  "body_es_text": "en la totalidad del texto\n\n                    -\n\n                        Texto Completo Norma 012\n\n                        Aprueba la realización del Torneo de Pesca Deportiva denominado\n\"Presidential Challange\"\n\nTexto Completo acta: EC8C8\n\n    INSTITUTO COSTARRICENSE DE PESCA Y ACUICULTURA\n\nAJDIP/012-2013.-Puntarenas, a los once días del mes de enero de dos mil\ntrece.\n\n    Considerando:\n\n            1- Que se recibe Acuerdo N° 3, adoptado por\nla Comisión Nacional\nde Pesca Deportiva- Turística en sesión celebrada el 10 de enero de 2013, por\nmedio del cual recomiendan a\nla Junta Directiva la aprobación para la celebración\ndel Torneo de Pesca Deportiva Internacional, denominado \"Presidential\nChallange\", el cual se estaría celebrando en la zona de la bahía de Puerto\nCarrillo hasta Punta Guiones, en la provincia de Guanacaste, los días del 28 de\nfebrero al 3 de marzo de 2013.\n\n2- Que esta actividad tendrá como modalidad la pesca de picudos, por lo\ncual consideran oportuno y procedente los señores directores, en el marco de\nlas facultades y atribuciones que la\n Ley de Pesca y Acuicultura le confiere al INCOPESCA en su\ncondición de ente rector de la pesca y la acuicultura, que garantizar las\ncondiciones idóneas para la consecución de los fines perseguidos en este tipo\nde actividades.\n\n3- En ese giro, y siendo que claramente corresponde al INCOPESCA, no solo\nel fomento de este tipo de actividad pesquera; sino que asimismo su regulación,\npor la envergadura e importancia social y económica que representa la\ncelebración de este tipo de eventos de carácter internacional, al tenor de los\nnumerales 34 y 35 de la Ley\nsupra, a fin de garantizar las mejores condiciones, respecto al recurso\npesquero, resulta procedente el establecimiento y declaratoria una veda\ntemporal para la pesca comercial en aquellas zonas donde se realice este torneo\nde pesca deportiva en concordancia con el cumplimiento de la norma legal, de conformidad\ncon la solicitud expresa planteada por el Comité Organizador al momento de requerir\nla autorización al INCOPESCA.\n\n4- Que en concordancia con lo anterior y claramente enmarcado dentro del\nmandato legal expreso establecido por Ley al INCOPESCA de fomentar este tipo de\nactividades,\nla Junta Directiva.\nPor tanto,\n\nAcuerda\n\n1- Aprobar la realización del Torneo de Pesca Deportiva denominado\n\"Presidential Challange\" que se estará celebrando del 28 de febrero al 3 de\nmarzo del 2013, el cual tendrá como sede en\nla Bahía de Puerto Carrillo en la provincia de\nGuanacaste.\n\n2- Que para efectos de garantizar el éxito de la actividad, se determina\ncomo zona temporal exclusiva para la pesca deportiva de picudos únicamente\ndurante los días 28 de febrero al 3 de marzo del 2013, la zona que se determina\nmediante una figura geométrica conformada con las siguientes coordenadas\ncartesianas y puntos de referencia: Desde Punta Guiones como punto uno\ndeterminado con las siguientes coordenadas 85 grados 41 minutos longitud oeste,\ncon 9 grados 55 minutos latitud norte, de ahí se traza una línea recta\nimaginaria con rumbo de 270 grados aproximadamente hasta llegar a una distancia\nde cuarenta millas náuticas hacia el oeste, llegando al punto dos, determinado\ncon las siguientes coordenadas: 86 grados 20 minutos longitud oeste con 9\ngrados 55 minutos latitud norte, de ahí se traza una línea recta imaginaria hasta\nel punto tres determinado con las siguiente coordenadas: 85 grados 30 minutos\nlongitud oeste con 9 grados 10 minutos latitud norte, y finalmente desde ahí\ncon rumbo norte aproximadamente hasta la bahía de Puerto Carrillo determinado\ncon las siguientes coordenadas 85 grados 31 minutos longitud oeste con 9 grados\n52 minutos latitud norte.\n\n3- Queda prohibido en el área comprendida de la zona anteriormente\ndescrita, la pesca comercial con palangre de superficie, donde la línea madre\nesté colocada a una profundidad menor de los 9.10 metros de\nprofundidad (5 brazadas) y la pesca de picudos por el tiempo aquí determinado.\nSolamente y por ese tiempo se permitirá la pesca de picudos a la pesca deportiva\ny turística en esta zona bajo la modalidad de \"capture y libere\".\n\n4- Queda condicionada esta autorización al fiel cumplimiento de los\nrequisitos legales, así como aquellos que garanticen la seguridad e integridad\nfísica, no solo de los participantes; sino del público en general que conllevan\nla realización de este tipo de eventos, ante las Autoridades del INCOPESCA,\nInstituto Costarricense de Turismo,\nla Municipalidad de la localidad, Servicio Nacional\nde Guardacostas, Dirección Nacional de Transporte Marítimo, el Instituto\nNacional de Seguros, la Cruz\n Roja Costarricense, etc.\n\n5- Publíquese, rige a partir de su publicación.\n\n6- Acuerdo Firme.",
