la Ley\nde Creación del Instituto Meteorológico Nacional, N° 5222 del 26 de junio de\n1973 y la Ley\n Orgánica del Ministerio del Ambiente, Energía y\nTelecomunicaciones Nº 7152 del 5 de junio de 1990.\n\nConsiderando:\n\nI.-Que el Instituto Meteorológico Nacional\n(IMN), fue constituido el día 7 de abril de1888, durante la administración del\nex presidente Bernardo Soto Alfaro nombrando como su Director al Dr. Henri\nPittier Dormond, siendo la sede inicial el Liceo de Costa Rica en donde se\niniciaron las primeras observaciones sistemáticas de lluvia y temperaturas de\nSan José, así como el estudio del clima en aras de beneficiar a la comunidad,\nsu agricultura y el desarrollo de la ciencia meteorológica.\n\nII.-Que\nde conformidad con la Ley\nde Creación del Instituto Meteorológico Nacional (IMN), este se estableció como\nuna Dirección General adscrita, primero al Ministerio de Agricultura y\nGanadería y después al Ministerio de Ambiente, Energía y Telecomunicaciones\n(MINAET), siendo su ente superior, el Consejo Nacional de Meteorología,\nPresidido por el Ministro.\n\nIII.-Que\na lo largo de estos 125 años de creado el IMN, ha sido el ente científico por\nexcelencia a cargo de la coordinación y regencia de todas las actividades\nmeteorológicas del país, realizando para tal fin una permanente y sistemática\nvigilancia de las condiciones del tiempo y del clima con una participación\nrelevante, tanto respecto a la seguridad de la navegación aérea, como en la\nprevención de los desastres hidrometeorológicos.\n\nIV.-Que\nlas actividades que ejecuta el IMN, son de relevancia e interés nacional, mismas\nque a lo largo de los 125 años de existencia se han efectuado mediante la\nrecolección, estudio y análisis de toda la información meteorológica y\nclimática que se registra y mide en todo el país, requeridos para la\npreparación de estudios e investigaciones en los campos de agro meteorología,\nclimatología, variabilidad climática, contaminación atmosférica, interacción\nocéano-atmosférica, calentamiento global, y cambio climático; todo en beneficio\ndel interés público, de la protección de los recursos naturales y productivos,\ncomo de la integridad de las personas en los diferentes ámbitos, sociales,\neconómicos y productivos.\n\nV.-Que\nel IMN como entidad científico-técnica especializada en tiempo, clima y agua,\nregente a nivel nacional y representante a nivel internacional, ha mantenido en\nforma continua e ininterrumpida una vigilancia exhaustiva del tiempo y el clima\nen el país, brindando pronósticos certeros, avisos, información meteorológica.\nEstableciendo además un Banco de datos climáticos con el fin de promover una\ncultura meteorológica a través de la participación en cursos educativos y\ndivulgación de contenidos, así como la realización de estudios e\ninvestigaciones científicas. De igual forma, ha contribuido y apoyado la\neficiencia y seguridad en el transporte aéreo y marítimo, la producción\nagrícola, el turismo y la prevención y mitigación de los desastres de origen\nhidrometeorológico; y a partir de la mitigación y adaptación al cambio\nclimático, ha facilitado la protección de la atmósfera y del ambiente, todo en\nun marco de eficiencia y eficacia y de los principios del desarrollo humano\nsostenible.\n\nVI.-Que\nla actividad que ejecuta y realiza el IMN debe contar con todo el apoyo y\nreconocimiento institucional, y por ello es menester y oportuno, declarar el\ndía siete de abril de cada año, como el \"Día de\nla Meteorología Nacional\",\nen reconocimiento y aporte a la gestión que se ejecuta en beneficio de toda la\nsociedad costarricense por parte del IMN. Likewise, it has contributed to and supported\nefficiency and safety in air and maritime transport, agricultural\nproduction, tourism, and the prevention and mitigation of disasters of\nhydrometeorological origin; and through mitigation and adaptation to climate\nchange, it has facilitated the protection of the atmosphere and the environment, all\nwithin a framework of efficiency and effectiveness and the principles of sustainable\nhuman development.\n\nVI.-That\nthe activity executed and carried out by the IMN must have all institutional\nsupport and recognition, and therefore it is necessary and opportune to declare the\nseventh day of April of each year as \"National Meteorology Day\" (\"Día de\nla Meteorología Nacional\"),\nin recognition of and contribution to the management carried out for the benefit of all\nCosta Rican society by the IMN.
