PARA LAS ÁREAS\n\nSILVESTRES PROTEGIDAS\nDEL SISTEMA NACIONAL\n\nDE ÁREAS DE\nCONSERVACIÓN\"\n\nResultando:\n\n1º-Que el artículo 22 de\nla Ley de Biodiversidad Nº 7788,\npublicada en La Gaceta\n Nº 101 del 27 de mayo de 1998 establece al Sistema Nacional\nde Áreas de Conservación, como una institución desconcentrada y participativa,\ncon personería jurídica instrumental, que integra las competencias en materia\nforestal, vida silvestre y áreas silvestres protegidas, protección y\nconservación del uso de cuencas hidrográficas y sistemas hídricos, del\nMinisterio de Ambiente, Energía y Telecomunicaciones (MINAET), con el fin de\ndictar políticas, planificar y ejecutar procesos dirigidos a lograr la\nsostenibilidad en el manejo de los recursos naturales de Costa Rica.\n\n2º-El proceso de\nactualización de las políticas de ASP obedece a situaciones de importancia: la\nprimera tiene que ver con que hace más de siete años el SINAC contó con un\nconjunto de políticas en el documento denominado \"Hacia la administración\neficiente de las Áreas Silvestres Protegidas: Políticas e indicadores para su\nmonitoreo\" elaborado por funcionarios del SINAC en el año 2003 mismo que está\ndesactualizado y segundo, que existe una indicación clara por parte de\nla Contraloría General\nde la República\nen Informe Nº DFOE-PGAA-59-2008, de que el SINAC debe aprobar cuanto antes la\npolítica de ASP terrestres y marinas.\n\n3º-El proceso de\nemisión, se respalda en consultas a diferentes actores tanto a nivel interno de\nla institución como a nivel externo, esto con el fin de asegurar el consenso y\nun compromiso amplio entre los interesados para su implementación, que constan\nel expediente administrativo respectivo. Las Políticas para las Áreas\nSilvestres Protegidas del Sistema Nacional de Áreas de Conservación, se basa en\nmetas de conservación de biodiversidad, tanto para ecosistemas terrestres como\nmarinos, incluidas en el marco del Programa de Trabajo de Áreas Protegidas del\nConvenio sobre\nla Diversidad Biológica 2010-2012 del Sistema\nNacional de Áreas Protegidas.\n\n4º-Es conocido que\néstos ecosistemas no solo están bajo amenazas críticas y profundas, sino\ntambién, están sub-representados en el sistema de ASP existente.\n\n5º-Las Políticas para\nlas Áreas Silvestres Protegidas del Sistema Nacional de Áreas de Conservación\nproveen un marco orientador para el cumplimiento de los compromisos adquiridos\npor Costa Rica ante la CDB\nen su última Conferencia de las Partes (COP10) en Nagoya, Japón.\n\nConsiderando:\n\nÚnico.-Que de conformidad al artículo 12 incisos c)\ny i) del Reglamento a la Ley\nde Biodiversidad, Decreto Ejecutivo Nº 34433-MINAE publicado en\nLa Gaceta Nº 68 del 8\nde abril del 2008, el Consejo Nacional de Áreas de Conservación (CONAC),\nmediante Acuerdo Nº 3 de la sesión extraordinaria Nº 03-2011 celebrada el día\n13 de junio del 2011, ratificado en la sesión ordinaria Nº 06-2011 celebrada el\n27 de junio del 2011, aprobó las Políticas para las Áreas Silvestres Protegidas\ndel Sistema Nacional de Áreas de Conservación. Por tanto,\n\nEL SECRETARIO\nEJECUTIVO DEL CONSEJO NACIONAL\n\nDE ÁREAS DE\nCONSERVACIÓN, RESUELVE:\n\nArtículo 1º-Oficialícese las Políticas para las Áreas\nSilvestres Protegidas del Sistema Nacional de Áreas de Conservación, del\nMinisterio de Ambiente, Energía y Telecomunicaciones.\n\nArtículo 2º-Función\ndel documento y objetivo de las Políticas para las Áreas Silvestres Protegidas\ndel Sistema Nacional de Áreas de Conservación:\n\nEste documento tiene\nla función de orientar el curso de las decisiones futuras sobre las áreas\nprotegidas de nuestro país y, al mismo tiempo, servir como punto de referencia\npara evaluar periódicamente los avances y rectificar el rumbo cuando\ncorresponda, mismas que serán implementada a través de las diferentes\nherramientas de planificación establecidos en el SINAC.\n\nEl objetivo de la\npolítica es \"Consolidar un Sistema de Áreas Silvestres Protegidas para la\nconservación in situ, que sea comprensivo, eficazmente gestionado y\necológicamente representativo de la diversidad biológica del país, por medio\ndel reconocimiento, promoción y fortalecimiento de los diferentes modelos de\ngobernanza que garanticen la provisión a largo plazo de bienes y servicios\necosistémicos\", para alcanzarlo se han identificado 9 políticas, y cada una\nde ellas contienen sus objetivos específicos y los lineamientos estratégicos\nque deberemos ejecutar para cumplir con la política (Anexo 1).\n\nArtículo 3º-Resumen\nde las Políticas para las Áreas Silvestres Protegidas del Sistema Nacional de\nÁreas de Conservación:\n\nLas\nPolíticas para las Áreas Silvestres Protegidas son:\n\nRepresentatividad\necológica: El sistema nacional de áreas silvestres protegidas\ndebe contar con muestras representativas de cada uno de los ecosistemas\nnaturales más relevantes que tengan presencia en el territorio continental,\ninsular y marino del país, así como garantizar la conectividad que permitan\nmantener y recuperar la integralidad de los ecosistemas.\n\nParticipación pública: La\ngestión de las ASP incorporará instrumentos y mecanismos de participación\npública que permitan la aplicación de diferentes modelos de gobernanza en la\ngestión de las ASP. A la vez, promoverá en la población, la capacidad de\nincidir en la toma de decisiones y políticas públicas y su incorporación como\nsujetos activos de la conservación y protección de la biodiversidad.\n\nTurismo sostenible: La\ngestión del turismo en las ASP deberá desarrollarse dentro de un marco de\nsostenibilidad, integrado con sus áreas de influencia y articulado con las\npolíticas, planes y programas nacionales de conservación y turismo\n\nPatrimonio Natural\ndel Estado (PNE) en ASP: Consolidar la propiedad y ejercer el dominio\nsobre los terrenos que conforman el patrimonio natural del Estado, de acuerdo\ncon su categoría de manejo.\n\nManejo, control y\nprotección de las ASP: Establecer un sistema de gestión de ASP\nsustentada en criterios científicos de manejo, enfatizando en la prevención de\ndaños y con sistemas de control eficaces y eficientes que garanticen la\nconservación de la biodiversidad.