Prestarán sus servicios ad-honorem, motivados por el fin de coadyuvar en la gestión del SINAC.\n\nArtículo 10.-Son facultades y derechos de los voluntarios (as) los siguientes:\na) Recibir inducción y asesoría sobre sus derechos, deberes, responsabilidades, prohibiciones y la información general del lugar donde prestará el servicio de voluntariado.\nb) Recibir las instrucciones necesarias para llevar a cabo el trabajo que se le asigne, de acuerdo al plan de trabajo.\nc) Solicitar apoyo y colaboración a los funcionarios (as) públicos del lugar donde preste el servicio voluntario, para poder desempeñar eficazmente sus funciones.\nd) Recibir de forma obligatoria, la identificación que corresponde, al ingresar al lugar donde prestará el servicio de voluntariado.\ne) Contar con las condiciones necesarias para su permanencia y óptimo desempeño, específicamente lo relacionado con equipo de trabajo, instrucciones de trabajo y transporte, para el caso de ASP además lo relacionado con hospedaje, cuando realicen actividades relacionadas con el objetivo institucional y cuenten con el permiso correspondiente.\nf) Recibir un trato cortés, amable y respetuoso por parte de los funcionarios (as) públicos, otros voluntarios (as) y particulares, durante su permanencia en el lugar donde preste el servicio de voluntario.\n\nArtículo 11.-Son deberes y obligaciones de los voluntarios (as), los siguientes:\na) Cumplir con las disposiciones jurídicas vigentes, así como con las directrices que al efecto dicte el Sistema Nacional de Áreas de Conservación.\nb) Completar la boleta de ingreso de voluntarios (as) ante la instancia correspondiente del SINAC.\nc) Contar con una póliza básica de accidentes y para el caso de los extranjeros la póliza debe contener además, la cobertura para el caso de repatriación.\nd) Colaborar con los funcionarios (as) públicos competentes en las labores que se les asignen, con base en el plan de trabajo correspondiente.\ne) Acatar las instrucciones que gire el funcionario (a) a cargo del lugar donde prestará el servicio voluntario, siempre y cuando se ajusten al ordenamiento jurídico, a este reglamento y al plan de trabajo.\nf) Notificar al respectivo administrador (a) del área silvestre protegida, o al jefe de la oficina del SINAC, donde preste el servicio de voluntariado, de cualquier irregularidad cometida por funcionarios (as) públicos, otros voluntarios (as), o particulares.\ng) Reportar los obstáculos, limitaciones o dificultades, en caso de darse, que se hayan presentado para realizar su labor de manera efectiva.\nh) Mantener durante su estadía en el lugar donde preste el servicio voluntario una actitud permanente de seriedad, prudencia y atención, así como de cortesía y amabilidad con otros voluntarios, con los funcionarios (as) del SINAC y el público en general.\ni) En caso de requerirse, deberán brindar testimonio fiel ante la autoridad competente de todo cuanto hubieren visto, escuchado y actuado durante el tiempo que permanecieron, en el lugar donde prestaron el servicio de voluntariado, dentro del SINAC.\nj) Cumplir fielmente las disposiciones de este Reglamento y las normas conexas que disponga el ordenamiento jurídico.\nk) Portar permanentemente la debida identificación cuando se encuentren prestando servicio de voluntariado en el SINAC.\nl) Responder por cualquier daño, pérdida o extravío que ocasionen a las instalaciones, equipo y otros bienes del Estado durante su periodo como voluntario, de conformidad con lo que establezca la normativa aplicable. En casos en que deba darse la reposición, se contará de previo, con un avalúo emitido por la oficina de Patrimonio del SINAC del bien a reponer.\nm) En caso de que los voluntarios (as) sean menores de edad, deberán ser acompañados por el encargado de grupo o por el padre o tutor, quien será voluntario también; por el tiempo que se preste el servicio voluntario, y éstos serán responsables de velar por el cumplimiento de lo expuesto en este reglamento, como de la seguridad de los menores.\nn) Presentar un certificado de salud con no más de 3 meses de expedido antes de ingresar al lugar donde prestará el servicio de voluntariado, en idioma inglés o español.\no) Presentar hoja de delincuencia o documento equivalente, para el caso de voluntarios incluidos en la categoría 4 y para el caso de las categorías 1, 2 y 3 cumplir con lo dispuesto en el inciso j) del artículo 14 del presente reglamento.",

In cases where replacement is necessary, a prior appraisal issued by the SINAC Patrimony office of the item to be replaced will be required.\nm) If volunteers are minors, they must be accompanied by the group leader or a parent or guardian, who will also be a volunteer, for the duration of the volunteer service, and these will be responsible for ensuring compliance with this regulation and the safety of the minors.\nn) Present a health certificate issued no more than 3 months before entering the place where they will provide volunteer service, in English or Spanish.\no) Present a criminal record certificate or equivalent document, for volunteers in category 4; for categories 1, 2, and 3, comply with the provisions of subparagraph j) of Article 14 of this regulation.",

  "body_es_text": "en la totalidad del texto\n\n                    -\n\n                        Texto Completo Norma 36812\n\n                        Reglamento de las acciones de voluntariado en el Sistema Nacional de Áreas\nde Conservación y derogación del Decreto Ejecutivo 32443-MINAE del 1 de marzo del 2005\n\nTexto Completo acta: E0E8A\n\nNº 36812-MINAET\n\nLA PRESIDENTA DE LA\nREPÚBLICA\n\nY EL MINISTRO DE AMBIENTE,\nENERGÍA\n\nY TELECOMUNICACIONES\n\nEn uso de las facultades que les confieren los incisos\n3 y 18 del artículo 146 de la Constitución Política; los artículos 1, 2, 4, 6,\n34 y 35 de la Ley Orgánica del Ambiente Nº 7554 del 04 de octubre de 1995; la\nLey del Servicio de Parques Nacionales N° 6084 del 24 de agosto de 1977 y la\nLey de Conservación de Vida Silvestre Nº 7317 del 30 de octubre de 1992.\n\nConsiderando:\n\n1º-Que es deber del Estado procurar, dotar y realizar\nlas acciones necesarias para garantizar a los y las costarricenses un ambiente\nsano y ecológicamente equilibrado, debiendo defender y preservar el bienestar\nde todos los y las habitantes de la Nación, lo que requiere entre otras cosas la\nprotección del medio ambiente.\n\n2º-Que el Estado debe\nfomentar la participación activa y organizada de los y las habitantes de la\nRepública, en las acciones tendientes a proteger y mejorar de manera sostenible\nel ambiente.\n\n3º-Los servicios\nvoluntarios representan para el Sistema Nacional de Áreas de Conservación una\nfuente importante e indispensable de apoyo para fortalecer la conservación de\nlos recursos existentes en las Áreas Silvestres Protegidas.