La Junta Administrativa del Registro Nacional administrará\nel presupuesto del Instituto, suscribirá los contratos y convenios necesarios\npara el ejercicio de sus funciones. El IGN será la dependencia científica y\ntécnica rectora de la cartografía nacional, destinada a la ejecución del Mapa\nbásico oficial y la Descripción básica geográfica de la República de Costa Rica\ny a los estudios, las investigaciones o labores y el desarrollo de políticas\nnacionales de carácter cartográfico, geográfico, geodésico, geofísico y de\níndole similar que tenga relación con dichas obras, con el fin de apoyar los\nprocesos de planificación.\n\nArtículo 2º.- El\nInstituto Geográfico Nacional constituirá de manera permanente y en\nrepresentación del Estado, la autoridad oficial en todo lo relativo a las materias\ntécnicas mencionadas; entendiéndose que su autoridad se extiende a las\nactividades de cualquier orden que tengan por origen los trabajos confiados a\nsu cargo o sean la consecuencia de éstos.\"\n\n3º-Que el decreto\nejecutivo N° 37773 JP-H-MINAE-MICIT del 07 de mayo de 2013 (publicado en La\nGaceta N°134 del 12 de julio de 2013) sobre la creación del Sistema\nNacional de Información Territorial (SNIT) y el establecimiento y consolidación\nde una Infraestructura de Datos Espaciales para Costa Rica, en sus artículos 1°\ny 2°, fundamentan la necesidad de creación del SNIT al disponer:\n\n\"Artículo 1º-Créase el\nSistema Nacional de Información Territorial, que podrá denominarse por sus\nsiglas como SNIT, como un sistema que publicita y publica en forma integral la\ninformación territorial temática debidamente georreferenciada, estandarizada y\ncompatibilizada a la información territorial de base constituida por la\ncartografía catastral y topográfica oficial, generada en una primera etapa a\npartir de los levantamientos ortofotogramétricos,\ntopográficos y cartográficos, por el Programa de Regularización del Catastro y\nRegistro a diferentes escalas, así como la ortofotografía\naérea, la imagen de satélite, así como cualquier otro tipo de medio que estime\nel Registro Nacional.\n\nArtículo 2º-El SNIT\ntiene objetivos generales promover la generación de productos, servicios e\ninformación geográfica georreferenciada de cubrimiento nacional, regional y\nlocal y publicar en forma integrada y georreferenciada la información\nterritorial producida por entes y órganos públicos, así como por personas\nprivadas, físicas o jurídicas, y uniformar la información geoespacial\nestandarizada en el marco de una infraestructura de datos común.\"\n\n4º-Que en\ncorrespondencia con la normativa legal citada en los Considerandos precedentes,\nle corresponde al Instituto Geográfico Nacional definir y oficializar Normas\nTécnicas de Información Geográfica (NTIG) que orienten a funcionarios y\nusuarios del Instituto Geográfico Nacional, y en general, al sector público,\nsector privado, personas físicas y público en general, tanto productor, gestor\ny usuario de información geográfica generar e intercambiar datos e información\ngeográfica, que muestren consistencia, compatibilidad, interoperabilidad y\ncomparación en sus procesos, como resultado de la estandarización en sus\nprocesos de producción y publicación para la toma de decisiones.\n\n5º-Que dentro de este\nmarco de acción, destaca como piedra angular el SNIT, el cual tiene como\nobjetivo general promover la generación de productos, servicios e información\ngeográfica básica y temática de cubrimiento nacional, regional y local, y\npublicar en forma integrada y georreferenciada la información territorial\nproducida por entes y órganos públicos, así como por personas privadas, físicas\no jurídicas, y homologar la información geoespacial estandarizada en el marco\nde una infraestructura de datos común.\n\n6º-Que el Instituto Geográfico Nacional ha definido un grupo base de normas técnicas de información\ngeográfica cuyo propósito es garantizar el uso y gestión de información geográfica básica y temática\nsobre el territorio, con estándares que aseguren la interoperabilidad de esta, así como su\npublicación integrada mediante el geoportal del Sistema Nacional de Información Territorial, estas\nnormas se definen como documentos técnicos individuales de normatividad de información geográfica,\ndenominadas Normas Técnicas de Información Geográfica de Costa Rica (NTIG_CR00_00.0000), donde las\ndos cifras posteriores al CR corresponden a identificador de la norma, las siguientes dos cifras al\nmes y las últimas cuatro cifras al año de publicación de la norma).\n\n7º-Que las Normas\nTécnicas de Información Geográfica constituyen la base definida por el\nInstituto Geográfico Nacional como necesaria y fundamental que requieren los\nfuncionarios y usuarios del Instituto Geográfico Nacional, y en general, al\nsector público, sector privado, personas físicas y público en general, para la\nproducción, gestión y publicación de datos geográficos georreferenciados, es\ndecir, de datos que provienen o son de uso en aplicaciones geográficas, y que\nrepresentan la superficie terrestre o la geometría de objetos en el espacio\ngeográfico. The IGN shall be the scientific and technical\ndependency governing national cartography, intended for the execution of the official\nBasic Map and the basic geographic Description of the Republic of Costa Rica\nand for studies, research or work, and the development of national\npolicies of a cartographic, geographic, geodetic, geophysical, and similar\nnature related to said works, in order to support\nplanning processes.\n\nArticle 2.