La razón de este despilfarro histórico se debe\na la creencia en un acceso ilimitado a los recursos fósiles (petróleo, gas\nnatural y carbón) agua y del uso de los suelos. Costa Rica es un país que busca\nser líder mundial al declarar públicamente fechas límites, para mejorar el\ndesempeño tecnológico y ambiental de la sociedad, la iniciativa gubernamental\n\"Paz con la naturaleza\" es emblemática, así como la Estrategia Nacional para el\nCambio Climático y la fecha establecida para el logro de la neutralidad\ncarbónica de la sociedad Costarricense.\n\n3º-Que el tópico\nfundamental de la actividad es para la diseminación de los resultados de\ninvestigaciones del ámbito nacional y discusión adicional con investigadores\nextranjeros.\n\n4º-Que de conformidad con\nel artículo 8º de la Ley de Promoción del Desarrollo Científico y Tecnológico,\nNº 7169, todas las actividades científicas y tecnológicas sin fines de lucro,\nrealizadas por las entidades que forman parte del Sistema Nacional de Ciencia y\nTecnología, son de interés público.