\n\n4º-Que las acciones que se\ndesarrollan por medio del voluntariado requieren de una adecuada organización y\nestrecha coordinación con diferentes instancias, instituciones, organizaciones\ny empresas, nacionales o internacionales, asociaciones comunales e individuos. Por\ntanto,\n\nDecretan:\n\nReglamento\nde las acciones de voluntariado en el Sistema\n\nNacional\nde Áreas de Conservación y Derogación del\n\nDecreto\nEjecutivo Nº 32443-MINAE\n\ndel\n1º de marzo del 2005\n\nCAPÍTULO I\n\nDe la organización\ninstitucional para atender las acciones de\n\nvoluntariado en el Sistema\nNacional de Áreas de Conservación\n\nArtículo 1º-Para los fines del presente decreto se\nindican los siguientes conceptos:\n\n-   Voluntario: se refiere la persona física que de manera\nvoluntaria y sin remuneración económica, colabora con el Sistema Nacional de\nÁreas de Conservación (SINAC), apoyando en las acciones desarrolladas por el\npersonal del SINAC, tanto en las Áreas Silvestres Protegidas (ASP), como en el\nresto de las oficinas administrativas del SINAC.\n\n-   Alimentación: se refiere a los alimentos que el voluntario\nrequiere diariamente durante su permanencia en el ASP.\n\n-   Hospedaje: se refiere al servicio y a las instalaciones\ndonde pernoctará el voluntario durante su estadía dentro del ASP.\n\n-   Transporte: se refiere al traslado de los voluntarios en\nvehículos oficiales, siempre y cuando se requiera y cuenten con el permiso\nrespectivo, según resolución número R-184-2006-MINAE publicada en La Gaceta\nNº 172 del 07 de setiembre del 2006.\n\n-   Condiciones necesarias ofrecidas por el SINAC para la\npermanencia del voluntario dentro del ASP: se refiere a contar con\nhospedaje, área de aseo, equipo de trabajo, identificación, instrucciones de\ntrabajo y transporte cuando se requiera.\n\n-   Póliza básica de accidentes: póliza de seguro que contemple\nasistencia por enfermedad, accidentes y además riesgos.\n\nArtículo 2º-Se establece la siguiente estructura\norganizativa en tema de voluntariado:\n\na) El Director Ejecutivo del Sistema Nacional de Áreas de Conservación,\nserá quien dicte las directrices a aplicar en materia de voluntariado en el\nSINAC.\n\nb) Los Directores (as) de las Áreas de Conservación se encargarán de\nimplementar las directrices emanadas del Director Ejecutivo del SINAC.\n\nc) Los Administradores(as) de las áreas silvestres protegidas o\naquellos funcionarios (as) a cargo, tendrán la responsabilidad de aplicar y\nobservar este reglamento y las directrices dictadas por el Director Ejecutivo\ndel SINAC y del Director del Área de Conservación.\n\nd) Todas aquellas personas que tengan a cargo una jefatura en las\ndiferentes oficinas administrativas del SINAC, tendrán la responsabilidad de\naplicar y observar este reglamento y las directrices dictadas por el Director\nEjecutivo del SINAC y del Director del Área de Conservación, según corresponda.\n\nArtículo 3º-El Director Ejecutivo del SINAC, por medio\nde la instancia designada en la Secretaria Ejecutiva para dar cumplimiento\nefectivo al proceso de voluntariado, desarrollará las siguientes funciones:\n\na) Emitir los lineamientos nacionales en materia de voluntariado para\nel SINAC.\n\nb) Coordinar con las organizaciones, instituciones y empresas privadas\nnacionales e internacionales, que realizan acciones de voluntariado en el\nSINAC.\n\nc) Establecer los\nmecanismos de seguimiento y evaluación de las acciones de voluntariado\nrealizadas en el SINAC.\n\nd) Mantener actualizado el registro de todas las organizaciones,\ninstituciones y empresas privadas nacionales e internacionales que participen\nen el programa de voluntariado del SINAC.\n\nArtículo 4º-El Director del Área de Conservación, o la\ninstancia que éste designe en cumplimiento de este reglamento, tendrán las\nsiguientes funciones:\n\na) Coordinar permanentemente con las organizaciones, instituciones y\nempresas privadas, nacionales e internacionales que realizan acciones de\nvoluntariado en el en el Área de Conservación (AC) a su cargo.\n\nb) Velar por la aplicación de los mecanismos de seguimiento y\nevaluación definidos a nivel nacional y establecer las medidas de control que\nfueran necesarias para el buen curso de las acciones de voluntariado en el AC.\n\nc) Evaluar las acciones de voluntariado realizadas en el AC, de\nconformidad a los mecanismos de seguimiento y evaluación dispuestos en el\nProcedimiento del Servicio Voluntario en el SINAC.\n\nd) Garantizar que en las ASP donde se van a recibir voluntarios (as),\ncuenten con un plan de voluntariado vigente.\n\nArtículo 5º-Son funciones de los Administradores (as)\nde las ASP las siguientes:\n\na) Formular y ejecutar los planes de voluntariado de las áreas\nsilvestres protegidas a su cargo.\n\nb) Evaluar el cumplimiento de los planes de voluntariado de conformidad\na las disposiciones contenidas en el Procedimiento del Servicio Voluntario del\nSINAC.\n\nc) Coordinar permanentemente con las organizaciones, instituciones y\nempresas privadas, nacionales e internacionales que realizan acciones de\nvoluntariado en las ASP a su cargo.\n\nd) Procurar que los voluntarios (as) cuenten con las condiciones\nnecesarias para su permanencia y óptimo desempeño en las áreas silvestres\nprotegidas a su cargo, específicamente lo relacionado con hospedaje, equipo de\ntrabajo, identificación instrucciones de trabajo y transporte, cuando realicen\nactividades relacionadas con el objetivo institucional y cuenten con el permiso\ncorrespondiente.\n\ne) Brindar la inducción necesaria para los voluntarios (as) que se\nreciben en las Áreas Silvestres Protegidas a su cargo y supervisar el desempeño\nde los mismos.\n\nf)  Mantener actualizados los registros de voluntarios (as) de las\náreas silvestres protegidas a su cargo.\n\ng) Elaborar los informes anuales de las acciones realizadas por los\nvoluntarios (as) en las áreas silvestres protegidas, a su cargo y presentarlos\na la Dirección del Área de Conservación correspondiente.\n\nh) Comunicar a la instancia designada en la Secretaría Ejecutiva del\nSINAC, los nombres de los voluntarios (as) que han sido expulsados de las áreas\nsilvestres protegidas, de conformidad con lo establecido en el artículo 18 de\neste Reglamento, para su divulgación a nivel nacional.\n\nArtículo 6º-Son funciones de los Jefes de las\ndiferentes oficinas administrativas del SINAC, donde se reciban voluntarios las\nsiguientes:\n\na) Elaborar los planes de voluntariado de la oficina a su cargo.\n\nb) Evaluar el cumplimiento del plan de voluntariado de conformidad a\nlas disposiciones contenidas en el Procedimiento del Servicio Voluntariado del\nSINAC.\n\nc) Coordinar permanentemente con las organizaciones, instituciones y\nempresas privadas, nacionales e internacionales que realizan acciones de\nvoluntariado en la oficina a su cargo.\n\nd) Procurar que los voluntarios (as) cuenten con las condiciones\nnecesarias para su permanencia y óptimo desempeño en la oficina administrativa\ndonde preste el servicio de voluntariado; específicamente lo relacionado con:\nequipo de trabajo, identificación, instrucciones de trabajo y transporte cuando\nrealicen actividades relacionadas con el objetivo institucional y cuenten con\nel permiso correspondiente.