  "body_es_text": "en la totalidad del texto\n\n                    -\n\n                        Texto Completo Norma 36826\n\n                        Reglamento de uso de uniformes y distintivos de los funcionarios del Sistema\nNacional de Áreas de Conservación y derogatoria del Decreto Ejecutivo Nº 21383-MINAE del 10 de junio\nde 1992\n\nTexto Completo acta: E0840\n\nNº 36826-MINAET\n\nLA PRESIDENTA DE LA\nREPÚBLICA\n\nY EL MINISTRO DE\nAMBIENTE, ENERGÍA\n\nY TELECOMUNICACIONES\n\nEn uso de las facultades que les confieren los incisos\n3) y 18) del artículo 140 y el artículo 146 de la Constitución Política, la Ley\nOrgánica del Ambiente Nº 7554 del 04 de octubre de 1995, la Ley del Servicio de\nParques Nacionales Nº 6084 del 24 de agosto de 1977, la Ley de Conservación de\nVida Silvestre Nº 7317 del 30 de octubre de 1992, la Ley Forestal Nº 7575 del\n13 de febrero de 1996 y el artículo 22 inciso h) del Reglamento Autónomo de\nServicios del Ministerio del Ambiente y Energía, Decreto Ejecutivo Nº\n28409-MINAE, del 01 de diciembre de 1999.\n\nConsiderando:\n\nI.-Que el artículo 22 de la Ley de Biodiversidad Nº\n7788 del 30 de abril de 1998, crea al Sistema Nacional de Áreas de Conservación\n(SINAC) órgano desconcentrado del Ministerio de Ambiente, Energía y\nTelecomunicaciones (MINAET), con personería jurídica instrumental, como un\nsistema de gestión y coordinación institucional, desconcentrado y participativo,\nque integra las competencias en materia forestal, vida silvestre y Áreas\nSilvestres Protegidas, con el fin de dictar políticas, planificar y ejecutar\nprocesos dirigidos a lograr la sostenibilidad en el manejo de los recursos\nnaturales de Costa Rica. Así ratificado por la Sala Constitucional de la Corte\nSuprema de Justicia, mediante Voto Nº 9563-06 del 05 de julio del 2006.\n\nII.-Que los\nfuncionarios del Sistema Nacional de Áreas de Conservación, según la\nespecialidad de su función, requieren diferentes tipos de uniformes, acordes a\nlas formas y lugares en que desempeñarán sus funciones.\n\nIII.-Que las\ninsignias del Sistema Nacional de Áreas de Conservación, constituyen parte\nindispensable del uniforme de los funcionarios de la institución, por lo que se\nhace necesario reglamentar su uso y características.\n\nIV.-Que a efecto de\nque los particulares tengan certeza sobre los funcionarios indicados en los\nconsiderandos anteriores, es necesario el uso de uniformes que los identifiquen\nen el ejercicio de sus funciones. Por tanto,\n\nDecretan:\n\n\"Reglamento de uso de uniformes y distintivos\n\nde los funcionarios del Sistema Nacional\n\nde Áreas de Conservación y derogatoria\n\ndel Decreto Ejecutivo Nº 21383-MINAE\n\ndel 10 de junio de 1992\"\n\nCAPÍTULO I\n\nDel uniforme\n\nArtículo 1º-Objeto del reglamento. El presente\nreglamento regulará el uso y las características de los uniformes y distintivos\nautorizados para los funcionarios del Sistema Nacional de Áreas de\nConservación.\n\nArtículo 2º-De los\nuniformes autorizados para los funcionarios del Sistema Nacional de Áreas de\nConservación:\n\na) Uniforme de uso diario:\n\nConsta de camisa o blusa tipo aviador de manga corta,\nde color verde arena, con siete botones en color beige, con dos charreteras en\nlos hombros, una a la derecha y otra a la izquierda, extremo donde se abotona\nen forma de flecha, fijada en su extremo distal mediante un botón color beige,\nancho de 3\n centímetros, uniforme (igual medida base, centro y\nextremo), iniciando de la costura de la manga y finalizando 3 centímetros\nantes de llegar a la base del cuello, con dos bolsas: una a la derecha y otra a\nla izquierda, con tapa con cortes en las esquinas y con cierre de velcro por\ndebajo en cada una de ellas, y en la bolsa izquierda se colocará cosida la\ninsignia o distintivo del Área de Conservación (AC) que corresponda. La parte\ninferior de la camisa será recta y los costados serán ligeramente curvados para\nsu mejor adaptación al cuerpo.\n\nEl pantalón de hombre será de color verde olivo, sin\npaletones, con dos bolsas delanteras sesgadas colocadas una a la derecha y otra\na la izquierda; con dos bolsas traseras tipo ojal colocadas una a la derecha y\notra a la izquierda, la jareta estará provista de cremallera. El pantalón\ndeberá contar con tensores de ajuste para la cintura, y se utilizará faja de\ncuero color negro. Las fajillas del pantalón medirán 2 centímetros\nde ancho por 4\n centímetros y medio de largo, para portar cinturón, y\ncolocadas dos al frente y tres en la parte de atrás.\n\nLos zapatos serán de color negro, con cordones de\ncolor negro y se utilizarán medias de color negro.\n\nEl pantalón de mujer o falda será de color verde\nolivo, sin paletones con dos bolsas delanteras sesgadas colocadas una a la\nderecha y otra a la izquierda; con dos bolsas traseras tipo ojal colocadas una\na la derecha y otra a la izquierda, la jareta estará provista de cremallera y\nse utilizará faja de cuero color negro.\n\nEl pantalón deberá contar con tensores de ajuste para\nla cintura, las fajillas del pantalón medirán 2 centímetros\nde ancho por 4\n centímetros y medio de largo, para portar cinturón, y\ncolocadas dos al frente y tres en la parte de atrás.\n\nPara el caso de la falda el largo será a la altura de\nla rodilla, las fajillas de la enagua medirán 2 centímetros\nde ancho por 4\n centímetros y medio de largo, para portar cinturón, y\ncolocadas dos al frente y tres en la parte de atrás.\n\nLos zapatos serán cerrados, tacón medio o bajo y de\ncolor negro.\n\nPara el caso de los funcionarios de las oficinas\nadministrativas del SINAC, podrán utilizar camisetas tipo polo de color verde arena,\ncon las insignias descritas en el artículo 12 y con el pantalón o falda\nindicados en párrafos anteriores.\n\nb) Del uniforme de faena en general:\n\nEl uniforme de faena será utilizado por los\nfuncionarios que desempeñen actividades y operativos de control y protección en\nzonas montañosas, marítimas y ribereñas. Dicho uniforme constará de las\nsiguientes piezas:\n\nLa camisa con malla de ventilación en la parte\nde la espalda, de manga corta, de color verde arena, con 7 botones de color\nbeige, con dos charreteras una a la derecha y otra a la izquierda en los\nhombros, extremo donde se abotona en forma de flecha, fijada en su extremo\ndistal mediante un botón color beige, ancho de 3 centímetros,\nuniforme (igual medida base, centro y extremo), iniciando de la costura de la\nmanga y finalizando 3 centímetros antes de llegar a la base del\ncuello, con dos bolsas: una a la derecha y otra a la izquierda, con tapa con\ncortes en las esquinas y con cierre de velcro por debajo en cada una de ellas,\nen la bolsa izquierda se colocará la insignia cosida del Área de Conservación.\nLa parte inferior de la camisa o blusa será recta y los costados serán\nligeramente curvados para su mejor adaptación al cuerpo.