  "body_es_text": "en la totalidad del texto\n\n                    -\n\n                        Texto Completo Norma 063\n\n                        Plan General de manejo de la Zona Protectora Monte Alto\n\nTexto Completo acta: FED43\n\nSISTEMA\nNACIONAL DE ÁREAS DE CONSERVACIÓN\n\nR-SINAC-CONAC-063-2014.-El Consejo Nacional de Áreas\nde Conservación a las nueve horas y treinta minutos del dieciocho de junio del\n2014, de conformidad al acuerdo Nº 16 de la sesión ordinaria Nº 06-2012 del 25\nde junio del 2012, y en cumplimiento del artículo 12 inciso d) del Reglamento a\nla Ley de Biodiversidad Nº 7788, Decreto Ejecutivo Nº 34433-MINAE, aprueba y\nemite el presente:\n\nPLAN GENERAL DE MANEJO DE LA\n\nZONA PROTECTORA MONTE ALTO\n\ntext-align:center'>Resultando:\n\nI.-Que de conformidad con el artículo 22 de la Ley de\nBiodiversidad número 7788, se crea el Sistema Nacional de Áreas de Conservación\n(SINAC), con personería jurídica propia, como un sistema de gestión y\ncoordinación institucional, desconcentrado y participativo, que integra las\ncompetencias en materia forestal, vida silvestre y áreas protegidas, con el fin\nde dictar políticas, planificar y ejecutar procesos dirigidos a lograr la\nsostenibilidad en el manejo de los recursos naturales de Costa Rica.\n\nII.-Que\nes política prioritaria de el SINAC facilitar y promover acciones que con\nlleven a la protección, conservación y manejo sostenible de los recursos\nnaturales y la biodiversidad presente en las Áreas Silvestres Protegidas, en\nadelante las ASP, de las Áreas de Conservación.\n\nIII.-Que\nes competencia del Sistema Nacional de Áreas de Conservación a través de cada\nÁrea de Conservación, la administración y protección de las ASP a lo largo de\ntodo el territorio nacional.\n\nIV.-Que\nde conformidad con los artículos 23 y 28 de la misma Ley de Biodiversidad y los\nartículos 9 y 21 inciso j) de su reglamento Decreto Ejecutivo Nº 34433-MINAE el\nÁrea de Conservación Tempisque, en adelante denominada ACT, es parte de la\norganización del SINAC.\n\nConsiderando:\n\nI.-Que mediante Decreto Ejecutivo Nº 22967-MIRENEN del\n16 de febrero de 1994, publicada, se creó La Zona Protectora Nosara. Y que el\nnombre dicha ASP fue modificado a Zona Protectora Monte Alto, mediante Decreto\nEjecutivo Nº 32755 del 8 de marzo del 2005.\n\nII.-Que\nla Zona Protectora Monte Alto se ubica en la parte central de la Península de\nNicoya, en el Cantón de Hojancha, Provincia de Guanacaste, Costa Rica.\n\nIII.-Que el Plan General de Manejo de las Áreas Silvestres Protegidas es\nel instrumento orientador para una afectiva administración y manejo de los\nelementos naturales y culturales presentes en dichas áreas y de la dinámica\nsocio-ambiental ligada a éstos. Es la herramienta técnica por medio de la cual\nen cada ASP se establecen las directrices de manejo para el uso de los\ngestores, administradores y grupos de interés, por lo tanto la primera\ninstancia que debe realizar la validación de la propuesta de manejo son las\nautoridades del Área de Conservación, así como las instancias oficiales de\nparticipación social establecidas en ellas, sean estas los Consejos Regionales,\nConsejos Locales u otra instancia pertinente de conformidad con la Ley de\nBiodiversidad Nº 7788.\n\nIV.-Que\nel Consejo Nacional de Áreas de Conservación (CONAC) aprobó el \"Manual de\nProcedimientos para la Publicación de los Planes de Manejo de las Áreas Silvestres\nProtegidas del Sistema Nacional de Áreas de Conservación\", mediante acuerdo Nº\n17 de la sesión extraordinaria Nº 06-2008 del 4 de agosto del 2008.\n\nV.-Que\nel Plan General de Manejo de la Zona Protectora Monte Alto es el resultado de\nun proceso que inició en el año 2004 y finalizó en el año 2011, con la\nparticipación de representantes de los diversos grupos de interés como líderes\ncomunales, propietarios de fincas ubicadas dentro del área protegida,\nrepresentantes de organizaciones gubernamentales y no gubernamentales.\n\nVI.