\n\ne) Brindar la inducción necesaria para los voluntarios (as) que se\nreciben en las oficinas a su cargo y supervisar el desempeño de los mismos.\n\nf)  Mantener actualizados los registros de voluntarios (as) de las\noficinas administrativas a su cargo.\n\ng) Elaborar los informes anuales de las acciones realizadas por los\nvoluntarios (as) en las oficinas administrativas a su cargo y presentarlos al\nDirector del AC o la persona designada por éste, en el Área de Conservación\ncorrespondiente.\n\nh) Comunicar a la instancia designada por el Director Ejecutivo del\nSINAC los nombres de los voluntarios (as) que han sido expulsados de las\noficinas del SINAC de conformidad con lo establecido en el artículo 18 de este\nReglamento, para su divulgación a nivel nacional.\n\nArtículo 7º-Para el caso de las oficinas\nadministrativas y las ASP del SINAC, los jefes de las diferentes oficinas\nadministrativas o los administradores, según corresponda, deberán elaborar el\nplan de trabajo de voluntariado, de manera previa al ingreso de los voluntarios\na sus labores.\n\nArtículo 8º-Los funcionarios (as) del SINAC deberán\nvelar por el cumplimiento de los derechos y facultades de los voluntarios (as)\ndurante su permanencia en las áreas silvestres protegidas o en las oficinas del\nSINAC, según lo que establece el artículo 10º de este reglamento.\n\nCAPÍTULO II\n\nDe las categorías de\nvoluntarios (as), sus derechos,\n\ndeberes y prohibiciones\n\nArtículo 9º-Los voluntarios (as) deberán ser personas\ncon buena conducta, con interés y compromiso con la causa conservacionista y\nambientalista y con los principios del desarrollo sostenible. Prestarán sus\nservicios ad-honorem, motivados por el fin de coadyuvar en la gestión del\nSINAC.\n\nLos voluntarios (as) que brinden sus servicios en\nel SINAC, se enlistaran en las siguientes categorías:\n\na) Categoría 1: Miembros de organizaciones nacionales,\ninstituciones nacionales y empresas privadas nacionales que organizan y\nejecutan acciones de voluntariado en el SINAC.\n\nb) Categoría 2: Miembros de organizaciones internacionales,\ninstituciones internacionales y empresas privadas internacionales que organizan\ny ejecutan acciones de voluntariado en el SINAC.\n\nc) Categoría 3: Miembros de organizaciones locales, grupos\ncomunitarios locales y empresas privadas locales que realizan acciones de\nvoluntariado en el SINAC.\n\nd) Categoría 4: Particulares que realizan acciones de\nvoluntariado en el SINAC, de manera individual.\n\nArtículo 10.-Son facultades y derechos de los\nvoluntarios (as) los siguientes:\n\na) Recibir inducción y asesoría sobre sus derechos, deberes,\nresponsabilidades, prohibiciones y la información general del lugar donde\nprestará el servicio de voluntariado.\n\nb) Recibir las instrucciones necesarias para llevar a cabo el trabajo\nque se le asigne, de acuerdo al plan de trabajo.\n\nc) Solicitar apoyo y colaboración a los funcionarios (as) públicos del\nlugar donde preste el servicio voluntario, para poder desempeñar eficazmente\nsus funciones.\n\nd) Recibir de forma obligatoria, la identificación que corresponde, al\ningresar al lugar donde prestará el servicio de voluntariado.\n\ne) Contar con las condiciones necesarias para su permanencia y óptimo\ndesempeño, específicamente lo relacionado con equipo de trabajo, instrucciones\nde trabajo y transporte, para el caso de ASP además lo relacionado con\nhospedaje, cuando realicen actividades relacionadas con el objetivo\ninstitucional y cuenten con el permiso correspondiente.\n\nf)  Recibir un trato cortés, amable y respetuoso por parte de los\nfuncionarios (as) públicos, otros voluntarios (as) y particulares, durante su\npermanencia en el lugar donde preste el servicio de voluntario.\n\nArtículo 11.-Son deberes y obligaciones de los\nvoluntarios (as), los siguientes:\n\na) Cumplir con las disposiciones jurídicas vigentes, así como con las\ndirectrices que al efecto dicte el Sistema Nacional de Áreas de Conservación.\n\nb) Completar la boleta de ingreso de voluntarios (as) ante la instancia\ncorrespondiente del SINAC.\n\nc) Contar con una póliza básica de accidentes y para el caso de los\nextranjeros la póliza debe contener además, la cobertura para el caso de\nrepatriación.\n\nd) Colaborar con los funcionarios (as) públicos competentes en las\nlabores que se les asignen, con base en el plan de trabajo correspondiente.\n\ne) Acatar las instrucciones que gire el funcionario (a) a cargo del\nlugar donde prestará el servicio voluntario, siempre y cuando se ajusten al\nordenamiento jurídico, a este reglamento y al plan de trabajo.\n\nf)  Notificar al respectivo administrador (a) del área silvestre\nprotegida, o al jefe de la oficina del SINAC, donde preste el servicio de\nvoluntariado, de cualquier irregularidad cometida por funcionarios (as)\npúblicos, otros voluntarios (as), o particulares.\n\ng) Reportar los obstáculos, limitaciones o dificultades, en caso de\ndarse, que se hayan presentado para realizar su labor de manera efectiva.\n\nh) Mantener durante su estadía en el lugar donde preste el servicio\nvoluntario una actitud permanente de seriedad, prudencia y atención, así como\nde cortesía y amabilidad con otros voluntarios, con los funcionarios (as) del\nSINAC y el público en general.\n\ni)  En caso de requerirse, deberán brindar testimonio fiel ante la\nautoridad competente de todo cuanto hubieren visto, escuchado y actuado durante\nel tiempo que permanecieron, en el lugar donde prestaron el servicio de\nvoluntariado, dentro del SINAC.\n\nj)  Cumplir fielmente las disposiciones de este Reglamento y las normas\nconexas que disponga el ordenamiento jurídico.\n\nk) Portar permanentemente la debida identificación cuando se encuentren\nprestando servicio de voluntariado en el SINAC.\n\nl)  Responder por cualquier daño, pérdida o extravío que ocasionen a\nlas instalaciones, equipo y otros bienes del Estado durante su periodo como\nvoluntario, de conformidad con lo que establezca la normativa aplicable. En\ncasos en que deba darse la reposición, se contará de previo, con un avalúo\nemitido por la oficina de Patrimonio del SINAC del bien a reponer.\n\nm)  En caso de que los voluntarios (as) sean menores de edad, deberán\nser acompañados por el encargado de grupo o por el padre o tutor, quien será\nvoluntario también; por el tiempo que se preste el servicio voluntario, y éstos\nserán responsables de velar por el cumplimiento de lo expuesto en este\nreglamento, como de la seguridad de los menores.\n\nn) Presentar un certificado de salud con no más de 3 meses de expedido\nantes de ingresar al lugar donde prestará el servicio de voluntariado, en\nidioma inglés o español.\n\no) Presentar hoja de delincuencia o documento equivalente, para el caso\nde voluntarios incluidos en la categoría 4 y para el caso de las categorías 1,\n2 y 3 cumplir con lo dispuesto en el inciso j) del artículo 14 del presente\nreglamento.