Requisitos para la Elaboración de Etiquetas y\nPanfletos; ·\n\nQue los Estados\nParte, en su calidad de Miembros de la Organización Mundial del Comercio (OMC),\nnotificaron al Comité de Obstáculos Técnicos al Comercio, de conformidad con lo\nestablecido en el Acuerdo sobre Obstáculos Técnicos al Comercio, el Proyecto de\nReglamento Técnico Centroamericano RTCA 65.05.67:13 Insumos Agrícolas.\nIngrediente Activo Grado Técnico1 Plaguicidas Químicos Formulados, Sustancias\nAfines, Coadyuvantes y Vehículos Físicos de Uso Agrícola. Requisitos para la\nElaboración de Etiquetas y· Panfletos; ·\n\nQue los Estados\nParte, concedieron un plazo prudencial a los Estados Miembros de la OMC para\nhacer observaciones al proyecto de Reglamento notificado tal y como lo exige el\nnumeral 4), párrafo 9 del artículo 2 del Acuerdo sobre Obstáculos Técnicos al\nComercio, observaciones que fueron debidamente analizadas y atendidas en lo\npertinente;\n\nQue de conformidad\ncon el Acuerdo sobre Obstáculos Técnicos al Comercio, los Miembros preverán un\nplazo prudencial entre la aprobación de los reglamentos técnicos y su entrada\nen vigor, con el fin de dar tiempo a los productores para adaptar sus productos\no sus métodos de producción a lo establecido en los reglamentos;\n\nQue de conformidad\ncon el párrafo 3 del artículo 55 del Protocolo de Guatemala, se recabó la\nopinión del Comité Consultivo de Integración Económica,\n\nPOR TANTO:\n\nCon fundamento en lo\ndispuesto en los artículos 1, 3, 5, 7, 15, 26, 30, 36,. 37, 38. 39, 46, 52 y 55\ndel Protocolo al Tratado General de Integración Económica\nCentroamericana-Protocolo de Guatemala-,\n\nRESUELVE:\n\n1. Aprobar el Reglamento Técnico Centroamericano RTCA 66.05.67:13\nINSUMOS AGRÍCOLAS. INGREDIENTE ACTIVO GRADO TÉCNICO, PLAGUICIDAS QUÍMICOS\nFORMULADOS, SUSTANCIAS AFINES, COADYUVANTES Y VEHÍCULOS FÍSICOS DE USO\nAGRÍCOLA. OBJETO\n\nEstablecer la\ninformación que debe contener la etiqueta y el panfleto de los plaguicidas\nquímicos formulados, sustancias afines; coadyuvantes y vehículos físicos de uso\nagrícola, así como la identificación del ingrediente activo grado técnico,\nsegún corresponda.\n\n2. ÁMBITO DE\nAPLICACIÓN\n\nAplica a las\netiquetas y panfletos de plaguicidas químicos formulados (sintéticos y de\norigen inorgánico), sustancias afines, coadyuvantes y vehículos físicos que\nsean fabricados, envasados, reempacados, importados,\ndistribuidos y comercializados en los Estados Parte, así como a la identificación\nde los ingredientes activos grado técnico registrados.\n\n3. DEFINICIONES\n\n3.1 Clase de\nplaguicida: determina la acción biológica del plaguicida por ejemplo: insecticida,\nfungicida, herbicida y nematicida, entre otros.\n\n3.2 Coadyuvante: sustancia química\nque contribuye, asiste o ayuda a realizar una mejor acción biológica del\nplaguicida químico formulado (adherente, dispersante, humectante, penetrante y\nregulador de pH, entre otros), cuando se mezcla en forma correcta con éste.\n\n3.3 Empaque\nmúltiple: producto con una presentación particular, donde en una misma\nunidad de empaque o envase se encuentran dos o más ingredientes activos en\nformulaciones separadas físicamente entre sí. El tipo de formulación de los\ningredientes activos que componen el empaque\n\nmúltiple puede ser\nigual o diferente\n\n3.4 Envase o\nempaque: recipiente que está en contacto directo con el producto etiquetado de\nconformidad con el presente reglamento, para conservarlo, identificarlo y que\nfacilite su transporte.\n\n3.5 Estampado:\ngrabado con tinta indeleble en el envase o sobre la etiqueta ya elaborada.\n\n3.6 Etiqueta: material escrito,\nimpreso o gráfico que va en la superficie del envase adherido (pegado) al\nrecipiente del producto objeto de este reglamento, que identifica y describe el\nproducto\n\ncontenido en el\nenvase.\n\n3. 7 Fabricante: persona\nindividual o colectiva, natural o jurídica que se dedica a la síntesis o\nproducción de ingrediente activo grado técnico.\n\n3.8 Formulación: preparación de\nplaguicidas químicos formulados, sustancias afines y coadyuvantes que pueden\ncontener uno o más ingredientes activos y auxiliares de formulación en una\nforma apta para su uso.\n\n3.9 Formulador: persona individual o\ncolectiva, natural o jurídica, que se dedica a la formulación de plaguicidas\nquímicos formulados y sustancias afines.\n\n3.10 Importador: persona individual o\ncolectiva, natural o jurídica, que importe plaguicidas químicos formulados,\ningredientes activos grado técnico, coadyuvantes, vehículos físicos y\nsustancias afines de uso agrícola que se ajusten a las disposiciones del\npresente reglamento.\n\n3.11 Impreso: material que se ha\nobtenido con el arte de la imprenta o sistema afín.\n\n3.12 Ingrediente\nactivo grado técnico: aquel que contiene los elementos químicos y sus compuestos\nnaturales o manufacturados, incluidas las impurezas y los compuestos\nrelacionados que puedan resultar inevitablemente del proceso de fabricación. El\ningrediente activo grado técnico se puede encontrar bajo dos denominaciones:\nmaterial técnico (TC) y concentrado técnico (TK). El material técnico (TC),\ntiene normalmente una concentración elevada de ingrediente activo, puede tener\naditivos esenciales tales como estabilizantes, pero no tiene diluyentes o\nsolventes. El concentrado técnico (TK), contiene normalmente una concentración\nmenor de ingrediente activo, puede tener aditivos esenciales tales como\nestabilizantes, así como diluyentes o solventes.\n\n3.13 Intoxicación\ndermal: cuadro o estado clínico en el cual los efectos adversos ocurren como\nresultado de la absorción a través de la piel de un plaguicida sintético\nformulado, ingrediente activo grado técnico, coadyuvantes y sustancias afines.\n\n3.14 Intoxicación\noral: cuadro o estado clínico en el cual los efectos tóxicos son producidos\npor un plaguicida sintético formulado, ingrediente activo grado técnico,\ncoadyuvantes y sustancias afines cuando se absorbe por ingestión.\n\n3.15 Intoxicación\npor inhalación: cuadro o estado clínico en el cual las manifestaciones de, los efectos\ntóxicos son causados por un plaguicida sintético formulado, ingrediente activo\ngrado técnico, coadyuvantes y sustancias afines absorbido por las vías\nrespiratorias.\n\n3.16 Marca (nombre\ndel producto): cualquier signo o combinación de signos que permita distinguir los\nbienes de una persona (individual o colectiva, natural o jurídica) de los de\notra, por considerarse estos suficientemente distintivos o susceptibles de\nidentificar los bienes a los que se\n\napliquen frente a\nlos de su misma especie o clase.\n\n3.17 Mecanismo de\nacción: forma de cómo actúa el plaguicida directamente sobre los procesos\nfisiológicos de las plagas.\n\n3.18 Modo de acción:\nforma\nen que debe entrar en contacto el plaguicida para realizar su acción ( contacto\ne ingestión, entre otros).\n\n3.19 Nombre\ncomercial: signo denominativo o mixto que identifica y distingue una empresa o un\nestablecimiento comercial determinado.\n\n3.20 Nombre genérico o común: nombre común del\ningrediente activo aprobado por ISO.\n\n3.21 Nombre químico:\nnombre\ndel ingrediente activo aprobado por IUPAC.\n\n3.22 Panfleto o\ninstructivo: material impreso que acompaña a cada presentación comercial del\nplaguicida químico formulado o sustancia afín, que cumple con la información y\nrequisitos establecidos en el presente reglamento.\n\n3.23 Plaguicida de\nventa y uso restringido: plaguicida que por su nivel de riesgo, su venta y\nuso esté condicionado a prácticas especiales de manejo especificadas por la\nANC.\n\n3.24 Plaguicida\nquímico formulado: producto comercial que ha sido preparado a partir de uno o más\ningredientes activos grado técnico más los otros componentes de la formulación,\nsiguiendo las normas de calidad establecidas, para su envasado, empacado y\nventa.