\n\nEl pantalón será largo tipo cargo en tela \"Rip stop\"\nde color verde olivo, con refuerzo entre piernas, dos bolsas delanteras\nsesgadas una a la izquierda y otra a la derecha, con atraque en las bolsas\ndelanteras, dos bolsas traseras con tapa una a la derecha y otra a la izquierda\ncon cierre de velcro, dos bolsas laterales tipo expansivas con cierre de velcro\na la altura de la rodilla, las fajillas del pantalón medirán 2 centímetros\nde ancho por 4\n centímetros y medio de largo, para portar cinturón, y\ncolocadas dos al frente y tres en la parte de atrás, la jareta estará provista\nde cremallera de metal (zíper de jean metálico con seguridad de alta\nresistencia), deberá tener refuerzo en las rodillas de doble capa del mismo\ntipo de tela utilizado en la confección del pantalón (Rip Stop peso 220 g / mt2), la doble capa\ndebe ser cosida en forma interna con costura especial a la altura de la\nrodilla, cordón verde oscuro de material duradero para ajustar el ruedo, la\ntela a utilizar deberá ser resistente a la tracción en campo, al rasgado, a la\nabrasión y al lavado , y se utilizará faja de material sintético color negro.\n\nLos zapatos serán de caña media, de color negro, de\namarre, con cordones negros y suela flexible y se utilizarán medias de color\nnegro.\n\nLa chaqueta (tipo guerrera) tendrá botones al frente\nde color verde olivo. En la misma, tendrá dos bolsas una a la izquierda y otra\na la derecha con tapa recta y con cierre de velcro por debajo en cada una de\nellas, y sobre la bolsa izquierda se colocará cosida la insignia del Área de\nConservación.\n\nPara operaciones en el mar o en zonas costeras se\npodrá utilizar la camiseta de cuello redondo con las siguientes\ncaracterísticas: de color verde de arena. Asimismo, pantalón corto tipo cargo a\nla altura de la rodilla, en tela \"Rip stop\" de color verde olivo, la jareta\nestará provista de cremallera de metal (zíper de jean metálico con seguridad de\nalta resistencia), con dos bolsas delanteras colocadas una a la derecha y otra\na la izquierda; dos bolsas traseras tipo ojal, con tapa recta y con cierre de\nvelcro colocadas una a la derecha y otra a la izquierda, dos bolsas laterales\ncon tapa con cierre de velcro, colocadas a la altura de los muslos.\n\nLos zapatos serán de color negro, de caña media, suela\nflexible, con cordón de color negro, se utilizarán medias de color negro, o en\ncaso de requerirse, se podrá utilizar sandalias del tipo para deportes\nacuáticos, con suela de hule, con componentes sintéticos adaptados al agua de\nmar, de color negro y con múltiples posibilidades de ajuste en velcro.\n\nc) Uniforme de faena en labores de control de\nincendios:\n\nDicho uniforme corresponde a las actividades de\nprevención, control y liquidación de incendios forestales y otros incidentes;\nse requiere de un uniforme adecuado, que facilite las acciones y tareas a\nrealizar, permita la seguridad y comodidad tanto en el uso de equipos y\nherramientas, la aplicación de técnicas de control, el desplazamiento a los\nsitios donde se presentan estos incendios y la protección del personal.\n\nLa camisa de color amarillo oro, que facilite la\nubicación de las personas que las portan en los lugares donde se atienden los\nincendios forestales, para que sean ubicados con facilidad, en todo momento,\ntanto por sus compañeros como por el personal que dirige las acciones de\natención y control de los incendios forestales. Las características de diseño de\nlas camisas son:\n\n1.         La\ntela a utilizar debe ser de material ignifugo o 100% de algodón, sin materiales\nsintéticos, para evitar quemaduras y otros daños a los funcionarios por la alta\nradiación que se genera durante el incendio o por contacto directo del fuego.\n\n2.   Con un peso igual o inferior a 270 gr/m2.\n\n3.   Puños y bolsillos que se cerrarán con banda\nadhesiva tipo velcro.\n\n4.         La\ncamisa será de color amarillo oro, con 7 botones o broches de color blanco\nadelante, con manga larga y los puños se cerrarán mediante una tira adhesiva\ntipo velcro, en el frente llevará dos bolsas: una a la derecha y otra a la\nizquierda, con tapa recta y con cierre de velcro por debajo en cada una de\nellas. Poseerán un cuello de tipo \"camisero\" cerrado con botón. La parte\ninferior de la camisa será recta y los costados serán ligeramente curvados para\nsu mejor adaptación al cuerpo.\n\n5.         En la\nespalda de la camisa llevará cuatro orificios para mayor aireación, estos\nmismos orificios irán en las axilas. Las camisas deberán ser nuevas, de reciente\nfabricación y elaboradas con materiales de primera calidad.\n\nDado que este material será utilizado en duras\ncondiciones de trabajo durante la extinción, sus cualidades básicas serán tales\nque reúnan junto a su esmerada confección, ligereza y comodidad de uso, una\nelevada resistencia y efectividad contra el fuego.\n\nEl pantalón es una prenda de vestir y de protección\npersonal que se ciñe al cuerpo en la cintura y desciende cubriendo cada pierna\nhasta los tobillos. Las características de los pantalones son:\n\n1.         La\ntela a utilizar debe ser de material ignifugo o 100% de algodón sin materiales\nsintéticos, para evitar quemaduras y otros daños a los funcionarios por la alta\nradiación que se genera durante el incendio o por contacto directo del fuego.\n\n2.   El peso del pantalón será igual o inferior a\n270 gr/m2.\n\n3.   El pantalón será de color verde olivo.\n\n4.   Deberá ser resistente a la tracción en campo,\nal rasgado, a la abrasión resistencia y al lavado (encogimiento).\n\n5.         El\npantalón será largo tipo cargo y la jareta estará provista de cremallera\nmetálica cerrando en su parte superior con un botón o broche alineado con la\nmisma y centrado en pretina de cintura.\n\n6.         Los\npantalones serán de tipo recto, con dos bolsillos delanteros con forro del\nmismo tejido del conjunto y dos bolsillos traseros de parche con tapa recta y\ncon cierre de velcro por debajo en cada una de ellas; así mismo deberá de\ncontar con dos bolsillos uno a cada lado de las rodillas tipo cargo, con\nrefuerzo en área de glúteos, y rodillas.\n\nEl calzado tipo botas deben ser de color\nnegro, elaborados en cuero, con suela resistente al rozamiento y a las altas\ntemperaturas, provistos de media caña, los cuales deben presentar las\nsiguientes características:\n\n1.         Dado\nque este material será utilizado en operaciones de extinción, en duras\ncondiciones de trabajo, sus características básicas serán tales que reúnan unas\ncondiciones de robustez, flexibilidad, ligereza, facilidad de conservación y\nmantenimiento, para asegurar la mayor efectividad y duración del mismo.\n\n2.         Las\ndimensiones y peso de las botas deberá cumplir las siguientes dimensiones:\nAltura 225 mm.\n± 10 mm,\npeso 1.5 Kg.\n(par).\n\n3.         El\ncuerpo de la bota estará confeccionado en cuero vacuno en color negro, la banda\ninferior del piso será de caucho o nitrilo labrado con la composición química\npertinente para obtener la resistencia a la abrasión necesaria para el trabajo\na realizar, en el forrado interior podrá utilizarse material textil sintético,\nsiempre que no dificulte la fácil aireación del pie, ni la eliminación del\ncalor.\n\n4.         