Ley N° 276 del 27\nde agosto de 1942, en sus artículos 17, 21, 27, 176, 177 y 178, el Ministerio\nde Ambiente, Energía y Telecomunicaciones es el ente rector del recurso hídrico\ny le corresponde disponer y resolver sobre el dominio, aprovechamiento,\nutilización, gobierno y vigilancia de las aguas.\n\n2º-Que el\nrecurso hídrico debe manejarse con base al principio de gestión integrada del\nrecurso, que promueve el manejo y desarrollo coordinado del agua, la tierra y\nlos recursos naturales, con el fin de maximizar el bienestar social y económico\nresultante, de manera equitativa, sin comprometer la sustentabilidad de los ecosistemas\nvitales.\n\n3º-Que la\nComisión de Ordenamiento y Manejo de la Cuenca Alta del Río Reventazón COMCURE\nes un órgano desconcentrado del Ministerio de Ambiente Energía y\nTelecomunicaciones, con personería jurídica instrumental y es la autoridad\nsuprema de la cuenca.\n\n4º-Que el\nobjetivo primordial de la COMCURE es definir, ejecutar y