\n\nArtículo 12.-Queda prohibido a los voluntarios (as),\nlo siguiente:\n\na) Actuar de manera contraria a las disposiciones de la normativa\nvigente, de las directrices que dicte el Sistema Nacional de Áreas de\nConservación y del presente reglamento.\n\nb) Asumir funciones de autoridad de policía u otras que estén\nreservadas en forma exclusiva para los funcionarios (as) públicos, de\nconformidad con la normativa aplicable.\n\nc) Hacer uso de instalaciones, equipo y otros bienes del Estado sin\ncontar con la debida autorización de las autoridades donde preste el servicio\nde voluntariado.\n\nd) Causar daños a la propiedad o equipo del Estado.\n\ne) Utilizar y consumir dentro de las ASP u oficinas administrativas del\nSINAC donde preste el servicio de voluntario sustancias tóxicas (alcohol,\ncigarro y sustancias psicotrópica de uso no autorizado).\n\nCAPÍTULO III\n\nDe las organizaciones\n\nArtículo 13.-Toda organización, empresa privada o\ninstitución internacional, nacional, regional o local dispuestas en las\ncategorías 1, 2 y 3 del artículo 9 del presente reglamento, que pretenda\nrealizar acciones, actividades o proyectos relacionados con el servicio de\nvoluntariado, deberá establecer un convenio con el SINAC, donde se estipule los\nobjetivos a desarrollar, las obligaciones y las responsabilidades de las\npartes, de conformidad con lo dispuesto en los artículos 3 inciso b), 4 inciso\na), 5 inciso c) y 6 inciso c) del presente reglamento.\n\nArtículo 14.-Todas las organizaciones, empresas\nprivadas o instituciones referidas en el artículo 13 del presente reglamento,\ndeberán cumplir con las siguientes obligaciones:\n\na) Contar con una póliza básica de accidentes, a efectos de cubrir a\nlos voluntarios en caso de accidente u otro, por el tiempo que presten el\nservicio de voluntariado en el SINAC y en el caso de extranjeros la póliza debe\ncontener la cobertura para repatriación. Para tales efectos la organización,\nempresa privada o institución debe presentar una certificación de la entidad\naseguradora donde especifique el tipo de póliza que tienen los voluntarios de\nsu organización o en su defecto, la póliza individual de cada voluntario.\n\nb) En caso de que los voluntarios (as) sean menores de edad, deberán\ncumplir con lo establecido en el artículo 11, inciso m) del presente\nreglamento.\n\nc) Cubrir los costos de alimentación y transporte de los voluntarios al\nlugar donde prestarán el servicio, así como cualquier otro costo que surja en\nrazón de circunstancias no previstas.\n\nd) Mantener informado a los voluntarios por los diferentes medios de\npublicidad y divulgación que utilice la organización, empresas privadas o\ninstitución nacional o internacional, que el SINAC brinda el hospedaje dentro\nde las ASP a los voluntarios durante el periodo de prestación del servicio de\nvoluntariado en el ASP, sin costo alguno.\n\ne) Mantener un registro interno actualizado de todos sus voluntarios\n(as).\n\nf)  Capacitar a los voluntarios (as) sobre los objetivos y la\nnaturaleza de las labores que desempeñarán en las áreas silvestres protegidas o\nen las oficinas administrativas del SINAC, así como en lo relativo a sus\nderechos, deberes y prohibiciones, de acuerdo con lo establecido en este\nreglamento.\n\ng) Acatar las disposiciones vigentes que rigen en las áreas silvestres\nprotegidas y oficinas administrativas del SINAC, en materia jurídica y\nadministrativa, así como cualquier otra directriz que dicten en esta materia,\nlas autoridades respectivas.\n\nh) Garantizar el cumplimiento del plan de trabajo para el período de\npermanencia de los voluntarios (as) en las áreas silvestres protegidas o en las\noficinas administrativas del SINAC.\n\ni)  Constancia de no deudas obrero patronales con la Caja Costarricense\ndel Seguro Social.\n\nj)  Declaración jurada en la cual la organización manifieste que los\nvoluntarios han sido sometidos a controles internos de la misma para su\nselección, en términos de conducta, antecedentes penales y otros.\n\nArtículo 15.-Se prohíbe a los voluntarios individuales, a las\norganizaciones, instituciones y empresas descritas en el artículo 13 de este\nreglamento, el uso de uniformes oficiales del SINAC o colores similares a éstos\nen su vestimenta, durante su estancia en las ASP o oficinas administrativas del\nSINAC, así como la utilización de los nombres y logotipos institucionales del\nMinisterio de Ambiente, Energía y Telecomunicaciones (MINAET), del SINAC, de\nlas Áreas de Conservación y de las ASP; sin la debida autorización de las autoridades\ncorrespondientes, extendida de forma escrita.\n\nCAPÍTULO IV\n\nDe las faltas y sanciones\n\nArtículo 16.-Los voluntarios (as) serán responsables\npor sus acciones, tanto civil como penalmente, cuando así corresponda. Para el\ncaso de los menores de edad, los padres o tutores serán los responsables\nlegales de sus acciones, ante el Estado o ante terceros.\n\nArtículo 17.-Son faltas\nque ameritan una sanción para el voluntario (a) las siguientes:\n\na) Incumplir con los deberes, obligaciones y prohibiciones establecidas\nen el presente reglamento.\n\nb) Recibir dádivas, recompensas, favores o pagos de cualquier tipo,\ndurante el tiempo que permanezcan en el lugar donde prestan el servicio de\nvoluntariado.\n\nc) Actuar bajo los efectos de sustancias tóxicas (alcohol, cigarro y\nsustancias psicotrópica de uso no autorizado), durante el desempeño de sus\nfunciones de voluntariado.\n\nd) Agredir en forma física, verbal o psicológica a cualquier persona.\n\ne) Retener ilegalmente o no reportar a la autoridad competente,\nartículos u objetos pertenecientes a los visitantes, a otros voluntarios (as),\na los funcionarios (as) del SINAC o terceras personas, que hayan quedado\nperdidos u olvidados.\n\nf)  Hacer uso de instalaciones, equipo y otros bienes del Estado sin\ncontar con la debida autorización de la Administración.\n\ng) Cualquier otra que la Administración estime pertinente.\n\nArtículo 18.-En caso de que los voluntarios (as) incurran en alguna de las\nfaltas descritas en el artículo 17 del presente reglamento, los funcionarios\ndel SINAC responsables de fiscalizar las labores del servicio de voluntariado,\npodrán expulsarlos del sitio en que se encuentren realizando las acciones como\nuna medida inmediata, además de comunicar a la organización, institución o\nempresa privada responsable de las faltas cometidas y las acciones aplicadas\npor la Administración; sin menoscabo de las acciones procedentes en la vía\npenal y vía civil.\n\nLa Administración\nanalizará los casos en que la sanción a imponer a los voluntarios infractores,\ndeba consistir en el impedimento para que le voluntario realice acciones de\neste tipo, en forma permanente o por un plazo determinado, en el sitio donde\ncometió la falta o si dicha sanción debe ser extienda a las demás ASP y\noficinas administrativas del SINAC.\n\nArtículo 19.