\n\n3.25 Plaguicida\ninorgánico: son los productos de extracción de fuentes naturales.\n\n3.26 Sustancias afines: sustancias destinadas a\nutilizarse como defoliantes, desecantes, protectores solares, feromonas,\nprotectores de semilla previo a la siembra contra la acción de sustancias\nquímicas, aceites, repelentes, agentes para reducir la densidad de fruta o\nagentes para evitar la caída prematura de la fruta, y las sustancias aplicadas\na los cultivos antes o después de la cosecha para proteger el producto contra\nel deterioro durante el almacenamiento y transporte ( ceras, jabones; citrato\nde plata y peróxido de hidrógeno, entre otros). El término también incluye las\nhormonas, reguladores de crecimiento, de maduración e inducción floral que se\nproducen en forma natural en las plantas y que se hayan podido reproducir\nsintéticamente, entre otros. .\n\n3.27 Tipo o familia química de plaguicida: grupo químico al cual pertenece un producto, tales como\norganofosforados, carbamatos, piretroides y sulfonilureas, entre otros; utilizando como referencia\nlo establecido en los organismos internacionales reconocidos.\n\n3.28 Titular del\nregistro: persona individual o colectiva, natural o jurídica, propietaria del\nregistro de un plaguicida químico formulado, ingrediente activo grado técnico,\ncoadyuvante o sustancia afín ante la ANC.\n\n3.29 Vehículo\nfísico: medio inerte que proporciona la adecuada superficie de contacto o fija\nalgún plaguicida (ingrediente activo grado técnico o formulación) o sustancia\nafín, tales como, bolsas, trampas, láminas y bastones con plaguicidas o\nsustancias afines. No incluye los auxiliares de formulación (inertes) utilizados\nen la formulación de plaguicidas.\n\n4. ABREVIA TURAS\n(SIGLAS)\n\n4.1 ANC: Autoridad Nacional\nCompetente.\n\n4.2 FAO: Organización de las\nNaciones Unidas para la Agricultura y la Alimentación (por sus siglas en\ninglés).\n\n4.3 GHS: Sistema Globalmente\nArmonizado (por sus siglas en inglés).\n\n4.4 IAGT: Ingrediente Activo Grado Técnico.\n\n4.5 ISO: Organización\nInternacional de Normalización.\n\n4.6 IUPAC: Unión Internacional\nde Química Pura y Aplicada (por sus siglas en inglés).\n\n4.7 SI: Sistema Internacional de Medidas.\n\n5. DISPOSICIONES\nGENERALES\n\n5.1 Principios\nbásicos\n\n5.1.1 Las etiquetas deben colocarse de manera que no se separen del envase o\nempaque del producto bajo condiciones normales de uso.\n\n5.1.2 Las etiquetas\ndeben ser de una calidad tal, que resistan la acción de los agentes\natmosféricos bajo condiciones normales de uso, transporte y almacenamiento.\n\n5.1.3 El lenguaje\ndebe ser claro, breve, sencillo y exento de ideas que tiendan a la exageración\nde las cualidades o capacidades reales del producto. Las palabras deben ser de\nuso común evitando tecnicismos que confundan al usuario y empleando palabras\nque definan certeramente la idea.\n\n5.1.4 Las etiquetas\ny panfletos no deben utilizar palabras, ilustraciones, gráficos u otras\nrepresentaciones gráficas que induzcan a error o confusión al usuario en ningún\nsentido.\n\n5.1.5 No se permite el uso de pegatinas, correcciones o alteraciones en la\netiqueta o envase.\n\n5.1.6 Cuando un Estado Parte tenga regulación sobre plaguicidas químicos\nformulados de uso restringido, se debe indicar en la etiqueta del producto que\nse comercializa en dicho Estado la siguiente leyenda: \"PRODUCTO DE USO\nRESTRINGIDO\", en la parte superior ·y centrada, con letras mayúsculas\ny negritas, del mismo tamaño de las frases de advertencia, lo suficientemente\nvisible de acuerdo al tamaño de la etiqueta.\n\n5.1.7 Los textos y\nleyendas de la etiqueta deben estar redactados en español, a excepción del\nnombre químico IUP AC y las siglas que califican la formulación de que se\ntrate.\n\n5.1.8 El uso del logotipo de las empresas no debe interferir con la\ninformación obligatoria de la etiqueta o el panfleto y el tamaño del mismo no\ndebe ser mayor al 4% del área total de la etiqueta o el panfleto.\n\n5.1.9 No se permite el uso de indicaciones tales como: ''no tóxico\", ''no\nnocivo\", con o sin una frase\n\ncalificativa como:\n\"si se utiliza según las instrucciones\" o cualquier otra indicación\nanáloga; tampoco se permite el uso de términos extensivos tales como:\n11etc.\", 11y otros\\ \"ampliamente\" \"los más diversos\",\n''ciertos\", \"casi todos\", 11la mayoría\" o cualquier otra\nindicación análoga. ·\n\n5.1.10 Las representaciones gráficas, figuras, pictogramas o diseños necesarios\nen la etiqueta deben cumplir con lo establecido en el presente reglamento,\nevitando el uso de dibujos que confundan o induzcan al mal uso del producto.\n\n5.1.11 Las etiquetas y los panfletos serán redactados con letras negras sobre\nfondo blanco y en ellas no aparecerá otro color, excepto los que identifiquen\nlos logotipos del fabricante, formulador o distribuidor, marcas, figuras y la\nfranja correspondiente a la categoría toxicológica.\n\nNOTA. Se exceptúan\nde esta regla, aquellas etiquetas litografiadas o impresas en envases o\nempaques de material de color diferente al blanco para plaguicidas\nfotosensibles.\n\n5.1.12 Los\nplaguicidas químicos formulados deben llevar adjunto un panfleto,\nindependientemente del formato de etiqueta que utilicen.\n\n5.1.13 En la etiqueta y panfleto de los productos se utilizará el Sistema\nInternacional de Unidades (SI), o las unidades reconocidas por este, para citar\nlas unidades de longitud, superficie, volumen y\n\nMasa.\n\n5.1.14 Las indicaciones en el título \"PRIMEROS AUXILIOS\" deben\nincluir una explicación de las medidas aplicables ante la exposición por vía oral,\ninhalación o por contacto con la piel y ojos, las cuales deben ser:\n\n-EN CASO DE INGESTIÓN: no induzca al vómito. Lleve de inmediato el\npaciente al médico o centro de salud más cercano. Lleve la información\ndisponible del producto ( etiqueta o panfleto).\n\n-EN CASO DE CONTACTO CON LA PIEL: quite la ropa contaminada, lave\ninmediatamente el área afectada del cuerpo con abundante agua y jabón de 15 a\n20 minutos. Lleve el paciente al médico o al centro de salud más cercano. Lleve\nla información disponible del producto ( etiqueta o panfleto).\n\n-EN CASO DE INHALACIÓN: mueva a la persona a .un lugar ventilado.\nLleve de inmediato el paciente al médico o al centro de salud más cercano.\nLleve la información disponible del producto ( etiqueta o panfleto).\n\n-EN CASO DE CONTACTO CON LOS OJOS: lávelos con agua de 15 a 20 minutos. Lleve de\ninmediato el paciente al médico o al centro de salud más cercano. Lleve la\ninformación disponible del producto ( etiqueta o panfleto).\n\nNOTA. Estas\nindicaciones pueden ser ampliadas, dependiendo de la toxicidad y algunas\ncaracterísticas físicas y químicas de las sustancias, así como las\nrecomendaciones del formulador.\n\n5.1.15. Se deberá utilizar el valor de mayor toxicidad del producto según su DL50\noral o dermal para la clasificación toxicológica, establecida en el Anexo\nB del presente reglamento.\n\n5.2 Dimensiones de\nlas etiquetas.\n\nEl tamaño de la\netiqueta debe estar de acuerdo con las siguientes proporciones:\n\n5.2.1 En envases o empaques cuya capacidad sea hasta de 11 o 1kg, la etiqueta\ndebe al menos el 75% de la superficie total del mismo, excluyendo la parte\nsuperior, inferior y lateral del envase o empaque.\n\n5.2.2 En envases o empaques cuya capacidad sea mayor a 1L o 1kg hasta 3,7851 o\n5kg, la etiqueta debe abarcar al menos el 40% de la superficie total del mismo,\nexcluyendo la parte superior, inferior y lateral del envase o empaque.\n\n5.2.3 En envases o empaques mayores de 3,785L o 5 kg hasta 18L o 25kg, la\netiqueta debe abarcar al menos el 25% de la superficie total del mismo,\nexcluyendo la parte superior e inferior del envase o empaque.