Los fines específicos son:\nPrimero: Promover en el cantón de Pérez Zeledón: a) la protección de los\ncerros, humedales y áreas de amortiguamiento, b) la creación y mantenimiento de\ncorredores biológicos, y c) la regeneración natural de áreas con capacidad de\nusos forestales; Segundo: Desarrollar proyectos de carácter educativo\ndestinados a capacitar a la población, en la protección, desarrollo, goce y uso\nadecuado de los recursos naturales, tanto en el cantón de Pérez Zeledón, como\nen específico del área abarcada por la cuenca del Río Pedregoso; Tercero:\nVigilar por la protección, restauración y uso adecuado de los recursos Maricos\ny cuencas del Cantón de Pérez Zeledón, y en especial la cuenca del Río\nPedregoso, y evitar su contaminación; Cuarto: Fomentar refugios privados y\npúblicos para proteger e investigar la biodiversidad del cantón, y en especial\nla de la cuenca del Río Pedregoso; Quinto: Promover el turismo ecológico del\nárea como actividad alternativa y sostenible que involucre a la comunidad;\nSexto: Promover proyectos de reforestación y regeneración natural con especies\nendémicas; Sétimo: Hacer un estudio de los recursos del cantón (orientados\nhacia un ordenamiento territorial integral) y después una planificación\nparticipativa del cantón basado en este estudio, en especial lo relativo a la\ncuenca del Río Pedregoso...\"\n\nIV.-Que tales fines\nsolventan una necesidad social de primer orden, por lo cual merecen el apoyo\ndel Estado Costarricense.   "body_en_text": "in the entirety of the text\n\n                    -\n\n                        Complete Text of Regulation 36146\n\n                        Declares of Public Utility for the interests of the State the Isaías Retana Arias\nConservationist Association\n\nComplete Text record: F0122\n\nN° 36146-J\n\n    (This\n      decree was rendered void by article 1 of executive decree N° 37724\n      of May 10, 2013)\n\nTHE PRESIDENT OF\nTHE REPUBLIC\n\nAND THE MINISTER OF\nJUSTICE AND PEACE\n\nBased on the provisions of articles 140,\nsubsection 18) and 146 of\nthe Political Constitution, article 32 of\nthe Associations Law, and\narticles 27 and following of its Regulation.\n\nConsidering:\n\nI.-That article 32 of\nthe Associations Law No. 218 of\nAugust eight, nineteen thirty-nine and its amendments, grants the\nExecutive Branch the power to declare of Public Utility those simple,\nfederated, or confederated Associations, whose development and activities are\nparticularly useful for the interests of the State, and thereby\ncontribute to addressing a social need.\n\nII.-That\nthe Isaías Retana Arias\n Conservationist Association, legal entity identification\nnumber 3-002-200287, was registered in the Associations Registry of the\nPublic Registry since October thirteenth, two thousand four, under\nfile number 8408.\n\nIII.-That the purposes\npursued by the\n Association, according to article three of its Bylaws, are:\n\"...to promote the conservation, protection, and sustainable development of the\nnatural and human resources of the canton of Pérez Zeledón, including\nspecifically the conservation, protection, and sustainable development of the natural\nand human resources of the Pedregoso River basin in this canton, as well as the\ncreation of a regional experimental educational institution of an ecological\nand conservationist nature based in the canton. The specific purposes are:\nFirst: To promote in the canton of Pérez Zeledón: a) the protection of\nhills, wetlands, and buffer zones, b) the creation and maintenance of\nbiological corridors, and c) the natural regeneration of areas with capacity for\nforest uses; Second: To develop educational projects\naimed at training the population in the protection, development, enjoyment, and proper\nuse of natural resources, both in the canton of Pérez Zeledón and\nspecifically in the area encompassed by the Pedregoso River basin; Third:\nTo oversee the protection, restoration, and proper use of the marine resources\nand basins of the Canton of Pérez Zeledón, especially the Pedregoso River\nbasin, and to prevent their contamination; Fourth: To promote private and public\nrefuges to protect and research the biodiversity of the canton, especially\nthat of the Pedregoso River basin; Fifth: To promote ecological tourism in the\narea as an alternative and sustainable activity that involves the community;\nSixth: To promote reforestation and natural regeneration projects with endemic\nspecies; Seventh: To conduct a study of the canton's resources (oriented\ntowards comprehensive territorial planning) and subsequently a participatory\nplanning of the canton based on this study, especially regarding the\nPedregoso River basin...\"\n\nIV.-That such purposes\naddress a social need of the highest order, for which they merit the support\nof the Costa Rican State. Therefore,\n\nDecree:\n\nArticle 1.-The Isaías Retana Arias Conservationist Association,\nlegal entity identification number 3-002-200287, is hereby declared of Public Utility for the interests\nof the State.\n\nArticle 2.-It is the duty\nof the Association\nto submit an annual report to the Ministry of Justice and Peace, in\naccordance with article 32 of the Regulation to\nthe Associations Law.\n\nArticle 3.-Once\nthis Decree is published, the interested parties must formalize and submit the\nrespective certified copy before the Associations Registry of the National Registry,\nfor its respective registration.\n\nArticle 4.-It shall become effective\nupon its publication.\n\nGiven at\nthe Presidency of\nthe Republic.-San\nJosé, at two fifteen in the afternoon on July seventh, two thousand ten."