-Que\nel Comité Técnico del ACT aprobó el Plan General de Manejo de la Zona\nProtectora Monte Alto mediante acuerdo Nº 2 de la sesión Nº 02-2010 del día 29\nde julio del año 2010.\n\nVII.-Que\nel Plan General de Manejo de la Zona Protectora Monte Alto fue aprobado por el\nConsejo Regional del Área de Conservación Tempisque (ACT) mediante el acuerdo\nNº 2 de la sesión ordinaria Nº 05-2010 del día 16 de setiembre del 2010.\n\nVIII.-Que\nel Consejo Nacional de Áreas de Conservación mediante acuerdo Nº 8 de la sesión\nextraordinaria Nº 02-2011 del 02 de mayo del 2011, acordó modificar el acuerdo\nNº 17 de la sesión extraordinaria Nº 06-2008 del 04 de agosto del 2008, para\nque la zonificación definida en el Plan de Manejo se publique integralmente.\n\nIX.-Que\nel Consejo Nacional de Áreas de Conservación (CONAC) mediante el acuerdo Nº 16\nde la sesión ordinaria Nº 06- 2012 del 25 de junio del 2012, aprobó el Plan\nGeneral de Manejo de la Zona Protectora Monte Alto. Por tanto,\n\nEL SECRETARIO EJECUTIVO\n\nDEL CONSEJO NACIONAL\nDE ÁREAS DE CONSERVACIÓN\n\nRESUELVE:\n\ntext-indent:35.4pt'>I.-Publicar el siguiente Resumen Ejecutivo del Plan\nGeneral de Manejo de la Zona Protectora Monte Alto a efectos de su\noficialización:\n\na) Objetivo de la\nZona Protectora Monte Alto:\n\nConsolidar una Zona Protectora para la cuenca alta del\nRío Nosara (ZPMA) donde las actividades humanas sean compatibles con el medio\nambiente y su funcionamiento esté articulado al desarrollo integral del Cantón\nde Hojancha, garantizando la protección de las fuentes de agua para las\ncomunidades involucradas.\n\nb) Objetivos del\nPlan de Manejo:\n\n\nAsegurar\nla protección de la biodiversidad de la Zona Protectora Monte Alto y su zona de\namortiguamiento, en coordinación con las organizaciones y pobladores locales.\n\n\nProteger\nla fuentes de agua y su áreas de recarga, para asegurar la disponibilidad para\nla fauna silvestre y los pobladores locales.\n\n\nDesarrollar\nun programa de ecoturismo responsable, que genere el soporte económico para los\ndemás programas operativos.\n\n\nRecuperar\ny mantener los elementos culturales de área silvestre y su entorno.\n\n\nPromover\nla investigación científica, para generar información necesaria en la toma de\ndecisiones, para la administración del área silvestre protegida.\n\n\nDesarrollar\nla educación y la capacitación ambiental, para promover la participación de\npobladores locales, especialmente niños y jóvenes.\n\n\nFomentar\nla producción sostenible en la Zona Protectora Monte Alto y su zona de\namortiguamiento.\n\nc) Zonificación\ndel Área Silvestre Protegida\n\nZona de Protección Absoluta\n\nObjetivos: El\nobjetivo de esta zona de uso es conservar los procesos biológicos y ecológicos,\ncon el mínimo grado de intervención humana.\n\nDescripción:\nComprende los terrenos adquiridos\npara la conservación y los espacios de las fincas particulares que contienen\ncobertura boscosa consolidada, prácticamente esta asociadas a la orillas de los\nríos, nacientes de agua y áreas con pendientes muy pronunciadas.\n\nSon áreas que conservan fuentes\nsemilleras y sirven de corredores para el paso de la fauna, presentan una\nriqueza biológica muy importe, en donde se debe mantener con la mínima\nintervención humana, para no alterar los ecosistemas.\n\nNormas: Las actividades que se permitirán desarrollar dentro\nde esta zona de uso son las siguientes:\n\n. Investigación\ncientífica reglamentada.\n\n. Uso regulado del\nrecurso hídrico.\n\nNo se\npermitirá realizar las siguientes actividades:\n\n. Las quemas\nagrícolas.\n\n. Las construcciones\npara cualquier uso.\n\n. Actividades\nextractivas, excepto para fines investigativos con su respectiva\nreglamentación.\n\n. No se permitirá el\naprovechamiento forestal.\n\n. La extracción de\ncamarones.\n\n. La caza.\n\n. Uso agropecuario,\nrecreativo, urbano ni administrativo.\n\nZona de\nuso sostenible de recursos\n\nObjetivos:\nEl objetivo de esta zona de uso es\npropiciar la producción sostenible por medio de la creación de fincas modelos\nen donde exista un equilibrio en la parte productiva y de conservación.