Róger López Chavarría, Jefe de la Unidad de\nInformática, mediante oficio INF-009-03-2013, propuesta de Reglamento para el\nuso del correo institucional e Internet, conjuntamente con la propuesta de\nReglamento para uso de página web institucional. \n\n2º-A efecto de\nconocer a profundidad las propuestas señaladas, comparece ante éste Órgano\nColegiado el Ing. López Chavarría, quien explica los conceptos y necesidad de\naprobación de éstos instrumentos normativos, dada la importancia de los mismos\ny su implicación institucional. \n\n3º-Escuchado el Jefe\nde la Unidad de Informática, aclaradas dudas y conceptos varios, así como\nhechas las correcciones necesarias; estiman los Sres. Directores la\nconveniencia de integrar ambas propuestas como un nuevo Capítulo al Reglamento\nde Informática vigente; razón por la cual, la Junta Directiva, Por tanto; \n\nACUERDA:\n\n1º-Incorporar\nen el Reglamento de Informática, adoptado mediante Acuerdo de Junta Directiva\nAJDIP/321-2009, publicado en el Diario Oficial\nLa Gaceta N° 226 del\n20 de noviembre de 2009, un Título II, Capítulos XI al XVI denominados \"Del uso\ndel correo institucional e internet\" y \"Del uso de la página web\", mismos que\nse leerán de la siguiente manera:\n\nTÍTULO II\n\nDel uso del\ncorreo institucional e Internet y la página Web\n\nCAPÍTULO XI\n\nDel uso del\ncorreo institucional e Internet\n\nArtículo 72.-Objetivo.\nEl objetivo del presente reglamento es normar y optimizar la\ndisponibilidad, uso y control del internet, uniformizar criterios técnicos y\nadministrativos sobre el servicio de correo electrónico institucional, asegurando\ny facilitando una eficiente comunicación tanto interna como externa.\n\nArtículo 73.-Conceptos.\nPara efectos del presente Reglamento, se entenderá por:\n\n. Internet: Internet\nes la conexión vía cable o inalámbrica con la que las computadoras cuentan\ndentro de la red del Incopesca para conectarse y\nvisualizar las páginas web desde un navegador y acceder a otros servicios que\nofrece esta red.\n\n. Correo\nInstitucional: Buzón de correspondencia electrónica generado y administrado\npor la Unidad\nde Informática del Incopesca y usado por el servidor\npúblico.\n\n. Unidad de\nInformática: Es la unidad responsable de la asignación, control y\nseguimiento de las cuentas de internet y el uso del correo institucional.\n\n. Usuario:\nFuncionario de Incopesca autorizado y responsable por\nel uso de internet y la cuenta de correo electrónico\n\n. Cuenta de correo\nelectrónico: Es la cuenta de correo electrónico asignada a los usuarios por\nparte de la unidad de Informática.\n\n. Contraseña:\nEs la clave que el usuario deberá crear al momento en que se le asigne una\ncuenta de correo, y será exclusivamente responsable de su uso, y deberá\nvariarla cada 91 días.\n\nArtículo 74.-Asignación.\nLa Unidad\nde Informática será la encargada de habilitar el servicio de internet y correo\nelectrónico a los funcionarios de la institución, generando en ellos\nresponsabilidad sobre su debido uso.\n\nArtículo 75.-Del\nuso y control\n\nI.\nEl\nuso del servicio de Internet y correos institucionales están limitados a\nlabores específicamente relacionadas con funciones asignadas al cargo de cada\nfuncionario.\n\nII.\nDe\nmanera oficial, el formato del email o correo electrónico institucional queda\nde la siguiente manera: Primera letra del nombre, seguido del primer apellido,\nseguido de @incopesca. go.cr.\n\nDe existir dos\nfuncionarios con nombres que coincidan la primera letra del nombre y el primer\napellido, al primero que fue creado se le asigna el correo como se explicó\nanteriormente y al segundo se le colocará un punto entre la primera letra del\nnombre y su primer apellido\n\nIII.\nPara\ningresar al buzón del correo institucional deberá hacerlo a través del icono\ndel Microsoft Office Outlook cuando está en su computadora, esto para los\nusuarios que se encuentren dentro del instituto. Adicionalmente se puede\ningresar a través de un navegador de internet (Internet Explorer, Mozilla\nFirefox, Crome, Opera u otros) introduciendo la siguiente dirección\ndirectamente, sin digitar (http:// o www) digitar\nsolamente correo.incopesca.go.cr, este tipo de acceso es útil cuando el\nfuncionario se encuentra fuera del instituto o cuando su oficina no se\nencuentra conectada a las oficinas centrales del INCOPESCA (se encuentran fuera\ndel Dominio del INCOPESCA).\n\nSeguidamente\nel usuario visualizará un nuevo cuadro donde se requerirá su nombre de usuario\ny contraseña (password), cabe mencionar que la\nprimera vez que se ingresa al sitio web de correo institucional, por medio de\ncualquier navegador de internet le mostrará una advertencia la cual tiene que\nver con la instalación de un certificado digital el cual en este caso es\ntotalmente confiable, por lo que hay que aceptar la instalación del mismo.