Los\ncordones serán de color negro y de material resistente a elevadas temperaturas\ncon probada resistencia contra la humedad y al calor por contacto.\n\n5.   Los ojetes, remaches y demás partes metálicas\ndeberán estar protegidas contra la oxidación.\n\n6.         El\ntobillo y la parte inferior de la pierna deben quedar bien protegidos y\najustados mediante un cierre con cordones y ojetes metálicos, extendiéndose\npreferiblemente hasta la parte superior de la caña.\n\n7.         Frontalmente\nla caña irá cerrada mediante una cartera cosida al borde interno de la misma,\nno aceptándose la lengüeta.\n\n8.         El\ntalón y la puntera irán reforzados con cuero, no admitiéndose para esta última\nlos protectores metálicos.\n\n9.         Interiormente,\nlos zapatos irán forrados de material textil, al menos desde el lateral medio\ndel pie y el empeine, hasta la puntera; estarán provistas de una plantilla\ninterna de material aislante contra posibles recalentamientos al transitar por\nterrenos quemados.\n\n10.       El\ncuero que se utilice para la elaboración de los zapatos, deberá estar tratado\ncontra la humedad, no admitiéndose ningún procedimiento de impermeabilizado que\ndificulte la aireación del pie; asimismo no debe de aplicarse sobre la piel\nningún tipo de grasas contra el agua.\n\n11.       Debe\ntenerse en cuenta en su confección y para su dimensionado, que normalmente se\nutilizarán con dos pares de calcetines uno de algodón fino cubriendo el pie, y\nel segundo, exterior grueso y 100% de algodón.\n\n12.       La\nsuela será de caucho o nitrilo, cosida con hilo fuerte de gran resistencia, si\neste hilo aparece por la parte inferior de la suela aparte de las propiedades\nreferidas anteriormente deberá ser ignífugo para evitar su rotura al contacto\ncon las brasas.\n\n13.       El\ndiseño de la planta y tacón será profundo y antideslizante, constituido por\ntacos prismáticos en cuña, de sección trapezoidal intercalados entre estos\npueden ir otros menores, con distinta disposición y forma, de manera que la\nsujeción sea máxima sobre terrenos lisos, húmedos, resbaladizos o disgregables.\n\n14.       Para facilitar el desplazamiento en descensos por pendientes pronunciadas o a media\nladera, el tacón en su zona posterior tendrá una altura 30 mm. ± 2 mm. y de 20 mm. ± 1 mm. en la\ninserción con la planta.\n\n15.       No se\nadmiten suelas con tacón plano o en cuña con suela de cuero lisa y de goma\nblanda o de plástico, ambas con bajo punto de fusión.\n\n16.       Las\npiezas de piel que constituyen el cuerpo de la bota, así como la suela, irán\ncosidas con hilo de gran resistencia y reforzadas con doble puntada en aquellas\nzonas que soporten mayores esfuerzos y con mayor riesgo de rotura.\n\nd) Uniforme formal:\n\nEl uniforme formal se utilizará para asistir a actos\noficiales, celebraciones del Sistema Nacional de Áreas de Conservación,\nactividades protocolarias, encuentros con instituciones y cuerpos extranjeros,\nen cursos o seminarios que así lo ameriten, tanto nacionales como\ninternacionales.\n\nEl uniforme de los hombres constará de camisa tipo\naviador color verde arena, con 7 botones beige, con dos charreteras en los\nhombros, una a la derecha y otra a la izquierda, extremo donde se abotona en\nforma de flecha, fijada en su extremo distal mediante un botón color beige,\nancho de 3 cm,\nuniforme (igual medida base, centro y extremo), iniciando de la costura de la\nmanga y finalizando 3 centímetros antes de llegar a la base del\ncuello, de manga larga, con dos bolsas: una a la derecha y otra a la izquierda,\ncon tapa con cortes en las esquinas y con cierre de velcro por debajo en cada\nuna de ellas, en la bolsa izquierda se colocará cosida la insignia del Área de\nConservación. La parte inferior de la camisa será recta y los costados serán\nligeramente curvados para su mejor adaptación al cuerpo.\n\nEl pantalón será de color verde olivo, sin paletones,\ncon dos bolsas delanteras sesgadas colocadas una a la derecha y otra a la\nizquierda; con dos bolsas traseras tipo ojal colocadas una a la derecha y otra\na la izquierda, la jareta estará provista de cremallera metálica. El pantalón\ndeberá contar con tensores de ajuste para la cintura y se utilizará faja de material\ncuero de color negro. Las fajillas del pantalón medirán 2 centímetros\nde ancho por 4\n centímetros y medio de largo, para portar cinturón, y\ncolocadas dos al frente y tres en la parte de atrás. Los zapatos serán de color\nnegro, con cordones de color negro y se utilizarán medias de color negro.\n\nEl uniforme de las\nmujeres, constará de una blusa tipo aviador de manga larga, color verde arena,\ncon 7 botones beige, con dos charreteras en los hombros, una a la derecha y\notra a la izquierda, extremo donde se abotona en forma de flecha, fijada en su\nextremo distal mediante un botón color beige, ancho de 3 centímetros,\nuniforme (igual medida base, centro y extremo), iniciando de la costura de la\nmanga y finalizando 3 centímetros antes de llegar a la base del\ncuello, con dos bolsas: una a la derecha y otra a la izquierda, con tapa con\ncortes en las esquinas y con cierre de velcro por debajo en cada una de ellas.\nLa parte inferior de la blusa será recta y los costados serán ligeramente\ncurvados para su mejor adaptación al cuerpo.\n\nEl pantalón de mujer\no falda será de color verde olivo, sin paletones con dos bolsas delanteras\nsesgadas colocadas una a la derecha y otra a la izquierda; con dos bolsas\ntraseras tipo ojal colocadas una a la derecha y otra a la izquierda, la jareta\nestará provista de cremallera y se utilizará faja de cuero color negro.\n\nEl pantalón deberá\ncontar con tensores de ajuste para la cintura, las fajillas del pantalón\nmedirán 2\n centímetros de ancho por 4 centímetros\ny medio de largo, para portar cinturón, y colocadas dos al frente y tres en la\nparte de atrás.\n\nPara el caso de la\nfalda el largo será a la altura de la rodilla, las fajillas de la enagua\nmedirán 2\n centímetros de ancho por 4 centímetros\ny medio de largo, para portar cinturón, y colocadas dos al frente y tres en la\nparte de atrás.\n\nArtículo 3º-En cuanto a los funcionarios de oficinas administrativas del\nSistema Nacional de Áreas de Conservación. Los funcionarios y funcionarias\nde oficinas administrativas del Sistema Nacional de Áreas de Conservación,\ndeberán utilizar alguno de los uniformes indicados, cuando visiten las Áreas\nSilvestres Protegidas en el desempeño de sus funciones, en reuniones, eventos\nespeciales o cuando el Director del Área de Conservación o la Dirección\nEjecutiva así lo dispongan.\n\nCAPÍTULO II\n\nDe los accesorios\npermitidos\n\nArtículo 4º-De la capa. La capa tendrá las\nsiguientes características: color verde cactus, cierre frontal con velcro,\nbandas reflectivas en la espalda y en las mangas, con el distintivo del Sistema\nNacional de Áreas de Conservación estampado en la espalda, y al frente en el\nlado izquierdo deberá contener estampado el distintivo del Área de Conservación\nrespectiva.