\n\nDescripción: Comprende los terrenos en mano de propietarios\nparticulares con actividades productivas, tales como plantaciones forestales,\náreas de café, áreas de pasto, pequeñas áreas de cultivos anuales. En general\nson áreas de escasa cobertura boscosa.\n\nSe pretende un ordenamiento de las\nfincas, de tal forma que se protejan las fuentes de agua, el suelo, la\nbiodiversidad y que se incorporen nuevas técnicas de producción, para hacer más\nproductivas las fincas, en un menor espacio de terreno.\n\nNormas: Las actividades que se permitirán desarrollar dentro\nde esta zona de uso son las siguientes:\n\n. La investigación\ncientífica reglamentada.\n\n. El uso regulado del\nrecurso hídrico.\n\n. Manejo forestal.\n\n. El establecimiento\nde sistemas agroforestales y plantaciones con fines comerciales.\n\n. Sistemas de\nganadería sostenible.\n\n. La producción de\nsemillas con fines comerciales.\n\n. Uso administrativo,\neducativo y recreativo.\n\n. El establecimiento\nde planta turística de bajo impacto.\n\n. Además se permiten\nlas quemas controladas con los trámites legales establecidos.\n\n. Para el desarrollo\ndel uso urbano y planta turística debe de realizarse los estudios previos de\nimpacto ambiental respectivos.\n\nNo se\npermite desarrollar las siguientes actividades:\n\n. La cacería.\n\n. Extracción de\ncamarones.\n\n. No se permite el\nuso agropecuario de alto impacto.\n\n. No se permite actividades\npecuarias de alto impacto.\n\n. El establecimiento\nde nuevas áreas de pastoreo y cultivos anuales.\n\n. El\nestablecimiento de depósitos de basura caseros.\n\nZona de\nasentamientos humanos\n\nObjetivos:\nEl objetivo de esta zona es permitir\ny regular el desarrollo de infraestructura habitacional para los pobladores\nlocales, en donde las construcciones no sean de alto impacto para los recursos\nnaturales.\n\nDescripción: Comprende básicamente las orillas de carreteras en\ndonde existen viviendas y existe la posibilidad de que construyan algunas más,\ncon los permisos legales respectivos, en la mayoría de los casos son áreas\ndeforestadas, con pastos y cultivos.\n\nNormas: Dentro de las actividades\nque se permitirán desarrollar en esta zona destacan las siguientes:\n\n. La investigación\ncientífica reglamentada.\n\n. El uso regulado del\nrecurso hídrico.\n\n. El aprovechamiento\nforestal regulado.\n\n. Uso administrativo,\neducativo y recreativo.\n\n. Establecimiento de\nplanta turística de bajo impacto.\n\n. Uso habitacional.\n\n. El establecimiento\nde depósitos de basura casero regulado.\n\nZona de uso público\n\nObjetivos: El\nobjetivo de esta zona es desarrollar sitios que promuevan el ecoturismo, la\ninvestigación científica controlada, la educación y capacitación ambiental.\n\nDescripción:\nComprende básicamente el camino de\nacceso a las instalaciones, los senderos y los alrededores de las instalaciones\ndestinadas al uso público y operativo.\n\nNormas:\nEn esta zona de uso se permitirá\ndesarrollar actividades tales como:\n\n. La investigación\ncientífica reglamentada\n\n. El uso regulado del\nrecurso hídrico\n\n. El uso educativo y\nrecreativo\n\n. El establecimiento\nde miradores de bajo impacto y áreas de descanso regulado.\n\nLas actividades no permitidas son las siguientes:\n\n. Las quemas\n\n. La cacería\n\n. Extracción de\ncamarones\n\n. Las construcciones\nde mediano o alto impacto\n\n. El establecimiento\nde especies exóticas\n\n. Las actividades\nextractivas, excepto para fines investigativos debidamente autorizadas.\n\nZona de uso especial\n\nObjetivos: El\nobjetivo de esta zona de uso es mantener y desarrollar la infraestructura\nnecesaria para la administración del área protegida y la atención de\nvisitantes.\n\nDescripción:\nEsta zona comprende las instalaciones\ndesarrolladas dentro del área silvestre protegida y también delimita el espacio\npara construir alguna infraestructura más, necesaria para la administración y\nla atención de visitantes.