1998. \n\nConsiderando: \n\n1º-Que la Ley Orgánica del\nAmbiente N° 7554 establece en su artículo 3 que el Gobierno fijara un conjunto\narmónico e interrelacionado de objetivos orientados a mejorar el Likewise, that decisions and specific actions aimed at their fulfillment must be incorporated into these objectives. \n\n2º-That Article 22 of the Biodiversity Law No. 7788 published in La Gaceta 101 of May 27, 1998, creates SINAC, with its own legal personality, as a decentralized and participatory system of institutional management and coordination, which integrates competencies in forestry, wildlife, and protected areas matters, for the purpose of dictating policies, planning, and executing processes aimed at achieving sustainability in the management of Costa Rica's natural resources. \n\n3º-That the Ministry of Environment and Energy through the National System of Conservation Areas is organizing the \"IV Mesoamerican Congress of Protected Areas\". \n\n4º-That the Congress will take place from March 18 to 21, 2014, in San José with the participation of non-governmental organizations, indigenous peoples (pueblos originarios), peasant communities (comunidades campesinas) and Afro-descendants, members of public universities, public institutions responsible for the administration of the protected areas of Mesoamerica and the Dominican Republic, and the national and international community related to the Environment and Protected Wild Areas. \n\n5º-That this activity will feature the presentation of keynote lectures by distinguished international researchers on diverse topics such as: Governance, Knowledge Management, Protected Areas within Terrestrial and Marine Spatial Planning at the national, regional, and local level, Administrative Management, Protected Areas in the face of Climate Change, Protected Areas as a Social and Economic Instrument, Cooperation and Financing, and Policy as an Instrument for the Consolidation of Protected Areas. \n\n6º-That the Ministry of Environment and Energy as the governing body for the administration of the nation's natural resources, must promote activities related to Protected Wild Areas. \n\n7º-That the proper execution of the \"IV Mesoamerican Congress of Protected Areas\" requires close coordination and joint support among different institutions, public and private organizations, national and international, as well as from civil society.