\n\n5.2.4 En envases o\nempaques de capacidad superior a 181 o 25kg, el tamaño de la etiqueta debe\n\nabarcar al menos un\n10% de la superficie total del mismo excluyendo la parte superior e inferior\ndel envase o empaque.\n\n5.3 Tamaño de\nletras, estilo de impresión y pictogramas\n\n5.3.1 Tamaño de la\nletra\n\nLas leyendas de\nadvertencias solicitadas en este reglamento deben estar en mayúscula, en\nnegrita y en proporción al tamaño de la etiqueta, con un tamaño de al menos\n1,5mm (6 puntos) y todos los demás textos de al menos 1mm (4 puntos).\n\n5.3.2 Estilos de\nimpresión\n\n5.3.2.1 La impresión\nsobre la etiqueta debe ir en la misma dirección y nunca debe sobreponerse.\n\n5.3.2.2 La impresión\ncondensada nunca debe utilizarse.\n\n5.3.2.3 La impresión\nen cursiva y negrita solo debe utilizarse para nombres científicos.\n\n5,3,2.4 El estilo\nVerdana!important deberá utilizarse para la información contenida en la etiqueta.\n\n5,3.3 Tamaño y ubicación de los pictogramas\n\n5.3.3.1 Los\npictogramas exigidos en este reglamento deben ser de dimensiones tales que\npermita al usuario identificar y comprender el mensaje. El tamaño del\npictograma debe ser proporcional al de la etiqueta y el mínimo permitido es de\n7mm x 7mm.\n\n5.3.3.2 Los\npictogramas se colocarán a la derecha de las leyendas correspondientes.\n\n5.3.3.3 Los pictogramas deben de ser impresos en fondo blanco con figura en\nnegro.\n\n5.4 Información en\nla etiqueta\n\n5.4.1 Marca (nombre del producto) seguida de la concentración del ingrediente\nactivo expresado en porcentaje en masa/masa (%m/m) para sólidos y en porcentaje\nmasa/volumen (%m/v) para líquidos, sin colocar el símbolo del porcentaje\nseguido de las siglas de la formulación del plaguicida (CENTRADO, MAYÚSCULA Y\nNEGRITA).\n\n5.4.2 La clase del\nproducto o acción biológica, tipo o familia química del plaguicida, debe seguir\nlas siguientes indicaciones (CENTRADO, MAYÚSCULA Y NEGRITA).\n\n5.4.2.1 Para las\nmezclas de plaguicidas, se declararán los tipos individualmente, cuando\nproceda, así:\n\na. Mezclas de clases se separan por comas (CENTRADA, MAYÚSCULA Y NEGRlTA).\n\nb. Mezclas de tipo o familia química se separan por comas (CENTRADA,\nMAYÚSCULA Y NEGRITA).\n\nc. Mezclas de tipo o familia química y clase se separan por un guión (CENTRADA, MAYÚSCULA Y\nNEGRITA).\n\n5.4.3 La clase del producto, acción biológica, tipo o familia química de la\nsustancia afin, coadyuvante o vehículo físico\n(CENTRADA, MAYÚSCULA Y NEGRlTA) .\n\n5.4.4 El nombre común del ingrediente activo debe indicarse según ISO\n(CENTMDO, MAYÚSCULA Y NEGRlTA).\n\n5.4.5 Bajo el título \"Composición química\" (en negrita y\nalineado a la izquierda) deberá indicarse:\n\na. El nombre químico\ndel ingrediente activo (según IUPAC) y su concentración que debe expresarse en\nporcentaje en masa/masa (%m/m) si es sólido y porcentaje en masa/volumen (%m/v)\nsi es líquido.\n\nb. La concentración\nexpresada en porcentaje en masa/masa (%m/m) del ingrediente inerte si es un\nsólido o en porcentaje masa/volumen (%m/v) si es un líquido. Las abreviaturas\nde porcentaje masa/masa (%m/m) o porcentaje masa/volumen (%m/v) deberán ir\nsobre los dígitos que indican dicho porcentaje.\n\nc. El nombre común\ndel solvente a base de hidrocarburos según ISO, cuando el producto contenga\n\neste tipo de\nsolventes.\n\nNOTA. Los\nporcentajes mencionados anteriormente deberán estar seguidos del símbolo\n\"%\" y llevar dos (2) decimales, estos deben separarse mediante una\ncoma según el SI ( alineado al lado derecho de la composición química).\n\n5.4.6 Se debe declarar el valor de densidad del producto cuando sea líquido.\nLa palabra DENSIDAD: centrado, en mayúscula y negrita. No se debe\nindicar la sumatoria de los porcentajes.\n\n5.4.7 Para empaques múltiples se debe indicar la formulación de cada\nproducto, utilizando cuadros separados, así como el nombre común del\ningrediente activo de cada producto.\n\n5.4.8 Se deben indicar los gramos de ingrediente activo por kilogramo o litro\nde producto comercial, después del título \"Contiene:\" (en\nletra negrita y alineado a la izquierda).\n\n5.4.9 Se debe\ndeclarar la cantidad de producto contenida en el envase/empaque expresada en\nunidades según el SI o aceptadas por este, para lo cual se utilizará la frase \"Contenido\nneto\" ( en letra negrita y alineado a la izquierda).\n\n5.4.10 En la parte central de la etiqueta y debajo de contenido neto y\ncentrado, se colocará la palabra y figura correspondiente a la categoría\ntoxicológica, establecida en el Anexo B del presente reglamento.\n\n5.4.11 El producto que requiera de un panfleto, la etiqueta debe tener la\nsiguiente leyenda: \"íALTO! LEA EL PANFLETO\nANTES DE USAR EL PRODUCTO Y CONSULTE AL PROFESIONAL EN CIENCIAS AGRONÓMICAS (CENTRADA,\nEN MAYÚSCULA Y LETRA NEGRITA).\n\nNOTA. Aplicará a los\nformatos de etiqueta de uno, dos y tres cuerpos (ver Apartado 7).\n\n5.4.12 La etiqueta de los coadyuvantes deberá contener la siguiente leyenda: \"ANTES\nDE COMPRAR Y USAR EL PRODUCTO, CONSULTE AL PROFESIONAL EN CIENCIAS AGRONÓMICAS\n(CENTRADA, EN MAYÚSCULA Y LETRA NEGRITA).\n\nNOTA. Aplicará a los\nformatos de etiqueta de uno, dos y tres cuerpos (ver Apartado 7).\n\n5.4.13 La etiqueta\nde los plaguicidas químicos formulados, sustancias afines y vehículos físicos\nde uso agrícola deberá contener las siguientes leyendas (CENTRADA, EN MAYÚSCULA\nY LETRA NEGRlTA): \"ANTES DE COMPRAR Y USAR EL\nPRODUCTO, CONSULTE AL PROFESIONAL EN CIENCIAS AGRONÓMICAS\".\n\"CUMPLA CON LAS RECOMENDACIONES DADAS EN EL PANFLETO\".\n\"PROTEJA EL AMBIENTE CON BUENAS PRÁCTICAS AGRÍCOLAS\".\n\n5.4.14 Para el caso, de\nplaguicidas químicos formulados la etiqueta debe llevar las siguientes\nleyendas, según corresponda (EN MAYÚSCULA, ALINEADO A LA IZQUIERDA Y EN\nNEGRITA):\n\n- TÓXICO PARA EL\nGANADO y su pictograma.\n\n- TÓXICO PARA A\nVES y su pictograma.\n\n- TÓXICO PARA\nABEJAS y su pictograma.\n\n- TÓXICO PARA PECES\nO CRUSTÁCEOS y su pictograma.\n\n- MANEJO DE\nENVASES y el pictograma de triple lavado.\n\n- NO CONTAMINE Ríos,\nLAGOS y ESTANQUES CON ESTE PRODUCTO, CON ENVASES O EMPAQUES VACÍOS (CENTRADA,\nEN MAYÚSCULA Y NEGRITA).\n\n5.4.15 Leyendas de\nadvertencia en caso de intoxicación y para el antídoto\n\nLos productos\netiquetados de conformidad al presente reglamento deberán incluir leyendas de\nadvertencia en caso de intoxicación y su antídoto cuando exista, de acuerdo con\nlas siguientes especificaciones:\n\n5.4.15.1 La siguiente leyenda deberá indicarse en (LETRA MAYÚSCULA, NEGRITA Y\nCENTRADA): EN CASO DE INTOXICACIÓN TRASLADE EL PACIENTE AL MÉDICO O\nCENTRO DE SALUD MÁS CERCANO Y ENTREGUE ESTA ETIQUETA O EL PANFLETO.\n\n5.4.15.2 Seguido de la leyenda ANTÍDOTO (LETRA MAYÚSCULA, EN NEGRITA Y\nCENTRADO) deberá indicarse el nombre del antídoto si existe, en caso de no\nexistir, incluir la leyenda \"NO TIENE. En el caso de\nempaques múltiples si se tiene antídoto para uno o los ingredientes activos que\nlo forman, se reportarán indicando a cuál ingrediente activo corresponde.\n\n5.4.15.3 Bajo el título de SÍNTOMAS DE INTOXICACIÓN (EN MAYÚSCULA,\nALINEADO A LA IZQUIERDA Y EN NEGRITA) se deben indicar los síntomas\ncaracterísticos de la intoxicación que cause el plaguicida.\n\n5.4.16 Leyendas de\nprecauciones y advertencias de uso.\n\nBajo el título de PRECAUCIONES\nY ADVERTENCIAS DE USO (EN MAYÚSCULA, ALINEADA A LA IZQUIERDA Y EN NEGRITA)\ndeben presentarse las siguientes leyendas (EN MAYÚSCULA, ALINEADA A LA\nIZQUIERDA Y EN NEGRITA), además de su respectivo pictograma (Anexo C) alineado\na la frase que corresponde en el lado derecho:\n\n-      \nNO ALMACENAR ESTE PRODUCTO EN CASAS DE\nHABITACIÓN.  MANTÉNGASE BAJO LLAVE FUERA\nDEL ALCANCE DE LOS NIÑOS, PERSONAS CON DISCAPACIDAD MENTAL, ANIMALES, ALIMENTOS\nY MEDICAMENTOS.