medio ambiente sano y ecológicamente equilibrado como condición\nbásica para garantizar el respeto a las diferentes formas de vida incluyendo la\nhumana. \n\nSegundo.-Que\nen refuerzo de las acciones de coordinación y de fiscalización, el Estado\nCostarricense y sus instituciones deben promover acciones concretas que\natiendan las preocupaciones de la ciudadanía y canalicen las recomendaciones\ntécnicas para que la producción agrícola continúe desarrollándose en apego a\nlas aspiraciones nacionales relacionadas con la responsabilidad ambiental y las\nbuenas prácticas agrícolas. \n\nTercero.-Corresponde\nal Ministro de Agricultura y Ganadería, como rector del Sector Agropecuario y\nRural promover los esfuerzos intersectoriales para prevenir, mitigar y\nadaptarse al proceso de cambio climático y lograr una gestión agroambiental de\nexcelencia, que además de favorecer la sostenibilidad de los procesos productivos,\npermita una mayor diferenciación de la oferta