\n\nArtículo 5º-Del\nuso del chaleco reflectivo. El chaleco reflectivo será en color naranja,\ncon bandas amarillas en material reflectivo y tipo estándar. Dicho chaleco\nformará parte del uniforme cuando así se requiera por la naturaleza de las\nacciones a realizar por el funcionario.\n\nArtículo 6º-De\nabrigos y jacket. La utilización de la jacket y el abrigo se designarán\nsegún el clima del lugar de trabajo y serán de color verde olivo. Cuando se\nrequiera, se podrá utilizar bandas reflectivas en la manga o espalda.\n\nArtículo 7º-De los\nprotectores de cabeza tipo casco. El uso del casco será obligatorio cuando\nse desarrolle la actividad de espeleología cuyo objeto es la exploración y\nestudio de las cavidades subterráneas, para el combate de incendios u otro tipo\nde incidentes.\n\nArtículo 8º-De la\ngorra de coleta y sombrero tipo guanacasteco. Ambos serán de color verde arena,\ncon la insignia del Sistema Nacional de Áreas de Conservación cosida al frente.\n\nArtículo 9º-De los\nlentes de sol. El uso de lentes de protección solar es opcional, pero de\nutilizarse, serán de tipo deportivo, con aro y lentes de color oscuro y con protector\n100% contra los rayos ultravioletas.\n\nCAPÍTULO III\n\nReglas sobre el uso\nde uniformes\n\nArtículo 10.-Generalidades del uso de los uniformes\nde los funcionarios. Acorde con la seguridad, buena presentación personal y\nel decoro que debe proyectar un funcionario del Sistema Nacional de Áreas de\nConservación durante la utilización del uniforme, los funcionarios deberán\nobservar las siguientes reglas:\n\na) Personal masculino:\n\n1. Deberá usar la camisa con las faldas por dentro\ny mantener la camisa abotonada.\n\n2. Mantenerse rasurado, o en caso de usar barba\nésta debe ser corta.\n\n3. Las uñas deben mantenerse siempre cortas y\nlimpias.\n\n4.         Se\nautoriza el uso de reloj de pulsera, máximo dos anillos, una cadena la cual\ndeberá mantenerse por debajo de la camisa.\n\n5.         Durante\nel tiempo libre no se podrá utilizar el uniforme; sin embargo, al momento en\nque el funcionario se desplace desde su domicilio a su lugar de trabajo y\nviceversa, se autorizará su uso, debiendo portarlo en forma completa y\ncorrecta.\n\n6.         El\nuniforme deberá mantenerse siempre limpio, bien planchado, usar las faldas por\ndentro, cuando estén en labores de atención al público o en representación de\nla institución en actividades públicas y privadas.\n\nb) Personal femenino:\n\n1. Se autoriza el uso de maquillaje, sin que éste\nsea excesivo, inapropiado o demasiado llamativo.\n\n2.         Se\nautoriza el uso de reloj de pulsera, máximo dos anillos, una cadena o collar,\nla cual deberá mantenerse por debajo de la blusa, y en caso de que se utilicen\naretes, solamente se autoriza un arete por oreja y los mismos deberán ser\npequeños.\n\n3.         Las\nuñas deben mantenerse siempre limpias. Se permite el uso de esmalte cosmético\nen color discreto.\n\n4.         Durante\nel tiempo libre no se podrá utilizar el uniforme; sin embargo, en el\ndesplazamiento desde su domicilio a su lugar de trabajo y viceversa se autoriza\nsu uso, portándolo en forma completa y correcta.\n\n5.         El\nuniforme deberá mantenerse siempre limpio, bien planchado, en excelente\npresentación y usar las faldas por dentro, cuando estén en labores de atención\nal público o en representación de la institución en actividades públicas y\nprivadas.\n\nCAPÍTULO IV\n\nGeneralidades sobre\nel uso y colocación\n\nde las insignias\n\nArtículo 11.-De las insignias. El distintivo\ndel Sistema Nacional de Áreas de Conservación, deberá ser bordado en tela y se\ncolocará en las camisas, blusas, camiseta tipo polo, chaqueta, abrigos y jacket\ncosido a 3,5\n centímetros de la costura del hombro, en la manga\nizquierda, con excepción de las camisetas, capas y chalecos serán estampadas; y\nla bandera nacional deberá ser bordada en tela y cosida a 3,5 centímetros\nde la costura del hombro en la manga derecha, con excepción de las camisetas,\nen las cuales deberá ser estampada.\n\nEn las gorras de\ncoleta y sombreros tipo guanacasteco, las insignias deberán ser cosidas al\nfrente y centradas.\n\nEl distintivo del\nÁrea de Conservación deberá ser bordado en tela y se colocará cosido en la\nbolsa izquierda, con excepción de las camisetas, en las cuales se deberá\nestampar, en el lado izquierdo a la altura del pecho.\n\nPara el caso de los\ntipos de uniformes indicados en el artículo 2 del presente decreto ejecutivo,\ncuando el Área Silvestre Protegida cuente con alguna designación especial, como\nes el caso de la denominaciones dadas por Convenciones como: UNESCO, RAMSAR u\notros, quedará a criterio del Director del Área de Conservación (AC)\nrespectiva, con la aprobación del Director Ejecutivo del SINAC, la utilización\no no por parte de los funcionarios, de la insignia referente a dicha\ncaracterística a modo de distinción, la cual deberá ser bordada en tela y\ncosida ponerse en la manga derecha por debajo de la bandera de Costa Rica y se\nrecomienda no poner más de una de estas insignias en la manga.\n\nLas distinciones\nindicadas en el párrafo anterior se colocarán cosidas, a 2 centímetros\ndel borde de la manga por debajo de la Bandera de Costa Rica. Las medidas de la\ndistinción no deberán exceder a 6 centímetros de alto y 5 centímetros\nde ancho.\n\nEl distintivo del\nPrograma Nacional de Manejo del Fuego sólo se usará en el uniforme de faena de\ncontrol de incendios y se bordará directamente en la bolsa izquierda.\n\nPara el caso de los\nuniformes de faena a utilizar en labores de control de incendios forestales por\nparte de los brigadistas voluntarios, estos no tendrán los instintivos\noficiales, sólo llevarán el distintivo del Programa Nacional de Manejo del\nFuego bordado en la bolsa derecha.\n\nSe autorizará el uso\nde pines alusivos a los parques nacionales para ser utilizados en actividades\nespeciales, en el uniforme de uso diario o en el formal.\n\nEn los uniformes se\npodrá utilizar únicamente las insignias, escudos y prendas adicionales, que la\nDirección Ejecutiva del Sistema Nacional de Áreas de Conservación autorice.\n\nCAPÍTULO V\n\nDel régimen\ndisciplinario y suministro de uniformes\n\nArtículo 12.-Aplicación. El incumplimiento de\nlas disposiciones contenidas en el presente Reglamento, se regirá por lo\ndispuesto en los artículos 105, 107 y 108 del Reglamento Autónomo de Servicios\ndel Ministerio de Ambiente, Energía y Telecomunicaciones, Decreto Ejecutivo Nº\n28409 del 01 de diciembre de 1999, específicamente lo referente a las faltas\nleves.\n\nArtículo 13.-Del\nsuministro de los uniformes y correcto uso de los mismos. El Sistema\nNacional de Áreas de Conservación, será el encargado de proveer los uniformes a\nlos funcionarios de la institución, para el buen desempeño de sus funciones.\n\nLas diferentes\njefaturas de acuerdo a la estructura del Sistema Nacional de Áreas de\nConservación y de la Secretaría Ejecutiva serán las responsables de velar por\nel adecuado uso de los uniformes por parte de sus subalternos, de conformidad a\nlo indicado en el presente decreto ejecutivo.\n\nArtículo 14.-Derogatoria.\nDeróguese el Decreto Ejecutivo Nº 21383-MINAE del 10 de junio de 1992.\n\nTransitorio I.-El uso\nobligatorio de los tipos de uniformes dispuestos en el presente decreto\nejecutivo por parte de los funcionarios del Sistema Nacional de Áreas de\nConservación, será inmediato y obligatorio bajo los lineamientos aquí\nestablecidos, a partir del momento en que se acredite mediante constancia\nescrita de recepción, el suministro de los mismos a los funcionarios.\n\nArtículo 15.-Vigencia.\nRige a partir de su publicación en el Diario Oficial La Gaceta.\n\nDado en la Presidencia de la República.-San José, a\nlas diez horas del veintiséis de setiembre del año dos mil once.",