\n\nGestión del\nconocimiento: La gestión de las ASP estará sustentada en una\nsólida base de conocimiento científico, técnico y tradicional que permita el mejoramiento\ncontinuo y mayores niveles de eficacia y eficiencia en la conservación de la\nbiodiversidad.\n\nOrdenamiento\nterritorial espacial marino: El ordenamiento territorial en los niveles\nnacional y regional y en los planes reguladores locales debe incorporar\ncriterios e indicadores ambientales que tomen en cuenta elementos de\nconectividad y conservación de las ASP.\n\nRespuesta ante\namenazas globales y locales: El cambio climático debe de ser un eje\ntransversal en todas las acciones de conservación in situ, valorando y tomando\nen cuenta en especial, el rol que las ASP juegan en la mitigación y adaptación\nal cambio climático para mejorar la gestión y de esa manera reducir la\nvulnerabilidad.\n\nCapacidad\ninstitucional: El crecimiento continuo de la capacidad institucional\norientará todos los procesos técnicos, administrativos y directivos que guían\nla gestión de las ASP, y se sustentará en procesos permanentes de capacitación\ny de mejora de las condiciones de los funcionarios que laboran en las ASP.\n\nAdemás se identificaron ocho instrumentos generales de gestión para las\npolíticas que se detallan a continuación, los cuales van a permitir dar un\nseguimiento a las mismas:\n\n·        \nRevisión y elaboración de planes estratégicos\ny operativos para que respondan a la implementación de las políticas.\n\n·        \nMonitoreo y evaluación: Desarrollo de los\nmecanismos necesarios para dar seguimiento, evaluar y analizar en entorno\nsocial, económico y ambiental en el que se de la política nacional de ASP.\n\n·        \nAdecuación de la estructura administrativa y operativa\npara ajustarla a la política, partiendo de la premisa de que la estructura\nobedece a la estrategia y no la estrategia a la estructura.\n\n·        \nDesarrollo de procesos de coordinación y\ncomunicación interna que informe adecuadamente sobre el desarrollo de la\npolítica.\n\n·        \nCreación o fortalecimiento de instancias de\ncoordinación interinstitucional que generen un clima favorable al desarrollo de\nla política, tanto regional como a nivel nacional.\n\n·        \nDesarrollo de una estrategia de comunicación y\ndifusión pública que permean la sociedad costarricense y las esferas de\ndecisión estatal a favor de las ASP.\n\n·        \nGeneración de estadística e información que\npermitan medir los impactos ambientales, sociales y económicos de la política y\nsu plan estratégico.\n\n·        \nImplementación de un sistema de información\nsobre la gestión de las ASP que rinda cuentas a las diferentes instancias\ninteresadas en las ASP.\n\nArtículo 4º-Consulta de las Políticas para las\nÁreas Silvestres Protegidas del Sistema Nacional de Áreas de Conservación:\n\nLa versión digital y\ncompleta de dichas políticas puede ser consultada en la dirección electrónica:\nhttp://www.sinac.go.cr/\n\nArtículo 5º-Vigencia:\nRige a partir de su publicación en el Diario Oficial\nLa Gaceta.\n\nANEXO Nº 1:\n\n \n\nPolítica\n\nObjetivo Específico\n\nLineamiento Estratégico\n\n \n\n1. Representatividad\n ecológica: El\n\nsistema nacional de\n áreas silvestres\n\nprotegidas debe contar\n con muestras\n\nrepresentativas de cada uno\n de\n\nlos ecosistemas\n naturales más\n\nrelevantes que tengan\n presencia en\n\nel territorio\n continental, insular y\n\nmarino del país, así\n como garantizar\n\nla conectividad que\n permitan\n\nmantener y recuperar la\n integralidad\n\nde los ecosistemas.\n\n \n\n1.1 Incorporar al sistema\n de ASP muestras representativas y funcionales de los ecosistemas marinos,\n continentales e\n\ninsulares, para\n garantizar su conservación\n\nen el largo plazo.\n\n \n\n1.1.1 Revisar las\n distintas categorías de\n\nmanejo existentes y su\n asignación a las\n\ndiferentes ASP, priorizando\n las ASP cuyos\n\nobjetivos de\n conservación y ecosistemas sean\n\nfundamentales para la\n conservación in situ de\n\nla diversidad biológica.\n\n1.1.2 Procurar una\n adecuada representación\n\necosistémica en los\n ámbitos marino,\n\ncontinental e insular,\n con fundamento en\n\nel sistema de\n clasificación de ecosistemas\n\noficialmente adoptado\n por el SINAC y en el\n\nanálisis oficial de\n brechas de conservación\n\ndesarrollado para el\n país mediante GRUAS II.\n\n1.1.3 Conocer el estado\n de los ecosistemas en\n\nlas ASP y desarrollar un\n sistema de monitoreo\n\nbiológico y ecológico\n que permita priorizar y\n\nconcentrar esfuerzos de\n gestión.\n\n \n\n \n\n1.2 Garantizar la\n conectividad de las ASP\n\nmediante mecanismos de\n conservación\n\npúblicos y privados para\n mantener,\n\nmejorar y recuperar la\n integridad de los\n\necosistemas.\n\n \n\n1.2.1 Fortalecer el\n Programa Nacional de\n\nCorredores Biológicos\n para mejorar la\n\nconectividad de las ASP.\n\n1.2.2 Promover la\n utilización de criterios e\n\nindicadores de\n conectividad para las ASP en\n\ncoordinación con ONG y\n centros de investigación\n\nacadémicos. Una atención\n especial deberá tener la\n\nconectividad entre las\n áreas silvestres protegidas\n\nmarinas.\n\n1.2.3 Reconocer la\n contribución y la\n\ncomplementariedad de\n iniciativas privadas y\n\ncomunitarias a los\n objetivos de conservación del\n\nsistema de ASP y\n promover el establecimiento de\n\nlos incentivos que\n garanticen su permanencia e\n\nincremento.\n\n \n\n2. Participación\n pública: La gestión\n\nde las ASP incorporará\n instrumentos\n\ny mecanismos de\n participación\n\npública que permitan la\n aplicación\n\nde diferentes modelos de\n\ngobernanza en la gestión\n de las ASP.\n\nA la vez, promoverá en\n la población,\n\nla capacidad de incidir\n en la toma de\n\ndecisiones y políticas\n públicas y su\n\nincorporación como\n sujetos activos\n\nde la conservación y\n protección de\n\nla biodiversidad.