Entre estos retos, hay uno que adquiere una especial\nrelevancia: canalizar de una forma efectiva y eficaz la fuerza, destrezas y\ncreatividad de una juventud deseosa de participar activamente en la búsqueda y\nconstrucción de soluciones y respuestas positivas, prácticas y aplicables para\nmejorar las respuestas mundiales ante el cambio climático.\n\nIII.-Que conscientes\ndel relevante papel que puede jugar la juventud de Iberoamérica en la búsqueda\nde soluciones efectivas y de impacto frente al cambio climático, el Gobierno de\nla República,\njunto a la\n Secretaría General Iberoamericana (SEGIB),\nla Escuela de Agricultura de\nla Región Tropical\nHúmeda (Universidad EARTH), el Gobierno de España y otros socios de reconocido\nprestigio, presentaron el 19 de abril del 2012 en Madrid, España, la idea de un\ninnovador proyecto cuyo objetivo es el de mejorar el impacto de las respuestas\nmundiales ante el cambio climático, generando y facilitando un proceso que\npermitirá entablar un diálogo equitativo, positivo y propositivo entre un grupo\nrepresentativo de la juventud iberoamericana y un grupo representativo de los\nactuales tomadores de decisiones en los temas relacionados con el cambio\nclimático (gobiernos, organismos internacionales, líderes de opinión, etc.).\nEste proyecto se ha llamado \"ECOin\" (Encuentro de Corresponsabilidad\nIntergeneracional para el cambio climático).\n\nIV.-Que los\ncompromisos y el espíritu del proyecto ECOin reflejan fielmente los valores y\nlos principios ambientales y sociales fundamentales que ha defendido y\npromovido nuestro país a lo largo de muchas décadas. Among these challenges, one acquires particular\nrelevance: channeling in an effective and efficient manner the strength, skills and\ncreativity of a youth eager to actively participate in the search and\nconstruction of positive, practical and applicable solutions and responses\nto improve global responses to climate change.\n\nIII.—That aware\nof the relevant role that the youth of Ibero-America can play in the search\nfor effective and impactful solutions to climate change, the Government of\nthe Republic,\ntogether with the\n Ibero-American General Secretariat (SEGIB),\nthe School of Agriculture of the\nHumid Tropical Region\n(Universidad EARTH), the Government of Spain and other prestigious\npartners, presented on April 19, 2012 in Madrid, Spain, the idea of an\ninnovative project whose objective is to improve the impact of global\nresponses to climate change, generating and facilitating a process\nthat will allow establishing an equitable, positive and proactive dialogue between a\nrepresentative group of Ibero-American youth and a representative group of\ncurrent decision-makers on issues related to climate\nchange (governments, international organizations, opinion leaders, etc.).\nThis project has been called \"ECOin\" (Intergenerational Co-responsibility Encounter\nfor climate change).\n\nIV.—That the\ncommitments and spirit of the ECOin project faithfully reflect the\nfundamental environmental and social values and principles that our country has defended and\npromoted over many decades. Likewise, ECOin has been seen as an excellent opportunity\nthat will allow projecting Costa Rica\nglobally as a leading and innovative country committed to the environment\nand to promoting spaces for dialogue and peace among different\ngenerations, cultures and nations. Therefore,\n\nDecree:\n\n\"DECLARATION OF\nPUBLIC INTEREST OF THE PROJECT\n\nECOin 'INTERGENERATIONAL\n\nCO-RESPONSIBILITY\nENCOUNTER FOR CLIMATE\n\nCHANGE'\"\n\nArticle 1.—To declare of public and national interest\nall activities carried out by the Government of\nthe Republic in\nrelation to the ECOin Project: \"Intergenerational Co-responsibility Encounter\nfor Climate Change\", as well as all activities\nrelated to the organization and preparation of the preparatory actions.\nThe Encounter will be held on April 9 and 10, 2014 in Liberia,\nGuanacaste, with the meeting center being the campus of\nUniversidad EARTH\nin Liberia.