\n\n-      \nUTILICE EL SIGUIENTE EQUIPO DE PROTECCIÓN AL\nMANIPULAR EL PRODUCTO, DURANTE LA PREPARACIÓN DE LA IVIEZCLA, CARGA Y\nAPLICACIÓN: GUANTES Y BOTAS DE HULE, MASCAIULLA, SOMBRERO, PROTECTOR DE OJOS,\nPANTALÓN Y CAMISA DE MANGA LARGA Y DELANTAL DE MATERIAL IMPERMEABLE (en\ncaso de requerirse equipo adicional o específico, el registrante deberá\nindicarlo, según las características del producto). ·\n\n-       NO COMER, FUMAR O\nBEBER DURANTE LA MANIPULACIÓN DE ESTE PRODUCTO. BÁÑESE DESPUÉS DE TRABAJAR\nY PÓNGASE ROPA LIMPIA.\n\n5.4.17 Otras\nleyendas en la etiqueta\n\n5.4.17.1 Leyenda de\nprimeros auxilios\n\nBajo la leyenda \"PRIMEROS AUXILIOS\" (EN MAYPUSCULA,\nALINEADO A LA IZQUIERDA Y EN NEGRITA). Según el numeral 5.1.14, se debe agregar\nuna explicación de las medidas aplicables en caso de ingestión, contacto con la\npiel, inhalación y contacto con los ojos, en ese orden\n\n5.4.17.2 Leyendas de recomendaciones médicas\n\na. Además precederá de la frase \"FECHA DE\nCADUCIDAD:\" (EN MAYÚSCULAS., ALINEADO A LA IZQUIERDA Y EN\n\nNEGRITA).\n\n5.4.22 Se podrá utilizar el sistema de código de barras impreso en la etiqueta,\nempaque o envase.\n\n5.4.23 Aviso de\ngarantía\n\nEste título debe\nescribirse con letras mayúsculas, en negrita, alineado a la izquierda y\ncolocando dos puntos al final de la frase: \"AVISO DE GARANTÍA:', deben\ndescribirse las condiciones en que el titular del registro o el fabricante o el\nformulador o el distribuidor, ofrecen la garantía del plaguicida, en\ncumplimiento de la legislación nacional vigente en cada uno de los Estados\nParte. Este debe incluirse en la etiqueta y en el panfleto. Se exceptúa en las\netiquetas de un solo cuerpo, en cuyo caso solo será obligatorio en el panfleto.\n\n6. CLASIFICACIÓN TOXICOLÓGICA, COLOR DE LA BANDA,\nFIGURAS Y PALABRAS DE ADVERTENCIA\n\n6.1 La clasificación\ntoxicológica de los productos se definirá según lo establecido en el Anexo B\ndel presente reglamento.\n\n6.2 Toda etiqueta\ntendrá una banda de color de acuerdo a la clasificación toxicológica del Anexo\nB.\n\nDicha banda irá en la parte inferior de la etiqueta (a todo su ancho) y deberá ocupar el 15% de la\naltura total de la misma. Los colores distintivos de todas las categorías no deberán tener\nvariaciones de color; el cual es definido por medio de PMS (Pantone Matching System) característicos\nconforme lo establece el Anexo B del presente reglamento.\n\n6.3 Cada categoría\ntoxicológica tendrá una figura y palabra de advertencia, establecida en el\nAnexo B del presente reglamento.\n\n6.3.1 La figura y\npalabra asociada a la categoría toxicológica deberán estar ubicadas en la parte\ncentral de la etiqueta y centrada.\n\n7. FORMATOS DE\nETIQUETAS DE 1, 2 Y 3 CUERPOS PARA PLAGUICIDAS QUÍMICOS\nFORMULADOS1\n\n1 Estos formatos no aplican para los\ningredientes activos grado técnico\n\n7.1 Etiqueta de\nun cuerpo\n\nLa etiqueta de un\ncuerpo aplica a los productos cuyo envase o empaque tenga una capacidad menor o\nigual a medio litro o medio kilogramo, y su distribución es la siguiente:\n\na)   \nLeyenda conforme a lo establecido en el numeral 5.4.11.\n\nb)   \nLogotipo de la compañía fabricante, formuladora o distribuidora.\n\nc)   \nMarca comercial, seguida de la concentración del ingrediente activo,\nexpresado en números y las siglas de la formulación del plaguicida.\n\nd)   \nClase o acción biológica, tipo o familia química del plaguicida.\n\ne)   \nPara las mezclas de plaguicidas, cumplir con lo indicado en numeral 5\n.4.2.1.\n\nf)    \nNombre común del ingrediente activo.\n\ng)   \nComposición química, para lo que se debe cumplir lo señalado en el\nnumeral 5.4.3.\n\nh)   \nCantidad de ingrediente activo según lo definido en el numeral 5.4.6.\n\ni)     \nContenido neto.\n\nj)     \nLa palabra y figura de acuerdo a su categoría toxicológica, en la parte\ncentral de la etiqueta, debajo de contenido neto.\n\nk)   \nLeyenda para el caso de intoxicación.\n\nl)     \nLeyenda para el antídoto.\n\nm)  \nFormulador.\n\nn)   \nPaís, número de registro.\n\no)   \nNúmero de lote.\n\np)   \nFecha de formulación.\n\nq)   \nFecha de caducidad del producto.\n\nr)    \nBanda de color conforme a la clasificación toxicológica del producto.\n\nNOTAS:\n\n1. La concentración\nse debe expresar en porcentaje en masa por masa (%m/m) para los sólidos y en\nmasa por volumen (m/v) para los líquidos sin el signo de porcentaje.\n\n2. En el caso de que\nmás de una sustancia activa esté químicamente mezclada, se sumarán los\nporcentajes para establecer la concentración total.\n\n3. Para el caso de\nempaque múltiple la concentración y las siglas de la formulación de cada uno de\nlos componentes deben estar separadas con diagonales.\n\n4. En el caso de los\nvehículos físicos, la etiqueta debe identificar el empaque de menor tamaño en\nque se comercialicen, con el objeto que el usuario que utiliza el producto\ntenga disponible la información contenida en la etiqueta.\n\n10. FORMATO PARA\nPANFLETO PARASUSTANCIAS AFINES, COADYUVANTES Y VEHÍCULOS FÍSICOS DE USO AGRíCOLA\n\nEste formato aplica\nal panfleto de etiquetas de uno y dos cuerpos. La información del panfleto debe\nde aparecer en el siguiente orden:\n\n10.1 Leyenda: \"íALTO! LEA EL PANFLETO ANTES\nDE USAR EL PRODUCTO.\"\n\n10.2 Leyenda: \"PRECAUCIONES\nY ADVERTENCIAS DE USO.\"\n\n10.3 Equipos de\nprotección personal a utilizar y medida de precaución.\n\n10.4 Leyenda: \"EN\nCASO DE INTOXICACIÓN LLEVE EL PACIENTE AL MÉDICO Y DELE ESTA ETIQUETA.\"\n\n10.5 Síntomas de\nintoxicación.\n\n10.6 Leyenda de\nprimeros auxilios. (ingestión, contacto con la piel, inhalación, contacto con\nlos ojos).\n\n10.7 Leyenda: \"NUNCA\nDE A BEBER NI INDUZCA EL VÓMITO A PERSONAS EN ESTADO DE INCONSCIENCIA\"\n\n10.8 Leyenda: ''ANTÍDOTO\nY TRATAMIENTO MÉDICO\" indicar procedimiento general o el específico.\n\n10.9 Leyenda: \"ALMACENAMIENTO\nY TRANSPORTE\" indicar los peligros fisicoquímicos (explosivo,\ncorrosivo, inflamable, otros), indicaciones sobre las condiciones del\nalmacenamiento y transporte del producto.\n\n10.10 Densidad para\nlos líquidos.\n\n10.11 Presentaciones.\n\n10.12 Formulador.\n\n10.13 Leyenda: \"PROTEJA\nEL AMBIENTE CON BUENAS PRÁCTICAS AGRÍCOLAS\".\n\n10.14 Leyenda: \"NO\nCONTAMINE RÍOS, LAGOS Y ESTANQUES CON ESTE PRODUCTO CON ENVASES O EMPAQUES\nVACÍO\".\n\n10.15 Leyenda: \"MANEJO\nDEL PRODUCTO UNA VEZ UTILIZADO\" indicar el procedimiento para eliminar\nlos desechos y disposición de los envases y empaques vacíos.\n\n10.16 Equipo de\naplicación recomendado para la aplicación de sustancias afines y su acción\nsobre el equipo.\n\n10.17 Uso\nagroquímico:\n\n- Forma de\npreparación de la mezcla (excepto vehículos físicos).\n\n- Cultivos y plagas\na controlar (excepto coadyuvantes).\n\n- Dosis (por\nhectárea/manzana).\n\n- Dosificación (en\nel caso de fumigantes).\n\n- Instrucciones de\nuso y métodos de aplicación (para vehículos físicos: distribución y forma de\ncolocar el producto en el cultivo, campo y ambiente controlado según sea el\ncaso y número de unidades por hectárea).\n\n- Época y frecuencia\nde aplicación (excepto coadyuvantes).\n\n- Intervalo de\nreingreso al área tratada (excepto coadyuvantes).\n\n- Período de\ncarencia (intervalo entre la última aplicación y la cosecha).\n\n10.18 Fitotoxicidad.\n\n10.19 Compatibilidad.\n\n10.20 Bajo el título \"A VISO DE GARANTÍA\" (ALINEADO A LA\nIZQUIERDA EN LETRA MAYÚSCULA Y NEGRITA) se deberá indicar las concesiones que\nel formulador, registrante/distribuidor, ofrecen para la garantía del producto.\n\n11 FORMATO PARA\nPANFLETO PARA PLAGUICIDAS QUÍMICOS. FORMULADOS.\n\n11.1 La leyenda \"¡ALTO! LEA EL PANFLETO ANTES DE USAR EL PRODUCTO Y\nCONSULTE AL PROFESIONAL EN CIENCIAS AGRONÓMICAS \" la cual debe estar\ncentrada, en mayúscula y negrita.