  "body_en_text": "in the entirety of the text\n\n                    -\n\n                        Complete Text of Norm 36826\n\n                        Regulations for the use of uniforms and insignia of the officials of the National\nSystem of Conservation Areas and repeal of Executive Decree No. 21383-MINAE of June 10,\n1992\n\nComplete Text record: E0840\n\nNo. 36826-MINAET\n\nTHE PRESIDENT OF THE\nREPUBLIC\n\nAND THE MINISTER OF\nENVIRONMENT, ENERGY\n\nAND TELECOMMUNICATIONS\n\nUsing the powers granted to them by subsections\n3) and 18) of article 140 and article 146 of the Political Constitution, the Organic\nEnvironmental Law No. 7554 of October 4, 1995, the National Parks Service\nLaw No. 6084 of August 24, 1977, the Wildlife Conservation\nLaw No. 7317 of October 30, 1992, the Forestry Law No. 7575 of\nFebruary 13, 1996, and article 22 subsection h) of the Autonomous Service\nRegulations of the Ministry of Environment and Energy, Executive Decree No.\n28409-MINAE, of December 1, 1999.\n\nConsidering:\n\nI.—That article 22 of the Biodiversity Law No.\n7788 of April 30, 1998, creates the National System of Conservation Areas\n(SINAC) as a deconcentrated body of the Ministry of Environment, Energy and\nTelecommunications (MINAET), with instrumental legal personality, as a\ndeconcentrated and participatory institutional management and coordination system,\nwhich integrates competencies in forestry, wildlife, and Protected Wild Areas matters,\nwith the aim of issuing policies, planning, and executing\nprocesses directed at achieving sustainability in the management of Costa Rica's natural\nresources. Thus ratified by the Constitutional Chamber of the Supreme Court of Justice, through Opinion No. 9563-06 of July 5, 2006.\n\nII.—That the\nofficials of the National System of Conservation Areas, according to the\nspecialty of their function, require different types of uniforms, in accordance with\nthe ways and places in which they will perform their functions.\n\nIII.—That the\ninsignia of the National System of Conservation Areas constitute an indispensable\npart of the institution's officials' uniform, for which reason it is\nnecessary to regulate their use and characteristics.\n\nIV.—That in order for\nprivate individuals to have certainty regarding the officials indicated in the\nprevious recitals, the use of uniforms that identify them\nin the exercise of their functions is necessary. Therefore,\n\nThey Decree:\n\n\"Regulations for the use of uniforms and insignia\n\nof the officials of the National System\n\nof Conservation Areas and repeal\n\nof Executive Decree No. 21383-MINAE\n\nof June 10, 1992\"\n\nCHAPTER I\n\nThe Uniform\n\nArticle 1.—Purpose of the regulations. These\nregulations shall govern the use and characteristics of the uniforms and insignia\nauthorized for the officials of the National System of Conservation\nAreas.\n\nArticle 2.—Of the\nuniforms authorized for officials of the National System of Conservation\nAreas:\n\na) Daily use uniform:\n\nConsists of a short-sleeved aviator-type shirt or blouse,\nof sand-green color, with seven beige-colored buttons, with two epaulettes on\nthe shoulders, one on the right and another on the left, an end where it buttons\nin an arrow shape, secured at its distal end by a beige-colored button,\n3 centimeters wide, uniform (same measurement at base, center, and\nend), starting from the sleeve seam and ending 3 centimeters\nbefore reaching the base of the collar, with two pockets: one on the right and another on the\nleft, with a flap with corner cuts and with a velcro closure\nunderneath on each of them, and on the left pocket, the stitched\ninsignia or badge of the corresponding Conservation Area (AC) will be placed. The lower\npart of the shirt will be straight and the sides will be slightly curved for\nits better adaptation to the body.\n\nThe men's trousers shall be olive green in color, without\npleats, with two slanted front pockets placed one on the right and another on the\nleft; with two buttonhole-type back pockets placed one on the right and\nanother on the left, the fly shall be provided with a zipper. The trousers\nmust have waist adjustment tabs, and a black leather belt shall be used. The trouser belt loops shall measure 2 centimeters\nwide by 4\n and a half centimeters long, to carry a belt, and\nplaced two at the front and three at the back.\n\nThe shoes shall be black in color, with black\nlaces, and black socks shall be used.\n\nThe women's trousers or skirt shall be olive green\nin color, without pleats, with two slanted front pockets placed one on the\nright and another on the left; with two buttonhole-type back pockets placed one\non the right and another on the left, the fly shall be provided with a zipper,\nand a black leather belt shall be used.\n\nThe trousers must have waist adjustment tabs, the trouser belt loops shall measure 2 centimeters\nwide by 4\n and a half centimeters long, to carry a belt, and\nplaced two at the front and three at the back.\n\nIn the case of the skirt, the length shall be knee-length,\nthe skirt belt loops shall measure 2 centimeters\nwide by 4\n and a half centimeters long, to carry a belt, and\nplaced two at the front and three at the back.\n\nThe shoes shall be closed, with a medium or low heel, and\nblack in color.\n\nIn the case of officials from the administrative offices\nof SINAC, they may use sand-green colored polo-type shirts,\nwith the insignia described in article 12 and with the trousers or skirt\nindicated in previous paragraphs.\n\nb) General field work uniform:\n\nThe field work uniform shall be used by\nofficials carrying out control and protection activities and operations in\nmountainous, maritime, and riverside zones. Said uniform shall consist of the\nfollowing pieces:\n\nThe shirt with ventilation mesh on the\nback part, short-sleeved, sand-green in color, with 7 beige-colored buttons,\nwith two epaulettes, one on the right and another on the left on the\nshoulders, an end where it buttons in an arrow shape, secured at its distal\nend by a beige-colored button, 3 centimeters wide,\nuniform (same measurement at base, center, and end), starting from the sleeve seam and\nending 3 centimeters before reaching the base of the\ncollar, with two pockets: one on the right and another on the left, with a flap with\ncorner cuts and with a velcro closure underneath on each of them,\non the left pocket, the stitched insignia of the Conservation Area will be placed.