\n\n \n\n2.1 Desarrollar y\n consolidar instrumentos\n\ny mecanismos de\n participación pública\n\nen la gestión de las ASP\n y fortalecer las\n\ninstancias locales,\n regionales y nacionales\n\nque la garanticen.\n\n \n\n2.1.1. Consolidar los\n órganos oficiales de\n\nparticipación del SINAC\n (CONAC, CORAC y\n\nCOLAC) articulándolos\n con otras instancias de\n\nparticipación.\n\n2.1.2 Desarrollar\n normas, criterios e instrumentos\n\npara el manejo\n participativo en las ASP\n\nincorporando actores\n públicos y privados.\n\n2.1.3 Aplicar el\n consentimiento, libre, previo e\n\ninformado en las\n comunidades locales y pueblos\n\nindígenas en la creación\n de las ASP aledañas.\n\n2.1.4 Desarrollar, en\n conjunto con los interesados\n\ndirectos, criterios e\n indicadores para determinar\n\nlos usos tradicionales\n en las ASP.\n\n2.1.5 Incorporar el\n enfoque de equidad social\n\ny de equidad de género\n dentro del quehacer\n\ninstitucional del SINAC\n y en los procesos de\n\ngestión local.\n\n2.1.6. Fortalecer el\n programa de voluntariado que\n\napoya la gestión de las\n ASP.\n\n \n\n3. Turismo sostenible:\n La gestión\n\ndel turismo en las ASP\n deberá\n\ndesarrollarse dentro de\n un marco\n\nde sostenibilidad,\n integrado con sus\n\náreas de influencia y\n articulado con\n\nlas políticas, planes y\n programas\n\nnacionales de\n conservación y\n\nturismo.\n\n \n\n3.1 Incrementar la\n calidad de la oferta\n\nturística en las ASP,\n mejorando la\n\ninfraestructura, la\n promoción nacional e\n\ninternacional, y\n generando condiciones\n\ne instrumentos que\n permitan que las\n\ncomunidades aledañas\n sean beneficiadas\n\ncon esta actividad\n económica, respetando\n\nla integridad de los\n ecosistemas.\n\n \n\n3.1.1 Contribuir con el\n desarrollo de capacidades\n\nlocales en servicios\n turísticos sostenibles para mejorar\n\nel bienestar de las\n comunidades aledañas a las ASP.\n\n3.1.2 Actualizar y poner\n en ejecución la\n Estrategia\n\nNacional para el\n desarrollo del Turismo Sostenible en\n\nASP y sus áreas de\n influencia, los planes de desarrollo\n\nde turismo sostenible de\n las ASP y otros instrumentos\n\nde planificación acordes\n con los anteriores.\n\n3.1.3 Diversificar la\n oferta turística de las ASP en\n\ncoordinación con el ICT\n y los empresarios turísticos\n\nen armonía con el Plan\n Nacional de Desarrollo\n\nTurístico.\n\n3.1.4 Mejorar y\n desarrollar la infraestructura,\n\nlas facilidades y los\n servicios de información e\n\ninterpretación acordes\n con lo establecido en los\n\nplanes de desarrollo de\n turismo sostenible de las ASP\n\n3.1.5 Regular, en\n conjunto con el ICT y el sector\n\nprivado, la actividad de\n los guías de turismo\n\nrelacionados con las\n ASP, de tal manera que se\n\ngarantice la calidad de\n estos servicios y se fortalezca\n\nla actividad.\n\n \n\n4. Patrimonio Natural\n del Estado\n\n(PNE) en ASP: Consolidar\n la\n\npropiedad y ejercer el\n dominio\n\nsobre los terrenos que\n conforman\n\nel patrimonio natural\n del Estado, de\n\nacuerdo con su categoría\n de manejo.\n\n \n\n4.1 Ejercer plenamente\n el dominio público\n\nsobre todas las tierras\n estatales que hayan\n\nsido adquiridas o\n traspasadas al SINAC\n\npara ser declaradas\n legalmente como ASP.\n\n \n\n4.1.1. Identificar las\n propiedades que han\n\nsido adquiridas o\n traspasadas, regularizar\n\ncatastralmente y\n mantener presencia institucional\n\nen todos aquellos\n terrenos que forman parte del\n\nPNE.\n\n4.1.2 Ejecutar las\n medidas y acciones definidas\n\ncon otras instituciones\n para el traspaso de tierras\n\nal PNE.\n\n4.1.3 Demarcar los\n límites de las ASP tanto\n\ntopográficamente como en\n forma digital, en\n\ncoordinación con el\n Catastro Nacional y otras\n\ninstituciones\n competentes.\n\n \n\n5. Manejo, control y\n protección\n\nde las ASP: Establecer\n un sistema\n\nde gestión de ASP\n sustentada en\n\ncriterios científicos de\n manejo,\n\nenfatizando en la\n prevención de\n\ndaños y con sistemas de\n control\n\neficaces y eficientes\n que garanticen\n\nla conservación de la\n biodiversidad.\n\n \n\n5.1 Desarrollar sistemas\n en las AC que\n\nimpulsen el manejo,\n control y protección\n\nbasado en criterios\n científicos y de\n\ninvestigación aplicada.\n\n \n\n5.1.1 Incrementar el uso\n de tecnologías e\n\ninformática en los\n sistemas de prevención,\n\nmanejo, control y\n protección de las ASP.\n\n5.1.2 Desarrollar e\n implementar la Estrategia\n\nNacional de Prevención,\n Manejo, Control y\n\nProtección a nivel de\n Áreas de Conservación.\n\n5.1.3 Regular e\n incrementar la formación de\n\nbrigadas voluntarias\n especiales para la protección\n\ny el control de las ASP.\n\n5.1.4 Establecer un\n sistema de Identificación\n\ntemprana de las amenazas\n o daños a los\n\necosistemas de las ASP.\n\n5.1.5 Identificar,\n controlar y manejar las especies\n\ninvasoras en ASP.\n\n5.1.6 Desarrollar, en\n alianza con universidades,\n\ncentros de investigación\n y ONG, instrumentos\n\noperativos y legales que\n permitan un manejo\n\nadaptativo de los\n ecosistemas en riesgo.\n\n5.1.7 Desarrollar\n herramientas técnicas y\n\nmetodológicas que\n permitan el manejo adaptativo\n\nde las ASP.\n\n5.1.8 Divulgar y hacer\n partícipe a las\n\ncomunidades locales de\n apoyar, los planes de\n\nprevención, manejo,\n control y protección.\n\n5.1.9 Ejecutar programas\n de educación ambiental\n\ny extensión local que\n coadyuven a la prevención\n\nde delitos y violaciones\n a la legislación ambiental\n\nen las ASP.\n\n \n\n6. Gestión del\n conocimiento: La\n\ngestión de las ASP\n estará sustentada\n\nen una sólida base de\n conocimiento\n\ncientífico, técnico y\n tradicional que\n\npermita el mejoramiento\n continuo\n\ny mayores niveles de\n eficacia y\n\neficiencia en la\n conservación de la\n\nbiodiversidad.\n\n \n\n6.1 Construir mecanismos\n y herramientas\n\nque permitan la\n generación, la apropiación\n\ny la aplicación del\n conocimiento para\n\nla toma de decisiones en\n la gestión de\n\nlas ASP, mediante el\n establecimiento de\n\nalianzas estratégicas.\n\n \n\n6.1.1 Actualizar e\n implementar la Estrategia\n\nNacional de\n Investigación.