamento, en\nforma justificada.\n\nf. Comunicar a las personas usuarias del PAMRL, las\nrecomendaciones u órdenes, verbales o escritas, que se estimen pertinentes para\nel mejor desarrollo de la actividad a realizar en el espacio cedido y suspender\no revocar de inmediato el permiso cuando éstas no sean cumplidas a\nsatisfacción, o se produzca algún uso indebido de las instalaciones.\n\ng. Llevar el control de las actividades autorizadas en\ncuanto a fechas, horarios o espacios, con la finalidad de procurar el mejor\naprovechamiento de las instalaciones y un servicio de calidad a los visitantes.\n\nh. Mantener un registro de los permisos concedidos,\nordenados cronológicamente.\n\ni. Mantener una estadística de las personas que\ningresan al PAMRL.\n\nj. Generar alternativas o iniciativas que propicien la\nsostenibilidad del PAMRL.\n\nk. Ser el enlace con la parte operativa del Área\nTécnica de Acueductos de la Municipalidad de Cartago, a fin de que el área\ntotal del parque tenga la operación y mantenimiento debido, protegiendo de esta\nforma el recurso hídrico disponible en el lugar.\n\nl. Las demás funciones atinentes con el cargo que\ndetermine la Administración.\n\nCAPÍTULO III\n\nUso de las instalaciones\n\nArtículo 6º-Limitaciones de uso. Las\ninstalaciones del PAMRL solo podrán ser utilizadas para actividades\nrelacionadas con educación ambiental, protección del recurso hídrico,\ndesarrollo turístico sostenible y gestión municipal; por lo que toda autorización\nde uso contraria a dichos fines se encuentra prohibida.\n\nLa Administración se encuentra facultada para ordenar\nla suspensión inmediata de cualquier actividad que se desarrolle en oposición a\nese destino o que incumpla alguno de los requisitos de utilización, pudiéndose\nhacer uso de la Policía Municipal y de la Fuerza Pública inclusive.\n\nArtículo\n7º-Modalidades de ingreso. Existen dos tipos o modalidades de ingreso:\n\na.\nIngreso por calendarización de espacios. En atención a las solicitudes\nque realicen previamente las instituciones educativas, agencias de viajes y\notros grupos organizados.\n\nLos\nespacios y actividades se asignarán según la capacidad de carga del sitio y\ndisponibilidad de recursos materiales y recurso humano para atender dichos\ngrupos. Queda a discreción de la persona Administradora del PAMRL la asignación\nde estos recursos y asignación de los servicios que se brindan.\n\nUna\nvez que se haya calendarizado un espacio y comunicado a la persona solicitante,\nsolo por razones de fuerza mayor o caso fortuito puede ser cancelado.\n\nb.\nIngreso por desplazamientos espontáneos. Este es el caso de las personas que\nvisiten espontáneamente el PAMRL sin haber realizado una solicitud formal de\natención de un grupo.\n\nArtículo 8º-Horario. El PAMRL permanecerá abierto\nal público de miércoles a domingo (incluyendo días feriados) de las 8:00 a las\n15:00 horas, sin perjuicio de lo que dispongan la Unidad Ambiental y/o la\npersona que ocupa la Alcaldía Municipal.\n\nEn el lapso entre las 15:00 y las 16:00 horas, las\npersonas funcionarias del PAMRL se encargarán de retirar a los visitantes que\naún permanecen en los senderos, así como de inspeccionar las instalaciones de\nlos mismos, haciendo efectivo el cierre de las instalaciones del PAMRL a las\n16:00 horas.\n\nArtículo 9º-Trámite para solicitud de las\ninstalaciones. La persona interesada en reservar las instalaciones y/o los\nservicios que brinda el PAMRL, deberá solicitarlo en forma escrita al menos\nocho días naturales antes de la fecha en la que desea ingresar, y mediante el formulario\nque le suministrará la persona Administradora, ya sea en papel en las oficinas\ndel PAMRL o por medio de correo electrónico.\n\nRecibida la solicitud, la Administración procederá a\nverificar el cumplimiento de los requisitos. En caso de aprobarse, se\nnotificará la anuencia, así como las condiciones de uso de las instalaciones y\ntérminos generales relativos a la visita.\n\nArtículo 10.-Exoneración de responsabilidad. La\nMunicipalidad de Cartago no asumirá responsabilidad ante lesiones, discapacidad\no muerte de las personas visitantes y/o pérdida o daño a sus bienes, que ocurra\ndurante su estadía en el PAMRL.\n\nArtículo 11.-Capacidad de carga de las\ninstalaciones. Con base en estudio realizado por Onesimo\nGeovanni Meléndez Mendoza, en el año 2019, como practica\nde graduación de la Universidad Autónoma del Estado de México, se determina una\ncapacidad de carga de 290 visitantes diarios para el PAMRL según sus\ncaracterísticas de extensión, ubicación y recursos naturales.