\nThe lower part of the shirt or blouse will be straight and the sides will be\nslightly curved for its better adaptation to the body.\n\nThe trousers shall be long cargo-type in \"Rip stop\" fabric\nof olive green color, with reinforcement between the legs, two slanted front pockets\none on the left and another on the right, with bar tacking on the front pockets,\ntwo back pockets with flap one on the right and another on the left\nwith velcro closure, two expandable-type side pockets with velcro closure\nat knee height, the trouser belt loops shall measure 2 centimeters\nwide by 4\n and a half centimeters long, to carry a belt, and\nplaced two at the front and three at the back, the fly shall be provided\nwith a metal zipper (high-resistance safety metal jean zipper),\nit must have reinforcement at the knees of a double layer of the same\ntype of fabric used in the trouser's manufacture (Rip Stop weight 220 g / m2), the double layer\nmust be sewn internally with a special seam at knee\nheight, a dark green cord of durable material to adjust the hem, the\nfabric to be used must be resistant to field traction, tearing,\nabrasion, and washing, and a black synthetic material belt shall be used.\n\nThe shoes shall be mid-calf height, black in color,\nlace-up, with black laces and flexible sole, and black socks shall be used.\n\nThe jacket (military-type) shall have buttons on the front\nof olive green color. On it, it shall have two pockets, one on the left and another\non the right with a straight flap and with a velcro closure underneath on each of\nthem, and over the left pocket, the stitched insignia of the Conservation\nArea will be placed.\n\nFor operations at sea or in coastal zones, the\nround-neck shirt may be used with the following\ncharacteristics: sand-green in color. Likewise, short cargo-type trousers at\nknee height, in \"Rip stop\" fabric of olive green color, the fly\nshall be provided with a metal zipper (high-resistance safety metal jean zipper),\nwith two front pockets placed one on the right and another on the\nleft; two buttonhole-type back pockets, with a straight flap and with a velcro\nclosure placed one on the right and another on the left, two side pockets\nwith flap with velcro closure, placed at thigh height.\n\nThe shoes shall be black in color, mid-calf height, flexible\nsole, with black laces, black socks shall be used, or\nif required, sandals of the type for aquatic\nsports may be used, with a rubber sole, with synthetic components adapted to sea\nwater, black in color, and with multiple velcro adjustment possibilities.\n\nc) Field work uniform for fire control duties:\n\nSaid uniform corresponds to activities of\nprevention, control, and liquidation of forest fires and other incidents;\nan adequate uniform is required, which facilitates the actions and tasks to\nbe performed, allows safety and comfort both in the use of equipment and\ntools, the application of control techniques, travel to the\nsites where these fires occur, and the protection of personnel.\n\nThe shirt of golden yellow color, which facilitates the\nlocation of the persons wearing them in the places where\nforest fires are attended, so that they can be located easily, at all times,\nboth by their colleagues and by the personnel directing the forest fire attention and control actions. The design characteristics of\nthe shirts are:\n\n1.         The\nfabric to be used must be of fireproof material or 100% cotton, without synthetic\nmaterials, to avoid burns and other damages to the officials from the high\nradiation generated during the fire or from direct contact with the fire.\n\n2.   With a weight equal to or less than 270 gr/m2.\n\n3.   Cuffs and pockets that will close with velcro-type adhesive\nstrip.\n\n4.         The\nshirt shall be golden yellow in color, with 7 white buttons or snaps\nin front, with long sleeves and the cuffs shall be closed by a velcro-type adhesive\nstrip, on the front it shall have two pockets: one on the right and another on the\nleft, with a straight flap and with a velcro closure underneath on each of\nthem. They shall possess a 'shirt-type' collar closed with a button. The lower\npart of the shirt shall be straight and the sides shall be slightly curved for\nits better adaptation to the body.\n\n5.         On the\nback of the shirt, it shall have four orifices for greater aeration, these\nsame orifices shall be in the armpits. The shirts must be new, of recent\nmanufacture, and made with first-quality materials.\n\nGiven that this material will be used in harsh\nworking conditions during extinction, its basic qualities shall be such\nthat they combine, along with its careful manufacture, lightness and comfort of use, a\nhigh resistance and effectiveness against fire.\n\nThe trousers are a garment for dress and personal\nprotection that fits the body at the waist and descends covering each leg\nto the ankles. The characteristics of the trousers are:\n\n1.         The\nfabric to be used must be of fireproof material or 100% cotton without synthetic\nmaterials, to avoid burns and other damages to the officials from the high\nradiation generated during the fire or from direct contact with the fire.\n\n2.   The weight of the trousers shall be equal to or less than\n270 gr/m2.\n\n3.   The trousers shall be olive green in color.\n\n4.   They must be resistant to field traction,\nto tearing, to abrasion resistance, and to washing (shrinkage).\n\n5.         The\ntrousers shall be long cargo-type and the fly shall be provided with a metal\nzipper closing at its top part with a button or snap aligned with the\nsame and centered on the waistband.\n\n6.         The\ntrousers shall be straight-type, with two front pockets lined with the\nsame fabric as the ensemble and two back patch pockets with a straight flap and\nwith a velcro closure underneath on each of them; likewise, they must\nhave two pockets, one on each side of the knees cargo-type, with\nreinforcement in the gluteus area, and knees.\n\nThe boot-type footwear must be black\nin color, made of leather, with a sole resistant to friction and to high\ntemperatures, provided with a mid-calf height, which must present the\nfollowing characteristics:\n\n1.         Given\nthat this material will be used in extinction operations, in harsh\nworking conditions, its basic characteristics shall be such that they combine\nconditions of robustness, flexibility, lightness, ease of preservation and\nmaintenance, to ensure the greatest effectiveness and duration of the same.\n\n2.         The\ndimensions and weight of the boots must comply with the following dimensions:\nHeight 225 mm.\n± 10 mm,\nweight 1.5 Kg.\n(per pair).\n\n3.         The\nbody of the boot shall be made of bovine leather in black color, the lower\nband of the sole shall be of rubber or nitrile carved with the chemical composition\npertinent to obtain the abrasion resistance necessary for the work\nto be performed, in the inner lining synthetic textile material may be used,\nprovided it does not hinder the easy aeration of the foot, nor the elimination of\nheat.