\n\n6.1.2 Fortalecer la\n gestión del conocimiento\n\ncientífico y tradicional\n para el manejo de las ASP.\n\n6.1.3 Organizar una Red\n de Centros de\n\nInvestigación y\n Estaciones Biológicas, que faciliten\n\nla implementación de\nla Estrategia Nacional\n de\n\nInvestigación sobre\n conservación in situ.\n\n6.1.4 Constituir un\n Fondo Nacional de Investigación\n\npara atender las\n necesidades de generación de\n\nconocimiento de las\n Áreas de Conservación.\n\n6.1.5 Revisar y\n fortalecer el procedimiento\n\ninstitucional para\n negociar, formalizar y velar\n\npor el cumplimiento de\n los términos mutuamente\n\nconvenidos, incluyendo\n una distribución justa\n\ny equitativa de los\n beneficios, al otorgar el\n\nconsentimiento\n previamente informado (CPI)\n\na aquellos interesados\n que realicen acceso a\n\nlos recursos genéticos y\n bioquímicos de la\n\nbiodiversidad en las\n ASP.\n\n6.1.6 Definir pautas y\n establecer los mecanismos\n\ninstitucionales\n necesarios para que los beneficios\n\nderivados del acceso a\n los recursos genéticos y\n\nbioquímicos de la\n biodiversidad, sean dirigidos a\n\nfortalecer la gestión de\n las ASP proveedoras de tales\n\nrecursos.\n\n \n\n7. Ordenamiento\n territorial y\n\nespacial marino: El\n ordenamiento\n\nterritorial en los\n niveles nacional y\n\nregional y en los planes\n reguladores\n\nlocales debe incorporar\n criterios e\n\nindicadores ambientales\n que tomen\n\nen cuenta elementos de\n conectividad\n\ny conservación de las\n ASP.\n\n \n\n7.1 Incluir en los\n procesos de planificación\n\nnacional, regional y\n local variables,\n\nindicadores y criterios\n de conservación y\n\nconectividad de las ASP.\n\n \n\n7.1.1 Desarrollar\n metodologías, criterios\n\ne indicadores que\n permitan incorporar las\n\nfunciones ecosistémicas\n de las ASP en la\n Política\n\nNacional de Ordenamiento\n Territorial y en los\n\nplanes regionales y\n locales de ordenamiento\n\nterritorial y espacial\n marino, en coordinación\n\ncon el Ministerio de\n Vivienda y Asentamientos\n\nHumanos (MIVAH).\n\n7.1.2 Facilitar\n iniciativas de conservación,\n\nrestauración,\n recuperación y rehabilitación\n\necosistémica, con los\n gobiernos locales,\n\ncapacitándolos para\n ejercer estas funciones.\n\n7.1.3 Incorporar los\n gobiernos locales y otras\n\ninstituciones en los\n procesos de planificación de\n\nlas ASP.\n\n7.1.4 Desarrollar\n herramientas metodológicas\n\npara incorporar en los\n procesos de planificación\n\nlocal, el concepto de\n zonas de amortiguamiento\n\nde ASP, identificando\n los incentivos para\n\npromover su uso entre\n los pobladores locales.\n\n7.1.5 Coadyuvar en la\n formulación de un plan de\n\nordenamiento del espacio\n nacional marino para\n\nminimizar los impactos\n en las ASP marinas.\n\n \n\n8. Respuesta ante\n amenazas globales\n\ny locales: El cambio\n climático debe\n\nde ser un eje\n transversal en todas\n\nlas acciones de\n conservación in situ,\n\nvalorando y tomando en\n cuenta en\n\nespecial, el rol que las\n ASP juegan\n\nen la mitigación y\n adaptación al\n\ncambio climático para\n mejorar la\n\ngestión y de esa manera\n reducir la\n\nvulnerabilidad.\n\n \n\n8.1 Incorporar en los\n procesos de\n\nplanificación y gestión\n de las ASP,\n\nherramientas técnicas,\n criterios,\n\nindicadores y\n metodologías que\n\nfavorezcan la mitigación\n y la adaptación al\n\ncambio climático y otras\n amenazas.\n\n \n\n8.1.1 Incorporar en\nla Estrategia Nacional\n de\n\nCambio Climático (ENCC)\n el aporte de las ASP\n\nen los procesos de\n mitigación y adaptación al\n\ncambio climático.\n\n8.1.2 Valorar e impulsar\n el rol de las ASP en las\n\niniciativas nacionales\n REDD y afines.\n\n8.1.3 Contribuir a la\n adaptación basada en\n\necosistemas,\n desarrollando herramientas\n\nmetodológicas y\n criterios que contribuyan a\n\naumentar la resiliencia\n de los ecosistemas.\n\n8.1.4 Incorporar el\n enfoque de gestión local del\n\nriesgo y diseñar y\n desarrollar modelos de alerta\n\ntemprana basados en el\n monitoreo sistemático de\n\nlas amenazas\n hidrometeorológicas.\n\n \n\n9. Conservation\nAreas, in accordance with Agreement No. 3 of the extraordinary session No.\n03-2011 held on June 13, 2011, and in compliance with article\n12 subsections c) and i) of the Regulation to the\n Biodiversity Law No. 7788, Executive Decree No.\n34433-MINAE, approves and issues the following:\n\n\"OFFICIALIZATION OF\nTHE POLICIES FOR THE WILD\n\nPROTECTED AREAS\nOF THE NATIONAL SYSTEM\n\nOF CONSERVATION\nAREAS\"\n\nWhereas:\n\n1º-That article 22 of\nthe Biodiversity Law No. 7788,\npublished in La Gaceta\n No. 101 of May 27, 1998, establishes the National System\nof Conservation Areas, as a deconcentrated and participatory institution,\nwith instrumental legal status, which integrates the competencies in matters\nof forestry, wildlife and wild protected areas, protection and\nconservation of the use of hydrographic basins and water systems, of the\nMinistry of Environment, Energy and Telecommunications (MINAET), for the purpose\nof issuing policies, planning and executing processes aimed at achieving\nsustainability in the management of the natural resources of Costa Rica.\n\n2º-The process of\nupdating the WPA policies responds to important situations: the\nfirst has to do with the fact that more than seven years ago SINAC had a\nset of policies in the document entitled \"Towards the efficient\nadministration of Wild Protected Areas: Policies and indicators for their\nmonitoring\" prepared by SINAC officials in 2003, which is\noutdated, and second, that there is a clear indication from\nthe Office of the Comptroller General\nof the Republic\nin Report No. DFOE-PGAA-59-2008, that SINAC must approve as soon as possible the\npolicy on terrestrial and marine WPA.\n\n3º-The issuance\nprocess is supported by consultations with different actors both at the internal level of\nthe institution and at the external level, this in order to ensure consensus and\na broad commitment among the stakeholders for its implementation, which are on file\nin the respective administrative record. The Policies for the Wild\nProtected Areas of the National System of Conservation Areas, is based on\nbiodiversity conservation goals, both for terrestrial and marine\necosystems, included within the framework of the Programme of Work on Protected Areas of the\nConvention on\nBiological Diversity 2010-2012 of the National\nSystem of Protected Areas.