\n\n11.2 Marca comercial,\nseguida de la concentración del ingrediente activo, expresado en números y las\nsiglas de la formulación del plaguicida.\n\n11.3 La\nconcentración se debe expresar en porcentaje en masa por masa (%m/m) para los\nsólidos y en masa por volumen (m/v) para los líquidos, sin el signo de\nporcentaje.\n\n11.3.1 En el caso de\nque más de una sustancia activa esté químicamente mezclado se sumarán los\nporcentajes para establecer la concentración total.\n\n11.3.2 Para el caso de\nempaques múltiples la concentración y las siglas de la formulación de cada uno\nde los componentes deben estar separadas con diagonales.\n\n11.4 Clase o acción\nbiológica1 tipo o familia química del plaguicida.\n\n11.5 Para las mezclas de\nplaguicidas, cumplir con lo indicado en 5 .4.11.\n\n11.6 Nombre común del\ningrediente activo (CENTRADO, EN MAYÚSCULA Y NEGRITA).\n\n11. 7 Las palabras y\nfigura de acuerdo a su categoría toxicológica según Anexo B del presente\nreglamento.\n\n11.8 Seguido de la leyenda:\n\"ANTÍDOTO\" (CENTRADO, EN MAYÚSCULA Y NEGRITA) se debe cumplir\nlo señalado en el numeral 5 .4.15 .2.\n\n11.9 Bajo el título \"SOLVENTE,,\nse debe indicar si la formulación contiene solvente tipo hidrocarburo,\ndeclarar su nombre químico. . .\n\n11.10 Se debe declarar el\nvalor de densidad del producto cuando sea líquido y la temperatura a la cual se\nmidió seguido del título \"DENSIDAD\" (CENTRADO, EN MAYÚSCULA Y\nNEGRITA). En el caso de empaques múltiples se debe indicar por separado para\ncada una de las formulaciones líquidas componentes de la misma.\n\n11.11 Las siguientes\nleyendas deberán aparecer centradas en letra mayúscula y negrita:\n\n11.11.1 \"ESTE\nPRODUCTO PUEDE SER MORTAL SI SE INGIERE O SE INHALA PUEDE CAUSAR DAÑOS A LOS\nOJOS Y A LA PIEL POR EXPOSICIÓN\".\n\n11.11.2 \"NO\nALMACENAR EN CASAS DE HABITACIÓN\".\n\n11.11.3\n\"MANTENGASE ALEJADO DE LOS NIÑOS, PERSONAS MENTALMENTE INCAPACES, ANIMALES\nDOMÉSTICOS, ALIMENTOS Y MEDICAMENTOS\".\n\n11.11.4 Se debe agregar el\nrespectivo pictograma de almacenamiento.\n\n11.12 Bajo el título \"USO\nAGRONÓMICO'' (ALINEADO A LA IZQUIERDA, EN LETRA MAYÚSCULA Y NEGRITA) se\ndeberá indicar el uso agronómico del producto.\n\n11.13 Bajo el título \"MODO DE ACCIÓN\" (ALINEADA A LA IZQUIERDA, EN LETRA MAYÚSCULA Y NEGRITA) se\ndeberá indicar como actúa el plaguicida (ejemplo: es sistémico, de contacto, preventivo, curativo,\npolivalente, post-emergente, pre-emergente, entre otros.). Además se debe describir como se\ntransloca el plaguicida en la planta (vía xilema o floema, entre otros).\n\n11.14 Bajo el título \"EQUIPO DE APLICACIÓN\" (ALINEADO A LA IZQUIERDA, EN LETRA MAYÚSCULA Y NEGRITA)\ndeberá especificarse detalladamente el equipo de aplicación de acuerdo a la clase, el tipo de\nformulación y modo de acción del plaguicida a utilizar, así como del tipo de equipo de aplicación\n(aspersora, espolvoreadora, tractor, helicóptero, avioneta, aplicador de granos, entre otros), tipo\nde  aphcac1on (terrestre o aérea).\n\n11.14.1 Se debe agregar la\nrecomendación de que antes de utilizar el equipo se debe verificar que se\nencuentra en buen estado de funcionamiento, sin fugas y con la calibración\ncorrecta, así como indicar el tipo de boquilla que se debe de utilizar.\n\n11.14.2 Seguidamente se\ndeberán colocar los pictogramas de actividad (ver Anexo C).\n\n11.15 Bajo el título\n\"FORMA DE PREPARACIÓN DE LA MEZCLA\" (ALINEADO A LA IZQUIERDA, EN\nLETRA MAYÚSCULA Y NEGRITA) se debe indicar:\n\n11.15.1 El\nprocedimiento recomendado por el fabricante o formulador cuando se aplica sólo\no en\n\nmezcla con otros\nplaguicidas.\n\n11.15.2 Citar el\nvehículo para la mezcla (agua o aceite).\n\n11.15. 3 Si el\nproducto debe agitarse y sus condiciones antes de emplearse para hacer la\nmezcla.\n\n11.15.4 pH adecuado\ndel agua o de la mezcla a utilizar, éste último de acuerdo al tipo de producto\no al efecto que se quiera obtener del producto sobre la planta.\n\n11.15.5 Indicar que\nuna vez realizada la aplicación se debe de lavar el equipo.\n\n11.15.6 Deberán\ncolocarse los pictogramas de precaución y advertencia de uso de acuerdo al tipo\nde formulación del producto (ver Anexo C).\n\n11.16 Bajo el título\n\"RECOMENDACIONES DE USO\" (ALINEADO A LA IZQUIERDA, EN LETRA MAYÚSCULA\nY NEGRITA) se deberá incluir:\n\n- El nombre común del cultivo y de la plaga.\n\n- El nombre científico del cultivo y de la plaga escritos en letra\ncursiva y negrita.\n\n11.16.1 Dosis\nrecomendadas incluyendo cantidad de producto comercial por unidad de área,\netapa  fenológica del cultivo y cantidad\nde producto por volumen de agua .\n\n Para ello se podrá agregar la información\nmediante un cuadro indicando:\n\nCultivo\n\nPlaga\n\nDosis\n\nObservaciones\n\n11.17 Bajo el título\n\"INTERVALO DE APLICACIÓN\" (ALINEADO A LA IZQUIERDA, EN LETRA\nMAYÚSCULA Y NEGRITA) se debe indicar el intervalo en términos de tiempo cuanto\ndebe de trascurrir entre una aplicación y otra del producto. Adicionalmente\ndeberá indicarse el número máximo de aplicaciones por ciclo del cultivo.\n\n11.18 Bajo el título \"INTERVALO\nENTRE LA ÚLTIMA APLICACION Y LA COSECHA'' (ALINEADO A LA IZQUIERDA, EN\nLETRA MAYÚSCULA Y NEGRITA) se debe indicar en términos de tiempo cuanto debe\ntrascurrir entre la última aplicación del plaguicida y la toma de la cosecha.\n\n11.19 Bajo el título \"INTERVALO\nDE REINGRESO AL AR.EA TRATADA\" (ALINEADO A LA IZQUIERDA,\nEN LETRA MAYÚSCULA Y NEGRITA) se debe indicar en términos de tiempo entre la\naplicación del plaguicida y la entrada de personas al campo tratado o del\npastoreo del ganado.\n\n11.20 Bajo el título ''FITOTOXICIDAD\"\n(ALINEADO A LA IZQUIERDA, EN LETRA MAYÚSCULA Y NEGRITA) se deberá indicar\nen cuales condiciones de aplicación puede resultar fitotóxico\nel producto a los cultivos en que se recomienda.\n\n11.21 Bajo el título \"COMPATIBILIDAD\"\n(ALINEADO A LA IZQUIERDA, EN LETRA MAYÚSCULA Y NEGRITA) se deberá indicar\ncon cuáles productos agroquímicos no es compatible.\n\n11.22 Bajo el título \"PRECAUCIONES\nY ADVERTENCIAS DE USO\" (ALINEADO A LA IZQUIERDA, EN LETRA MAYÚSCULA Y\nNEGRITA) indicar el equipo de protección personal a utilizar, medidas de\nprecaución y recomendaciones para el manejo de envases/empaques vacíos y\nderrames.\n\n11.23 Bajo el título \"ALMACENAMIENTO\nY TRANSPORTE\" (ALINEADO A LA IZQUIERDA, EN LETRA MAYÚSCULA Y NEGRITA)\nse deberá indicar la forma en que debe ser transportado y almacenado el\nproducto para evitar daños a la salud humana, animal o al ambiente.\n\n11.24 Se debe\nagregar la leyenda \"NO ALMACENAR ESTE PRODUCTO EN CASAS DE HABITACIÓN.\nMANTÉNGASE BAJO LLAVE FUERA DEL ALCANCE DE LOS NIÑOS Y PERSONAS CON\nDISCAPACIDAD MENTAL\" (ALINEADO A LA IZQUIERDA, EN LETRA MAYÚSCULA Y\nNEGRITA). Adicionalmente, la leyenda debe ir acompañada del respectivo\npictograma (alineado al lado derecho).\n\n11.25 Leyendas según la\nforma de aplicación:\n\n11.25.1 Indicar cualesquiera\nde las tres leyendas que a continuación se describen, dependiendo del tipo\nde formulación del plaguicida y se utilizará el o los pictogramas respectivos\nsegún sea el caso, la leyenda (ALINEADA A LA IZQUIERDA, EN LETRA MAYÚSCULA Y\nNEGRITA) al margen y el o los pictogramas a la derecha. ·\n\na) \"UTILICE EL SIGUIENTE\nEQUIPO DE PROTECCIÓN AL MANIPULAR EL PRODUCTO, CARGA Y APLICACIÓN:\n\n- GUANTES, BOTAS\nDE HULE, MASCARILLA, SOMBRERO,\n\n- PROTECTOR DE\nOJOS, PANTALÓN Y CAMISA DE MANGA LARGA, DELANTAL DE MATERIAL\nl1V.IPERMEABLE\".\n\nb) \"UTILICE EL\nSIGUIENTE EQUIPO DE PROTECCIÓN AL MANIPULAR EL PRODUCTO, DURANTE LA PREPARACIÓN\nDE LA MEZCLA, CARGA Y APLICACIÓN.\n\n- GUANTES, BOTAS\nDE HULE, MASCARILLA, SOMBRERO,\n\n-. PROTECTOR DE\nOJOS, PANTALÓN Y CAMISA DE MANGA LARGA, DELANTAL DE MATERIAL IMPERlVIEABLE.