  "body_en_text": "in the entirety of the text\n\n                    -\n\n                        Complete Text of Regulation 36284\n\n                        Declares of public interest the celebrations of the XXV Latin American Congress of Hydraulics and the International Conference on Fluvial Hydraulics River Flow 2012\n\nComplete Text record: D5864\n\nNº 36284-MP-MIVAH\n\nTHE\nPRESIDENT OF THE REPUBLIC,\n\nTHE\nMINISTER OF THE PRESIDENCY\n\nAND THE\nMINISTER OF HOUSING\nAND HUMAN SETTLEMENTS\n\nIn exercise of the powers conferred by\narticles 140, subsections 3) and 18), article 146 of the Political Constitution and\narticle 25 of the General Public Administration Act.\n\nConsidering:\n\nI.-That the management of water resources and\nfloods are a constant source of pressure, since every year they destroy the\ncrops, infrastructure, and housing of our country, especially affecting\ncitizens of limited means.\n\nII.-That\ncomprehensive territorial planning of the national territory requires appropriate management\nof water resources, in order to determine the suitable sites for the\ndevelopment of housing and human settlements in our country.\n\nIII.-That attention must be paid\nto the consideration of risk aspects, including flood risk, in the selection of\nland for the development of housing and human settlements.\n\nIV.-That\nthe vast river system of Costa Rica is an integral part of our\nnational identity, in terms of agriculture, recreation, tourism, and of\ncourse electricity, with one of the highest percentages in the world of\nenergy produced in hydroelectric plants.\n\nV.-That\nCosta Rica has been designated to organize, in 2012, the XXV Latin American Congress of Hydraulics and the International Conference on Fluvial Hydraulics River Flow 2012.\n\nVI.-That\nthe XXV Latin American Congress of Hydraulics and the International Conference on Fluvial Hydraulics River Flow 2012 will take place from September 4 to 13, 2012.\n\nVII.-That the holding in\nCosta Rica of the XXV Latin American Congress of Hydraulics and the International Conference on Fluvial Hydraulics River Flow 2012 constitutes an\nindisputable opportunity to share and exchange the experiences that, in\nthe field of water resources, have been developed by Latin American and other researchers and professionals from other latitudes.\n\nVIII.-That\nthe exchange of ideas and experiences, as well as the\nfollow-up of measures in this area, is of national interest.\n\nIX.-That\na significant number of scientific papers will be presented and discussed at this event, thereby enabling the acquisition, updating, and\ntechnological transfer of new knowledge on this subject.