\n\n4º-It is known that\nthese ecosystems are not only under critical and profound threats, but\nare also under-represented in the existing WPA system.\n\n5º-The Policies for\nthe Wild Protected Areas of the National System of Conservation Areas\nprovide a guiding framework for the fulfillment of the commitments acquired\nby Costa Rica before the CBD\nat its latest Conference of the Parties (COP10) in Nagoya, Japan.\n\nConsidering:\n\nSole.-That in accordance with article 12 subsections c)\nand i) of the Regulation to the Biodiversity\nLaw, Executive Decree No. 34433-MINAE published in\nLa Gaceta No. 68 of April\n8, 2008, the National Council of Conservation Areas (CONAC),\nthrough Agreement No. 3 of the extraordinary session No. 03-2011 held on\nJune 13, 2011, ratified in the ordinary session No. 06-2011 held on\nJune 27, 2011, approved the Policies for the Wild Protected Areas\nof the National System of Conservation Areas. Therefore,\n\nTHE EXECUTIVE\nSECRETARY OF THE NATIONAL COUNCIL\n\nOF CONSERVATION\nAREAS, RESOLVES:\n\nArticle 1º-To make official the Policies for the Wild\nProtected Areas of the National System of Conservation Areas, of the\nMinistry of Environment, Energy and Telecommunications.\n\nArticle 2º-Function\nof the document and objective of the Policies for the Wild Protected Areas\nof the National System of Conservation Areas:\n\nThis document has\nthe function of guiding the course of future decisions on the protected\nareas of our country and, at the same time, serve as a point of reference\nto periodically evaluate progress and rectify the course when\nappropriate, which will be implemented through the different\nplanning tools established in SINAC.\n\nThe objective of the\npolicy is \"To consolidate a System of Wild Protected Areas for\nin situ conservation, that is comprehensive, effectively managed and\necologically representative of the country's biological diversity, through\nthe recognition, promotion and strengthening of the different governance\nmodels that guarantee the long-term provision of ecosystem goods and\nservices,\" to achieve this, 9 policies have been identified, and each\none of them contains its specific objectives and the strategic guidelines\nthat we must execute to comply with the policy (Annex 1).\n\nArticle 3º-Summary\nof the Policies for the Wild Protected Areas of the National System of\nConservation Areas:\n\nThe\nPolicies for the Wild Protected Areas are:\n\nEcological\nrepresentativeness: The national system of wild protected areas\nmust have representative samples of each of the most relevant natural\necosystems present in the country's continental, insular, and marine\nterritory, as well as guarantee the connectivity necessary to\nmaintain and recover the integrity of the ecosystems.\n\nPublic participation: The\nmanagement of the WPAs will incorporate public participation instruments\nand mechanisms that allow the application of different governance models in\nthe management of the WPAs. At the same time, it will promote, within the population, the ability to\ninfluence public decision-making and policies and their incorporation as\nactive subjects in the conservation and protection of biodiversity.\n\nSustainable tourism: The\nmanagement of tourism in the WPAs must be developed within a framework of\nsustainability, integrated with their areas of influence and articulated with\nnational conservation and tourism policies, plans, and programs.\n\nNatural Heritage\nof the State (Patrimonio Natural del Estado, PNE) in WPA: To consolidate the property and exercise control\nover the lands that constitute the natural heritage of the state, in accordance\nwith their management category.\n\nManagement, control and\nprotection of the WPA: To establish a WPA management system\nbased on scientific management criteria, emphasizing damage prevention\nand with effective and efficient control systems that guarantee\nbiodiversity conservation.\n\nKnowledge\nmanagement: The management of the WPA will be based on a\nsolid foundation of scientific, technical, and traditional knowledge that allows for continuous\nimprovement and greater levels of effectiveness and efficiency in biodiversity\nconservation.\n\nMarine spatial\nterritorial planning: Territorial planning at the national\nand regional levels and in local regulatory plans must incorporate\nenvironmental criteria and indicators that take into account elements of\nconnectivity and conservation of the WPA.\n\nResponse to\nglobal and local threats: Climate change must be a cross-cutting\naxis in all in situ conservation actions, valuing and taking\ninto account especially the role that WPA play in the mitigation of and adaptation to\nclimate change to improve management and thereby reduce\nvulnerability.\n\nInstitutional\ncapacity: The continuous growth of institutional capacity\nwill guide all technical, administrative, and managerial processes that direct\nthe management of the WPA, and will be based on permanent processes of training\nand improvement of the conditions of the officials working in the WPA.\n\nAdditionally, eight general management instruments for the\npolicies were identified, which are detailed below and will allow for\ntheir monitoring:\n\n·        \nReview and development of strategic\nand operational plans so that they respond to the implementation of the policies.\n\n·        \nMonitoring and evaluation: Development of the\nnecessary mechanisms to follow up on, evaluate, and analyze the social,\neconomic, and environmental environment in which the national WPA policy occurs.\n\n·        \nAdaptation of the administrative and operational structure\nto adjust it to the policy, based on the premise that the structure\nfollows the strategy and not the strategy follows the structure.