\n\nc) \"UTILICE EL SIGUIENTE EQUIPO\nDE PROTECCIÓNAL MANIPULAR EL PRODUCTO Y SU APLICACIÓN O COLOCACIÓN:\n\n- GUANTES, BOTAS\nDE HULE, MASCARILLA, SOMBRERO\n\n- PROTECTOR DE\nOJOS, PANTALÓN Y CAMISA DE MANGA LARGA, DELANTAL DE MATERIAL IMPERMEABLE\".\n\nLa ANC aprobará las\nleyendas de medidas de protección distintas a las anteriores, siempre que las\nmismas sean sustentadas técnicamente por el fabricante.\n\n11.25.2 Colocar la siguiente\nleyenda (CENTRADA, EN LETRA MAYÚSCULA Y NEGRlTA) ''NO\nCOMER, FUMAR O BEBER DURANTE EL l\\.1ANEJO Y APLICACIÓN DE ESTE PRODUCTO. BÁÑESE\nDESPUÉS DE TRABAJAR Y PÓNGASE ROPA LIMPIA\".\n\n11.26 Seguido del título \"SÍNTOMAS\nDE INTOXICACIÓN\" (ALINEADO A LA IZQUIERDA, EN LETRA MAYÚSCULA Y\nNEGRITA) se deben indicar los síntomas de intoxicación los propios del\nproducto.\n\n11.27 Bajo el título\n\"PRIMEROS AUXILIOS\" (ALINEADO A LA IZQUIERDA, EN LETRA  MAYÚSCULA Y NEGRITA) deberán indicarse los\nprimeros auxilios para cada caso: ingestión, contacto con la piel, inhalación y\ncontacto con los ojos; en el orden indicado.\n\n11.28 Deberá aparecer la\nleyenda: \"NUNCA DE A BEBER NI INDUZCA EL VÓMITO A PERSONAS EN ESTADO DE\nINCONSCIENCIA\" (CENTRADA EN MAYÚSCULA Y NEGRITA).\n\n11.29 Bajo el título \"ANTÍDOTO\nY TRATAMIENTO M:ÉDICO\" (ALINEADO A LA IZQUIERDA, EN LETRA MAYÚSCULA Y\nNEGRITA) Si tiene antídoto deben indicarlo, si no tiene indicar ''NO .TIENE\".\nEn cuanto al tratamiento médico; indicar procedimiento general o el específico.\nEste título debe indicarse en letra mayúscula, negrita y centrada.\n\n11.30 Bajo el\ntítulo: \"CENTROS NACIONALES DE INTOXICACIÓN\" (ALINEADO A LA\nIZQUIERDA, EN LETRA MAYÚSCULA Y NEGRITA) deberá colocarse el nombre completo de\nla institución encargada de atender este tipo de emergencias, el nombre del\npaís y los números de teléfono.\n\n11. 31 Bajo el\ntítulo: \"MEDIDAS PARA LA PROTECCIÓN DEL AMBIENTE\" (ALINEADO A LA\nIZQUIERDA, EN LETRA MAYÚSCULA Y NEGR1TA) se deberán indicar los efectos sobre\nel ambiente según corresponda: toxicidad para aves, organismos acuáticos,\nabejas, lombrices u otro\n\norganismo (ALINEADO\nA LA IZQUIERDA, EN LETRA MAYÚSCULA Y NEGRITA) y su respectivo pictograma de\nacuerdo al Anexo C (ALINEADO A LA DERECHA, EN MAYÚSCULA Y EN NEGRITA).\n\n''TÓXICO PARA EL\nGANADO\" y su pictograma.\n\n- \"TÓXICO\nPARA A VES\" y su pictograma.\n\n- \"TÓXICO\nPARA PECES O CRUSTÁCEOS\" y su pictograma.\n\n- \"TÓXICO PARA ABEJAS\" y su\npictograma\n\n- \"NO CONTAMINE RÍOS , LAGOS y ESTANQUES\nCON ESTE PRODUCTO O CON ENVASES O EMPAQUES VACÍOS\"\n\n11.32 Debe indicarse\nsi el producto es persistente en suelo o agua, así como las medidas a seguir en\ncasos de derrames y recolección de envases/empaques o desechos. Indicar además\nlos peligros fisico - químicos que presenta el\nproducto, tales como inflamabilidad y corrosividad. Indicar las medidas de\nmitigación según corresponda.\n\n11.33 Para el caso de\nplaguicidas químicos formulados deberá llevar las siguientes leyendas (ALINEADA\nA LA IZQUIERDA, EN LETRA MAYÚSCULA Y NEGRITA), según corresponda:\n\n- \"RESPETE LAS ÁREAS DE PROTECCIÓN DE\nRíos, QUEBRADAS y OTRAS ÁREAS FRÁGILES\".\n\n- \"NO APLIQUE EL PRODUCTO EN CONDICIONES\nCLIMÁTICAS QUE FAVORECEN LA ESCORRENTÍA O DERIVA DEL PRODUCTO\".\n\n- \"ASEGÚRESE QUE LAS ÁREAS DE PROTECCIÓN DE\nLOS CAUCES DE AGUA ALEDAÑOS AL CULTIVO\nCUENTEN CON BARRERAS DE PROTECCIÓN (TALES COMO VEGETACIÓN) QUE MJNIMICE LA\nDERIVA DEL PRODUCTO\".\n\n11.34 Bajo el título\n\"MANEJO DE ENVASES, EMPAQUES, DESECHOS Y REMANENTES\" (alineado a la\nizquierda, en letra mayúscula y negrita) se debe indicar el procedimiento para\nla disposición final de estos.\n\nNOTA: Para el caso\nde vehículos físicos con plaguicidas deben indicar también la recolección de\ndichos vehículos físicos posterior a su uso.\n\n11.35 De incluir la\nleyenda: \"EL USO DE LO~ ENVASES O EMPAQUES EN FORMA , DIFERENTE PARA LO\nQUE FUERON DISENADOS, PONE EN PELIGRO LA SALUD HUMANA Y EL AMBIENTE''. Deberá\nindicarse centrada, en letra mayúscula y en negrita.\n\n11.36 Bajo el título \"A VISO DE GARANTÍÁ\" (ALINEADO A LA IZQUIERDA, EN LETRA MAYÚSCULA Y NEGRlTA) se\ndeberá indicar las concesiones que el formulador, registrante/distribuidor, ofrecen para la garantía\ndel producto.\n\n11.37 Bajo el título \"FORMULADO\nPOR\" (ALINEADO A LA IZQUIERDA, EN LETRA MAYÚSCULA Y NEGRITA) se deberá\nindicar quien es el formulador.\n\n11.38 Bajo el título \"IMPORTADOR\"\n(AL MARGEN IZQUIERDO,, EN LETRA :MAYÚSCULA Y NEGRITA), se debe indicar el\nnombre y dirección completa, número de teléfono, correo electrónico o fax del\nimportador.\n\n11.39 PAÍS Y NÚMERO\nDE REGISTRO.\n\n11.40 Para el caso\nde vehículos físicos que contengan plaguicidas se deben de seguir las\nsiguientes instrucciones:\n\n11.40.1 Bajo el\ntítulo \"INDICACIONES DE USO\" (EN MAYÚSCULA Y NEGRITA) se deberá\nindicar el procedimiento en la manipulación del producto terminado antes,\ndurante y después de colocado el mismo en el campo.\n\n11.40.2 Bajo el\ntítulo \"INTERVALO DE APLICACIÓN\" (EN MAYÚSCULA Y NEGRITA) se debe\nindicar el tiempo que debe de trascurrir de una colocación a otra en el campo.\n\n11.40.3 Bajo el\ntítulo \"COMPATIBILIDAD\" (EN MAYÚSCULA Y NEGRITA) se deberá indicar\ncon cuales agroquímicos no es compatible.\n\n12. VERIFICACIÓN Y\nVIGILANCIA\n\nLa vigilancia y\nverificación de este Reglamento Técnico Centroamericano le corresponde a la\nAutoridad Nacional Competente de cada uno de los Estados Parte.\n\n13. DISPOSICIONES\nFINALES\n\n13.1 Toda etiqueta que\nhaya sido aprobada o actualizada en alguno de los Estados Parte conforme al\npresente reglamento, será aceptada por los otros Estados Parte mediante la\npresentación de la resolución u oficio de aprobación de la ANC que lo aprobó.\n\nSi la Autoridad\nNacional Competente (ANC) verifica que la etiqueta aprobada por uno de los\nEstados Parte no cumple con ~os requisitos, procederá a solicitar que la\netiqueta sea corregida y aprobada de conformidad con el presente reglamento por\nla ANC que emitió la resolución que fundamenta ·la solicitud del reconocimiento\nde la etiqueta.\n\n13.2 Transitorio l. Actualización de\netiquetas y panfletos. Las etiquetas y panfletos aprobados con\n\nnormativas\nanteriores a la entrada en vigencia del presente RTCA, tendrán un plazo de 3\naños para cumplir con los requisitos del presente reglamento, período en el\ncual las empresas deberán agotar sus existencias de etiquetas y panfletos.\n\n13.3 Transitorio II. El registrante podrá actualizar la\netiqueta y panfleto antes del vencimiento del plazo establecido en el\ntransitorio I del presente reglamento.\n\n13.4 Transitorio\nIII.  Las solicitudes de autorización de etiqueta y\npanfleto que hubiesen iniciado el trámite de conformidad con la legislación\nvigente en la fecha de su presentación, concluirán el trámite con esa normativa\no solicitar adherirse a la nueva legislación y debe cumplir con el plazo\nestablecido en el transitorio I del presente reglamento p'ara\nsu actualización. · · ·\n\n13.5 Los requisitos\nexpresados en este reglamento son la totalidad de requisitos, que las ANC\nrequerirán para aprobar el etiquetado de los productos regulados en el presente\nreglamento.\n\n14. SCOPE OF\nAPPLICATION\n\nApplies to the\nlabels and leaflets of formulated chemical pesticides (synthetic and of\ninorganic origin), related substances, adjuvants and physical vehicles that\nare manufactured, packaged, repackaged, imported,\ndistributed and marketed in the States Parties, as well as to the identification\nof registered technical grade active ingredients.\n\n3. DEFINITIONS\n\n3.1 Pesticide class:\ndetermines the biological action of the pesticide, for example: insecticide,\nfungicide, herbicide and nematicide, among others.\n\n3.2 Adjuvant (Coadyuvante): chemical substance\nthat contributes, assists or helps to achieve a better biological action of the\nformulated chemical pesticide (adherent, dispersant, wetting agent, penetrant and\npH regulator, among others), when mixed correctly with it.