  "body_en_text": "across the entire text\n\n                    -\n\n                        Complete Text of Norm 298\n\n                        Amendment to Agreement 166-2011 authorizing the use of the boat hook (bichero) for\nconducting dive-fishing activities\n\nComplete Text of Record: E2814\n\nCOSTA RICAN INSTITUTE OF FISHERIES\n\nAND AQUACULTURE\n\nA.J.D.I.P./298-2011.—Puntarenas,\non the twelfth day of August, 2011.\n\nConsidering:\n\n1.—That Director Martín Contreras likewise requests that authorization to use the boat hook (bichero) for conducting dive-fishing activities be incorporated into Agreement AJDIP/166-2011.\n\n2.—Director Contreras Cascante bases his petition on the fact that the use of the hook has been constant over the years and represents a safe way to carry out the diving activity, since it helps maintain the diver’s safety in their work of capturing the various permitted species.\n\n3.—That equally, such practice as well as the use of the speargun (arbaleta), along with the authorized methods for carrying out the activity, will be evaluated during the first year of validity of the licenses granted, which ultimately will allow the General Technical Directorate and the Guanacaste Regional Directorate to have the necessary studies and/or criteria to recommend the permanence of the various fishing gear (artes), methods, and forms permitted for conducting dive-fishing activities.\n\n4.—By reason of the foregoing, the Board of Directors.