\n\nSerá responsabilidad de las personas funcionarias\nmunicipales y efectivos de la seguridad municipal destacados en el PAMRL, velar\npor que se respete dicha capacidad de carga y no se supere el máximo de\npersonas permitidas.\n\nLa Municipalidad podrá disponer en cualquier momento,\npor razones de interés institucional, una carga de visitantes diarios menor a\nla indicada.\n\nArtículo\n12.-Disposiciones de ingreso para las personas visitantes. Son de\nacatamiento obligatorio para las personas visitantes del PAMRL las siguientes\ndisposiciones:\n\na. Acatar\nlas indicaciones y recomendaciones tanto de personas funcionarias municipales\ncomo de los oficiales de seguridad, las cuales deberán estar debidamente\nidentificadas.\n\nb.\nNo ingresar a las zonas de uso restringido. Por seguridad se deberá transitar\npor los senderos o dentro de las zonas destinadas para uso público.\n\nc. No ingresar al área de captación, que es una zona frágil.\n\nd. No extraer plantas, animales, piedras o algún otro\nrecurso natural.\n\ne.\nNo ocasionar daños a la infraestructura con la que cuenta el lugar, ya que, los\nmismos son bienes públicos, siendo responsable por su reparación.\n\nf. Llevarse los residuos sólidos que generaron en su\ninstancia en el PAMRL.\n\ng. No ingresar con bicicletas, patinetas, patines, ni ningún\notro elemento recreativo.\n\nh. No ingresar con animales, porque pueden alterar los\nprocesos naturales del parque.\n\ni.\nNo generar ruido que perturbe los procesos naturales que se dan en el PAMRL.\nDeberá moderar el volumen de voz y no utilizar radios o algún otro dispositivo\nque genere sonidos no aptos para el área.\n\nj. No se permiten conductas que alteren el orden público y\nlas buenas costumbres.\n\nk.\nNo fumar, ingerir bebidas alcohólicas, utilizar petardos y cohetes de\nartificio, productos y sustancias inflamables, tóxicas y peligrosas, elementos\npunzocortantes y armas de fuego.\n\nl. No acampar.\n\nm.\nNo podrán ingresar niñas o niños menores de 12 años sin el acompañamiento de\nuna persona adulta responsable.\n\nn.\nNo realizar actividades recreativas en los senderos del PAMRL, en la zona de\ncaptación u en otra área que la administración considere necesaria.\n\no. No podrá cederse el permiso a personas u organizaciones\ndiferentes a la solicitante.\n\np. No podrá variarse la actividad autorizada sin la\nautorización previa de la Administración.\n\nArtículo 13.-Reserva del derecho de admisión.\nLa Municipalidad se reserva el derecho de admisión al parque ambiental, con el\nobjetivo de salvaguardar los recursos e instalaciones.\n\nArtículo 14.-Seguridad en el PAMRL. La\nseguridad de las personas funcionarias y visitantes y los recursos e\ninstalaciones del PAMRL, estará a cargo del Área de Seguridad Comunitaria y\nPolicía Municipal.\n\nEs obligación de los oficiales de seguridad municipal\nponer en conocimiento de la Administración del PAMRL, sobre cualquier anomalía\no irregularidad ocurrida durante el desarrollo de las actividades dentro del\nPAMRL, sin perjuicio de las facultades que conservan de adoptar las medidas\npertinentes e inmediatas que procuren cesar el acto o conducta irregular.\n\nCAPÍTULO\nIV\n\nPrecio\npor concepto de ingreso y su cobro\n\nArtículo\n15.-Del Precio. La Municipalidad cobrará un precio por concepto de\ningreso a las instalaciones del PAMRL a todas las personas visitantes en las\nsiguientes categorías:\n\na. Adultos.\n\nb. Adultos mayores.\n\nc. Estudiantes.\n\nd. Menores de edad.\n\ne. Extranjeros.\n\nEl precio\nse determinará conforme al artículo 83 del Código Municipal e incluirá el costo\nefectivo en que incurra la Municipalidad por las actividades que comprenden el\nservicio, más un diez por ciento (10%) de utilidad para desarrollarlos.\n\nArtículo 16.- De la Comisión Técnica. La\nadministración municipal integrará una Comisión Técnica para efectos de la\nactualización del precio por concepto de ingreso, conformada por las siguientes\npersonas funcionarias:\n\na. Analista de Costos.\n\nb. Unidad Ambiental.\n\nc. Administradora o administrador del PAMRL.\n\nd. Dirección Legal.\n\ne. Área Tributaria.\n\nf. Estudiantes nacionales o extranjeros de\ninstituciones públicas o privadas que deseen realizar su práctica profesional\nen el parque ambiental, así como de instituciones públicas o privadas y grupos\nde distinta índole que aporten desarrollo y promoción de proyectos de\ninvestigación y extensión, de interés ambiental y de desarrollo turístico\nsostenible, cuyos resultados deben ser siempre proyectados hacia el mismo PAMRL\no hacia la comunidad.\n\nd. Personas funcionarias municipales debidamente\nidentificados con su carnet vigente y únicamente cuando participen de\nactividades propias de la institución.\n\ne. Las niñas y los niños menores de tres años de edad.