\n\nSe\nconsidera como infraestructura necesaria para la administración de la Zona\nProtectora Monte Alto, una casa para guardaparques, que a la vez tenga espacio\nsuficiente para alojar voluntarios cuando la administración lo requiera.\n\nNormas:\nEn esta zona de uso se permitirá\ndesarrollar actividades tales como:\n\n. La investigación\ncientífica reglamentada\n\n. construcción de\ninstalaciones como por ejemplo: albergues, cabinas, bodega, parqueo, sala de\nreuniones, trapiche, centro de información, comedores, oficinas\nadministrativas, casa de guarda parque, lavandería.\n\n. Establecimiento de\nzonas verdes con especies nativas.\n\nActividades no permitidas:\n\n. Las quemas.\n\n. Cacería.\n\n. Actividades\nextractivas excepto para fines investigativos debidamente justificados.\n\n. No se permite el\nestablecimiento de especies exóticas.\n\n. No se permite la construcción de infraestructura tipo piscinas, uso de\nasfalto o concreto en parqueo, camino y senderos. Excepto\nrampas para discapacitados.\n\n \n\nd) Programas de Manejo\n\nPara la\nejecución de las actividades propuestas en el plan de manejo de la Zona\nProtectora Monte alto, se plantean los siguientes programas de manejo:\n\n. Programa\nadministrativo\n\nObjetivo:\nConsolidar la Zona Protectora Monte\nAlto, identificando los límites establecidos y la tenencia de la tierra.\n\nAcciones\npropuestas:\n\n1. Elaboración de\nplan anual de trabajo.\n\n2. Gestionar la\nreparación del camino al mirador y hacer interpretación ambiental de la ruta.\n\n3. Compra de tierras\npara la conservación de los recursos naturales.\n\n4. Determinación de\nlos límites adecuados y necesarios para los propósitos del área.\n\n5. Instalar los\nequipos de comunicaciones y movilización, para la administración de la zona\nprotectora.\n\n6. Respaldar el plan\nde manejo con el plan estratégico cantonal de. Hojancha\n\n7. Gestión de\nrecursos necesarios para la operación el área silvestre.\n\n8. seguimiento de la\ncomisión de manejo compartido.\n\n9. Evaluar la\nconectividad de la Zona Protectora Monte Alto, en relación con otros bloques de\nbosque.\n\n10. Participar\nactivamente en la comisión del Corredor Biológico Hojancha Nandayure.\n\n11. Promover el pago\npor servicios ambientales en las áreas de conectividad con otros bloques de\nbosque.\n\n. Gestión\nambiental\n\nObjetivos:\n\nEducar y capacitar a\nniños, jóvenes, adultos y productores, en la temática ambiental.\n\nFomentar la\nproducción sostenible en la zona protectora y su zona de amortiguamiento.\n\nEstablecer un\nprograma activo y dinámico, para el manejo de desechos en la zona protectora.\n\nAcciones\npropuestas:\n\n1. Elaboración del\nplan anual de trabajo del programa\n\n2. Informar a la\ncomunidad sobre los objetivos, logros y actividades que se desarrollan en la\nZona Protectora Monte Alto\n\n3.   "body_en_text": "in the entirety of the text\n\n                    -\n\n                        Full Text of Norm 063\n\n                        General Management Plan for the Monte Alto Protected Zone\n\nFull Text record: FED43\n\nNATIONAL SYSTEM\nOF CONSERVATION AREAS\n\nR-SINAC-CONAC-063-2014.-The National Council of Conservation\nAreas, at nine thirty on June eighteenth,\n2014, in accordance with agreement No. 16 of ordinary session No. 06-2012 of June 25,\n2012, and in compliance with article 12 subsection d) of the Regulations to\nthe Biodiversity Law No. 7788, Decreto Ejecutivo Nº 34433-MINAE, approves and\nissues the following:\n\nGENERAL MANAGEMENT PLAN FOR THE\n\nMONTE ALTO PROTECTED ZONE\n\ntext-align:center'>Whereas:\n\nI.-That in accordance with article 22 of the Biodiversity\nLaw number 7788, the National System of Conservation Areas\n(SINAC) is created, with its own legal personality, as a decentralized and participatory system of management and\ninstitutional coordination, which integrates\ncompetencies in forestry, wildlife, and protected areas matters, with the aim\nof dictating policies, planning, and executing processes aimed at achieving\nsustainability in the management of Costa Rica's natural resources.