  "body_es_text": "en la totalidad del texto\n\n                    -\n\n                        Texto Completo Norma 35967\n\n                        Declara de interés público, el campeonato mundial de rafting denominado\n“Turrialba Sostenible, Costa Rica 2011”\n\nTexto Completo acta: CF3ED\n\nN° 35967-MP-TUR\n\nEL PRESIDENTE DE\nLA REPÚBLICA\n\nEL MINISTRO DE\nLA PRESIDENCIA,\n\nY EL MINISTRO DE\nTURISMO\n\nCon fundamento en las atribuciones y facultades\nconferidas en los artículos 11, 140, incisos 3) y 18) y 146 de la Constitución\nPolítica y los artículos 4, 11, 15, 21, 27, y 28 de la Ley General de la\nAdministración Pública, Ley N° 6227 de 2 de mayo de 1978.\n\nConsiderando:\n\n1°-Que la actividad turística en general se ha\nconvertido en la principal fuente de generación de divisas para el país y una\nfuente importante de empleo para los costarricenses.\n\n2°-Que se ha designado a Costa Rica y específicamente a la localidad de Turrialba como la sede del\npróximo Mundial de Rafting llamado Turrialba Sostenible, Costa Rica 2011, a realizarse del 5 al 10\nde octubre 2011.\n\n3°-Que este\nCampeonato de categoría mundial (en adelante \"el Campeonato\") en lo que al\ndeporte del rafting se refiere, es organizado por\nla Cámara de Turismo de\nTurrialba.\n\n4°-Que el Campeonato\ntiene como objetivo promover a Costa Rica y su localidad de Turrialba, como un\ndestino turístico sostenible de nuestro país, especialmente dentro del sector\ndel rafting, actividad que según cifras del ICT, generó un porcentaje promedio\nde 12.6 % del ingreso total de turistas durante el período del año 2003 al año\n2006.\n\n5º-Que según el Plan\nNacional de Desarrollo Turístico 2002-2012, Turrialba es uno de los principales\natractivos de la Unidad\nde Planeamiento Turístico del Valle Central y entre los principales productos\nturísticos identificados en la unidad, tenemos aquellos que tienen relevancia\npara los segmentos de turismo de naturaleza y de aventura, sobresaliendo entre\nellos, la actividad de deslizamiento por los rápidos ó rafting.\n\n6°-Que se espera que\nel Campeonato genere los siguientes resultados derivados positivos en materia\nturística para el país:\n\n-   Constituirse en una ventana a la promoción de\nCosta Rica a nivel mundial, al contar con la participación de cerca de 60\nequipos, de diferentes partes del mundo. Se estima que estarán participando 10\npaíses de Asia, 27 países de Europa, 2 de Norteamérica, 10 de Latinoamérica,\nSur África, Zimbawe y África.\n\n-   Esta actividad al producir una amplia\npromoción de Costa Rica y Turrialba, ocasionará a mediano plazo, la afluencia\nde mayor visitación turística, no solo de mercados nuevos, si no también mayor\nconsolidación de mercados existentes, en la línea de acción de Costa Rica como\ndestino turístico diferenciado, lo anterior debido a la extensa cobertura de\naproximadamente 100 medios de comunicación televisiva, periódicos y revistas\ndeportivas.\n\n-   Que aunado a lo anterior, el Campeonato se\ndesarrollará, bajo un diseño organizativo de conservación y de amigabilidad con\nel ambiente, lo cual demuestra el compromiso del país con los acuerdos internacionales\nambientales de mitigación y compensación de las emisiones de carbono (CO2).\n\n7º-Que el rafting es un deporte amigable con el\nambiente y con la sostenibilidad turística. It is estimated that 10\ncountries from Asia, 27 countries from Europe, 2 from North America, 10 from Latin America,\nSouth Africa, Zimbabwe, and Africa will be participating.\n\n-   This activity, by producing extensive\npromotion of Costa Rica and Turrialba, will cause in the medium term an\ninflux of greater tourist visitation, not only from new markets, but also a greater\nconsolidation of existing markets, in the line of action of Costa Rica as\na differentiated tourist destination, the foregoing due to the extensive coverage of\napproximately 100 television media outlets, newspapers, and sports\nmagazines.\n\n-   That added to the foregoing, the Championship will be\ndeveloped under an organizational design of conservation and environmental friendliness, which demonstrates the country’s commitment to international environmental\nagreements for the mitigation and compensation of carbon emissions (CO2).\n\n7°—That rafting is a sport that is friendly to the\nenvironment and to tourism sustainability. Therefore,\n\nWe Decree:\n\nDECLARATION\nOF PUBLIC INTEREST FOR THE HOLDING\n\nOF THE TURRIALBA SOSTENIBLE, COSTA RICA 2011 WORLD RAFTING\n\nCHAMPIONSHIP\n\n \n\nArticle 1°—The world rafting championship called \"Turrialba\nSostenible, Costa Rica 2011\", to be held from October 5 to 11, 2011, in Turrialba, is hereby declared of public interest.\n\nArticle 2°—For the\noptimal development of this event, all Government agencies,\nMinistries, and related Institutions are urged to provide all the necessary help and\ncollaboration, within the framework of their material possibilities and the\nscope of their respective competencies.\n\nArticle 3°—This Decree takes effect\nas of its publication in the Official Gazette\nLa Gaceta.\n\n \n\nDone at\nthe Presidency of\nthe Republic, on the\nseventh day of the month of April of two thousand ten."
