por\npérdida de chapas al momento de realizar el retiro en RECOPE, propuesta que aún\nno había sido adoptada por la Junta Directiva.\n\nII.-Que en ese sentido, se\ncomisionó al Jefe de la Oficina Regional de Quepos, y\nal Jefe de la Secretaría Técnica, para que en atención de lo resuelto por el\nComité de Combustible, prepararan la redacción de la modificación señalada,\nmisma que se presenta como agregado de un párrafo adicional al artículo 52, en\nla siguiente forma:\n\n\"En\nlos casos en que la Organización obtenga perdida por concepto de chapas de\ncombustible y que la misma otorgue a los permisionarios su totalidad de\ncombustible de conformidad con lo autorizado por el INCOPESCA, la Organización\npodrá consolidar por concepto de chapas de combustible presentando la solicitud\ny las facturas emitidas por RECOPE y aportar fotocopias, con el propósito de\nsolventar el combustible ya otorgado a los permisionarios de esta forma se\nfacturará al permisionario lo autorizado por el AQUACULTURE\n\nAJDIP/013-2015.-Puntarenas,\non the ninth day of January, two thousand fifteen.\n\nConsidering:\n\nI.-That although the Fuel Committee\nhad put forward a proposal to amend Article 52 of the Regulation for the\nregulation, control, and efficient use of fuel at a competitive international\nprice, intended for the national commercial non-sport fishing fleet and the\nnational tourist fishing fleet in Costa Rican jurisdictional waters or beyond\nthem, adopted by Agreement AJDIP/085-2010, published in the Official Gazette La Gaceta No. 81 of 04-28-2010, which addressed\nthe recognition of fuel to fishing organizations for the loss of fuel coupons (chapas de combustible) at the time of withdrawal at RECOPE, a proposal that had not yet been adopted by the Board of Directors.\n\nII.-That in this regard, the\nHead of the Quepos Regional Office and\nthe Head of the Technical Secretariat were commissioned, in response to the decision of the Fuel Committee, to prepare the wording of the indicated amendment, which is presented as the addition of an extra paragraph to Article 52, in the following form:\n\n\"In\ncases where the Organization suffers a loss from fuel coupons (chapas de combustible) and issues to the permit holders (permisionarios) their entire fuel allocation in accordance with that authorized by INCOPESCA, the Organization\nmay consolidate the fuel coupons (chapas de combustible) by submitting the application\nand the invoices issued by RECOPE and providing photocopies, for the purpose of offsetting the fuel already issued to the permit holders (permisionarios); in this way, the amount authorized by INCOPESCA will be billed to the permit holder (permisionario), without causing losses\nto the Fishing Organization or the permit holder (permisionario)\".\n\nIII.-Having reviewed the proposal submitted and considering\nthat it meets the needs for effective control and application of the\nspirit that established the fuel recognition at