\n\nII.-That\nit is a priority policy of SINAC to facilitate and promote actions that lead to the protection, conservation, and sustainable management of natural\nresources and biodiversity present in the Protected Wild Areas, hereinafter ASP, of the\nConservation Areas.\n\nIII.-That\nit is the competence of the National System of Conservation Areas, through each\nConservation Area, to administer and protect the ASP throughout the entire national territory.\n\nIV.-That\nin accordance with articles 23 and 28 of the same Biodiversity Law and\narticles 9 and 21 subsection j) of its regulations, Decreto Ejecutivo Nº 34433-MINAE, the\nTempisque Conservation Area, hereinafter referred to as ACT, is part of the\norganization of SINAC.\n\nConsidering:\n\nI.-That by means of Decreto Ejecutivo Nº 22967-MIRENEN of\nFebruary 16, 1994, published, the Nosara Protected Zone was created. And that the\nname of said ASP was modified to Monte Alto Protected Zone, by means of Decreto\nEjecutivo Nº 32755 of March 8, 2005.\n\nII.-That\nthe Monte Alto Protected Zone is located in the central part of the Nicoya\nPeninsula, in the Canton of Hojancha, Province of Guanacaste, Costa Rica.\n\nIII.-That the General Management Plan of the Protected Wild Areas is\nthe guiding instrument for an effective administration and management of the\nnatural and cultural elements present in said areas and of the\nsocio-environmental dynamics linked to them. It is the technical tool by means of\nwhich, in each ASP, management guidelines are established for use by\nmanagers, administrators, and interest groups; therefore, the first\ninstance that must carry out the validation of the management proposal are the\nauthorities of the Conservation Area, as well as the official instances of\nsocial participation established therein, be they Regional Councils,\nLocal Councils, or other pertinent instance in accordance with the Biodiversity\nLaw No. 7788.\n\nIV.-That\nthe National Council of Conservation Areas (CONAC) approved the \"Manual of\nProcedures for the Publication of the Management Plans of the Protected Wild\nAreas of the National System of Conservation Areas\", by means of agreement No.\n17 of extraordinary session No. 06-2008 of August 4, 2008.\n\nV.-That\nthe General Management Plan for the Monte Alto Protected Zone is the result of\na process that began in 2004 and concluded in 2011, with the\nparticipation of representatives of various interest groups such as community\nleaders, owners of farms located within the protected area,\nrepresentatives of governmental and non-governmental organizations.\n\nVI.-That\nthe Technical Committee of the ACT approved the General Management Plan for the Monte Alto\nProtected Zone by means of agreement No. 2 of session No. 02-2010 of July\n29, 2010.\n\nVII.-That\nthe General Management Plan for the Monte Alto Protected Zone was approved by the\nRegional Council of the Tempisque Conservation Area (ACT) by means of agreement\nNo. 2 of ordinary session No. 05-2010 of September 16, 2010.\n\nVIII.-That\nthe National Council of Conservation Areas, by means of agreement No. 8 of\nextraordinary session No. 02-2011 of May 2, 2011, agreed to modify agreement\nNo. 17 of extraordinary session No. 06-2008 of August 4, 2008, so\nthat the zoning defined in the Management Plan be published integrally.\n\nIX.-That\nthe National Council of Conservation Areas (CONAC) by means of agreement No. 16\nof ordinary session No. 06-2012 of June 25, 2012, approved the General\nManagement Plan for the Monte Alto Protected Zone. Therefore,\n\nTHE EXECUTIVE SECRETARY\n\nOF THE NATIONAL COUNCIL\nOF CONSERVATION AREAS\n\nRESOLVES:\n\ntext-indent:35.4pt'>I.-To publish the following Executive Summary of the General\nManagement Plan for the Monte Alto Protected Zone for the purposes of its\nofficialization:\n\na) Objective of the\nMonte Alto Protected Zone:\n\nTo consolidate a Protected Zone for the upper basin of the\nNosara River (ZPMA) where human activities are compatible with the environment and its functioning is articulated with the integral development of the Canton\nof Hojancha, guaranteeing the protection of water sources for the\ncommunities involved.