\n\n4.         The\nlaces shall be black in color and of material resistant to elevated temperatures\nwith proven resistance against humidity and contact heat.\n\n5.   The eyelets, rivets, and other metal parts\nmust be protected against oxidation.\n\n6.         The\nankle and the lower part of the leg must be well protected and\nadjusted by means of a closure with laces and metal eyelets, extending\npreferably up to the top part of the height.\n\n7.         Frontally,\nthe height shall be closed by a bellows sewn to its inner edge,\nthe tongue not being accepted.\n\n8.         The\nheel and the toe cap shall be reinforced with leather, metallic\nprotectors not being admitted for the latter.\n\n9.         Internally,\nthe shoes shall be lined with textile material, at least from the mid-lateral\npart of the foot and the instep, up to the toe cap; they shall be provided with an internal\ninsole of insulating material against possible overheating when walking on\nburned grounds.\n\n10.       The\nleather used for the manufacture of the shoes must be treated\nagainst humidity, no waterproofing procedure that\nhinders the aeration of the foot being admitted; likewise, no\ntype of anti-water grease must be applied to the skin.\n\n11.       It must\nbe taken into account in their manufacture and for their sizing, that normally they\nwill be used with two pairs of socks, one fine cotton covering the foot, and\nthe second, thick outer and 100% cotton.\n\n12.       The\nsole shall be of rubber or nitrile, sewn with strong high-resistance thread, if\nthis thread appears on the lower part of the sole, apart from the properties\nreferred to previously, it must be fireproof to avoid its breakage on contact\nwith embers.\n\n13.       The\ndesign of the tread and heel shall be deep and non-slip, constituted by\nprismatic wedge-shaped lugs, of trapezoidal section, interspersed among these,\nothers of smaller size may be placed, with different arrangement and shape, so that the\ngrip is maximum on smooth, wet, slippery, or disaggregable terrains.\n\n14.       To facilitate movement on descents down steep slopes or traversing\nhillsides, the heel in its rear zone shall have a height of 30 mm. ± 2 mm. and 20 mm. ± 1 mm. at the\ninsertion with the tread.\n\n15.       Soles\nwith flat or wedge heels with smooth leather soles and soft\nor plastic rubber soles, both with a low melting point, are not admitted.\n\n16.       The\npieces of leather that constitute the body of the boot, as well as the sole, shall be\nsewn with high-resistance thread and reinforced with double stitching in those\nareas that support greater stresses and with a higher risk of breakage.\n\nd) Formal uniform:\n\nThe formal uniform shall be used to attend official\nacts, celebrations of the National System of Conservation Areas,\nprotocolary activities, meetings with foreign institutions and corps,\nin courses or seminars that so merit it, both national and\ninternational.\n\nThe men's uniform shall consist of an aviator-type shirt\nsand-green in color, with 7 beige buttons, with two epaulettes on the\nshoulders, one on the right and another on the left, an end where it buttons in\nan arrow shape, secured at its distal end by a beige-colored button,\n3 cm wide,\nuniform (same measurement at base, center, and end), starting from the sleeve seam and\nending 3 centimeters before reaching the base of the\ncollar, long-sleeved, with two pockets: one on the right and another on the left,\nwith a flap with corner cuts and with a velcro closure underneath on each of\nthem, on the left pocket, the stitched insignia of the Conservation\nArea will be placed. The lower part of the shirt shall be straight and the sides shall be\nslightly curved for its better adaptation to the body.\n\nThe trousers shall be olive green in color, without pleats,\nwith two slanted front pockets placed one on the right and another on the\nleft; with two buttonhole-type back pockets placed one on the right and another\non the left, the fly shall be provided with a metal zipper. The trousers\nmust have waist adjustment tabs and a black leather material belt shall be used. The trouser belt loops shall measure 2 centimeters\nwide by 4\n and a half centimeters long, to carry a belt, and\nplaced two at the front and three at the back. The shoes shall be black in\ncolor, with black laces, and black socks shall be used.\n\nThe women's uniform\nshall consist of a long-sleeved aviator-type blouse, sand-green in color,\nwith 7 beige buttons, with two epaulettes on the shoulders, one on the right and\nanother on the left, an end where it buttons in an arrow shape, secured at its\ndistal end by a beige-colored button, 3 centimeters wide,\nuniform (same measurement at base, center, and end), starting from the sleeve seam and\nending 3 centimeters before reaching the base of the\ncollar, with two pockets: one on the right and another on the left, with a flap with\ncorner cuts and with a velcro closure underneath on each of them.\nThe lower part of the blouse shall be straight and the sides shall be slightly\ncurved for its better adaptation to the body.\n\nThe women's trousers\nor skirt shall be olive green in color, without pleats, with two slanted front pockets\nplaced one on the right and another on the left; with two\nbuttonhole-type back pockets placed one on the right and another on the left, the fly\nshall be provided with a zipper, and a black leather belt shall be used.\n\nThe trousers must\nhave waist adjustment tabs, the trouser belt loops\nshall measure 2\n centimeters wide by 4 centimeters\nand a half long, to carry a belt, and placed two at the front and three at the\nback.\n\nIn the case of the\nskirt, the length shall be knee-length, the skirt belt loops\nshall measure 2\n centimeters wide by 4 centimeters\nand a half long, to carry a belt, and placed two at the front and three at the\nback.\n\nArticle 3.—Regarding officials from administrative offices of the\nNational System of Conservation Areas. The officials\nfrom administrative offices of the National System of Conservation Areas\nmust use one of the indicated uniforms when visiting Protected Wild Areas in the performance of their functions, at meetings, special\nevents, or when the Director of the Conservation Area or the Executive\nManagement so orders.\n\nCHAPTER II\n\nPermitted Accessories\n\nArticle 4.—The cape. The cape shall have the\nfollowing characteristics: cactus green color, front velcro closure,\nreflective bands on the back and on the sleeves, with the badge of the National\nSystem of Conservation Areas stamped on the back, and on the front on the\nleft side, it must contain the stamped badge of the respective Conservation Area.\n\nArticle 5.—The\nuse of the reflective vest. The reflective vest shall be in orange color,\nwith yellow bands in reflective material and of standard type. Said vest\nshall form part of the uniform when so required by the nature of the\nactions to be carried out by the official.\n\nArticle 6.