\n\n·        \nDevelopment of internal coordination and\ncommunication processes that adequately report on the development of the\npolicy.\n\n·        \nCreation or strengthening of inter-institutional\ncoordination bodies that generate a favorable climate for the development of\nthe policy, both regionally and at the national level.\n\n·        \nDevelopment of a public communication and\ndissemination strategy that permeates Costa Rican society and the state\ndecision-making spheres in favor of the WPA.\n\n·        \nGeneration of statistics and information that\nallow for measuring the environmental, social, and economic impacts of the policy and\nits strategic plan.\n\n·        \nImplementation of an information system\non the management of the WPA that is accountable to the different bodies\ninterested in the WPA.\n\nArticle 4º-Consultation of the Policies for the\nWild Protected Areas of the National System of Conservation Areas:\n\nThe complete digital\nversion of said policies can be consulted at the electronic address:\nhttp://www.sinac.go.cr/\n\nArticle 5º-Effective date:\nIt takes effect as of its publication in the Official Gazette\nLa Gaceta.\n\nANNEX No. 1:\n\n \n\nPolicy\n\nSpecific Objective\n\nStrategic Guideline\n\n \n\n1. Ecological\n representativeness: The\n\nnational system of wild\n protected\n\nareas must have\n representative samples\n\nof each of the most\n relevant\n\nnatural ecosystems\n present in\n\nthe country's\n continental, insular, and\n\nmarine territory, as\n well as guarantee\n\nthe connectivity\n necessary to\n\nmaintain and recover the\n integrity\n\nof the ecosystems.\n\n \n\n1.1 To incorporate into the WPA\n system representative and functional samples of marine, continental, and\n\ninsular ecosystems, to\n guarantee their conservation\n\nin the long term.\n\n \n\n1.1.1 To review the\n different existing management\n\ncategories and their\n assignment to the\n\ndifferent WPA, prioritizing\n the WPA whose\n\nconservation objectives\n and ecosystems are\n\nfundamental for the in\n situ conservation of\n\nbiological diversity.\n\n1.1.2 To ensure an\n adequate ecosystem\n\nrepresentation in the\n marine,\n\ncontinental, and insular\n spheres, based on\n\nthe ecosystem\n classification system\n\nofficially adopted by\n SINAC and on the\n\nofficial conservation\n gap analysis\n\ndeveloped for the\n country through GRUAS II.\n\n1.1.3 To understand the state\n of the ecosystems in\n\nthe WPA and develop a\n biological and\n\necological monitoring system\n that allows prioritizing and\n\nfocusing management\n efforts.\n\n \n\n \n\n1.2 To guarantee the\n connectivity of the WPA\n\nthrough public and\n private conservation\n\nmechanisms to maintain,\n improve,\n\nand recover the ecosystem\n integrity.\n\n \n\n1.2.1 To strengthen the\n National Program of\n\nBiological Corridors to\n improve the\n\nconnectivity of the WPA.\n\n1.2.2 To promote the\n use of connectivity criteria and\n\nindicators for the WPA\n in coordination with NGOs and academic\n\nresearch centers. Special\n attention must be paid to\n\nconnectivity between marine\n wild protected areas.\n\n1.2.3 To recognize the\n contribution and\n\ncomplementarity of\n private and community\n\ninitiatives to the\n conservation objectives of the\n\nWPA system and to promote\n the establishment of\n\nincentives that\n guarantee their permanence and\n\nincrease.\n\n \n\n2. Public\n participation: The management\n\nof the WPA will\n incorporate public\n\nparticipation instruments\n\nand mechanisms that allow\n the application\n\nof different governance\n models in the\n\nmanagement of the WPA.\n\nAt the same time, it will\n promote, within the\n\npopulation, the ability to\n influence public\n\ndecision-making and\n policies and their\n\nincorporation as active\n subjects\n\nin the conservation and\n protection of\n\nbiodiversity.\n\n \n\n2.1 To develop and\n consolidate public\n\nparticipation instruments\n\nand mechanisms in the\n management of the WPA\n\nand strengthen the\n local, regional, and national\n\nbodies that guarantee it.\n\n \n\n2.1.1. To consolidate the\n official participation\n\nbodies of SINAC (CONAC,\n CORAC and\n\nCOLAC) by articulating\n them with other\n\nparticipation bodies.\n\n2.1.2 To develop standards,\n criteria, and instruments\n\nfor participatory\n management in the WPA,\n\nincorporating public and\n private actors.\n\n2.1.3 To apply free, prior, and\n informed consent in\n\nlocal communities and\n indigenous peoples\n\nwhen creating surrounding\n WPA.\n\n2.1.4 To develop, in\n conjunction with direct\n\nstakeholders, criteria and\n indicators to determine\n\ntraditional uses in the\n WPA.\n\n2.1.5 To incorporate the\n approach of social equity\n\nand gender equity into\n the institutional\n\nwork of SINAC and in the\n processes of\n\nlocal management.\n\n2.1.6. To strengthen the\n volunteer program that\n\nsupports the management of\n the WPA.\n\n \n\n3. Sustainable tourism:\n The management\n\nof tourism in the WPA\n must be\n\ndeveloped within a\n framework\n\nof sustainability,\n integrated with their\n\nareas of influence and\n articulated with\n\nnational conservation and\n\ntourism policies, plans,\n and programs.\n\n \n\n3.1 To increase the\n quality of the tourist\n\noffer in the WPA,\n improving\n\ninfrastructure, national\n and\n\ninternational promotion,\n and generating\n\nconditions and\n instruments that allow the\n\nsurrounding communities\n to benefit\n\nfrom this economic\n activity, respecting\n\nthe integrity of the\n ecosystems.\n\n \n\n3.1.1 To contribute to the\n development of local\n\ncapacities in sustainable\n tourism services to improve\n\nthe well-being of the\n communities surrounding the WPA.\n\n3.1.2 To update and\n implement the National\n\nStrategy for the\n development of Sustainable Tourism in\n\nWPA and their areas of\n influence, the sustainable tourism\n\ndevelopment plans of the\n WPA, and other planning\n\ninstruments consistent\n with the above.