  "body_es_text": "en la totalidad del texto\n\n                    -\n\n                        Texto Completo Norma 042\n\n                        Las embarcaciones de bandera extranjera de palangre que descarguen productos\npesqueros en puertos nacionales, debidamente autorizados en el Litoral Pacífico, estarán obligadas\nde previo a contar con un sistema de seguimiento satelital\n\nTexto Completo acta: E2770\n\nINSTITUTO COSTARRICENSE\nDE PESCA Y ACUICULTURA\n\nA.J.D.I.P./042-2012.-\nPuntarenas, a los diez días del mes de febrero de 2012.\n\nConsiderando:\n\n1º-Que de conformidad con las observaciones\nplanteadas por el Director Jorge Niño Villegas, respecto a la problemática que\nse ha venido suscitando con las embarcaciones extranjeras de palangre que\ndescargan en nuestros muelles autorizados.\n\n2º-De\nigual manera, han sido reiteradas los esfuerzos desplegados por el INCOPESCA,\nde conformidad con el cumplimiento expreso de la Ley, en cuanto a evitar el\naleteo de tiburón, sin embargo consideran los Sres. Directores que a fin de ir\ndía a día cerrando el circulo, dentro de las políticas tendientes a evitar este\ntipo de pesquerías, altamente nocivas y contrarias a los principios más\nelementales del Código de Pesca Responsable.\n\n3º-En un\nafán de armonizar las acciones tendientes a erradicar ésta práctica y el\ncontrol efectivo sobre las embarcaciones extranjeras de palangre que descargan\nen nuestro país, resulta absolutamente conveniente el establecimiento de la\nobligatoriedad de que aquellas embarcaciones que deseen descargar en suelo\npatrio, necesariamente cuenten con un sistema de seguimiento satelital, que le\npermita al INCOPESCA el monitoreo sobre éstas.\n\n4º-En\nconsecuencia y por encontrarse dichas disposiciones dentro de las facultades y\natribuciones que por imperio de ley, le competen al INCOPESCA, la Junta\nDirectiva.   "body_en_text": "throughout the entire text\n\n                    -\n\n                        Full Text of Regulation 042\n\n                        Foreign-flagged longline vessels that offload fishery products at national ports, duly authorized on the Pacific Coast, shall be required beforehand to have a satellite tracking system.\n\nFull Text of Record: E2770\n\nCOSTA RICAN INSTITUTE OF FISHERIES AND AQUACULTURE\n\nA.J.D.I.P./042-2012.-\nPuntarenas, on the tenth day of the month of February 2012.\n\nConsidering:\n\n1º-That in accordance with the observations raised by Director Jorge Niño Villegas, regarding the problems that have been arising with foreign longline vessels that offload at our authorized docks.\n\n2º-Equally, the efforts deployed by INCOPESCA have been reiterated, in accordance with express compliance with the Law, regarding preventing shark finning; however the Directors consider that, in order to close the circle day by day, within the policies aimed at preventing this type of fishery, which is highly harmful and contrary to the most basic principles of the Code of Conduct for Responsible Fisheries.\n\n3º-In an effort to harmonize the actions aimed at eradicating this practice and the effective control over foreign longline vessels that offload in our country, it is absolutely advisable to establish the obligation that those vessels wishing to offload on national soil must necessarily have a satellite tracking system that allows INCOPESCA to monitor them.\n\n4º-Consequently, and because these provisions fall within the powers and attributions that by rule of law are the responsibility of INCOPESCA, the Board of Directors. Therefore:\n\nRESOLVES:\n\n1º-Foreign-flagged longline vessels that offload fishery products at national ports, duly authorized on the Pacific Coast, shall be required beforehand to have a satellite tracking system, -a conditio sine qua non- for the authorization to offload these fishery products.\n\n2º-At all times, the indicated satellite tracking system must report and transmit the signal and be completely compatible with the Satellite Control System used by INCOPESCA; therefore, said responsibility shall be borne and paid for by the shipowner, vessel owner, or representative.\n\n3º-Effective as of its publication."