\n\n3.3 Multiple package (Empaque\nmúltiple): product with a particular presentation, where in a single\npackaging or container unit there are two or more active ingredients in\nformulations physically separated from each other. The formulation type of the\nactive ingredients that make up the multiple package\n\nmay be the same or\ndifferent.\n\n3.4 Container or\npackage (Envase o empaque): receptacle that is in direct contact with the product labeled in\naccordance with this regulation, to preserve it, identify it and\nfacilitate its transport.\n\n3.5 Stamped (Estampado):\nengraved with indelible ink on the container or on the label already produced.\n\n3.6 Label (Etiqueta): written, printed\nor graphic material that goes on the surface of the container, adhered (glued) to\nthe receptacle of the product subject to this regulation, that identifies and describes the product\n\ncontained in the\ncontainer.\n\n3.7 Manufacturer (Fabricante): individual\nor collective, natural or legal person dedicated to the synthesis or\nproduction of technical grade active ingredient.\n\n3.8 Formulation (Formulación): preparation of\nformulated chemical pesticides, related substances and adjuvants that may\ncontain one or more active ingredients and formulation auxiliaries in a\nform suitable for its use.\n\n3.9 Formulator (Formulador): individual or\ncollective, natural or legal person, dedicated to the formulation of formulated chemical\npesticides and related substances.\n\n3.10 Importer (Importador): individual or\ncollective, natural or legal person, who imports formulated chemical pesticides,\ntechnical grade active ingredients, adjuvants, physical vehicles and\nrelated substances for agricultural use that comply with the provisions of\nthis regulation.\n\n3.11 Printed (Impreso): material that has been\nobtained through the art of printing or a similar system.\n\n3.12 Technical grade\nactive ingredient: one that contains the chemical elements and their\nnatural or manufactured compounds, including impurities and related\ncompounds that may inevitably result from the manufacturing process. The\ntechnical grade active ingredient can be found under two denominations:\ntechnical material (TC) and technical concentrate (TK). Technical material (TC)\nnormally has a high concentration of active ingredient, may have\nessential additives such as stabilizers, but does not have diluents or\nsolvents. Technical concentrate (TK) normally contains a lower\nconcentration of active ingredient, may have essential additives such as\nstabilizers, as well as diluents or solvents.\n\n3.13 Dermal\nintoxication: clinical picture or state in which adverse effects occur as a\nresult of absorption through the skin of a formulated synthetic\npesticide, technical grade active ingredient, adjuvants and related substances.\n\n3.14 Oral\nintoxication: clinical picture or state in which toxic effects are produced\nby a formulated synthetic pesticide, technical grade active ingredient,\nadjuvants and related substances when absorbed by ingestion.\n\n3.15 Inhalation\nintoxication: clinical picture or state in which the manifestations of toxic\neffects are caused by a formulated synthetic pesticide, technical grade active\ningredient, adjuvants and related substances absorbed through the\nrespiratory tract.\n\n3.16 Brand (name\nof the product) (Marca (nombre del producto)): any sign or combination of signs that allows distinguishing the\ngoods of a person (individual or collective, natural or legal) from those of\nanother, considering these sufficiently distinctive or capable of\nidentifying the goods to which they\n\napply in comparison to\nthose of their same species or class.\n\n3.17 Mechanism of\naction: manner in which the pesticide acts directly on the\nphysiological processes of pests.\n\n3.18 Mode of action:\nmanner\nin which the pesticide must make contact to perform its action (contact\nand ingestion, among others).\n\n3.19 Trade name (Nombre\ncomercial): denominative or mixed sign that identifies and distinguishes a company or a\nspecific commercial establishment.\n\n3.20 Generic or common name (Nombre genérico o común): common name of the\nactive ingredient approved by ISO.\n\n3.21 Chemical name (Nombre químico):\nname\nof the active ingredient approved by IUPAC.\n\n3.22 Leaflet or\ninstruction sheet (Panfleto o instructivo): printed material that accompanies each commercial presentation of the\nformulated chemical pesticide or related substance, which complies with the information and\nrequirements established in this regulation.\n\n3.23 Restricted-use\npesticide (Plaguicida de venta y uso restringido): pesticide whose sale and\nuse is, due to its risk level, conditioned upon special management\npractices specified by the ANC.\n\n3.24 Formulated chemical\npesticide: commercial product that has been prepared from one or more\ntechnical grade active ingredients plus the other components of the formulation,\nfollowing established quality standards, for its packaging, packing and\nsale.\n\n3.25 Inorganic\npesticide: these are products extracted from natural sources.\n\n3.26 Related substances (Sustancias afines): substances intended for\nuse as defoliants, desiccants, sunscreens, pheromones,\npre-planting seed protectants against the action of chemical\nsubstances, oils, repellents, agents to reduce fruit density or\nagents to prevent premature fruit drop, and substances applied\nto crops before or after harvest to protect the product against\ndeterioration during storage and transport (waxes, soaps; silver\ncitrate and hydrogen peroxide, among others). The term also includes\nhormones, growth regulators, ripening and floral induction regulators that naturally occur in plants and that have been able to be reproduced\nsynthetically, among others.\n\n3.27 Pesticide type or chemical family (Tipo o familia química de plaguicida): chemical group to which a product belongs, such as\norganophosphates, carbamates, pyrethroids and sulfonylureas, among others; using as reference\nwhat is established by recognized international organizations.\n\n3.28 Registration holder (Titular del\nregistro): individual or collective, natural or legal person, owner of the\nregistration of a formulated chemical pesticide, technical grade active ingredient,\nadjuvant or related substance before the ANC.\n\n3.29 Physical\nvehicle (Vehículo físico): inert medium that provides the adequate contact surface or fixes\na pesticide (technical grade active ingredient or formulation) or related\nsubstance, such as bags, traps, sheets and sticks with pesticides or\nrelated substances. It does not include formulation auxiliaries (inerts) used\nin the formulation of pesticides.\n\n4. ABBREVIATIONS\n(ACRONYMS)\n\n4.1 ANC: National Competent Authority.\n\n4.2 FAO: Food and Agriculture\nOrganization of the United Nations (for its acronym in\nEnglish).\n\n4.3 GHS: Globally Harmonized System (for its acronym in English).\n\n4.4 IAGT: Technical Grade Active Ingredient (Ingrediente Activo Grado Técnico).\n\n4.5 ISO: International\nOrganization for Standardization.\n\n4.6 IUPAC: International Union\nof Pure and Applied Chemistry (for its acronym in English).\n\n4.7 SI: International System of Units.\n\n5. GENERAL\nPROVISIONS\n\n5.1 Basic\nprinciples\n\n5.1.1 Labels must be placed in such a way that they do not separate from the container or\npackage of the product under normal conditions of use.\n\n5.1.2 Labels\nmust be of such quality that they withstand the action of\natmospheric agents under normal conditions of use, transport and storage.