Ganadería.\n\n Considerando:\n\n1º-Que\nde conformidad con lo dispuesto en la\n Ley Nº 7064, Ley de Fomento a la Producción\n Agropecuaria, compete a la Ministra de Agricultura y\nGanadería, la Rectoría\ndel Sector Agroalimentario.\n\n2º-Que\nla esencia productiva de una actividad está condicionada por los componentes\nque garanticen la legítima competitividad, siendo en consecuencia necesario\ngarantizar que las políticas, planes y procedimientos desarrollados en el país\npara regular y desarrollar la actividad hortícola papera, en el conjunto de\nelementos que componen la sostenibilidad de la gestión, atiendan de manera\nespecial y concreta los elementos que garanticen la competitividad resultante.\n\n3º-Que\nes necesario para el Despacho de la Viceministra de Agricultura y Ganadería, dentro\ndel Sector Agroalimentario, contar con la asesoría de un grupo de expertos para\nlograr una gestión oportuna y eficaz que satisfaga los intereses del país,\nconstruyendo un espacio de reflexión y debate que coadyuve en el desarrollo de\nla competitividad del productor hortícola papero, institucionalizando este\námbito para entablar un fructifico diálogo con los referentes de máximo\nprestigio en la materia, con el objeto de exponer y participar de las\ndeliberaciones y debates enriqueciéndolos con una dimensión multidisciplinaria. \n\n4º-Que\nel cultivo de la papa en los últimos años ha estado expuesto y afectado por\nenfermedades, plagas, desastres naturales y sobre todo por los bajos precios\nque atentan contra su estabilidad.\n\n5º-Que\nes de conveniencia institucional y nacional y conforme con los objetivos\nestablecidos en los ejes y las acciones estratégicas contempladas en el Plan\nNacional de Desarrollo 2010-2014, establecer un órgano que analice y proponga\nlas acciones técnicas en las fases de producción y mercadeo agropecuario, así\ncomo diseñar las estrategias para insertar las organizaciones de productores en\nlos circuitos comerciales, tanto nacional como internacional. Therefore:\n\n They Decree:\n\n CREATION OF THE NATIONAL POTATO COMMISSION\n\nArticle\n1º-With the objective of analyzing and building a work agenda to propose\nsubstantial contributions to the Ministry of Agriculture and Livestock, through the\nOffice of the\n Vice Minister of that Ministry, on the subject of policies,\nplans, and procedures, in accordance with the competitiveness goal of the Potato Agricultural Sector, there is created, as a technical advisory body of this Ministry, the National Potato Commission\n(Comisión Nacional de Papa), hereinafter referred to as the Commission.\n\nArticle\n2º-The Commission\nshall have the following functions: \n\na.\nManage and recommend projects before the institutions of the Agri-Food\nSector that have an impact on the development of the Potato Agricultural\nSector and present to the Office of the Vice Minister the observations and comments that\nseek to improve the condition of this Sector.\n\nb.\nPropose the issuance, modification, or repeal of rules, policies, and\nprocedures related to the national potato (papa) agricultural activity,\naddressing national or international circumstances, in accordance with the goal\nof competitiveness and the sustainable development of the potato (papa) sector.\n\nArticle\n3º-The Commission\nshall be composed of the following members: \n\na) The\n Vice Minister of Agriculture and Livestock, who shall preside over it.\n\nb) The\nDirector of the\n Higher Directorate of Regional Operations and Agricultural\nExtension of the Ministry of Agriculture and Livestock.\n\nc) The Coordinator of National Programs of the\nMinistry of Agriculture and Livestock.\n\nch) The Manager of the National Potato Program of the\nMinistry of Agriculture and Livestock. \n\nd) A\nrepresentative of the National Production Council, appointed by the Institutional\nHead.\n\ne) A\nrepresentative of the State Phytosanitary Service, appointed by the Directorate of the\nState Phytosanitary Service.\n\nf) A representative of\nthe National Seed\nOffice, appointed by the Board of Directors.\n\ng) A\nrepresentative of the National Institute of Agricultural Innovation and Technology\nTransfer (INTA), appointed by the Board of Directors.\n\nh) A\nrepresentative of the Agronomic Research Center of the University of Costa\nRica, appointed by the Dean of the\n Faculty of Agri-Food Sciences.\n\ni) Two\nrepresentatives; one for each Agricultural Services Agency of the Ministry\nof Agriculture and Livestock in the potato-producing zones, appointed by the\nRegional Directors of the Central Eastern and Central Western regions.\n\nj) A\nrepresentative for each of the organized potato producer\norganizations, corresponding to: the National Horticultural\n Corporation (Corporación Hortícola Nacional), the Union of Small and Medium National\nProducers (Upanacional), the\n Chamber of Potato Growers (Cámara de Paperos), the Association of Irazú Horticulturists of Tierra\nBlanca de Cartago (ASHORI), the Association and Chamber of Farmers (ASOCAGRI),\nthe Llano Grande Producers\n Association (APLA), the Agricultural and Multiple Services Cooperative of Buenos Aires de Pacayas R. L. (COOPEBAIRES), the Alfaro Ruiz Multiple Agricultural Cooperative R. L. (COOPAGRIMAR).
