  "body_en_text": "in the entirety of the text\n\n                    -\n\n                        Complete Text of Regulation 39599\n\n                        Appoints the permanent representative of the Minister of Health to the National\nCommission for Biodiversity Management\n\nComplete Text of record: 117FB7\n\nNo.\n39599-MINAE\n\n(This\nexecutive decree was repealed by Article 1 of Executive Decree No.\n40443 of May 19, 2017)\n\nTHE PRESIDENT OF THE REPUBLIC\n\nAND THE MINISTER OF ENVIRONMENT AND ENERGY\n\nUsing the powers conferred upon them by Articles 140, subsections 3)\nand 18), and 146 of the Political Constitution, and Biodiversity Law No. 7788 of\nApril 30, 1998.\n\nWHEREAS:\n\nI.- That Biodiversity Law No. 7788 of April 30, 1998, created the\nNational Commission for Biodiversity Management as a deconcentrated\nbody of the Ministry of Environment and Energy, with instrumental legal\npersonality.\n\nII.- That the aforementioned Law assigns to this Commission functions related to\nthe conservation, ecologically sustainable use, and restoration of\nbiodiversity, which are of vital importance for the sustainable development of\nthe country.\n\nIII.- That Article 15 of the Biodiversity Law establishes the manner\nin which the Commission shall be composed, according to the appointments made by the\nentities and organizations indicated by the law.\n\nIV.- That Executive Decree No. 29680-MINAE of July 23, 2001,\npublished in La Gaceta No. 150 of August 7, 2001, regulates the\noperation of this Commission.\n\nV.- That through Official Memorandum DM-1277-2016, Doctor Fernando Llorca Castro, in his capacity as Minister of\nHealth, requests the appointment of Mr. Jorge Valverde Quesada as permanent representative to the\nNational Commission for Biodiversity Management, replacing Mr. Esteban Cerdas Quirós\nin said position.\n\nTHEREFORE:\n\nTHEY DECREE:\n\nAppointment of the permanent representative of the Minister of Health to the\nNational\n\nCommission for Biodiversity Management\n\nArticle 1.- To appoint as part of the members that comprise the\nNational Commission for Biodiversity Management, the following\nrepresentative of the Minister of Health:\n\n1.
