Dentro del Protocolo de Kyoto y en las discusiones subsiguientes\ndel Comité de las Partes, hay un cierto número de elementos que hacen que el\nsecuestro de carbono en las tierras agrícolas y forestales constituya una\nestrategia válida para mitigar el incremento de la concentración atmosférica de\nlos gases de invernadero. El artículo 3.4 del Protocolo de Kyoto puede permitir\nla expansión de actividades inducidas por el hombre de los sumideros de\ncarbono. Los recientes acuerdos post-Kyoto consideran los sumideros en los\nsuelos en los países, reconociendo el potencial sustancial de la agricultura,\nlas tierras de pastoreo y los bosques para, secuestrar carbono y la necesidad\nde generar posibilidades de créditos nacionales para desarrollar los sumideros\nde agrícolas de carbono en el suelo.\"\n\n2º-Que según la misma\nOrganización de las Naciones Unidas para la Agricultura y la Alimentación, en\nsu libro Sistemas de Producción Agropecuaria y Pobreza, \"Los pequeños\nagricultores producen gran parte de los alimentos del mundo en desarrollo, sin\nembargo, suelen ser mucho más pobres que el resto de la población de esos\npaíses, y tienen menos seguridad alimentaria incluso que los sectores urbanos\npobres.\"\n\n3º-Que desde la\nentrada en vigencia de la Revisión Técnica Vehicular, se ha afectado a este\nSector Agrícola, en cuanto sus vehículos de trabajo, ya que éstos han carecido\nde inversión, mantenimiento y renovación por muchos años, lo anterior dadas las\ndifíciles condiciones económicas y físicas del medio en el cual se desempeñan\nsus actividades, sin embargo, éstos han adquirido vehículos de modelos más\nrecientes para que se adapten a sus necesidades, por lo que se requiere modificar\nel procedimiento transitorio para excluir de la prueba de emisiones de gases en\nla Revisión Técnica Vehicular los vehículos pertenecientes a los pequeños y\nmedianos productores agropecuarios.\n\n4º-Que por otra\nparte, este Sector tiene un impacto muy leve en la contaminación ambiental\ngenerada por los vehículos, dado que más bien los suelos agrícolas están entre\nlos sumideros de carbono más grandes del planeta con potencial para extender el\nsecuestro de carbono (SC) y proporcionar así la posibilidad de mitigar la\nconcentración atmosférica de CO2 en incesante crecimiento. Within the Kyoto Protocol and the subsequent discussions\nof the Committee of the Parties, there are a number of elements that make\ncarbon sequestration in agricultural and forest lands a\nvalid strategy to mitigate the increase in the atmospheric concentration of\ngreenhouse gases. Article 3.4 of the Kyoto Protocol may allow\nthe expansion of human-induced activities of carbon\nsinks. The recent post-Kyoto agreements consider sinks in\nsoils in countries, recognizing the substantial potential of agriculture,\ngrazing lands, and forests to sequester carbon and the need\nto generate national credit possibilities to develop agricultural carbon sinks in the soil.\"\n\n2º-That according to the same\nFood and Agriculture Organization of the United Nations, in\nits book Agricultural Production Systems and Poverty, \"Small\nfarmers produce much of the food in the developing world; however,\nthey tend to be much poorer than the rest of the population in those\ncountries, and have less food security even than the urban\npoor.\"\n\n3º-That since the\nentry into force of the Technical Vehicle Inspection, this Agricultural Sector has been affected, regarding its work vehicles, since these have lacked\ninvestment, maintenance, and renewal for many years, due to the\ndifficult economic and physical conditions of the environment in which they carry out\ntheir activities; however, they have acquired vehicles of more\nrecent models to adapt to their needs, so it is necessary to modify\nthe transitory procedure to exclude the vehicle emissions test in\nthe Technical Vehicle Inspection for vehicles belonging to small and\nmedium agricultural producers.\n\n4º-That on the other\nhand, this Sector has a very slight impact on the environmental pollution\ngenerated by vehicles, given that, rather, agricultural soils are among\nthe largest carbon sinks on the planet with the potential to extend\ncarbon sequestration (CS) and thus provide the possibility of mitigating the\never-increasing atmospheric concentration of CO2.