\n\nb) Objectives of the\nManagement Plan:\n\n\nTo ensure\nthe protection of the biodiversity of the Monte Alto Protected Zone and its buffer zone (zona de amortiguamiento), in coordination with local organizations and residents.\n\n\nTo protect\nwater sources and their recharge areas, to ensure availability for\nwildlife and local residents.\n\n\nTo develop\na responsible ecotourism program that generates economic support for the\nother operational programs.\n\n\nTo recover\nand maintain the cultural elements of the wild area and its surroundings.\n\n\nTo promote\nscientific research, to generate necessary information for decision-making\nfor the administration of the protected wild area.\n\n\nTo develop\nenvironmental education and training, to promote the participation of\nlocal residents, especially children and young people.\n\n\nTo foster\nsustainable production in the Monte Alto Protected Zone and its buffer zone (zona de amortiguamiento).\n\nc) Zoning\nof the Protected Wild Area\n\nAbsolute Protection Zone\n\nObjectives: The\nobjective of this use zone is to conserve biological and ecological processes,\nwith the minimum degree of human intervention.\n\nDescription:\nIt comprises the lands acquired\nfor conservation and the spaces on private farms that contain\nconsolidated forest cover (cobertura boscosa), practically associated with river\nbanks, springs (nacientes) of water, and areas with very steep slopes.\n\nThese are areas that conserve seed\nsources and serve as corridors for the passage of fauna, presenting a very important biological richness, where minimal\nhuman intervention must be maintained, so as not to alter the ecosystems.\n\nNorms: The activities that will be permitted within\nthis use zone are the following:\n\n. Regulated scientific\nresearch.\n\n. Regulated use of\nwater resources.\n\nThe following activities will not\nbe permitted:\n\n. Agricultural\nburning.\n\n. Construction\nfor any use.\n\n. Extractive\nactivities, except for research purposes with their respective\nregulations.\n\n. Forest harvesting (aprovechamiento forestal) will not be permitted.\n\n. The extraction of\nshrimp.\n\n. Hunting.\n\n. Agricultural, recreational, urban, or administrative use.\n\nZone of\nsustainable resource use\n\nObjectives:\nThe objective of this use zone is\nto foster sustainable production through the creation of model farms\nwhere a balance exists between production and conservation.\n\nDescription: It comprises the lands in the hands of private\nowners with productive activities, such as forest plantations,\ncoffee areas, pasture areas, small areas of annual crops. In general,\nthese are areas with scarce forest cover (cobertura boscosa).\n\nThe aim is an ordering of\nthe farms, in such a way that water sources, soil, and\nbiodiversity are protected, and that new production techniques are incorporated, to make the farms more productive, on a smaller area of land.\n\nNorms: The activities that will be permitted within\nthis use zone are the following:\n\n. Regulated scientific\nresearch.\n\n. The regulated use of\nwater resources.\n\n. Forest management.\n\n. The establishment\nof agroforestry systems and plantations for commercial purposes.\n\n. Sustainable\nlivestock systems.\n\n. The production of\nseeds for commercial purposes.\n\n. Administrative,\neducational, and recreational use.\n\n. The establishment\nof low-impact tourism facilities (planta turística de bajo impacto).\n\n. Furthermore, controlled\nburning is permitted with the established legal procedures.\n\n. For the development\nof urban use and tourism facilities (planta turística), the respective prior\nenvironmental impact studies must be carried out.\n\nThe following activities are not\npermitted:\n\n. Hunting.\n\n. Extraction of\nshrimp.