\n\nf. Personas de instituciones participantes en\niniciativas alrededor de la gestión de proyectos de naturaleza ambiental\nturística y municipal.\n\nArtículo\n19.-Trámite de excepción de pago. The Río Loro Municipal Environmental Park (Parque Ambiental Municipal Río Loro, PAMRL) is located in the canton of Cartago, San Nicolás district, in La Angelina. The area of the property where it is located measures 23 hectares and belongs to the Municipality of Cartago.\n\nIts purpose is to provide effective protection to the catchment area (área de captación) and surroundings of the spring (naciente) Río Loro, to maintain the quality and quantity of the water resource and provide a space for environmental education (educación ambiental) for the Cartago community, as well as areas for leisure and recreation in harmony with the environment.\n\nArticle 2-Scope of Application. The purpose of these Regulations is to define the guidelines to regulate and control access, permanence, and use of the facilities of the Río Loro Municipal Environmental Park (PAMRL) to ensure the sustainability of the area, of the water resource of the spring, and to fulfill the objectives of its creation. It shall apply to the use of the land, facilities, and physical plant within the property of the environmental park.\n\nArticle 3-Definitions. For the purposes of these regulations, the following definitions apply:\n\nADMINISTRATOR (ADMINISTRADORA): The municipal official responsible for the proper management and decision-making for the adequate fulfillment of the objectives of the Río Loro Environmental Park and the services provided therein.\n\nCATCHMENT AREA (ÁREA DE CAPTACIÓN): Site designated for the placement of a proposed work to obtain a certain volume of groundwater and thus satisfy a specific demand.\n\nENVIRONMENTAL CLASSROOM (AULA AMBIENTAL): A room located within a setting of importance for the ecological structure of a place, in which work is conducted with pedagogical proposals that\n\nhave specific objectives regarding the natural characteristics and the environmental conflicts of the localities where it is immersed.\n\nCARRYING CAPACITY (CAPACIDAD DE CARGA): The maximum number of visitors that a space can accommodate without causing an unacceptable alteration to the environment and its ecological conditions.\n\nENVIRONMENTAL EDUCATION (EDUCACIÓN AMBIENTAL): A planned process that seeks to raise awareness among people to protect the environment, foster sustainable development and a balanced environment, creating awareness and responsibility to achieve positive attitudes.\n\nEXTENSION AND RESEARCH (EXTENSIÓN E INVESTIGACIÓN): An academic activity that students of different levels may carry out, for scientific inquiry and investigation aimed at generating ideas and actions that provide information for the improvement of the conditions of the PAMRL and the quality of life of the nearby residents.\n\nAPPLICATION FORM (FORMULARIO DE SOLICITUD): A document maintained by the administrator of the Environmental Park intended to obtain basic information from visitors and control entries for guided tours (recorridos guiados), talks, or workshops (talleres).\n\nSPRING (NACIENTE): The point at which water emerges from the ground and the surface of the aquifer meets the surface of the ground.\n\nGUIDED TOURS (RECORRIDOS GUIADOS): A tool for transmitting knowledge that consists of a walk along trails (senderos), in the company of a guide (guía) who shows the site in detail, explains various aspects, and makes the tour attractive and educational.\n\nTRAIL (SENDERO): A route or path that has been designed so that specific sites can be visited, observing and interacting with the landscape and its natural resources along the way.\n\nWORKSHOP (TALLER): A form of teaching in which a group discusses a topic in a highly participatory manner. It is a type of practical learning with the aim of bringing something from \"reality\" to the classroom to seek an active and joint solution.\n\nPUBLIC USE ZONE (ZONA DE USO PÚBLICO): A sector dominated by a natural environment where visitors arriving at the site for recreation, education, research, and any other purpose compatible with the objectives of the creation of the PAMRL can be accommodated.\n\nRESTRICTED USE ZONE (ZONA DE USO RESTRINGIDO): A sector that presents a high degree of naturalness, maintains important ecological characteristics, and is a fragile zone (zona frágil).\n\nFRAGILE ZONE (ZONA FRÁGIL): An area that can easily deteriorate environmentally and in which anthropic (human) intervention can trigger a series of ecosystem alterations, which are a continuous threat and may become irreversible.