\nRecalcar que todas las contraseñas son de conocimiento exclusivo de cada\nfuncionario, ya que las mismos se encuentran encriptadas\ny tienen una caducidad de 91 días, esto por políticas de seguridad.\n\nIV. Cada buzón de\ncorreo institucional tiene una capacidad de 256 Mb. de memoria y se podrán\nadjuntar archivos a los mensajes electrónicos, no mayores a los 23 Mb. Por tal\nmotivo y a fin de no sufrir saturación en los buzones, cada funcionario deberá\nrealizar de forma periódica el descargo de sus mensajes al equipo de\ncomputación asignado o a medios magnéticos portátiles.\n\nV. La cuenta de\ncorreo asignada a un usuario es personal e intransferible y su uso es\nOBLIGATORIO para todos los funcionarios que tengan asignado un equipo conectado\na internet dentro de la institución.\n\nVI. Los usuarios de\nlas cuentas de correo electrónico institucional son responsables de todas las\nactividades que realizan desde su cuenta de correo electrónico, por lo que se\nconsiderará como oficial todo documento enviado o recibido en forma interna.\n\nVII.\nLa Unidad de Informática\ndesignará un formato de firma que será usado obligatoriamente en los correos de\ntodos los usuarios de la institución. Esta firma será igual para todos los\ncasos y deberá contener cómo mínimo El nombre completo del funcionario, Puesto,\nteléfono para localización y logos institucionales. No deberá exceder las cinco\nlíneas en un tamaño de letra entre 9 y 10. Utilizando los colores institucionales\ny no deberá contener animaciones, ni otras imágenes.\n\nVIII. El correo\ninstitucional es un medio de comunicación de Carácter Oficial teniendo validez\ncomo Nota Interna, Instructivo y/o Informe. no es una herramienta de difusión\nindiscriminada de información, ya que por este medio se difundirán circulares,\nnotas internas, instructivos y otros concernientes a la actividad que\ndesarrolla el Incopesca.\n\nArtículo 76.-De\nlas responsabilidades.\n\nI. Todos los\nfuncionarios que tienen habilitado el servicio de Internet y correos\ninstitucionales, están prohibidos de:\n\na) Usar el servicio\nde Internet y correos institucionales para fines que no sean los del Incopesca.\n\nb) Cambiar la\nconfiguración de red para el acceso a internet tanto números IP como nombres de\nequipo.\n\nc) Navegar en páginas\nsociales.\n\nd) Realizar descargas\nde programas, videos, música mediante software no autorizado.\n\ne) Escuchar\nradios o música On Line.\n\nf) Ver\nvideos, TV o películas On Line.\n\ng) Navegar en\npáginas pornográficas.\n\nh) Difundir y\nparticipar en la propagación de \"cadenas\" de mensajes (Forwards) irrelevantes o\npropaganda comercial (spam), anuncios y/o reuniones\nno relacionados con el Incopesca\n\ni) La propagación de\nmensajes destructivos, mensajes obscenos o que contengan opiniones que atenten\ncontra el honor de terceros.\n\nj) Perturbar el\ntrabajo de los demás enviando mensajes que interfieran en el desempeño laboral.\n\nII.\nLa Unidad de Informática debe\nrealizar de manera periódica y sorpresiva, el control de las prohibiciones\nestablecidas en el presente artículo a todos los servidores públicos del Incopesca.\n\nIII.\nLa Unidad de Informática es\nresponsable de la administración del correo electrónico, así como de brindar el\nsoporte técnico necesario que garantice y mejore la operatividad de este\nservicio, eximiendo su responsabilidad, en los problemas de índole técnico del\nproveedor de Internet de la entidad que pudieran presentarse y que ocasionen\nanomalías en el servicio.\n\nIV. La unidad de\nInformática, garantizará la privacidad de las cuentas de Correo electrónico\ninstitucional de todos los usuarios.\n\nV.\nLa\nsección de Recursos Humanos y/o las jefaturas respectivas, deberán de comunicar\noficialmente a informática los movimientos de funcionarios que hayan ingresado\na laborar y de los que hayan dejado de hacerlo, o de los movimientos\nprolongados por permisos, para la activación o desactivación de las cuentas de\ncorreos respectivos.\n\nCAPÍTULO XII\n\nDel uso de la\npágina Web institucional\n\nArtículo 77.-Objeto.\nEstas normas tienen por objeto mantener un alto nivel de desempeño y de\nuniformidad del Sitio Web creado con recursos de la institución a fin de\nposibilitar que la imagen proyectada hacía el entorno sea distinguida,\ndiferencial, uniforme e integrada en cada uno de sus diferentes componentes\norganizacionales.\n\nArtículo 78.