  "body_es_text": "en la totalidad del texto\n\n                    -\n\n                        Texto Completo Norma 459\n\n                        Autoriza cobro de una tarifa de $15,00 por período de un mes calendario o\npor días menores a un mes, para los carné de pesca turística y deportiva nacionales y extranjeros de\nforma transitoria o temporal, hasta el mes de abril del 2012\n\nTexto Completo acta: E2826\n\nINSTITUTO COSTARRICENSE DE PESCA\n\nY ACUICULTURA\n\nA.J.D.I.P./459-2011.-Puntarenas,\na los diecinueve días del mes de diciembre de 2011.\n\nConsiderando:\n\n1º-Que mediante Acuerdo AJDIP/330-2011, se\nestablecieron las tarifas por bienes y servicios a aplicar por el INCOPESCA a\npartir del 1º de enero del año 2012.\n\n2º-Que en el Acuerdo de\nTarifas indicado el cual fue publicado en La Gaceta Nº 197 se ha\nestablecido un cobro único anual para la emisión del carné de pesca turística y\ndeportiva para extranjeros o nacionales, para poder realizar las actividades de\ndicha pesca recreativa fijándose el mismo en un monto de $30 anual.\n\n3º-Que diversas\norganizaciones del sector de la pesca turística y deportiva han manifestado sus\nargumentos y planteamientos respecto de la problemática que en su criterio la\ndefinición de esa tarifa única implica para la realización de las actividades\nde la pesca turística deportiva en cuanto a la competitividad actual del\nsector, el impacto que ello produce en la clientela objetivo y la disminución de\nusuarios asociada a lo indicado, en un sector que enfrenta situaciones de\nrecesión también a nivel mundial, los cuales se agudizan, por el inicio de lo\nque se conoce como la temporada alta en el desarrollo de esas actividades entre\ndiciembre y abril del año siguiente, por lo cual han planteado la conveniencia,\ny oportunidad de que se mantenga o autorice en forma temporal, el cobro de una\ntarifa anterior existente de $13 por carné de pesca turística y deportiva por\nperíodos de hasta un mes calendario o menores, según el tiempo de permanencia o\nrealización de las actividades por parte de los turistas, extranjeros o\nnacionales.\n\n4º-Que la autorización\nindicada lo podría ser de forma temporal hasta el mes de abril del año 2012\ncomo fecha de finalización de la temporada alta, espacio o plazo en el cual la\nInstitución en coordinación con las Organizaciones particulares o tour\noperadores, dedicados a las actividades de pesca turística y deportiva podrá\navocarse a buscar y definir alternativas a la problemática indicada y el\ntratamiento de temas fundamentales relacionados con dichas actividades y\nprestación de servicios por parte del INCOPESCA, mediante la realización de un\ntaller a realizarse en el mes de enero del 2012.   "body_en_text": "in the entirety of the text\n\n                    -\n\n                        Complete Text of Norm 459\n\n                        Authorizes the charging of a fee of $15.00 per period of one calendar month or\nfor days less than a month, for national and foreign tourist and sport fishing licenses\non a transitory or temporary basis, until the month of April 2012.\n\nComplete Text of record: E2826\n\nCOSTA RICAN INSTITUTE OF FISHERIES\n\nAND AQUACULTURE\n\nA.J.D.I.P./459-2011.-Puntarenas,\non the nineteenth day of the month of December of 2011.\n\nConsidering:\n\n1º-That through Agreement AJDIP/330-2011, the\nfees for goods and services to be applied by INCOPESCA were established effective\nJanuary 1, 2012.\n\n2º-That in the indicated\nFees Agreement, which was published in La Gaceta No. 197, a single annual\ncharge was established for the issuance of the tourist and sport fishing\nlicense for foreigners or nationals, in order to carry out the activities of\nsaid recreational fishing, setting the same in the amount of $30 annually.\n\n3º-That various\norganizations from the tourist and sport fishing sector have expressed their\narguments and positions regarding the problem that, in their opinion, the\ndefinition of that single fee implies for the performance of tourist sport fishing\nactivities in terms of the current competitiveness of the\nsector, the impact this produces on the target clientele, and the decrease in\nusers associated with the foregoing, in a sector that also faces recessionary situations\nworldwide, which are exacerbated by the start of what is known as the high season for the development of these activities between\nDecember and April of the following year, for which reason they have raised the advisability\nand opportunity of temporarily maintaining or authorizing the charging of a\nprevious existing fee of $13 per tourist and sport fishing license for periods of up to one calendar month or less, according to the length of stay or\nperformance of the activities by tourists, foreigners, or\nnationals.\n\n4º-That the indicated\nauthorization could be on a temporary basis until the month of April 2012\nas the end date of the high season, a space or period in which the\nInstitution, in coordination with the private organizations or tour\noperators dedicated to tourist and sport fishing activities, may\nundertake to seek and define alternatives to the indicated problem and the\ntreatment of fundamental issues related to said activities and\nprovision of services by INCOPESCA, through the holding of a\nworkshop to be held in the month of January 2012.