\n\nGUIDE (GUIA): The person in charge of leading a group of tourists and showing them the attractions of the area, whether through a tour, route, or visit.\n\nArticle 4-Services provided by the PAMRL. The PAMRL offers the following services:\n\na. Talks and Environmental Education Workshops: They shall be aimed at primary, secondary, and university students and organized groups of various kinds seeking to educate themselves on environmental issues.\n\nb. Guided Tours: Directed walks in which information and education will be provided on the topics covered by the trails and the different educational modules.\n\nc. Use of facilities for training, meetings, and workshops: Meetings, training sessions, and workshops may be held in the environmental classroom for students at any level, institutions, and organized groups of various kinds seeking to educate themselves on environmental issues and/or develop and promote projects of environmental interest and sustainable tourism development, always projected toward the community.\n\nIn the same manner, activities related to municipal management may be carried out.\n\nd. Research and Extension: Research and extension projects may be carried out, which must be formally requested by a scientific or academic institution, and a work plan proposal must be submitted. Upon completion, the results and documentation generated by the study or research must be delivered to the Administrator of the PAMRL.\n\nThe selection of projects will adhere to the following priorities:\n\n- Studies on hydrology and recharge at the site.\n- Projects aimed at solving the problems posed by the management of the PAMRL regarding its protection and the compatibility of public use with the conservation of the protected space.\n- Projects associated with improving the quality of life of the population, with emphasis on environmental education.\n- Studies on plant and animal species found in the area.\n\ne. The other services determined by the Administration that correspond to the purposes for which the PAMRL was created.\n\nCHAPTER II\n\nOn the Administration of the PAMRL\n\nArticle 5-On the Administrator of the PAMRL. The Administrator of the PAMRL has the following functions:\n\na. To ensure the proper compliance with these Regulations.\n\nb. To prepare, request, and execute the budget assigned to the PAMRL.\n\nc. To execute the planning of the maintenance program for the PAMRL facilities.\n\nd. To develop the environmental education program of the PAMRL, in accordance with the provisions of article 4.\n\ne. To approve or deny requests for the use of the PAMRL facilities, in accordance with the terms of these regulations, in a justified manner.\n\nf. To communicate to the users of the PAMRL any recommendations or orders, verbal or written, deemed pertinent for the better development of the activity to be carried out in the assigned space, and to immediately suspend or revoke the permit when these are not fulfilled satisfactorily, or when any improper use of the facilities occurs.\n\ng. To maintain control of authorized activities regarding dates, schedules, or spaces, with the goal of ensuring the best utilization of the facilities and quality service to visitors.\n\nh. To maintain a record of permits granted, ordered chronologically.\n\ni. To maintain statistics on the people entering the PAMRL.\n\nj. To generate alternatives or initiatives that promote the sustainability of the PAMRL.\n\nk. To be the liaison with the operational part of the Technical Area for Aqueducts of the Municipality of Cartago, so that the entire area of the park has due operation and maintenance, thus protecting the water resource available at the site.\n\nl. The other functions inherent to the position as determined by the Administration.\n\nCHAPTER III\n\nUse of the Facilities\n\nArticle 6-Limitations of Use. The facilities of the PAMRL may only be used for activities related to environmental education, protection of the water resource, sustainable tourism development, and municipal management; therefore, any authorization of use contrary to these purposes is prohibited.\n\nThe Administration is empowered to order the immediate suspension of any activity that is carried out in opposition to that purpose or that breaches any of the usage requirements, and can make use of the Municipal Police and even the Public Force for this purpose.\n\nArticle 7-Modes of Entry. There are two types or modes of entry:\n\na. Entry by Space Scheduling. Based on requests made in advance by educational institutions, travel agencies, and other organized groups.