-Definiciones.\nA los efectos de estas normas se entiende por: \n\na. Web: abreviatura de \"World Wide Web\"\no \"WWW\". Se\nrefiere a la red informática, pública, descentralizada, de alcance mundial,\ncomúnmente conocida también como \"Internet\".\n\nb. Página Web:\nDocumento escrito en un lenguaje de hipertexto que contiene elementos de texto,\nimágenes, sonido, video y/o datos, al cual se accede mediante enlaces de\nhipertexto y que está situado en una red informática.\n\nc. Sitio Web:\nLugar de la red informática donde una organización coloca sus Páginas Web. Por\nejemplo, el Sitio Web del Incopesca.\n\nd. Servidor Web:\nSistema informático (hardware, software y personal técnico) permanentemente\nactivo y conectado a la red informática, donde se almacenan las Páginas Web que\nconforman un Sitio Web para que estén disponibles a fin de ser visitadas por\nlos usuarios.\n\ne. Hospedaje de Páginas\nWeb: Suministro de un espacio dentro de un Servidor Web para que el usuario\ncoloque sus Páginas Web. Implica la disposición de todos los servicios\nnecesarios para el funcionamiento continuo de las Páginas Web alojadas.\n\nf. Portal Web:\nEs el punto o puerta de entrada al conjunto de recursos que una organización\ndispone para sus usuarios de la red informática. Por ejemplo el Portal Web del Incopesca.\n\ng. Dominio Web:\nNombre propio que tiene una organización en\nla Internet. Mediante\neste nombre los usuarios solicitan el acceso y son dirigidos hacia las Páginas\nWeb de la organización.\n\nh. Enlace Web:\nApuntador de hipertexto que forma parte de una Página Web y permite acceder\ndirectamente a otras Páginas Web en el mismo u otro Servidor Web o a otras\npartes de la misma página. Los enlaces se identifican por aparecer subrayados,\no de otro color en el texto, o mediante algún símbolo o imagen indicativa.\n\ni. Navegador Web:\nElemento de software que permite a los usuarios de\nla Web acceder a las diferentes\nPáginas Web colocadas a su disposición.\n\nj. Aplicación\nInformática: Grupo de programas de computador preparado para una\nutilización específica, como la parte automatizada de un proceso. \n\nArtículo\n79.-La jefatura de la unidad de informática deberá designar un equipo técnico\nen la tecnología informática involucrada para dar apoyo técnico y de contenido\ngeneral. Dependiendo del tamaño y de los servicios ofrecidos por\nla Página Web\nInstitucional el equipo técnico y el equipo contenido pueden ser las mismas\npersonas y el tamaño será desde una (1) persona hasta varias personas en\nequipos separados. En caso de no contar con el personal adecuado podrá\nsolicitar por escrito el desarrollo y actualización tecnológica de\nla Página Web\nInstitucional a otros entes especializadas en esos desarrollos.\n\nArtículo 80.-\nLa Página Web\nInstitucional sólo podrá ser hospedada en Servidores Web Institucionales\ncertificados como tales por la\n Jefatura de Informática.\n\nArtículo 81.-Los\nServidores Web certificados a los cuales se refiere la norma anterior serán\nsistemas informáticos que deberán ofrecer garantía de cumplir permanentemente\nlas siguientes condiciones:\n\na. Continuidad de\nservicio: 365 días al año, 24 horas por día.\n\nb. Máximo lapso de\ninterrupción: inferior a doce (12) horas continuas.\n\nc. Cantidad máxima de\ninterrupciones en un año: no deberá sobrepasar las nueve (9) oportunidades.\n\nd. Seguridad de la\ninformación mantenida para su publicación: previsiones contra virus u otros\nprogramas espúreos, delitos informáticos y/o\nsabotaje. \n\ne. Capacidad de\nservicio disponible: acorde o suficiente para el nivel planeado de usuarios que\naccesarán\nla Página Web Institucional (ancho de banda de la\nconexión a la red, poder de cómputo y de almacenamiento).\n\nf. Personal técnico\nde soporte: disponibilidad de atención técnica calificada.\n\ng. Ambiente de\nsoftware: disponibilidad del ambiente de software necesario para cumplir las\nrecomendaciones establecidas en el presente documento. \n\nh. Condiciones\nambientales y de seguridad del hardware: disponibilidad de las medidas de\nseguridad y ambientales necesarias para garantizar la continuidad de las\noperaciones y el cumplimiento de los estándares industriales establecidos para\nel hardware de los servidores de misión crítica. \n\nArtículo\n82.-El esquema de dominio institucional de Internet del Incopesca\nserá el siguiente: http://www.incopesca.go.cr\n\nArtículo 83.-A través\nde este dominio o nombre establecido en el artículo anterior sólo se podrá\nacceder a páginas certificadas como institucionales.\n\nArtículo 84.-La unidad\nde Informática será la responsable de mantener al día éstos dominios y hacer\ncumplir esta disposición.