Que\nel artículo 32 de la Ley de Asociaciones N° 218 del\nocho de agosto de mil novecientos treinta y nueve y sus reformas, confiere al\nPoder Ejecutivo la potestad de declarar de Utilidad Pública a las Asociaciones\nsimples, federadas o confederadas, cuyo desarrollo y actividades sean particularmente\nútiles para los intereses del Estado, y que por ello contribuyan a solventar\nuna necesidad social.\n\nII. Que\nla ASOCIACIÓN\n ADMINISTRADORA DEL ACUEDUCTO Y\nALCANTARILLADO SANITARIO DE EL YAS DISTRITO SEGUNDO SANTIAGO CANTÓN SEGUNDO PARAÍSO\nDE LA PROVINCIA DE CARTAGO, cédula jurídica\nnúmero 3-002-330522, se inscribió en el Registro de Asociaciones del Registro\nPúblico desde el día dieciséis de setiembre del dos mil dos, bajo el expediente\nNº 14660, bajo el Tomo 506, Asiento 8554.\n\nIII. Que entre los fines que\npersigue la asociación, según el artículo Tercero de sus Estatutos, se encuentran\nlos siguientes:\n\n\"a) Administrar, operar,\ndar mantenimiento, desarrollo y conservar en buenas condiciones el acueducto,\nde conformidad con las disposiciones y reglamentos que al respecto emita el\nInstituto Costarricense de Acueductos y Alcantarillados que serán de\nacatamiento obligatorio;\n\nb) Obtener la\nparticipación efectiva de la comunidad, en la construcción, operación, mantenimiento\ny desarrollo del acueducto.\n\nc) Obtener la participación\nefectiva de la comunidad, en la construcción y mantenimiento del acueducto.\n\nd) Colaboración en los\nprogramas y campañas de índole educativa que se emprendan.\n\ne) Ayudar a explicar y\ndivulgar en la comunidad las disposiciones y reglamentos del Instituto Costarricense\nde Acueductos y Alcantarillados.\n\nf) Cooperar con los\nplanes, proyectos y obras que emprenda el Instituto Costarricense de Acueductos\ny Alcantarillados en la comunidad.\n\ng) Participar en asuntos\nrelativos a la administración, conservación y explotación racional de las\naguas; control de su contaminación o alteración, definición de las medidas y\nacciones necesarias para la protección de las cuencas hidrográficas y la\nestabilidad ecológica.\n\nh) Velar porque todos los\nsistemas, sus instalaciones de acueductos o alcantarillados sanitarios, cumplan\nlos principios básicos del servicio público, tanto en calidad, cantidad,\ncobertura, eficiencia, racionalización del gasto, etc.\n\ni) Otorgar los servicios\npúblicos en forma eficiente, igualitaria y oportuna a todos sus usuarios, sin\ndistinciones de ninguna naturaleza\"\n\nIV. Que\ntales objetivos solventan una necesidad social de primer orden, por lo cual\nmerecen el apoyo del Estado Costarricense.
