Likewise, this Award shall have the purpose of partially or totally financing the winning project.\n\nARTICLE 2.- Components of the contest\n\n \n\n            Each year, the Legislative Directorate may dedicate or name the contest with a title related to the environment or Costa Rican geography.\n\n \n\n            To evaluate the projects and determine the winner, the Legislative Directorate shall appoint, during the month of February of each year, a deliberating jury composed of at least three representatives from organizations or institutions with expertise in the subject, who shall not receive remuneration for this.\n\n \n\n            The Legislative Directorate shall announce the call for the contest during the month of March of each year, in at least one national-circulation print media outlet, as well as through other informational media. The announcement shall state, at least, the following components:\n\n \n\na) The\nname of the Environmental Award.\n\n \n\nb) The\nmotivation for the Award call.\n\n \n\nc) The\nrequirements for participating educational centers.\n\n \n\nd) The\namount of the economic benefit of the Award.\n\n \n\ne) The\ndates for project submission, the declaration, and the award ceremony.\n\n \n\nf)  The\nformat of the projects.\n\n \n\ng) The participating\ntopics.\n\n \n\nh) Other\nelements deemed pertinent.\n\n \n\n            Participating projects shall be received during the months of April, May, and June of each year.\n\n \n\n            The declaration of the winning project and the awarded educational center shall be announced at least thirty days prior to the Award ceremony date, in at least one national-circulation print media outlet, with the possibility of disseminating it through other informational media.\n\n \n\n            The Award, directed to the winning educational center, shall be presented by the Legislative Directorate and the deliberating jury on the 24th of August of each year, the date on which National Parks Day is celebrated, at the time and place determined by the Legislative Directorate of the Legislative Assembly.\n\n \n\n            Should there be no winning project, according to the justified technical criteria of the deliberating jury, the contest may be declared void.\n\nARTICLE 3.- Budgetary authorization\n\n \n\n            The Legislative Assembly is authorized to budget the corresponding economic line item for the Legislative Environmental Award each year, the amount of which shall be at least five times the base salary of an office clerk 1, as defined in article 2 of Law No. 7337 of May 5, 1993.\n\nARTICLE 4.-\nOversight\n\n \n\n            Once the Award has been assigned to the educational center with the winning environmental project, the administration of the Legislative Assembly shall ensure compliance with the goals proposed in the winning project, according to parameters previously established by it, both for oversight and for possible sanctions in case of non-compliance.\n\n \n\n            It shall become effective upon its publication.\n\n \n\n            Given at the Presidency of the Republic.-San José, on the twenty-first day of August of two thousand nine."