\n\nCAPÍTULO XIII\n\nSobre\ncomisión página Web\n\nArtículo 85.-\nLa Comisión Página\nWeb. A excepción de aquellos\ncontenidos comerciales, propagandas o publicidad que sean autorizados por\nla Comisión Página\nWeb.\n\nCAPÍTULO XV\n\nNormas de\nprogramación\n\nArtículo\n97.-Se deberán utilizar elementos del lenguaje de programación (por ejemplo:\nHTML, Javascript, etc.) que sean compatibles con los\nNavegadores Web más usados. De ser posible, se deberá mantener esta\ncompatibilidad hasta por dos versiones anteriores a la actual. Es decir, que si\nla versión actual de un Navegador Web es la 7, la apariencia y el\nfuncionamiento de la\n Página Web Institucional deberán ser iguales para las\nversiones 7, 6 y 5.\n\nArtículo 98.-Deberá\ncontar con Bitácora de las acciones realizadas en el sitio para poder tener\ncontroles de auditoría.\n\nArtículo 99.-La\nherramienta deberá permitir que todos los cambios se visualicen localmente en\nun modo de pruebas previo a su publicación final.\n\nArtículo 100.-La\nherramienta deberá permitir publicar archivos que se visualicen como Revista\nDigital, imitando la forma en que se pasan las páginas de una revista física.\n\nArtículo 101.-Moderar\nel uso de objetos multimedia que necesiten conectores para poder ser activados,\nya que en algunos casos pueden impedir la correcta visualización de la página.\nEn caso de ser necesarios, se deberá indicar al usuario de\nla Página Web la\ninformación correspondiente para el buen uso del elemento multimedia.\n\nArtículo\n102.-Optimizar el tamaño de las imágenes a incluir en las páginas, ya que se\nrecomienda que cada página con su contenido de imágenes tenga un tamaño\napropiado para poder garantizar un tiempo de carga acorde al máximo tiempo de\nespera soportado por los usuarios (aproximadamente 8 segundos). Si se necesita\npublicar gráficos o archivos de tamaños considerables, se deberá informar de su\ntamaño en bytes para que el usuario pueda valorar los tiempos de espera.\n\nArtículo 103.-Evitar\nel enlace a páginas en construcción, o con contenidos pornográficos, ilícitos,\no publicitarios ajenos al Instituto. Así como, evitar los enlaces a páginas no\nexistentes, por lo tanto se deberá revisar periódicamente la correcta\nfuncionalidad de los enlaces.\n\nArtículo 104.-Los\ndocumentos a publicar deben estar en formato PDF (portable document\nformat) Si el tamaño de estos documentos es\nconsiderable, se recomienda utilizar algún sistema de compresión de datos. Si\nlos autores desean proteger su contenido deberán configurar la seguridad de sus\narchivos al momento de la generación.\n\nArtículo 105.-\nLa Página Web\nInstitucional se debe poder ver correctamente en las distintas plataformas\ncomputacionales (Windows, Linux, Mac, Unix, etc.), en las resoluciones de\npantalla más utilizadas (1024x768 y 800x600), y en las distintas calidades de\ncolor (16, 24,32 y 64 bits).\n\nArtículo 106.-Para la\nsimbolización y uso de íconos, utilizar los indicados en éstas normas, si\nnecesita utilizar algún símbolo o icono adicional, debe ser con colores acordes\na los institucionales, de los tamaños indicados (16x16, 32x32), de acuerdo y\napegados a las normas de contenido (artículos 13 al 19).\n\nArtículo 107.-Se debe\nrespetar los colores oficiales establecidos para la institución, con la\nintención de mantener la uniformidad en la apariencia de la página Web\ninstitucional.\n\nArtículo 108.-Para fotos e imágenes:\n\n. Para lo anterior, Informática propondrá los ajustes respectivos si fuese\nnecesario.\n\n \n\n2- Acuerdo firme\n\n3- Rige a partir de su publicación", "body_en_text": "in the entirety of the text\n\n -\n\n Complete Text of Regulation 254\n\n Reform of the Regulation of the Informatics Area of the Costa Rican Institute of\nFisheries and Aquaculture (AJDIP/321-2009)\n\nComplete Text of Record: F3A98\n\nCOSTA RICAN INSTITUTE\nOF FISHERIES AND AQUACULTURE\n\nAJDIP/254-2013.