  "body_en_text": "across the entire text\n\n                    -\n\n                        Full Text of Norma 35759\n\n                        Declaration of National Public Interest of the Construction Project for\nPumping Station, Force Main and Canal Bridge\n\nFull Text of act: CDE3A\n\nNº 35759-S\n\nTHE PRESIDENT OF THE\nREPUBLIC\n\nAND THE MINISTER OF\nHEALTH\n\n \n\n            In exercise of the powers\nconferred by Articles 50, 140 subsections 3) and 18) and 146 of the Political\nConstitution; 27 and 28 of Law No. 6227 of May 2, 1978 \"General Law of Public\nAdministration\"; 1 and 2 of Law No. 5395 of October 30, 1973 \"General Health\nLaw\"; 1 and 2 of Law No. 2726 of April 14, 1961 \"Constitutive Law of the\nCosta Rican Institute of Aqueducts and Sewers\" and its amendments; 1, 5 and 52\nof Law No. 7554 of October 4, 1995 \"Organic Law of the Environment\".\n\n \n\nConsidering:\n\n \n\n            1º-That in accordance with\nArticle One of the General Health Law, \"The health of the population is a\npublic interest asset protected by the State\".\n\n            2º-That\nin accordance with the Organic Law of the Environment No. 7554 of October 4,\n1995, \"This law shall seek to provide Costa Ricans and the State with\nthe necessary instruments to achieve a healthy and ecologically\nbalanced environment.\"\n\n            3º-That\nat present it is a matter of public interest to solve the problem of conveyance\nand disposal of wastewater from the residential developments of La Guaria, La\nVerbena, Las Bedollas, La Corina, and the Teodoro Picado High School, located in the\ndistrict of San Felipe, canton of Alajuelita, province of San José.\n\n            4º-That\nthe Costa Rican Institute of Aqueducts and Sewers shall carry out a\nConstruction Project for a Pumping Station, Force Main and Canal\nBridge, works that would substantially improve the quality of life of the\nresidents of said residential developments.\n\n            5º-That\nthe authorities of the Costa Rican Institute of Aqueducts and Sewers have\nrequested the Ministry of Health to issue the declaration of public and national\ninterest for the aforementioned works. Therefore,\n\n \n\nDecrees:\n\nDECLARATION OF\nPUBLIC AND NATIONAL INTEREST\n\nOF THE CONSTRUCTION PROJECT FOR PUMPING\n\nSTATION, FORCE MAIN\n\nAND CANAL BRIDGE\n\n \n\n            Article 1º-Declare of public\nand national interest, the \"Construction Project for Pumping Station, Force\nMain, and Canal Bridge\", to be carried out by the Costa Rican Institute of\nAqueducts and Sewers.\n\n            Article\n2º-Public Institutions, to the extent of their possibilities and within the legal\nframework of their competencies, shall collaborate and coordinate with the Costa\nRican Institute of Aqueducts and Sewers, to execute the construction of\nthe works necessary to comprehensively solve the problem of wastewater conveyance\nand disposal.\n\n            Article\n3º-Shall take effect upon its publication.\n\n \n\n            Done at the Presidency of\nthe Republic.-San José, on the fourth day of December, two thousand\nnine."