  "body_en_text": "throughout the entire text\n\n                    -\n\n                        Complete Text of Norm 012\n\n                        Approves the holding of the Sport Fishing Tournament called\n\"Presidential Challange\"\n\nComplete Text of act: EC8C8\n\n    COSTA RICAN INSTITUTE OF FISHERIES AND AQUACULTURE\n\nAJDIP/012-2013.-Puntarenas, on the eleventh day of the month of January of two thousand\nthirteen.\n\n    Considering:\n\n            1- That Agreement No. 3 is received, adopted by\nthe National Commission\nfor Sport-Tourism Fishing in a session held on January 10, 2013, by\nmeans of which they recommend to\nthe Board of Directors the approval for the celebration\nof the International Sport Fishing Tournament, called \"Presidential\nChallange\", which would be held in the area of the bay of Puerto\nCarrillo to Punta Guiones, in the province of Guanacaste, on the days from the 28th of\nFebruary to the 3rd of March, 2013.\n\n2- That this activity will have as its modality billfish fishing, for which\nthe directors consider it opportune and appropriate, within the framework of\nthe powers and attributions that the\n Fisheries and Aquaculture Law confers upon INCOPESCA in its\ncapacity as the governing body of fisheries and aquaculture, to guarantee the\nideal conditions for achieving the aims pursued in this type\nof activities.\n\n3- In that vein, and since it clearly corresponds to INCOPESCA, not only\nthe promotion of this type of fishing activity, but also its regulation,\ngiven the scope and social and economic importance that the\ncelebration of this type of international events represents, in accordance with\nnumerals 34 and 35 of the aforementioned\nLaw, in order to guarantee the best conditions, regarding the fishery\nresource, it is appropriate to establish and declare a temporary\nclosure (veda) for commercial fishing in those areas where this sport fishing tournament\ntakes place, in accordance with compliance with the legal norm, in conformity\nwith the express request made by the Organizing Committee when requesting\nauthorization from INCOPESCA.\n\n4- That in accordance with the foregoing and clearly framed within the\nexpress legal mandate established by Law for INCOPESCA to promote this type of\nactivities,\nof the Board of Directors.\nTherefore,\n\nAgrees\n\n1- To approve the holding of the Sport Fishing Tournament called\n\"Presidential Challange\" which will be held from February 28 to March\n3, 2013, which will be based in\nthe Bay of Puerto Carrillo in the province of\nGuanacaste.\n\n2- That for purposes of guaranteeing the success of the activity, it is determined as\na temporary exclusive zone for sport billfish fishing solely\nduring the days of February 28 to March 3, 2013, the zone determined\nby a geometric figure formed by the following Cartesian\ncoordinates and reference points: From Punta Guiones as point one\ndetermined with the following coordinates 85 degrees 41 minutes west longitude,\nwith 9 degrees 55 minutes north latitude, from there a straight imaginary\nline is drawn with a course of approximately 270 degrees until reaching a distance\nof forty nautical miles to the west, arriving at point two, determined\nwith the following coordinates: 86 degrees 20 minutes west longitude with 9\ndegrees 55 minutes north latitude, from there a straight imaginary line is drawn to\npoint three determined with the following coordinates: 85 degrees 30 minutes\nwest longitude with 9 degrees 10 minutes north latitude, and finally from there\nwith an approximate course north to the bay of Puerto Carrillo determined\nwith the following coordinates 85 degrees 31 minutes west longitude with 9 degrees\n52 minutes north latitude.\n\n3- In the area comprised by the zone previously\ndescribed, commercial fishing with surface longline, where the main line\nis placed at a depth less than 9.10 meters\ndepth (5 fathoms) and billfish fishing for the time here determined is prohibited.\nOnly and for that time will billfish fishing be permitted for sport and tourism\nfishing in this zone under the \"catch and release\" modality.\n\n4- This authorization is conditional upon faithful compliance with the\nlegal requirements, as well as those that guarantee the safety and physical\nintegrity, not only of the participants, but also of the general public that the\nholding of this type of events entails, before the Authorities of INCOPESCA,\nthe Costa Rican Tourism Institute,\nthe Municipality of the locality, the National\nCoast Guard Service, the National Directorate of Maritime Transport, the National\nInsurance Institute, the Costa Rican Red\n Cross, etc.\n\n5- Let it be published, it is effective from its publication.\n\n6- Firm Agreement."
