condiciones\nque afectan el tejido y la estabilidad social.\n\n2º-Que en la Región Brunca, conformada en buena parte por los cantones\nde Osa, Golfito, Corredores, Buenos Aires y Coto Brus (en adelante Zona Sur\nSur), la pobreza alcanzó al 39% de hogares, en el año 2013; cifra que duplica\nla observada en la Región Central del país.\n\n3º-Que la pobreza en la Zona Sur se ubica especialmente en familias\ncuyos jefes de hogar tienen un bajo nivel educativo, ya pasaron la oportunidad\neducativa formal y poseen una experiencia laboral como personal no calificado,\nque tiene una demanda decreciente.\n\n4º-Que el Decreto Ejecutivo Nº 21391, del 1 de julio de 1992, establece\nla obligación del Instituto Mixto de Ayuda Social de crear capacidades\nempresariales entre las personas de escasos recursos, para que puedan\ndesarrollar pequeñas y medianas empresas individuales y asociativas,\nespecialmente de tipo cooperativo.\n\n5º-Que el desarrollo de la agroindustria de energéticos puede contribuir\na los objetivos de aumentar el desarrollo económico, social y ambiental, por\nmedio del impulso de emprendimientos generadores de empleo y riqueza,\nespecialmente en aquellas comunidades rurales con bajo índice de desarrollo\nhumano. 6º-Qué mediante un proyecto piloto de investigación-desarrollo, apoyado\npor la FAO, el IMAS, el INDER y otras entidades públicas y no gubernamentales,\na partir del año 2012 se han sembrado unas 25 hectáreas, con la planta conocida\ncomo Jatropha; en fincas de pequeños y medianos productores agrícolas, de los\ncantones de Buenos Aires y Coto Brus; para lo cual se han aprovechado suelos\npoco aptos para otros cultivos.\n\n7º-Que el proyecto y los productores participantes, han recibido la\nasesoría y el acompañamiento, como el MAG, el INFOCOOP, el INTA, la UCR, el GAT\nSUR ALTO y FEDECAP.\n\n8º-Que en las instalaciones de la finca Las Huacas, propiedad de\nFEDECAP, ubicada en la comunidad de Paso Real, se instalará una pequeña planta\nmodular aportada por la FAO, para la extracción de aceite de Jatropha; la cual\npuede incrementar su capacidad, en la medida en que se incremente el área de\ncultivo.\n\n9º-Que el producto final de la planta procesadora piloto (aceite de\noleaginosas no comestibles) será utilizado para sustituir, parcialmente, a\nderivados del petróleo, principalmente por parte de consumidores que, en su\nmayoría, están ubicados en las comunidades aledañas a la planta industrial.\n\n10.-Que dentro de los beneficiarios del proyecto se incluyen mujeres\njefas de hogar, personas indígenas y otros agricultores en condición de\npobreza;