\n\n. High-impact agricultural use is not permitted.\n\n. High-impact livestock activities are not permitted.\n\n. The establishment\nof new pasture areas and annual crops.\n\n. The\nestablishment of household garbage dumps.\n\nZone of\nhuman settlements\n\nObjectives:\nThe objective of this zone is to permit\nand regulate the development of housing infrastructure for local\nresidents, where constructions are not of high impact to natural resources.\n\nDescription: It basically comprises roadsides\nwhere dwellings exist and there is the possibility of building a few more,\nwith the respective legal permits; in most cases, these are deforested\nareas, with pastures and crops.\n\nNorms: Among the activities\nthat will be permitted in this zone, the following stand out:\n\n. Regulated scientific\nresearch.\n\n. The regulated use of\nwater resources.\n\n. Regulated forest harvesting (aprovechamiento forestal regulado).\n\n. Administrative,\neducational, and recreational use.\n\n. Establishment of\nlow-impact tourism facilities (planta turística de bajo impacto).\n\n. Habitational use.\n\n. The establishment\nof regulated household garbage dumps.\n\nPublic use zone\n\nObjectives: The\nobjective of this zone is to develop sites that promote ecotourism,\ncontrolled scientific research, environmental education, and training.\n\nDescription:\nIt basically comprises the access\nroad to the facilities, the trails, and the surroundings of the facilities\nintended for public and operational use.\n\nNorms:\nIn this use zone, activities such as the following\nwill be permitted:\n\n. Regulated scientific\nresearch\n\n. The regulated use of\nwater resources\n\n. Educational and\nrecreational use\n\n. The establishment\nof low-impact viewpoints and regulated rest areas.\n\nThe activities not permitted are the following:\n\n. Burning\n\n. Hunting\n\n. Extraction of\nshrimp\n\n. Medium or high-impact constructions\n\n. The establishment\nof exotic species\n\n. Extractive\nactivities, except for duly authorized research purposes.\n\nSpecial use zone\n\nObjectives: The\nobjective of this use zone is to maintain and develop the\ninfrastructure necessary for the administration of the protected area and visitor services.\n\nDescription:\nThis zone comprises the facilities\ndeveloped within the protected wild area and also delimits the space\nto build any further infrastructure necessary for administration and visitor services.\n\nIt is\nconsidered as necessary infrastructure for the administration of the Monte Alto\nProtected Zone, a house for park rangers, which at the same time has enough\nspace to lodge volunteers when the administration requires it.\n\nNorms:\nIn this use zone, activities such as the following\nwill be permitted:\n\n. Regulated scientific\nresearch\n\n. Construction of\nfacilities such as, for example: lodges, cabins, storage, parking, meeting\nroom, sugar mill (trapiche), information center, dining halls, administrative\noffices, park ranger house, laundry.\n\n. Establishment of\ngreen areas with native species.\n\nActivities not permitted:\n\n. Burning.\n\n. Hunting.\n\n. Extractive\nactivities, except for duly justified research purposes.\n\n. The establishment of exotic species is not permitted.\n\n. The construction of infrastructure such as swimming pools, the use of asphalt or concrete in parking, roads, and trails is not permitted. Except\nramps for disabled persons.\n\n \n\nd) Management Programs\n\nFor the\nexecution of the activities proposed in the management plan of the Monte\nAlto Protected Zone, the following management programs are proposed:\n\n. Administrative\nprogram\n\nObjective:\nTo consolidate the Monte Alto\nProtected Zone, identifying the established boundaries and land tenure.\n\nProposed\nactions:\n\n1. Preparation of an\nannual work plan.\n\n2. Manage the\nrepair of the road to the viewpoint and create environmental interpretation of the route.\n\n3. Purchase of lands\nfor the conservation of natural resources.