-Para aplicar la sanción descrita en el\nartículo 18 del presente reglamento, las autoridades del SINAC deberán tomar en\nconsideración las circunstancias en que se dieron los hechos, el tipo de falta\nque se cometió, las posibles reiteraciones de faltas anteriores, así como los\nprincipios de prudencia, proporcionalidad, racionalidad y razonabilidad.\n\nLas sanciones indicadas en el artículo 18, deberá\ndecretarse por la Administración mediante acto debidamente fundamentado, mismo\nque deberá notificarse a la organización, institución o empresa privada\nresponsable o al voluntario individual, según corresponda.\n\nCAPÍTULO V\n\nDonaciones, condiciones\ndadas por el SINAC\n\na los voluntarios y\ndisposiciones supletorias\n\nArtículo 20.-Se faculta al SINAC para recibir\ndonaciones para el programa de voluntariado de la siguiente manera:\n\na) En caso de dinero en efectivo el depósito deberá ser realizado\ndirectamente por el voluntario, organización, institución u otra, en la cuenta\nespecial del Fondo de Parques Nacionales del SINAC 100-01-000-041220-5 en el\nBanco Nacional de Costa Rica, especificando que es para el programa de\nvoluntariado.\n\nb) Para el caso de donaciones en especie, se deberá seguir el trámite\nprevisto en el artículo 19 del Reglamento para el Registro y Control de Bienes\nde la Administración Central Decreto Ejecutivo Nº 30720-H del 26 de agosto del\n2002.\n\nArtículo 21.-Tanto los voluntarios particulares como\nlos de organizaciones, instituciones o empresas privadas, deberán llevar su\nalimentación y se encargaran de la preparación de los mismos dentro de las ASP,\npara ello podrán hacer uso de la facilidades que el ASP ponga a su disposición\npara la elaboración de los mismos.\n\nLo anterior, con excepción\ndel Parque Nacional Marino Isla del Coco, que por sus condiciones especiales de\ndistancia y manejo especial que debe darse a los alimentos a ingresar al ASP,\nla administración podrá brindar la alimentación a los voluntarios y el\ntransporte acuático, de acuerdo a las disposiciones de la Dirección del Área de\nConservación Marina Isla del Coco.\n\nArtículo 22.-Para el caso\nde las áreas silvestres protegidas que tengan concesionado el servicio de\nalimentación, la administración de dichas ASP podrá gestionar por medio de los\ncontratos suscritos con el concesionario, la venta de la alimentación a los voluntarios\nde dicha ASP, por un precio acordado por el SINAC y el concesionario.\n\nArtículo 23.-Todo lo no\nregulado en el presente reglamento deberá atenderse según lo dispuesto en el\nProcedimiento del Servicio de Voluntario en el Sistema Nacional de Áreas de\nConservación.\n\nArtículo 24.-Deróguese en\nsu totalidad el Decreto Ejecutivo Nº 32443-MINAE del 1º de marzo del 2005.\n\nArtículo 25.-Rige a partir de su publicación en el Diario Oficial La\nGaceta.\n\nDado en la Presidencia de la República-San José, a los tres día del mes de\nagosto del dos mil once.\n\nTransitorio I.-Las organizaciones e instituciones que se encuentren\nrealizando actualmente acciones, actividades o proyectos relacionados con\nvoluntariado en las áreas silvestres protegidas, contarán con un plazo de tres\nmeses, a partir de la publicación de éste reglamento, para ajustarse a las\ndisposiciones contenidas en el presente decreto ejecutivo.\n\nTransitorio II.-El SINAC dispondrá de tres meses a\npartir de la publicación del presente decreto, para publicar el Procedimiento\ndel Servicio de Voluntario en el Sistema Nacional de Áreas de Conservación,\nseñalado en el artículo 23 del presente reglamento y el Código de ética y\nprincipios básicos sobre el servicio voluntario en el Sistema Nacional de Áreas\nde Conservación.",
  "body_en_text": "in the entirety of the text\n\n                    -\n\n                        Complete Text of Norm 36812\n\n                        Regulation of volunteer actions in the National System of Conservation Areas and repeal of Executive Decree 32443-MINAE of March 1, 2005\n\nComplete Text record: E0E8A\n\nNo. 36812-MINAET\n\nTHE PRESIDENT OF THE\nREPUBLIC\n\nAND THE MINISTER OF ENVIRONMENT,\nENERGY\n\nAND TELECOMMUNICATIONS\n\nUsing the powers conferred by subsections\n3 and 18 of article 146 of the Political Constitution; articles 1, 2, 4, 6,\n34 and 35 of the Organic Environmental Law No. 7554 of October 4, 1995; the\nNational Parks Service Law No. 6084 of August 24, 1977, and the\nWildlife Conservation Law No. 7317 of October 30, 1992.\n\nConsidering:\n\n1º—That it is the duty of the State to procure, provide, and carry out\nthe necessary actions to guarantee Costa Ricans a healthy\nand ecologically balanced environment, and it must defend and preserve the\nwell-being of all inhabitants of the Nation, which requires, among other things,\nthe protection of the environment.\n\n2º—That the State must\npromote the active and organized participation of the inhabitants of the\nRepublic in actions aimed at sustainably protecting and improving\nthe environment.\n\n3º—Volunteer services\nrepresent an important and indispensable source of support for the National System of Conservation Areas to strengthen the conservation of\nthe resources existing in the Protected Wild Areas (Áreas Silvestres Protegidas, ASP).\n\n4º—That the actions\ndeveloped through volunteering require adequate organization and\nclose coordination with different bodies, institutions, organizations\nand companies, national or international, community associations, and individuals. Therefore,\n\nDecrees:\n\nRegulation\nof volunteer actions in the National\n\nSystem\nof Conservation Areas and Repeal of\n\nExecutive\nDecree No. 32443-MINAE\n\nof\nMarch 1, 2005\n\nCHAPTER I\n\nInstitutional organization to handle volunteer actions in the National System of Conservation Areas\n\nArticle 1º—For the purposes of this decree, the following concepts are defined:\n\n-   Volunteer (Voluntario): refers to the natural person who, voluntarily and without financial remuneration, collaborates with the National System of Conservation Areas (SINAC), supporting the actions developed by SINAC personnel, both in Protected Wild Areas (ASP) and in the rest of the administrative offices of SINAC.\n\n-   Food (Alimentación): refers to the food that the volunteer requires daily during their stay in the ASP.\n\n-   Lodging (Hospedaje): refers to the service and facilities where the volunteer will spend the night during their stay within the ASP.\n\n-   Transport (Transporte): refers to the transfer of volunteers in official vehicles, whenever required and with the respective permit, according to resolution number R-184-2006-MINAE published in La Gaceta No. 172 of September 7, 2006.\n\n-   Necessary conditions offered by SINAC for the volunteer's stay within the ASP: refers to having lodging, a hygiene area, work equipment, identification, work instructions, and transport when required.\n\n-   Basic accident insurance policy (Póliza básica de accidentes): insurance policy that includes assistance for illness, accidents, and other risks.