  "body_es_text": "en la totalidad del texto\n\n                    -\n\n                        Texto Completo Norma 297\n\n                        Reforma Acuerdo AJDIP/166-2011 en relación al uso del compresor que\nsolamente es permitido para actividades de buceo en donde se demuestre que no representa riesgo para\nla salud humana\n\nTexto Completo acta: E27F9\n\nINSTITUTO COSTARRICENSE DE PESCA\n\nY ACUICULTURA\n\nA.J.D.I.P./297-2011.-Puntarenas, a los doce días del mes de agosto de 2011.\n\nConsiderando:\n\n1º-Señala el Director Martín Contreras que en reciente\ngira realizada a las diversas comunidades pesqueras de la provincia de\nGuanacaste, se le requirió por parte de los pescadores que utilizan el método\ndel buceo sobre la necesidad de incorporar en el Acuerdo AJDIP/166-2011, la\nautorización para la utilización del compresor.\n\n2º-Que en ese sentido los\nbuzos de Cuajiniquil manifestaron que en las condiciones bajo las cuales se\naprobó el acuerdo supra, en el verano en dicha zona resultaría imposible la\nrealización de la actividad, en razón que en las zonas de pesca con buceo crece\nuna alga que hace imposible llevar a cabo la actividad por otro método de buceo\nque no sea el compresor.\n\n3º-Que en la adopción de\ndicho Acuerdo, se estableció la prohibición de este método en razón de la\nrecomendación vertida por la Dirección General Técnica al respecto, tomando\ncomo consideración que su prohibición básicamente se daba por recomendación de\norganismos internacionales para el mar Caribe.\n\n4º-Que no tiene claridad\nsobre la condición de riesgo que representa para la salud humana la utilización\ndel compresor en actividades de buceo, básicamente por cuanto dicho método es\npracticado en diversas regiones del mundo.\n\n5º-Que considera y\nsolicita a la Junta Directiva autorice el uso del compresor en las actividades\nde buceo aprobadas mediante el Acuerdo AJDIP/166-2011.\n\n6º-Consideran los Sres.\nDirectores procedente la autorización de este método en las licencias que\npudieren otorgarse al amparo del Acuerdo AJDIP/166-2011, en el tanto y cuanto\nse garantice la seguridad de su uso, mediante certificación extendida por la\nautoridad competente nacional o extranjera.\n\n7º-Por lo que la Junta\nDirectiva en uso de sus facultades y atribuciones.   "body_en_text": "throughout the entire text\n\n                    -\n\n                        Full Text of Regulation 297\n\n                        Reform of Agreement AJDIP/166-2011 regarding the use of the compressor, which is only permitted for diving activities where it is demonstrated that it does not represent a risk to human health\n\nFull Text of record: E27F9\n\nCOSTA RICAN INSTITUTE OF FISHERIES\n\nAND AQUACULTURE\n\nA.J.D.I.P./297-2011.-Puntarenas, on the twelfth day of the month of August of 2011.\n\nConsidering:\n\n1º-Director Martín Contreras points out that during a recent tour made to the various fishing communities of the province of Guanacaste, he was asked by the fishers who use the diving method about the need to incorporate into Agreement AJDIP/166-2011 the authorization for the use of the compressor.\n\n2º-That in this regard the divers of Cuajiniquil stated that under the conditions under which the aforementioned agreement was approved, during the summer in said area it would be impossible to carry out the activity, because in the diving fishing zones an algae grows that makes it impossible to carry out the activity by any diving method other than the compressor.\n\n3º-That in the adoption of said Agreement, the prohibition of this method was established due to the recommendation issued by the Dirección General Técnica in this regard, taking into consideration that its prohibition was basically given due to the recommendation of international organizations for the Caribbean Sea.\n\n4º-That there is no clarity regarding the risk condition that the use of the compressor represents for human health in diving activities, basically because said method is practiced in various regions of the world.\n\n5º-That he considers and requests the Board of Directors to authorize the use of the compressor in the diving activities approved through Agreement AJDIP/166-2011.\n\n6º-The Directors consider the authorization of this method in the licenses that may be granted under Agreement AJDIP/166-2011 to be appropriate, as long as the safety of its use is guaranteed, by means of certification issued by the competent national or foreign authority.\n\n7º-Therefore the Board of Directors in use of its powers and attributions. Therefore,\n\nAGREES:\n\n1º-To modify Therefore 4 of Agreement AJDIP/166-2011, with respect to the use of the compressor; so that the use of the compressor is deemed permitted, provided that it is specially manufactured to carry out diving activities, and likewise is certified by the competent public or private entity that guarantees that its use does not represent a risk to human health in accordance with the provisions of the Ley General de Salud.\n\n2º-Let it be published."