\n\n4. Determination of\nthe adequate and necessary boundaries for the purposes of the area.\n\n5. Install\ncommunications and mobilization equipment for the administration of the zone.\n\n6. Support the\nmanagement plan with the cantonal strategic plan of Hojancha.\n\n7. Management of\nnecessary resources for the operation of the wild area.\n\n8. Follow-up of the\nco-management commission.\n\n9. Evaluate the\nconnectivity of the Monte Alto Protected Zone, in relation to other forest\nblocks.\n\n10. Actively\nparticipate in the commission of the Hojancha Nandayure Biological Corridor.\n\n11. Promote the payment\nfor environmental services (Pago de Servicios Ambientales) in connectivity areas with other blocks of\nforest.\n\n. Environmental\nmanagement\n\nObjectives:\n\nTo educate and train\nchildren, young people, adults, and producers in environmental topics.\n\nTo foster\nsustainable production in the protected zone and its buffer zone (zona de amortiguamiento).\n\nTo establish\nan active and dynamic program for waste management in the protected zone.\n\nProposed\nactions:\n\n1. Preparation of the\nprogram's annual work plan.\n\n2. Inform the\ncommunity about the objectives, achievements, and activities carried out in the\nMonte Alto Protected Zone.\n\n3. Celebrate the day\nof the sugar mill worker (trapichero) in the protected zone with a milling.\n\n4. Organize\necologist clubs in the high school and schools of the buffer zone (zona de amortiguamiento).\n\n5. Train\nproducers in sustainable and conservationist production techniques.\n\n6. Sensitize\nfarming families so that their activities are compatible with\nconservation.\n\n7. Promotion of\nsustainable productive projects.\n\n8. Prioritization of\nfarms for conservation and payment for environmental services (Pago de Servicios Ambientales).\n\n9. Provide environmental\neducation at the level of neighboring communities.\n\n10. Teach topics\non the management of natural resources in the schools and the High School of\nHojancha and the buffer zone (zona de amortiguamiento) of the wild area.\n\n11. Carry out\nplayful activities (demonstrative and teaching games) in the protected zone\nwith young people and children.\n\n12. Organize the\ninformation center well.\n\n13. Train\nteachers and professors about the Monte Alto Protected Zone.\n\n14. Provide\nInformation to users about regulations for access to forest and wildlife resources.\n\n15. Train\nhousewives in conservation topics.\n\n16. Establish a\nmanagement system for organic and inorganic waste.\n\n17. Prepare and\nexecute a recycling program with the community of Pilangosta.\n\n18. Foster the use of green filters and drainage for wastewater in communities neighboring the protected zone.\n\n. Ecotourism\n\nObjective: To promote\nand regulate ecotourism in the Monte Alto Protected Zone and the buffer zone (zona de amortiguamiento).\n\nProposed actions:\n\n1. Promote\nvisitation by local residents to the wild area.\n\n2. Offer integral\ntourist packages in the zone.\n\n3. Identify model\nhouses or farms to take visitors to.\n\n4. Promote training for\nfamilies in the area on ecotourism, agro-ecotourism, and community ecotourism opportunities.\n\n5. Promote the\norganization of tourism micro-entrepreneurs and artisans.\n\n6. Improve and expand\nthe orchid garden.\n\n7. Organize a\npermanent program of local volunteers.\n\n8. Establish and\nimprove infrastructure for public use and administration.\n\n9. Promote\nvisitation to the wild area by inhabitants of the canton.\n\n10. Carry out the\nenvironmental interpretation of the trails.\n\n11. Marketing of the\nprotected zone and its services.\n\n12. Coordinate with the\npublic force control and protection operations.\n\n5. Application of the\nexisting environmental regulations.\n\n6. Coordinate, train,\nand motivate the Hojancha forest fire brigade.\n\n. Research\n\nObjective: To generate\ntechnical-scientific information to strengthen the use and management of the\nresources of the protected zone.\n\nProposed actions:\n\n1.