-Puntarenas, on the fifth day of the month of July\nof two thousand thirteen. \n\nConsidering: \n\n1º-Engineer Róger López Chavarría, Head of the Informatics Unit, submits, via official communication INF-009-03-2013, a proposed Regulation for the use of institutional email and Internet, together with a proposed Regulation for the use of the institutional website. \n\n2º-In order to gain in-depth knowledge of the aforementioned proposals, Engineer López Chavarría appears before this Collegiate Body, explaining the concepts and the need for approval of these regulatory instruments, given their importance and their institutional implication. \n\n3º-Having heard the Head of the Informatics Unit, clarified various doubts and concepts, as well as made the necessary corrections; the Directors deem it advisable to integrate both proposals as a new Chapter to the current Informatics Regulation; for which reason, the Board of Directors, Therefore; \n\nAGREES:\n\n1º-Incorporate into the Informatics Regulation, adopted by Board of Directors Agreement AJDIP/321-2009, published in the Official Gazette La Gaceta No. 226 of November 20, 2009, a Title II, Chapters XI through XVI named \"On the use of institutional email and internet\" and \"On the use of the website\", which shall read as follows:\n\nTITLE II\n\nOn the use of\ninstitutional email and Internet and the Website\n\nCHAPTER XI\n\nOn the use of\ninstitutional email and Internet\n\nArticle 72.-Objective.\nThe objective of this regulation is to regulate and optimize the availability, use, and control of the internet, standardize technical and administrative criteria for the institutional electronic mail service, ensuring and facilitating efficient communication both internal and external.\n\nArticle 73.-Concepts.\nFor the purposes of this Regulation, the following shall be understood as:\n\n. Internet: Internet is the wired or wireless connection that computers have within the Incopesca network to connect to and view web pages from a browser and access other services offered by this network.\n\n. Institutional Email: Electronic correspondence mailbox generated and managed by the Informatics Unit of Incopesca and used by the public servant.\n\n. Informatics Unit: It is the unit responsible for the assignment, control, and monitoring of internet accounts and the use of institutional email.\n\n. User: Incopesca official authorized and responsible for the use of internet and the email account.\n\n. Email Account: It is the email account assigned to users by the Informatics unit.\n\n. Password: It is the key that the user must create at the time an email account is assigned to them, and they will be exclusively responsible for its use, and must change it every 91 days.\n\nArticle 74.-Assignment.\nThe Informatics Unit will be in charge of enabling the internet and electronic mail service for the officials of the institution, generating in them responsibility for its proper use.\n\nArticle 75.-On\nuse and control\n\nI.\nThe use of the Internet service and institutional emails is limited to tasks specifically related to functions assigned to the position of each official.\n\nII.\nOfficially, the institutional email format shall be as follows: First letter of the first name, followed by the first surname, followed by @incopesca. go.cr.\n\nIf there are two officials with names that coincide in the first letter of the first name and the first surname, the first one created is assigned the email as explained above and the second one will have a period placed between the first letter of the first name and their first surname.\n\nIII.\nTo access the institutional email mailbox, you must do so through the Microsoft Office Outlook icon when at your computer, this for users who are inside the institute. Additionally, you can access through an internet browser (Internet Explorer, Mozilla Firefox, Crome, Opera or others) by introducing the following address directly, without typing (http:// or www) type only correo.incopesca.go.cr, this type of access is useful when the official is outside the institute or when their office is not connected to the central offices of INCOPESCA (they are outside the Domain of INCOPESCA).\n\nNext, the user will see a new box where their username and password will be required, it is worth mentioning that the first time you access the institutional email website, through any internet browser, it will show a warning which has to do with the installation of a digital certificate which in this case is completely trustworthy, therefore you must accept its installation. Emphasize that all passwords are exclusively known by each official, since they are encrypted and have a 91-day expiration, this for security policies.\n\nIV. Each institutional mailbox has a capacity of 256 Mb. of memory and files may be attached to electronic messages, no larger than 23 Mb. For this reason, and in order to avoid mailbox saturation, each official must periodically download their messages to the assigned computing equipment or to portable magnetic media.\n\nV. The email account assigned to a user is personal and non-transferable, and its use is MANDATORY for all officials who have assigned equipment connected to the internet within the institution.