\n\n3.1.3 To diversify the\n tourist offer of the WPA in\n\ncoordination with the ICT\n and tourism entrepreneurs,\n\nin harmony with the\n National Tourism\n\nDevelopment Plan.\n\n3.1.4 To improve and\n develop infrastructure,\n\nfacilities, and\n information and interpretation\n\nservices in accordance\n with what is established in the\n\nsustainable tourism\n development plans of the WPA.\n\n3.1.5 To regulate, in\n conjunction with the ICT and the private\n\nsector, the activity of\n tourism guides\n\nrelated to the WPA, in\n such a way as to\n\nguarantee the quality of\n these services and strengthen\n\nthe activity.\n\n \n\n4. Natural Heritage\n of the State\n\n(PNE) in WPA: To consolidate\n the\n\nproperty and exercise\n control\n\nover the lands that\n constitute\n\nthe natural heritage of\n the state, in\n\naccordance with their\n management category.\n\n \n\n4.1 To fully exercise\n public control\n\nover all state lands that\n have\n\nbeen acquired or\n transferred to SINAC\n\nto be legally declared as\n WPA.\n\n \n\n4.1.1. To identify the\n properties that have\n\nbeen acquired or\n transferred, to regularize\n\ncadastrally, and to\n maintain institutional presence\n\nin all those lands that\n are part of the\n\nPNE.\n\n4.1.2 To execute the\n measures and actions defined\n\nwith other institutions\n for the transfer of lands\n\nto the PNE.\n\n4.1.3 To demarcate the\n boundaries of the WPA both\n\ntopographically and in\n digital form, in\n\ncoordination with the\n National Cadastre and other\n\ncompetent institutions.\n\n \n\n5. Management, control\n and protection\n\nof the WPA: To establish\n a WPA\n\nmanagement system based\n on\n\nscientific management\n criteria,\n\nemphasizing damage\n\nprevention and with\n effective and efficient\n\ncontrol systems that\n guarantee\n\nbiodiversity conservation.\n\n \n\n5.1 To develop systems in\n the AC that\n\npromote management,\n control, and protection\n\nbased on scientific and\n\napplied research\n criteria.\n\n \n\n5.1.1 To increase the use\n of technologies and\n\nIT in the prevention,\n management,\n\ncontrol, and protection\n systems of the WPA.\n\n5.1.2 To develop and\n implement the National\n\nStrategy for Prevention,\n Management, Control, and\n\nProtection at the\n Conservation Area level.\n\n5.1.3 To regulate and\n increase the formation of\n\nspecial volunteer\n brigades for the protection\n\nand control of the WPA.\n\n5.1.4 To establish a system\n for the early\n\nidentification of threats\n or damages to the\n\necosystems of the WPA.\n\n5.1.5 To identify, control,\n and manage invasive\n\nspecies in WPA.\n\n5.1.6 To develop, in\n alliance with universities,\n\nresearch centers, and\n NGOs, operational\n\nand legal instruments\n that allow adaptive\n\nmanagement of at-risk\n ecosystems.\n\n5.1.7 To develop technical\n and methodological\n\ntools that allow adaptive\n management\n\nof the WPA.\n\n5.1.8 To disseminate and\n involve the local\n\ncommunities in\n supporting the prevention,\n\nmanagement, control, and\n protection plans.\n\n5.1.9 To execute\n environmental education and local\n\nextension programs that\n contribute to the prevention\n\nof crimes and violations\n of environmental legislation\n\nin the WPA.\n\n \n\n6. Knowledge\n management: The\n\nmanagement of the WPA\n will be based\n\non a solid foundation of\n\nscientific, technical,\n and traditional knowledge that\n\nallows for continuous\n improvement\n\nand greater levels of\n effectiveness and\n\nefficiency in\n biodiversity\n\nconservation.\n\n \n\n6.1 To build mechanisms\n and tools\n\nthat allow the\n generation, appropriation,\n\nand application of\n knowledge for\n\ndecision-making in the\n management of\n\nthe WPA, through the\n establishment of\n\nstrategic alliances.\n\n \n\n6.1.1 To update and\n implement the National\n\nResearch Strategy.\n\n6.1.2 To strengthen the\n management of scientific\n\nand traditional knowledge\n for the management of the WPA.\n\n6.1.3 To organize a Network\n of Research\n\nCenters and Biological\n Stations to facilitate\n\nthe implementation of\n the National Research\n\nStrategy on in situ\n conservation.\n\n6.1.4 To establish a\n National Research Fund\n\nto address the knowledge\n generation needs\n\nof the Conservation\n Areas.\n\n6.1.5 To review and\n strengthen the institutional\n\nprocedure for negotiating,\n formalizing, and ensuring\n\ncompliance with mutually\n agreed\n\nterms, including a fair\n and equitable\n\ndistribution of benefits,\n when granting prior\n\ninformed consent (PIC)\n to those interested parties\n\nwho access the genetic\n and biochemical\n\nresources of biodiversity\n in the WPA.\n\n6.1.6 To define guidelines\n and establish the necessary\n\ninstitutional mechanisms\n so that the benefits\n\nderived from access to\n the genetic and\n\nbiochemical resources of\n biodiversity are directed at\n\nstrengthening the\n management of the WPA that provide such\n\nresources.\n\n \n\n7. Territorial and\n\nmarine spatial planning:\n Territorial\n\nplanning at the national\n and regional\n\nlevels and in local\n regulatory\n\nplans must incorporate\n environmental criteria and\n\nindicators that take into\n\naccount elements of\n connectivity\n\nand conservation of the\n WPA.\n\n \n\n7.1 To include in\n national, regional, and\n\nlocal planning processes\n\nconservation and\n connectivity variables,\n\nindicators, and criteria\n for the WPA.\n\n \n\n7.1.1 To develop\n methodologies, criteria,\n\nand indicators that allow\n incorporating the\n\necosystem functions of\n the WPA into the National\n\nTerritorial Planning\n Policy and into the\n\nregional and local plans\n for territorial\n\nand marine spatial\n planning, in coordination\n\nwith the Ministry of\n Housing and Human\n\nSettlements (MIVAH).\n\n7.1.2 To facilitate\n ecosystem conservation,\n\nrestoration, recovery,\n and rehabilitation\n\ninitiatives, with local\n governments,\n\ntraining them to carry\n out these functions.\n\n7.1.3 To incorporate local\n governments and other\n\ninstitutions into the\n planning processes of\n\nthe WPA.