- The\nNational Geographic Institute shall permanently constitute, and on behalf of\nthe State, the official authority in all matters relating to the aforementioned technical\nsubjects; it being understood that its authority extends to\nactivities of any kind that originate from the work entrusted to\nits charge or are a consequence thereof.\"\n\n3º-That Executive\nDecree No. 37773 JP-H-MINAE-MICIT of May 7, 2013 (published in La\nGaceta No. 134 of July 12, 2013) on the creation of the National\nTerritorial Information System (SNIT) and the establishment and consolidation\nof a Spatial Data Infrastructure for Costa Rica, in its Articles 1\nand 2, grounds the need for the creation of the SNIT by providing:\n\n\"Article 1.-The\nNational Territorial Information System is created, which may be referred to by\nits acronym SNIT, as a system that publicizes and publishes in an integrated form\nthematic territorial information duly georeferenced, standardized, and\nmade compatible with the base territorial information constituted by the\nofficial cadastral and topographic cartography, generated in a first stage\nfrom orthophotogrammetric,\ntopographic, and cartographic surveys, by the Cadastre and Registry Regularization Program at different scales, as well as aerial orthophotography,\nsatellite imagery, and any other type of medium deemed appropriate by\nthe National Registry.\n\nArticle 2.-The SNIT\nhas the general objectives of promoting the generation of products, services, and\ngeoreferenced geographic information of national, regional, and local\ncoverage and publishing in an integrated and georeferenced form the territorial\ninformation produced by public entities and bodies, as well as by private\npersons, individuals or legal entities, and standardizing geo-spatial information\nwithin the framework of a common data infrastructure.\"\n\n4º-That in\ncorrespondence with the legal regulations cited in the preceding Considering clauses,\nit is incumbent upon the National Geographic Institute to define and make official Technical\nStandards for Geographic Information (NTIG) that guide officials and\nusers of the National Geographic Institute, and in general, the public sector,\nprivate sector, individuals, and the general public, both producers, managers,\nand users of geographic information, to generate and exchange geographic data and information\nthat show consistency, compatibility, interoperability, and\ncomparison in their processes, as a result of standardization in their\nproduction and publication processes for decision-making.\n\n5º-That within this\nframework of action, the SNIT stands out as a cornerstone, which has as a\ngeneral objective to promote the generation of basic and thematic geographic information\nproducts, services, and information of national, regional, and local\ncoverage, and to publish in an integrated and georeferenced form the territorial\ninformation produced by public entities and bodies, as well as by private\npersons, individuals or legal entities, and to homologate standardized geo-spatial\ninformation within the framework of a common data infrastructure.\n\n6º-That the National Geographic Institute has defined a core group of technical standards for geographic\ninformation whose purpose is to guarantee the use and management of basic and thematic geographic\ninformation about the territory, with standards that ensure its interoperability, as well as its\nintegrated publication through the geoportal of the National Territorial Information System; these\nstandards are defined as individual technical documents of geographic information normativity,\ncalled Technical Standards for Geographic Information of Costa Rica (NTIG_CR00_00.0000), where the\ntwo digits after CR correspond to the standard identifier, the next two digits to the\nmonth, and the last four digits to the year of publication of the standard).\n\n7º-That the Technical\nStandards for Geographic Information constitute the base defined by the\nNational Geographic Institute as necessary and fundamental that\nofficials and users of the National Geographic Institute, and in general, the\npublic sector, private sector, individuals, and the general public require for\nthe production, management, and publication of georeferenced geographic data, that\nis, data that come from or are used in geographic applications, and that\nrepresent the Earth's surface or the geometry of objects in geographic\nspace. Therefore,\n\nIT IS RESOLVED\n\nTo issue the following:\n\nTECHNICAL STANDARD FOR\nGEOGRAPHIC INFORMATION\n\nON THE OFFICIAL PROFILE OF GEOGRAPHIC METADATA\nOF COSTA RICA\n\n1. Nomenclature:\nNTIG_CR04_01.2016: Official Profile of Geographic Metadata of Costa Rica\n\n2. Purpose: The purpose of this Technical Standard for Geographic Information is to set forth the\nrequirements for information about geographic data for the production and publication of\ngeospatial information in our country, aligned with the requirements of the National Territorial\nInformation System (SNIT), as well as with the technical considerations defined by the\nNational Geographic Institute as fundamental elements.\n\n3. Scope\nof Application: This Technical Standard is of mandatory observance. The\napplication and interpretation of this Technical Standard, for administrative\nand technical purposes, shall correspond to the National Geographic Institute,\nwhich shall resolve cases not foreseen by it, and shall ensure its\nupdating as appropriate according to the needs that motivate\nchanges in the Technical Standard.\n\n4. Reach:\nThis directive constitutes a general reference framework on the\nminimum requirements that this Institute, other public entities, the\nprivate sector, and the general public must observe: producers, managers, and users of\ngeoreferenced geographic information.\n\n5.