\n\nVI. Users of institutional electronic mail accounts are responsible for all activities carried out from their electronic mail account, therefore any document sent or received internally will be considered official.\n\nVII.\nThe Informatics Unit will designate a signature format that will be mandatorily used in the emails of all users of the institution. This signature will be the same for all cases and must contain at minimum the official's full name, Position, contact telephone number, and institutional logos. It shall not exceed five lines in a font size between 9 and 10. Using institutional colors and it shall not contain animations or other images.\n\nVIII. Institutional email is an Official communication medium, having validity as an Internal Note, Instruction, and/or Report. It is not a tool for indiscriminate dissemination of information, since circulars, internal notes, instructions, and others concerning the activity carried out by Incopesca will be disseminated through this medium.\n\nArticle 76.-On\nresponsibilities.\n\nI. All officials who have enabled Internet service and institutional emails are prohibited from:\n\na) Using the Internet service and institutional emails for purposes other than those of Incopesca.\n\nb) Changing the network configuration for internet access, both IP numbers and computer names.\n\nc) Browsing social pages.\n\nd) Downloading programs, videos, music through unauthorized software.\n\ne) Listening to radios or music Online.\n\nf) Watching videos, TV, or movies Online.\n\ng) Browsing pornographic pages.\n\nh) Disseminating and participating in the propagation of irrelevant message \"chains\" (Forwards) or commercial advertising (spam), announcements, and/or meetings not related to Incopesca.\n\ni) The propagation of destructive messages, obscene messages, or messages containing opinions that harm the honor of third parties.\n\nj) Disturbing the work of others by sending messages that interfere with work performance.\n\nII.\nThe Informatics Unit must periodically and surprisingly control the prohibitions established in this article for all public servants of Incopesca.\n\nIII.\nThe Informatics Unit is responsible for the administration of electronic mail, as well as for providing the necessary technical support that guarantees and improves the operability of this service, exempting itself from responsibility for technical problems of the entity's Internet provider that may arise and cause anomalies in the service.\n\nIV. The Informatics unit will guarantee the privacy of the institutional Electronic Mail accounts of all users.\n\nV.\nThe Human Resources section and/or the respective department heads must officially communicate to informatics the movements of officials who have started working and those who have ceased to do so, or prolonged movements due to leaves of absence, for the activation or deactivation of the respective email accounts.\n\nCHAPTER XII\n\nOn the use of\nthe institutional Website\n\nArticle 77.-Purpose.\nThese standards are intended to maintain a high level of performance and uniformity of the Website created with the institution's resources in order to enable the image projected towards the environment to be distinguished, differential, uniform, and integrated in each of its different organizational components.\n\nArticle 78.-Definitions.\nFor the purposes of these standards, the following is understood by: \n\na. Web: abbreviation of \"World Wide Web\"\nor \"WWW\". It refers to the public, decentralized, worldwide computer network, also commonly known as \"Internet\".\n\nb. Web Page:\nA document written in a hypertext language that contains text, image, sound, video, and/or data elements, which is accessed through hypertext links and is located on a computer network.\n\nc. Website:\nPlace on the computer network where an organization places its Web Pages. For example, the Website of Incopesca.\n\nd. Web Server:\nA computer system (hardware, software, and technical personnel) permanently active and connected to the computer network, where the Web Pages that make up a Website are stored so they are available to be visited by users.\n\ne. Web Page Hosting:\nProvision of a space within a Web Server for the user to place their Web Pages. It implies the availability of all services necessary for the continuous operation of the hosted Web Pages.\n\nf. Web Portal:\nIt is the entry point or gateway to the set of resources that an organization provides for its users on the computer network. For example, the Web Portal of Incopesca.\n\ng. Web Domain:\nProprietary name that an organization has on\nthe Internet. Through this name, users request access and are directed to the organization's Web Pages.