  "body_en_text": "across the entirety of the text\n\n                    -\n\n                        Full Text of Rule 0\n\n                        Declares a moratorium on any hydroelectric Project within the territory\nof the Canton of Coto Brus, until the free, prior, and informed consent (CCLPI)\nof the communities deemed affected has been obtained\n\nFull Text of record: 101D99\n\nMUNICIPALITY OF COTO\nBRUS\n\nThe Municipal Council\nof Coto Brus, in ordinary session 207, held on\nApril 15, 2014, article VI, subsection 1-a; took up a motion submitted by\nCouncilmember Benjamín Bermúdez Cambronero, seconded by\ncouncilmembers Alicia Zúñiga Zúñiga, Óscar David\nSánchez Leitón, and Heilyn\nMaritza Flora Campos, which reads verbatim:\n\nAt a meeting held\nin the community of Agua Caliente de Pittier on the 9th\nof this year with the participation of 20 organizations, among the topics\ndiscussed were rumors regarding the construction of hydroelectric plants in\nthe Canton of Coto Brus. Given the lack of\ninformation on said topic, I MOVE: That this Municipal Council\ndeclare a moratorium on any hydroelectric Project within the territory of the\nCanton of Coto Brus, until the free, prior, and informed consent (CCLPI)\nof the communities deemed affected has been obtained.\n\nWhereas:\n\nI. The precautionary\nprinciple in environmental law set forth in judgment No. 6322 03\nstates: should there be a risk of serious or irreversible damage—or any doubt\nthereof—a precautionary measure must be adopted, including postponing\nthe activity in question. This is because in environmental matters,\ncoercion after the fact proves ineffective, since the biologically and socially\nharmful consequences would have already occurred.\n\nII.