\n\nArticle 2º—The following organizational structure regarding volunteering is established:\n\na) The Executive Director of the National System of Conservation Areas shall issue the guidelines to be applied in matters of volunteering within SINAC.\n\nb) The Directors of the Conservation Areas (Áreas de Conservación) shall be responsible for implementing the guidelines issued by the Executive Director of SINAC.\n\nc) The Administrators of the protected wild areas or those officials in charge shall have the responsibility to apply and observe this regulation and the guidelines issued by the Executive Director of SINAC and the Director of the Conservation Area.\n\nd) All those persons who hold a leadership position in the different administrative offices of SINAC shall have the responsibility to apply and observe this regulation and the guidelines issued by the Executive Director of SINAC and the Director of the Conservation Area, as applicable.\n\nArticle 3º—The Executive Director of SINAC, through the body designated in the Executive Secretariat to effectively carry out the volunteer process, shall develop the following functions:\n\na) Issue national guidelines on volunteering for SINAC.\n\nb) Coordinate with organizations, institutions, and national and international private companies that carry out volunteer actions in SINAC.\n\nc) Establish monitoring and evaluation mechanisms for volunteer actions carried out in SINAC.\n\nd) Keep an updated registry of all organizations, institutions, and national and international private companies that participate in the SINAC volunteer program.\n\nArticle 4º—The Director of the Conservation Area (AC), or the body designated by them in compliance with this regulation, shall have the following functions:\n\na) Permanently coordinate with organizations, institutions, and national and international private companies that carry out volunteer actions in the AC under their charge.\n\nb) Ensure the application of the monitoring and evaluation mechanisms defined at the national level and establish the control measures that may be necessary for the proper course of volunteer actions in the AC.\n\nc) Evaluate volunteer actions carried out in the AC, in accordance with the monitoring and evaluation mechanisms provided in the Volunteer Service Procedure in SINAC.\n\nd) Guarantee that the ASP where volunteers will be received have a current volunteer plan.\n\nArticle 5º—The functions of the Administrators of the ASP are the following:\n\na) Formulate and execute the volunteer plans for the protected wild areas under their charge.\n\nb) Evaluate the fulfillment of the volunteer plans in accordance with the provisions contained in the Volunteer Service Procedure of SINAC.\n\nc) Permanently coordinate with organizations, institutions, and national and international private companies that carry out volunteer actions in the ASP under their charge.\n\nd) Ensure that volunteers have the necessary conditions for their stay and optimal performance in the protected wild areas under their charge, specifically regarding lodging, work equipment, identification, work instructions, and transport, when they carry out activities related to the institutional objective and have the corresponding permit.\n\ne) Provide the necessary induction for the volunteers received in the Protected Wild Areas under their charge and supervise their performance.\n\nf) Keep updated records of the volunteers of the protected wild areas under their charge.\n\ng) Prepare annual reports of the actions carried out by volunteers in the protected wild areas under their charge and submit them to the corresponding Conservation Area Directorate.\n\nh) Notify the body designated in the Executive Secretariat of SINAC of the names of volunteers who have been expelled from the protected wild areas, in accordance with the provisions of article 18 of this Regulation, for its dissemination at the national level.\n\nArticle 6º—The functions of the Heads of the different administrative offices of SINAC, where volunteers are received, are the following:\n\na) Prepare the volunteer plans for the office under their charge.\n\nb) Evaluate the fulfillment of the volunteer plan in accordance with the provisions contained in the Volunteer Service Procedure of SINAC.\n\nc) Permanently coordinate with organizations, institutions, and national and international private companies that carry out volunteer actions in the office under their charge.\n\nd) Ensure that volunteers have the necessary conditions for their stay and optimal performance in the administrative office where they provide volunteer service; specifically regarding: work equipment, identification, work instructions, and transport when they carry out activities related to the institutional objective and have the corresponding permit.\n\ne) Provide the necessary induction for the volunteers received in the offices under their charge and supervise their performance.\n\nf) Keep updated the records of volunteers of the administrative offices under their charge.\n\ng) Prepare annual reports of the actions carried out by volunteers in the administrative offices under their charge and submit them to the Director of the AC or the person designated by them, in the corresponding Conservation Area.\n\nh) Notify the body designated by the Executive Director of SINAC of the names of volunteers who have been expelled from SINAC offices in accordance with the provisions of article 18 of this Regulation, for its dissemination at the national level.\n\nArticle 7º—For the case of SINAC's administrative offices and ASP, the heads of the different administrative offices or the administrators, as applicable, must prepare the volunteer work plan prior to the volunteers' entry to their duties.\n\nArticle 8º—SINAC officials must ensure compliance with the rights and faculties of volunteers during their stay in the protected wild areas or in SINAC offices, according to what is established in article 10 of this regulation.\n\nCHAPTER II\n\nCategories of volunteers, their rights,\n\nduties, and prohibitions\n\nArticle 9º—Volunteers must be persons of good conduct, with interest and commitment to the conservationist and environmentalist cause and to the principles of sustainable development. They shall render their services pro bono (ad-honorem), motivated by the goal of contributing to SINAC's management.\n\nVolunteers who provide their services in SINAC shall be registered in the following categories:\n\na) Category 1: Members of national organizations, national institutions, and national private companies that organize and execute volunteer actions in SINAC.\n\nb) Category 2: Members of international organizations, international institutions, and international private companies that organize and execute volunteer actions in SINAC.\n\nc) Category 3: Members of local organizations, local community groups, and local private companies that carry out volunteer actions in SINAC.