  "body_en_text": "in the entirety of the text\n\n                    -\n\n                        Complete Text of Norm 39598\n\n                        Appointment of the alternate representative of the Minister of Foreign Trade\nto the National Commission for Biodiversity Management\n\nComplete Text of Act: 10C897\n\nNo.\n39598-MINAE\n\nTHE PRESIDENT OF THE REPUBLIC\n\nAND THE MINISTER OF ENVIRONMENT AND ENERGY\n\nIn exercise of the powers conferred upon them by articles 140, subsections 3) and 18), and 146 of the Political Constitution, and the Biodiversity Law No. 7788 of April 30, 1998.\n\nCONSIDERING:\n\n1.- That the Biodiversity Law No. 7788 of April 30, 1998, created the National Commission for Biodiversity Management as a deconcentrated body of the Ministry of Environment and Energy, with instrumental legal personality.\n\nII.- That the aforementioned Law assigns to that Commission functions concerning the conservation, ecologically sustainable use, and restoration of biodiversity, which are of vital importance for the sustainable development of the country.\n\nIII.- That article 15 of the Biodiversity Law establishes the manner in which the Commission shall be integrated, according to the appointments made by the entities and organizations indicated by the law.\n\nIV.- That Executive Decree No. 29680-MINAE of July 23, 2001, published in La Gaceta No. 150 of August 7, 2001, regulates the functioning of this Commission.\n\nV.- That by Official Communication DGCE-COR-CAE-0042-2016, the Ministry of Foreign Trade requests that Katherine Arroyo Arce be appointed as alternate representative to the National Commission for Biodiversity Management, replacing Ms. Daniela Herrera Li in said position.\n\nTHEREFORE:\n\nDECREE:\n\nAppointment of the alternate representative of the Minister of Foreign Trade to the\n\nNational Commission for Biodiversity Management\n\nArticle 1.- To appoint as part of the members that make up the National Commission for Biodiversity Management, the following representative of the Minister of Foreign Trade:\n\n1.