\n\n7.1.4 To develop\n methodological tools\n\nto incorporate into local\n planning processes\n\nthe concept of buffer\n zones\n\nfor WPA, identifying\n incentives to\n\npromote their use among\n local residents.\n\n7.1.5 To contribute to\n the formulation of a national marine\n\nspatial plan to\n minimize impacts on marine WPA.\n\n \n\n8. Response to global\n\nand local threats:\n Climate change must\n\nbe a cross-cutting axis\n in all\n\nin situ conservation\n actions,\n\nvaluing and taking into\n account especially\n\nthe role that WPA play\n in the mitigation of and adaptation to\n\nclimate change to\n improve\n\nmanagement and thereby\n reduce\n\nvulnerability.\n\n \n\n8.1 To incorporate into\n the planning and\n\nmanagement processes of\n the WPA,\n\ntechnical tools,\n criteria,\n\nindicators, and\n methodologies that\n\nfavor mitigation of and\n adaptation to\n\nclimate change and other\n threats.\n\n \n\n8.1.1 To incorporate into\n the National Climate\n\nChange Strategy (ENCC)\n the contribution of the WPA\n\nin the processes of\n mitigation of and adaptation to\n\nclimate change.\n\n8.1.2 To value and promote\n the role of the WPA in national\n\nREDD and related\n initiatives.\n\n8.1.3 To contribute to\n ecosystem-based adaptation,\n\ndeveloping\n methodological tools\n\nand criteria that\n contribute to\n\nincreasing the resilience\n of ecosystems.\n\n8.1.4 To incorporate the\n local risk management approach\n\nand design and develop\n early warning models\n\nbased on the systematic\n monitoring of\n\nhydrometeorological\n threats.\n\n \n\n9. Institutional\n capacity: The\n\ncontinuous growth of\n institutional\n\ncapacity will guide all\n the technical,\n\nadministrative, and\n managerial processes that direct\n\nthe management of the\n WPA, and will be based on\n\npermanent processes of\n training and\n\nimprovement of the\n conditions of the\n\nofficials working in the\n WPA.\n\n \n\n9.1 To increase\n institutional effectiveness in\n\nthe management of the\n WPA, to guarantee\n\nthe conservation and\n sustainable use of the\n\ncountry's biological and\n cultural diversity.\n\n \n\n9.1.1 To promote reforms to\n the current legal framework,\n\nthat articulate and give\n coherence to the WPA system.\n\n9.1.2 To articulate and\n standardize the management of the\n\nWPA so that management\n effectiveness and the\n\nsocioeconomic impacts of\n\nWPA on local populations\n can be measured.\n\n9.1.3 To create\n accountability mechanisms\n\nto improve the governance\n of the WPA system.\n\n9.1.4 To comply with the\n differentiated management\n\nof WPA that have\n international\n\ndesignations, as well as\n those transboundary\n\nWPA.\n\n9.1.5 To standardize and\n improve services and\n\ninfrastructure in the\n WPA for visitors,\n\ntourists, researchers,\n and officials.\n\n9.1.6 To introduce\n management quality into the\n\nadministrative and\n substantive operational processes\n\nof the WPA.\n\n \n\n \n\n9.2 To develop and\n implement\n\nmechanisms to achieve a\n solid financial\n\nbase that allows SINAC\n to\n\nconserve the country's\n biological diversity\n\nand improve the\n management of the WPA.\n\n \n\n9.2.1 To establish a solid\n financial base that\n\nallows effective and\n efficient management of the WPA.\n\n9.2.2 To determine the real\n costs of\n\nconservation and its\n contributions to the economy and\n\nto promote an equitable\n distribution of the\n\nbenefits of the WPA.\n\n9.2.3 To create the\n conditions and instruments\n\nto incorporate into the\n tariff systems of public\n\nwater and energy services\n the contribution of\n\nthe WPA in the\n availability of water for human\n\nuse.\n\n9.2.4 To improve\n efficiency in the collection and\n\ntimely transfer of the\n different exploitation fees\n\nand pollutant load\n charges to financially\n\nstrengthen the WPA.\n\n9.2.5 To promote the search\n for financial\n\nresources from\n international cooperation that\n\nstrengthen the management\n of the WPA, considering\n\nthe themes of adaptation\n to and mitigation of climate\n\nchange and REDD processes.\n\n9.2.6 To ensure that\n tourist activity in WPA\n\ncontributes to the\n financial sustainability of\n\nSINAC and to the\n socioeconomic development of their\n\nareas of influence.\n\n \n\n \n\n9.3 To develop and implement a\n\npermanent system for the valuation\n\nof the WPA that demonstrates their contribution\n\nto the economic, social, and cultural\n\ndevelopment of the country.\n\n \n\n9.3.1 To promote and\n disseminate the use of instruments\n\nand mechanisms for the\n valuation of ecosystem goods and\n\nservices of the WPA.\n\n9.3.2 To disseminate and\n introduce into the environmental culture\n\nof citizens the\n intangible values\n\n(aesthetic, spiritual,\n cultural) provided by the\n\nWPA.\n\n9.3.3 To favor sustainable\n productive systems,\n\nwith local actors, that\n are linked to the\n\nvalues and resources\n offered by the WPA.\n\n9.3.4 To develop\n capacities, terms,\n\nconditions, and\n instruments under which\n\nthe convenience and\n viability of the\n\nimplementation of clean\n energy generation\n\nprojects within the WPA\n can be analyzed.\n\n \n\n \n\n9.4 To strengthen the processes of\n integral training and improvement of the working conditions of the officials in the\n WPA.\n\n9.4.1 To establish\n the job profiles for personnel working in the WPA, considering gender\n equity, technical capacity, academic training, experience, and other aptitudes\n required for the performance of their functions.\n\n9.4.2 To provide the\n WPA with the human, operational, and infrastructure resources that ensure\n their adequate management.\n\n9.4.3 To have an\n Integral Human Resources Development Plan that addresses the needs of the\n personnel working in the WPA.\n\n9.4.4 To incorporate\n the recognition of work experience, gender equity, training, and non-formal\n education of personnel into the institutional Job Manual.\n\n9.4.5 To design and implement a\n permanent training program, containing topics such as management and quality\n management, for WPA officials and including the decision-making levels of SINAC." }