\n\nh. Web Link:\nHypertext pointer that is part of a Web Page and allows direct access to other Web Pages on the same or another Web Server or to other parts of the same page. Links are identified by appearing underlined, or in another color in the text, or by some symbol or indicative image.\n\ni. Web Browser:\nSoftware element that allows users of\nthe Web to access the different Web Pages\nmade available to them.\n\nj. Computer Application:\nGroup of computer programs prepared for a specific use, such as the automated part of a process. \n\nArticle\n79.-The head of the informatics unit must designate a technical team in the involved information technology to provide technical and general content support. Depending on the size and the services offered by the Institutional Web Page, the technical team and the content team may be the same people, and the size will range from one (1) person to several people in separate teams. If adequate personnel are not available, it may request in writing the development and technological updating of the Institutional Web Page from other entities specialized in such developments.\n\nArticle 80.-\nThe Institutional Web Page may only be hosted on Institutional Web Servers certified as such by the\nHead of Informatics.\n\nArticle 81.-The certified Web Servers referred to in the previous standard shall be computer systems that must offer a guarantee of permanently complying with the following conditions:\n\na. Service continuity: 365 days a year, 24 hours a day.\n\nb. Maximum interruption period: less than twelve (12) continuous hours.\n\nc. Maximum number of interruptions in a year: shall not exceed nine (9) occurrences.\n\nd. Security of information maintained for publication: provisions against viruses or other spurious programs, computer crimes, and/or sabotage.\n\ne. Available service capacity: commensurate with or sufficient for the planned level of users who will access the Institutional Web Page (bandwidth of the connection to the network, computing power, and storage).\n\nf. Technical support personnel: availability of qualified technical attention.\n\ng. Software environment: availability of the necessary software environment to comply with the recommendations established in this document.\n\nh. Environmental and hardware security conditions: availability of the necessary security and environmental measures to guarantee the continuity of operations and compliance with the established industrial standards for mission-critical server hardware.\n\nArticle\n82.-The institutional Internet domain scheme of Incopesca shall be the following: http://www.incopesca.go.cr\n\nArticle 83.-Through this domain or name established in the previous article, only pages certified as institutional may be accessed.\n\nArticle 84.-The Informatics unit will be responsible for keeping these domains up to date and enforcing this provision.\n\nCHAPTER XIII\n\nRegarding\nthe Website commission\n\nArticle 85.-\nThe Website Commission. It shall be composed of:\n\nA) The Head of Informatics.\n\nB) The General Administrative Director (or their representative)\n\nC) The General Technical Director (or their representative)\n\nD) The Director of Fishing and Aquaculture Organizations (or their representative) \n\nE) The Head of Institutional Planning.\n\nArticle\n86.-The Institutional Planner will be the coordinator of the Commission.\n\nArticle 87.-The commission must meet at least once a month in order to control what is published and distributed through the Website of Incopesca.\n\nArticle 88.-The commission must designate in writing the officials who will assume the responsibility of keeping the content of the institutional website updated, through the addition or deletion of specific content from their areas.\n\nArticle 89.-For cases of general content, the Commission must authorize the content that will be added to the Institutional Website through an official communication (Official Letter or Electronic Mail). A copy of these authorizations will be sent to the head of the Informatics Unit.\n\nCHAPTER XIV\n\nContent standards\n\nArticle\n90.-Contents should preferably be oriented towards institutional topics; topics of a national or international nature are also accepted, which constitute contributions to the discussion of ideas in the different areas of knowledge.\n\nArticle 91.-Content that exposes or promotes social, ethnic, religious, or sexual discrimination, nor that which pursues offense and unproductive discourse, nor with crude or offensive language, will not be published.