—Regarding\ncoats and jacket. The use of the jacket and the coat shall be designated\naccording to the climate of the workplace and shall be olive green in color. When\nrequired, reflective bands may be used on the sleeve or back.\n\nArticle 7.—Regarding\nhelmet-type head protectors. The use of the helmet shall be mandatory when\ncarrying out the activity of speleology whose objective is the exploration and\nstudy of underground cavities, for firefighting or another type\nof incident.\n\nArticle 8.—Regarding the\nponytail cap and guanacasteco-type hat. Both shall be sand-green in color,\nwith the insignia of the National System of Conservation Areas sewn on the front.\n\nArticle 9.—Regarding\nsunglasses. The use of solar protection lenses is optional, but if\nused, they shall be of sports type, with dark colored frames and lenses and with 100% protection against ultraviolet rays.\n\nCHAPTER III\n\nRules on the Use\nof Uniforms\n\nArticle 10.—General rules on the use of the uniforms\nof the officials. In accordance with the safety, good personal presentation, and\ndecorum that an official of the National System of Conservation\nAreas must project while using the uniform, officials must\nobserve the following rules:\n\na) Male personnel:\n\n1. Must wear the shirt with the tails tucked in\nand keep the shirt buttoned.\n\n2. Keep clean-shaven, or if using a beard, this\nmust be short.\n\n3. Nails must always be kept short and\nclean.\n\n4.         The\nuse of a wristwatch is authorized, a maximum of two rings, a chain which\nmust be kept under the shirt.\n\n5.         During\nfree time, the uniform may not be used; however, at the moment when\nthe official travels from his home to his workplace and\nvice versa, its use is authorized, and it must be worn completely and\ncorrectly.\n\n6.         The\nuniform must always be kept clean, well ironed, wear the tails tucked\nin, when they are in public service duties or representing\nthe institution in public and private activities.\n\nb) Female personnel:\n\n1. The use of makeup is authorized, as long as it is not\nexcessive, inappropriate, or too flashy.\n\n2.         The\nuse of a wristwatch is authorized, a maximum of two rings, a chain or necklace,\nwhich must be kept under the blouse, and in the event that\nearrings are used, only one earring per ear is authorized and they must be\nsmall.\n\n3.         Nails\nmust always be kept clean. The use of cosmetic nail polish\nin a discreet color is permitted.\n\n4.         During\nfree time, the uniform may not be used; however, during\ntravel from her home to her workplace and vice versa, its\nuse is authorized, wearing it completely and correctly.\n\n5.         The\nuniform must always be kept clean, well ironed, in excellent\npresentation, and wear the tails tucked in, when they are in public service duties or representing the institution in\npublic and private activities.\n\nCHAPTER IV\n\nGeneral Rules on\nthe Use and Placement\n\nof Insignia\n\nArticle 11.—Regarding the insignia. The badge\nof the National System of Conservation Areas must be embroidered on fabric and shall be\nplaced on the shirts, blouses, polo-type shirt, jacket, coats, and jacket\nsewn 3.5\n centimeters from the shoulder seam, on the left\nsleeve, with the exception of the t-shirts, capes, and vests, where they shall be stamped; and\nthe national flag must be embroidered on fabric and sewn 3.5 centimeters\nfrom the shoulder seam on the right sleeve, with the exception of the t-shirts,\non which it must be stamped.\n\nOn ponytail\ncaps and guanacasteco-type hats, the insignia must be sewn on the\nfront and centered.\n\nThe badge of the\nConservation Area must be embroidered on fabric and shall be placed sewn on the\nleft pocket, with the exception of the t-shirts, on which it must be\nstamped, on the left side at chest height.\n\nIn the case of the\ntypes of uniforms indicated in article 2 of this executive decree,\nwhen the Protected Wild Area has some special designation, as\nis the case of denominations given by Conventions such as: UNESCO, RAMSAR, or\nothers, it shall be at the discretion of the Director of the respective Conservation Area (AC),\nwith the approval of the Executive Director of SINAC, the use\nor not by the officials of the insignia referring to said\ncharacteristic as a distinction, which must be embroidered on fabric and\nsewn placed on the right sleeve below the flag of Costa Rica, and it\nis recommended not to place more than one of these insignia on the sleeve.\n\nThe distinctions\nindicated in the previous paragraph shall be placed sewn, 2 centimeters\nfrom the edge of the sleeve below the Flag of Costa Rica. The measurements of the\ndistinction must not exceed 6 centimeters in height and 5 centimeters\nin width.\n\nThe badge of the\nNational Fire Management Program shall only be used on the fire control field work uniform and shall be embroidered directly on the left pocket.\n\nIn the case of the\nfield work uniforms to be used in forest fire control duties by\nvolunteer brigade members, these shall not have the official\ndistinctives, they shall only carry the badge of the National Fire Management\nProgram embroidered on the right pocket.\n\nThe use\nof pins alluding to national parks is authorized for use in special\nactivities, on the daily use uniform or on the formal one.\n\nOnly the insignia, shields, and additional garments authorized by\nthe Executive Management of the National System of Conservation Areas may be used on the uniforms.\n\nCHAPTER V\n\nThe Disciplinary\nRegime and Supply of Uniforms\n\nArticle 12.—Application. Non-compliance with\nthe provisions contained in these Regulations shall be governed by what\nis provided in articles 105, 107, and 108 of the Autonomous Service Regulations\nof the Ministry of Environment, Energy and Telecommunications, Executive Decree No.\n28409 of December 1, 1999, specifically referring to minor\nfaults.\n\nArticle 13.—The\nsupply of uniforms and their correct use. The National\nSystem of Conservation Areas shall be responsible for providing the uniforms to\nthe institution's officials for the proper performance of their functions.\n\nThe different\nheads, according to the structure of the National System of Conservation\nAreas and the Executive Secretariat, shall be responsible for ensuring\nthe adequate use of the uniforms by their subordinates, in accordance with\nwhat is indicated in this executive decree.\n\nArticle 14.—Repeal.\nRepeal Executive Decree No. 21383-MINAE of June 10, 1992.\n\nTransitory I.—The mandatory\nuse of the types of uniforms provided for in this executive\ndecree by the officials of the National System of Conservation\nAreas shall be immediate and mandatory under the guidelines\nestablished herein, from the moment the supply of the same to the officials is credited by means of\na written acknowledgment of receipt.\n\nArticle 15.—Effectiveness.\nIt shall be effective from its publication in the Official Gazette La Gaceta.\n\nGiven at the Presidency of the Republic.—San José, at\nten o'clock on the twenty-sixth of September of the year two thousand eleven."