\n\nSpaces and activities will be assigned according to the carrying capacity of the site and the availability of material resources and human resources to attend to those groups. The assignment of these resources and the assignment of the services provided is at the discretion of the Administrator of the PAMRL.\n\nOnce a space has been scheduled and communicated to the applicant, it can only be canceled for reasons of force majeure or unforeseen events.\n\nb. Entry by Spontaneous Visits. This is the case for people who spontaneously visit the PAMRL without having made a formal request for group attention.\n\nArticle 8-Hours. The PAMRL will remain open to the public from Wednesday to Sunday (including holidays) from 8:00 a.m. to 3:00 p.m., without prejudice to what the Environmental Unit and/or the person occupying the Municipal Mayoralty may provide.\n\nIn the period between 3:00 p.m. and 4:00 p.m., the officials of the PAMRL shall be responsible for removing visitors who still remain on the trails, as well as inspecting their facilities, making the closure of the PAMRL facilities effective at 4:00 p.m.\n\nArticle 9-Procedure for Requesting Facilities. The person interested in reserving the facilities and/or services provided by the PAMRL must request it in writing at least eight calendar days before the date on which they wish to enter, and by means of the form that the Administrator will provide, either on paper at the PAMRL offices or via email.\n\nUpon receiving the request, the Administration will proceed to verify compliance with the requirements. In the event of approval, consent shall be notified, as well as the conditions for the use of the facilities and general terms relating to the visit.\n\nArticle 10-Exemption from Liability. The Municipality of Cartago shall not assume responsibility for injuries, disability, or death of visitors and/or loss or damage to their property, occurring during their stay in the PAMRL.\n\nArticle 11-Carrying Capacity of the Facilities. Based on a study conducted by Onesimo Geovanni Meléndez Mendoza, in the year 2019, as a graduation project for the Universidad Autónoma del Estado de México, a carrying capacity of 290 daily visitors is determined for the PAMRL according to its characteristics of extension, location, and natural resources.\n\nIt shall be the responsibility of the municipal officials and municipal security personnel stationed at the PAMRL to ensure that this carrying capacity is respected and that the maximum number of persons permitted is not exceeded.\n\nThe Municipality may, at any time, for reasons of institutional interest, provide for a daily number of visitors lower than that indicated.\n\nArticle 12-Entry Provisions for Visitors. The following provisions are mandatory for visitors to the PAMRL:\n\na. To obey the instructions and recommendations of both municipal officials and security officers, who must be duly identified.\n\nb. Not to enter restricted use zones. For safety, one must travel along the trails or within the areas designated for public use.\n\nc. Not to enter the catchment area, which is a fragile zone.\n\nd. Not to extract plants, animals, stones, or any other natural resource.\n\ne. Not to cause damage to the infrastructure present at the site, as these are public assets, being responsible for their repair.\n\nf. To take with them the solid waste they generated during their stay at the PAMRL.\n\ng. Not to enter with bicycles, scooters, skateboards, or any other recreational element.\n\nh. Not to enter with animals, as they can alter the natural processes of the park.\n\ni. Not to generate noise that disturbs the natural processes occurring in the PAMRL. The volume of one's voice must be moderated, and radios or any other device generating sounds not suitable for the area must not be used.\n\nj. Conduct that alters public order and good customs is not permitted.\n\nk. Not to smoke, consume alcoholic beverages, use firecrackers and fireworks, flammable, toxic, and dangerous products and substances, sharp objects, and firearms.\n\nl. Not to camp.\n\nm. Children under 12 years of age shall not enter without the accompaniment of a responsible adult.\n\nn. Not to carry out recreational activities on the trails of the PAMRL, in the catchment area, or in any other area that the administration deems necessary.\n\no. The permit may not be transferred to persons or organizations other than the applicant.\n\np. The authorized activity may not be changed without the prior authorization of the Administration.\n\nArticle 13-Reservation of Right of Admission. The Municipality reserves the right of admission to the environmental park, with the objective of safeguarding the resources and facilities.