\n\nArticle 92.-Writings must comply with basic standards of composition, spelling, and grammar.\n\nArticle 93.-The use of low-quality images, videos, or sounds in their reproduction on the Web must be avoided, unless it is the only resource available to enrich the presentation.\n\nArticle 94.-For all content (texts, photos, videos, tables, graphics, and/or sounds) incorporated into the page from other media, the source must be indicated, if possible with all available details.\n\nArticle 95.-Authors or creatives, with an employment or contractual relationship, who incorporate content (texts, photos, videos, tables, graphics, and/or sounds) to the page, must be identified with their first and last name, electronic mail (optional), and the creation date of their contribution, and this will be uploaded by the information administrators after being approved.\n\nArticle 96.-The publication of content that implies advertising or propaganda from entities external to the institution, commercial or not, is not permitted. With the exception of those commercial contents, propaganda, or advertising that are authorized by the Website Commission.\n\nCHAPTER XV\n\nProgramming standards\n\nArticle\n97.-Elements of the programming language (for example: HTML, Javascript, etc.) that are compatible with the most used Web Browsers must be used. If possible, this compatibility must be maintained for up to two versions prior to the current one. That is, if the current version of a Web Browser is 7, the appearance and functioning of the Institutional Web Page must be the same for versions 7, 6, and 5.\n\nArticle 98.-It must have a Log of the actions carried out on the site in order to have audit controls.\n\nArticle 99.-The tool must allow all changes to be viewed locally in a test mode prior to their final publication.\n\nArticle 100.-The tool must allow publishing files that are viewed as a Digital Magazine, imitating the way pages of a physical magazine are turned.\n\nArticle 101.-Moderate the use of multimedia objects that need connectors to be activated, since in some cases they can impede the correct display of the page. If necessary, the corresponding information for the good use of the multimedia element must be indicated to the user of the Web Page.\n\nArticle\n102.-Optimize the size of images to be included in the pages, as it is recommended that each page with its image content has an appropriate size to guarantee a loading time commensurate with the maximum waiting time supported by users (approximately 8 seconds). If it is necessary to publish graphics or files of considerable size, their size in bytes must be reported so that the user can assess waiting times.\n\nArticle 103.-Avoid linking to pages under construction, or with pornographic, illicit, or advertising content unrelated to the Institute. Likewise, avoid links to non-existent pages; therefore, the correct functionality of the links must be periodically reviewed.\n\nArticle 104.-Documents to be published must be in PDF format (portable document format). If the size of these documents is considerable, it is recommended to use some data compression system. If the authors wish to protect their content, they must configure the security of their files at the time of generation.\n\nArticle 105.-\nThe Institutional Web Page must be viewable correctly on different computing platforms (Windows, Linux, Mac, Unix, etc.), in the most used screen resolutions (1024x768 and 800x600), and in different color qualities (16, 24, 32, and 64 bits).\n\nArticle 106.-For symbolization and use of icons, use those indicated in these standards; if you need to use any additional symbol or icon, it must be with colors consistent with the institutional ones, of the indicated sizes (16x16, 32x32), in accordance with and adhering to the content standards (articles 13 to 19).\n\nArticle 107.-The official colors established for the institution must be respected, with the intention of maintaining uniformity in the appearance of the institutional Web page.\n\nArticle 108.-For photos and images:\n\n. Use the standard formats handled by Web Browsers (gif,\njpg, or png).\n\n. Avoid the use of very wide images (larger than 500 pixels).\n\n. Avoid the use of large images that affect users' waiting times.\n\n. Rationalize the use of animations, to avoid visual fatigue for users.\n\n. Use the pre-established symbolism images in this guide, to maintain the uniformity and seriousness offered by the new image of the Incopesca portal.\n\nArticle\n109.-The text of the Institutional Web Pages must be Verdana!important, with a size between 10 and 12 points.