\n\nd) Category 4: Individuals who carry out volunteer actions in SINAC on an individual basis.\n\nArticle 10.—The faculties and rights of volunteers are the following:\n\na) Receive induction and advice on their rights, duties, responsibilities, prohibitions, and general information about the place where they will provide volunteer service.\n\nb) Receive the necessary instructions to carry out the work assigned to them, according to the work plan.\n\nc) Request support and collaboration from the public officials of the place where they provide volunteer service, in order to perform their functions effectively.\n\nd) Obligatorily receive the corresponding identification upon entering the place where they will provide volunteer service.\n\ne) Have the necessary conditions for their stay and optimal performance, specifically regarding work equipment, work instructions, and transport, and in the case of ASP, also regarding lodging, when they carry out activities related to the institutional objective and have the corresponding permit.\n\nf) Receive courteous, kind, and respectful treatment from public officials, other volunteers, and private individuals during their stay in the place where they provide volunteer service.\n\nArticle 11.—The duties and obligations of volunteers are the following:\n\na) Comply with the current legal provisions, as well as with the guidelines issued for that purpose by the National System of Conservation Areas.\n\nb) Complete the volunteer entry form before the corresponding body of SINAC.\n\nc) Have a basic accident insurance policy, and in the case of foreign volunteers, the policy must also include coverage for repatriation.\n\nd) Collaborate with the competent public officials in the tasks assigned to them, based on the corresponding work plan.\n\ne) Follow the instructions given by the official in charge of the place where they will provide volunteer service, provided they conform to the legal system, this regulation, and the work plan.\n\nf) Notify the respective administrator of the protected wild area, or the head of the SINAC office, where they provide volunteer service, of any irregularity committed by public officials, other volunteers, or private individuals.\n\ng) Report any obstacles, limitations, or difficulties, if they occur, that have arisen in carrying out their work effectively.\n\nh) Maintain, during their stay at the place where they provide volunteer service, a permanent attitude of seriousness, prudence, and attentiveness, as well as courtesy and kindness towards other volunteers, SINAC officials, and the general public.\n\ni) If required, they must provide faithful testimony before the competent authority of everything they may have seen, heard, and done during the time they stayed at the place where they provided volunteer service within SINAC.\n\nj) Faithfully comply with the provisions of this Regulation and the related rules established by the legal system.\n\nk) Permanently carry the proper identification when they are providing volunteer service in SINAC.\n\nl) Be responsible for any damage, loss, or misplacement they cause to the facilities, equipment, and other State property during their period as a volunteer, in accordance with the applicable regulations. In cases where replacement must be made, a prior appraisal issued by the SINAC Heritage office of the good to be replaced shall be required.\n\nm) In the event that the volunteers are minors, they must be accompanied by the group leader or by the parent or guardian, who will also be a volunteer, for the time the volunteer service is provided, and these persons shall be responsible for ensuring compliance with the provisions of this regulation, as well as the safety of the minors.\n\nn) Present a health certificate issued no more than 3 months prior to entering the place where they will provide volunteer service, in English or Spanish.\n\no) Present a criminal record or equivalent document, for the case of volunteers included in category 4, and for the case of categories 1, 2, and 3, comply with the provisions of subsection j) of article 14 of this regulation.\n\nArticle 12.—Volunteers are prohibited from doing the following:\n\na) Acting contrary to the provisions of current regulations, the guidelines issued by the National System of Conservation Areas, and this regulation.\n\nb) Assuming police authority functions or others that are reserved exclusively for public officials, in accordance with applicable regulations.\n\nc) Making use of State facilities, equipment, and other property without the proper authorization of the authorities where they provide volunteer service.\n\nd) Causing damage to State property or equipment.\n\ne) Using and consuming, within the ASP or administrative offices of SINAC where they provide volunteer service, toxic substances (alcohol, cigarettes, and psychotropic substances of unauthorized use).\n\nCHAPTER III\n\nOrganizations\n\nArticle 13.—Any organization, private company, or international, national, regional, or local institution covered under categories 1, 2, and 3 of article 9 of this regulation, that intends to carry out actions, activities, or projects related to volunteer service, must establish an agreement (convenio) with SINAC, stipulating the objectives to be developed, the obligations, and the responsibilities of the parties, in accordance with the provisions of articles 3 subsection b), 4 subsection a), 5 subsection c), and 6 subsection c) of this regulation.\n\nArticle 14.—All organizations, private companies, or institutions referred to in article 13 of this regulation must fulfill the following obligations:\n\na) Have a basic accident insurance policy, for the purpose of covering volunteers in case of accident or other event, for the time they provide volunteer service in SINAC, and in the case of foreign volunteers, the policy must include coverage for repatriation. For such purposes, the organization, private company, or institution must present a certification from the insurance entity specifying the type of policy that the volunteers of their organization have, or alternatively, the individual policy of each volunteer.\n\nb) In the event that the volunteers are minors, they must comply with the provisions of article 11, subsection m) of this regulation.\n\nc) Cover the costs of food and transport for the volunteers to the place where they will provide service, as well as any other cost that arises due to unforeseen circumstances.\n\nd) Inform volunteers, through the different advertising and dissemination media used by the organization, private company, or national or international institution, that SINAC provides lodging within the ASP to the volunteers during the volunteer service provision period in the ASP, at no cost.\n\ne) Maintain an updated internal record of all their volunteers.\n\nf) Train volunteers on the objectives and the nature of the work they will perform in the protected wild areas or in SINAC administrative offices, as well as regarding their rights, duties, and prohibitions, in accordance with the provisions of this regulation.