1983 y sus reformas, se\ncrea el Servicio Nacional de Aguas Subterráneas, Riego y Avenamiento (SENARA),\ncuyos objetivos, entre otros, son fomentar el desarrollo agropecuario del país,\nmediante el establecimiento y funcionamiento de sistemas de riego, avenamiento\ny protección contra inundaciones, contribuir a desarrollar preferentemente\naquellos proyectos de desarrollo agropecuario que se sustenten en una justa\ndistribución de la tierra y procurar que en el territorio beneficiado por la\ncreación de distritos de riego y avenamiento, se efectúe una modificación racional\ny democrática en la propiedad de la tierra.\n\n2º-Que por medio del oficio GG-OF-816-2012, el Gerente General del SENARA,\nsolicitó incrementar el gasto presupuestario máximo fijado a ese órgano para el\nperíodo 2013, por un monto de ¢7.758.880.290,89 (siete mil setecientos\ncincuenta y ocho millones ochocientos ochenta mil doscientos noventa colones\ncon ochenta y nueve céntimos), los cuales se destinarán al pago de servicios,\nadquisición de bienes duraderos y para el pago de indemnizaciones por la adquisición\nde derechos de paso para la construcción del canal del sur tramo II y la red secundaria\nde canales para riego en los subdistritos Lajas y Abangares en la provincia de Guanacaste,\ncorrespondiente a la ejecución del Programa de Gestión Integrada del Recurso Hídrico\n(PROGIRH).\n\n3º-Que de dicho monto corresponde ampliar por la vía del Decreto Ejecutivo\nla suma de ¢346.886.214,86 (trescientos cuarenta y seis millones ochocientos\nochenta y seis mil doscientos catorce colones con ochenta y seis céntimos), de\nconformidad con lo establecido en el artículo 7° del Decreto Ejecutivo No.\n37042-H, publicado en el Alcance Digital N° 35 a La Gaceta N° 59 de 22\nde marzo de 2012 y sus reformas, ya que son recursos de superávit específico,\nque se destinarán a financiar gastos directamente relacionados con la actividad\nsustantiva del SENARA.\n\n4º-Que mediante el Decreto Ejecutivo No. 37042-H citado, se emitieron las\nDirectrices Generales de Política Presupuestaria para el año 2013,\nestableciéndose en el artículo 5°, el porcentaje máximo en que podría\nincrementarse el gasto presupuestario de las entidades públicas, ministerios y\ndemás órganos, con respecto al del año precedente.
