Para los propósitos de este Convenio \"la cuenca del Mar Caribe\"\nsignifica \"la Región del Caribe\".\n\nArtículo 3\n\nObligaciones de las Partes\n\nNumerar las previsiones existentes del Artículo 3 del Convenio como párrafo\n1 e insertar un nuevo párrafo 2 para que lea como sigue:\n\n\"2. Nada en este Artículo puede ser interpretado\ncomo otorgamiento de derecho al Comité Especial de Transporte de la AEC para\nnegociar o determinar derechos de tráfico de ruta de aviación civil\ninternacional en nombre de una de las Partes\".\n\nArtículo 4\n\nFunciones del Comité\nEspecial de Turismo Sustentable\n\n(1) Insertar un nuevo párrafo al inicio del\nArtículo 4 del Convenio que diga lo siguiente:\n\n\"El Comité de Turismo\nSustentable establecido mediante el Acuerdo 13/96 del Consejo de Ministros, aprobado\ndurante la Segunda Reunión Ordinaria celebrada en la Habana, Cuba, en diciembre\nde 1996 (y renombrado mediante Acuerdo 1/00, como el Comité Especial de Turismo\nSustentable), será el principal agente para el desarrollo e implementación de\neste Convenio\".\n\n(2) Se modifica el literal E. del Artículo 4\ndel Convenio de la siguiente forma:\n\n\"E. Recomendar un\nmecanismo para que las Partes reciban asistencia en la aplicación y ejecución\nde las estrategias y otras decisiones del Consejo de Ministros relativas a la\nZona teniendo en cuenta las iniciativas regionales\";\n\n(3) Se modifica el último párrafo, del\nArtículo 4 del Convenio, de la siguiente forma:\n\n\"Para llevar a cabo las\nfunciones asignadas, el Comité Especial de Turismo Sustentable establecerá un\npanel de técnicos y expertos de las Partes Contratantes del Convenio, designado\nsobre la base de una distribución geográfica y lingüística equitativa entre\ntales Partes, cuya formación y obligaciones serán definidas en las \"Normas para\nla Identificación, Aprobación y Categorización de los Destinos que integran la\nZona de Turismo Sustentable del Caribe\".\n\nArtículo 5\n\nEnmiendas\n\nEn el Artículo 12 del Convenio, la palabra \"Suscriptores\" será\nsubstituida por las palabras \"Partes Contratantes\".\n\nArtículo 6\n\nRelación entre el Convenio\ny el Protocolo\n\nEste Protocolo será leído como un solo instrumento con el Convenio. Las\nprevisiones específicas de este Protocolo serán consideradas modificaciones al\nConvenio.\n\nArtículo 7\n\nFirma\n\nEste Protocolo estará abierto a la firma por cualquier Estado, País o\nTerritorio referido en el Artículo IV del Convenio Constitutivo de la\nAsociación de Estados del Caribe, que haya firmado, ratificado o adherido al\nmismo.\n\nArtículo 8\n\nEntrada en vigencia\n\n1. Este Protocolo entrará en vigencia cuando sea firmado\npor quince Estados Partes del Convenio.\n\n2. For the purposes of this Convention, 'the Caribbean Sea basin' means 'the Caribbean Region'.\"\n\nArticle 3\n\nObligations of the Parties\n\nNumber the existing provisions of Article 3 of the Convention as paragraph 1 and insert a new paragraph 2 to read as follows:\n\n\"2. Nothing in this Article shall be interpreted as granting a right to the ACS Special Committee on Transport to negotiate or determine international civil aviation route traffic rights on behalf of one of the Parties.\"\n\nArticle 4\n\nFunctions of the Special Committee on Sustainable Tourism\n\n(1) Insert a new paragraph at the beginning of Article 4 of the Convention to read as follows:\n\n\"The Sustainable Tourism Committee established by Ministerial Council Agreement 13/96, approved during the Second Ordinary Meeting held in Havana, Cuba, in December 1996 (and renamed by Agreement 1/00 as the Special Committee on Sustainable Tourism), shall be the principal agent for the development and implementation of this Convention.\"\n\n(2) Amend subparagraph E. of Article 4 of the Convention as follows:\n\n\"E. Recommend a mechanism for the Parties to receive assistance in the application and implementation of the strategies and other decisions of the Ministerial Council relating to the Zone, taking into account regional initiatives;\"\n\n(3) Amend the last paragraph of Article 4 of the Convention as follows:\n\n\"To carry out the assigned functions, the Special Committee on Sustainable Tourism shall establish a panel of technicians and experts from the Contracting Parties to the Convention, appointed on the basis of an equitable geographical and linguistic distribution among such Parties, whose composition and obligations shall be defined in the 'Norms for the Identification, Approval, and Categorization of the Destinations that comprise the Sustainable Tourism Zone of the Caribbean'.\"\n\nArticle 5\n\nAmendments\n\nIn Article 12 of the Convention, the word \"Signatories\" shall be replaced by the words \"Contracting Parties.\"\n\nArticle 6\n\nRelationship between the Convention and the Protocol\n\nThis Protocol shall be read as a single instrument with the Convention. The specific provisions of this Protocol shall be considered amendments to the Convention.\n\nArticle 7\n\nSignature\n\nThis Protocol shall be open for signature by any State, Country, or Territory referred to in Article IV of the Constitutive Convention of the Association of Caribbean States that has signed, ratified, or acceded to the same.\n\nArticle 8\n\nEntry into Force\n\n1. This Protocol shall enter into force when it has been signed by fifteen States Parties to the Convention.\n\n2.