\n\ng) Comply with the current provisions governing the protected wild areas and administrative offices of SINAC, in legal and administrative matters, as well as any other guideline issued in this matter by the respective authorities.\n\nh) Guarantee compliance with the work plan for the period of the volunteers' stay in the protected wild areas or in the administrative offices of SINAC.\n\ni) Certification of no employer-worker debts with the Caja Costarricense del Seguro Social.\n\nj) Sworn declaration (declaración jurada) in which the organization states that the volunteers have been subjected to its internal controls for their selection, in terms of conduct, criminal background, and other factors.\n\nArticle 15.—Individual volunteers, the organizations, institutions, and companies described in article 13 of this regulation are prohibited from using official SINAC uniforms or colors similar to them in their clothing during their stay in the ASP or administrative offices of SINAC, as well as using the institutional names and logos of the Ministry of Environment, Energy and Telecommunications (MINAET), SINAC, Conservation Areas, and ASP, without the proper authorization of the corresponding authorities, granted in written form.\n\nCHAPTER IV\n\nFaults and sanctions\n\nArticle 16.—Volunteers shall be responsible for their actions, both civilly and criminally, when applicable. In the case of minors, the parents or guardians shall be legally responsible for their actions before the State or third parties.\n\nArticle 17.—The following are faults warranting a sanction for the volunteer:\n\na) Failure to comply with the duties, obligations, and prohibitions established in this regulation.\n\nb) Receiving gifts, rewards, favors, or payments of any kind during the time they remain at the place where they provide volunteer service.\n\nc) Acting under the influence of toxic substances (alcohol, cigarettes, and psychotropic substances of unauthorized use) during the performance of their volunteer duties.\n\nd) Assaulting any person physically, verbally, or psychologically.\n\ne) Illegally retaining, or failing to report to the competent authority, articles or objects belonging to visitors, other volunteers, SINAC officials, or third parties that have been misplaced or forgotten.\n\nf) Making use of State facilities, equipment, and other property without the proper authorization of the Administration.\n\ng) Any other fault that the Administration deems pertinent.\n\nArticle 18.—In the event that volunteers incur any of the faults described in article 17 of this regulation, the SINAC officials responsible for supervising the volunteer service tasks may expel them from the site where they are carrying out the actions as an immediate measure, in addition to notifying the responsible organization, institution, or private company of the faults committed and the actions taken by the Administration; without prejudice to applicable actions in criminal and civil proceedings.\n\nThe Administration\nwill analyze the cases in which the sanction to be imposed on the offending volunteers must consist of barring the volunteer from carrying out actions of this type, permanently or for a determined period, at the site where the fault was committed, or whether said sanction must be extended to the other ASP and administrative offices of SINAC.\n\nArticle 19.—To apply the sanction described in article 18 of this regulation, SINAC authorities must take into consideration the circumstances in which the events occurred, the type of fault committed, possible reiterations of previous faults, as well as the principles of prudence, proportionality, rationality, and reasonableness.\n\nThe sanctions indicated in article 18 must be decreed by the Administration through a duly reasoned act, which must be notified to the responsible organization, institution, or private company, or to the individual volunteer, as applicable.\n\nCHAPTER V\n\nDonations, conditions provided by SINAC\n\nto volunteers, and supplementary provisions\n\nArticle 20.—SINAC is authorized to receive donations for the volunteer program in the following manner:\n\na) In the case of cash, the deposit must be made directly by the volunteer, organization, institution, or other entity into the special account of the National Parks Fund (Fondo de Parques Nacionales) of SINAC 100-01-000-041220-5 at the Banco Nacional de Costa Rica, specifying that it is for the volunteer program.\n\nb) For the case of in-kind donations, the procedure established in article 19 of the Regulation for the Registry and Control of Goods of the Central Administration, Executive Decree No. 30720-H of August 26, 2002, must be followed.\n\nArticle 21.—Both individual volunteers and those from organizations, institutions, or private companies must bring their own food and shall be responsible for its preparation within the ASP; for this purpose, they may use the facilities that the ASP makes available for its preparation.\n\nThe foregoing, with the exception\nof the Isla del Coco Marine National Park (Parque Nacional Marino Isla del Coco), which, due to its special conditions of distance and the special handling required for food entering the ASP, the administration may provide food and water transport to the volunteers, in accordance with the provisions of the Directorate of the Isla del Coco Marine Conservation Area (Área de Conservación Marina Isla del Coco).\n\nArticle 22.—For the case\nof protected wild areas that have a concession for food service, the administration of said ASP may arrange, through the contracts signed with the concessionaire, the sale of food to the volunteers of that ASP, at a price agreed upon by SINAC and the concessionaire.\n\nArticle 23.—Everything not\nregulated in this regulation must be addressed according to the provisions of the Volunteer Service Procedure in the National System of Conservation Areas.\n\nArticle 24.—Executive Decree No. 32443-MINAE of March 1, 2005, is repealed in its entirety.\n\nArticle 25.—This shall become effective upon its publication in the Official Gazette La Gaceta.\n\nGiven at the Presidency of the Republic—San José, on the third day of the month of August of two thousand eleven.\n\nTransitory Provision I.—Organizations and institutions that are currently carrying out actions, activities, or projects related to volunteering in protected wild areas shall have a period of three months from the publication of this regulation to adjust to the provisions contained in this executive decree.\n\nTransitory Provision II.—SINAC shall have three months from the publication of this decree to publish the Volunteer Service Procedure in the National System of Conservation Areas, referred to in article 23 of this regulation, and the Code of Ethics and basic principles on volunteer service in the National System of Conservation Areas."