\n\nArticle 14-Security in the PAMRL. The security of the officials and visitors and the resources and facilities of the PAMRL shall be the responsibility of the Community Security and Municipal Police Area.\n\nIt is the obligation of the municipal security officers to inform the Administration of the PAMRL of any anomaly or irregularity occurring during the development of activities within the PAMRL, without prejudice to the powers they retain to adopt the pertinent and immediate measures aimed at ceasing the irregular act or conduct.\n\nCHAPTER IV\n\nPrice for Admission and its Collection\n\nArticle 15-On the Price. The Municipality shall charge a price for admission to the facilities of the PAMRL to all visitors in the following categories:\n\na. Adults.\nb. Senior citizens.\nc. Students.\nd. Minors.\ne. Foreigners.\n\nThe price shall be determined in accordance with article 83 of the Municipal Code and shall include the effective cost incurred by the Municipality for the activities comprising the service, plus ten percent (10%) profit to develop them.\n\nArticle 16-On the Technical Commission. The municipal administration shall form a Technical Commission for the purpose of updating the price for admission, composed of the following officials:\n\na. Cost Analyst.\nb. Environmental Unit.\nc. Administrator of the PAMRL.\nd. Legal Directorate.\ne. Tax Area.\nf. The corresponding departments.\n\nThe Technical Commission shall prepare a preliminary draft proposal for prices for study by the Mayoralty and approval by the Municipal Council, which shall come into effect thirty days after its publication in La Gaceta.\n\nArticle 17-On the Collection. The collection of the admission price shall be made by a human cashier or by any other means of payment that provides proof of entry to the visitors.\n\nThe collection process shall be the responsibility of the Treasury of the Municipality.\n\nArticle 18-Cases of Exception from Payment. Only the following persons shall be exempt from paying admission to the PAMRL:\n\na. Beneficiaries of agreements signed with the Municipality, whose purpose is the development and promotion of projects of environmental interest and sustainable tourism development in the Río Loro Municipal Environmental Park.\n\nb. National or foreign students from public or private institutions who wish to perform their community service work or volunteer work in the PAMRL.\n\nc. National or foreign students from public or private institutions who wish to perform their professional internship in the environmental park, as well as from public or private institutions and groups of various kinds that contribute to the development and promotion of research and extension projects, of environmental interest and sustainable tourism development, the results of which must always be projected towards the PAMRL itself or towards the community.\n\nd. Municipal officials duly identified with their valid identification card and only when participating in activities specific to the institution.\n\ne. Girls and boys under three years of age.\n\nf. Persons from institutions participating in initiatives concerning the management of environmental, tourism, and municipal nature projects.\n\nArticle 19-Procedure for Payment Exception. To qualify for this exception, the students indicated in subsections b. and c. of the previous article must provide the Administration of the PAMRL with an official letter issued by the educational institution to which they belong, formally requesting admission, including the student's identification card or identity number and a description of the activity to be carried out within the environmental park.\n\nAdditionally, students must provide an all-risk insurance policy, which will cover the material and personal damages caused to the student in the PAMRL.\n\nThe student must sign a declaration and acceptance that they participate in activities in the PAMRL at their own risk and that they release the Municipality of Cartago from all liability for any injury, disability, or death of their person and/or loss or damage to their property, occurring during their stay in the PAMRL.\n\nIn the case of persons under subsection f. of the previous article, they must request the exception from payment in writing to the Administration of the PAMRL, indicating the objective of the visit, the time they will remain in the park's facilities, the activities they will carry out there, and their name and identification number.\n\nEffective as of its publication in the Official Gazette La Gaceta, in accordance with the provisions of article 43 of the Municipal Code." }