\n\n5.1.3 The language must be clear, brief, simple and free of ideas that tend to\nexaggerate the actual qualities or capabilities of the product. Words should be of\ncommon use, avoiding technical terms that confuse the user and employing words that\naccurately define the idea.\n\n5.1.4 Labels\nand leaflets must not use words, illustrations, graphics or other\ngraphic representations that lead the user into error or confusion in any\nsense.\n\n5.1.5 The use of stickers, corrections or alterations on the\nlabel or container is not permitted.\n\n5.1.6 When a State Party has regulations on restricted-use formulated chemical\npesticides, the product label marketed in that State must indicate the following legend: \"RESTRICTED-USE PRODUCT\", at the top\nand centered, in uppercase\nand bold letters, of the same size as the warning phrases, sufficiently\nvisible according to the size of the label.\n\n5.1.7 The texts and\nlegends of the label must be written in Spanish, with the exception of the\nIUPAC chemical name and the acronyms that qualify the formulation in\nquestion.\n\n5.1.8 The use of company logos must not interfere with the\nmandatory information on the label or leaflet, and the size of the logo must\nnot be greater than 4% of the total area of the label or leaflet.\n\n5.1.9 The use of indications such as: \"non-toxic\", \"not harmful\", with or without a qualifying\n\nphrase such as:\n\"if used according to instructions\" or any other analogous\nindication is not permitted; nor is the use of extensive terms such as:\n\"etc.\", \"and others\", \"widely\", \"the most diverse\",\n\"certain\", \"almost all\", \"the majority\" or any other\nanalogous indication permitted.\n\n5.1.10 The graphic representations, figures, pictograms or designs necessary\non the label must comply with the provisions of this regulation,\navoiding the use of drawings that confuse or induce misuse of the product.\n\n5.1.11 Labels and leaflets shall be drafted in black letters on\na white background, and no other color shall appear on them, except those identifying\nthe logos of the manufacturer, formulator or distributor, brands, figures and the\nband corresponding to the toxicological category.\n\nNOTE. Excluded from\nthis rule are those lithographed labels or labels printed on containers or\npackages made of a material color other than white for photosensitive\npesticides.\n\n5.1.12 Formulated chemical\npesticides must have a leaflet attached,\nregardless of the label format they use.\n\n5.1.13 On the label and leaflet of products, the International\nSystem of Units (SI), or the units recognized by it, shall be used to cite\nthe units of length, area, volume and\n\nmass.\n\n5.1.14 The indications under the heading \"FIRST AID\" must\ninclude an explanation of applicable measures for exposure via oral,\ninhalation or contact with skin and eyes, which must be:\n\n-IN CASE OF INGESTION: do not induce vomiting. Immediately take the\npatient to the nearest doctor or health center. Take the available\ninformation on the product (label or leaflet).\n\n-IN CASE OF CONTACT WITH SKIN: remove contaminated clothing, wash\nthe affected area of the body immediately with plenty of water and soap for 15 to\n20 minutes. Take the patient to the nearest doctor or health center. Take\nthe available information on the product (label or leaflet).\n\n-IN CASE OF INHALATION: move the person to a ventilated place.\nImmediately take the patient to the nearest doctor or health center.\nTake the available information on the product (label or leaflet).\n\n-IN CASE OF CONTACT WITH EYES: wash them with water for 15 to 20 minutes. Immediately take\nthe patient to the nearest doctor or health center. Take the\navailable information on the product (label or leaflet).\n\nNOTE. These\nindications can be expanded, depending on the toxicity and some\nphysical and chemical characteristics of the substances, as well as the\nrecommendations of the formulator.\n\n5.1.15. The highest toxicity value of the product according to its oral or dermal LD50 shall be used for the toxicological classification established in Annex\nB of this regulation.\n\n5.2 Dimensions of\nthe labels.\n\nThe size of the\nlabel must be in accordance with the following proportions:\n\n5.2.1 On containers or packages whose capacity is up to 1L or 1kg, the label\nmust cover at least 75% of the total surface area thereof, excluding the top,\nbottom and side of the container or package.\n\n5.2.2 On containers or packages whose capacity is greater than 1L or 1kg up to 3.785L or\n5kg, the label must cover at least 40% of the total surface area thereof,\nexcluding the top, bottom and side of the container or package.\n\n5.2.3 On containers or packages larger than 3.785L or 5 kg up to 18L or 25kg, the\nlabel must cover at least 25% of the total surface area thereof,\nexcluding the top and bottom of the container or package.\n\n5.2.4 On containers or\npackages with a capacity greater than 18L or 25kg, the size of the label must\n\ncover at least\n10% of the total surface area thereof, excluding the top and bottom\nof the container or package.\n\n5.3 Font size,\nprint style and pictograms\n\n5.3.1 Font\nsize\n\nThe warning\nlegends required by this regulation must be in uppercase, in\nbold and in proportion to the size of the label, with a size of at least\n1.5mm (6 points) and all other texts of at least 1mm (4 points).\n\n5.3.2 Print\nstyles\n\n5.3.2.1 The printing\non the label must run in the same direction and must never overlap.\n\n5.3.2.2 Condensed\nprinting must never be used.\n\n5.3.2.3 Italic and\nbold printing must only be used for scientific names.\n\n5.3.2.4 The Verdana\nstyle must be used for the information contained on the label.\n\n5.3.3 Size and location of pictograms\n\n5.3.3.1 The\npictograms required by this regulation must be of dimensions such that\nthe user can identify and understand the message. The size of the\npictogram must be proportional to that of the label, and the minimum permitted is\n7mm x 7mm.\n\n5.3.3.2 The\npictograms shall be placed to the right of the corresponding legends.\n\n5.3.3.3 The pictograms must be printed on a white background with a black\nfigure.\n\n5.4 Information on\nthe label\n\n5.4.1 Brand (name of the product) followed by the concentration of the active\ningredient expressed in mass/mass percentage (%m/m) for solids and in\nmass/volume percentage (%m/v) for liquids, without placing the percentage symbol,\nfollowed by the acronyms of the pesticide formulation (CENTERED, UPPERCASE AND\nBOLD).\n\n5.4.2 The class of the\nproduct or biological action, type or chemical family of the pesticide, must follow\nthe following indications (CENTERED, UPPERCASE AND BOLD).\n\n5.4.2.1 For\nmixtures of pesticides, the types shall be declared individually, when\napplicable, as follows:\n\na. Mixtures of classes are separated by commas (CENTERED, UPPERCASE AND BOLD).\n\nb. Mixtures of type or chemical family are separated by commas (CENTERED,\nUPPERCASE AND BOLD).\n\nc. Mixtures of type or chemical family and class are separated by a hyphen (CENTERED, UPPERCASE AND\nBOLD).\n\n5.4.3 The class of the product, biological action, type or chemical family of the related substance, adjuvant or physical vehicle\n(CENTERED, UPPERCASE AND BOLD).\n\n5.4.4 The common name of the active ingredient must be indicated according to ISO\n(CENTERED, UPPERCASE AND BOLD).\n\n5.4.5 Under the heading \"Chemical composition\" (in bold and\nleft-aligned), the following must be indicated:\n\na. The chemical name\nof the active ingredient (according to IUPAC) and its concentration, which must be expressed in\nmass/mass percentage (%m/m) if solid and mass/volume percentage (%m/v)\nif liquid.\n\nb. The concentration\nexpressed in mass/mass percentage (%m/m) of the inert ingredient if it is a\nsolid or in mass/volume percentage (%m/v) if it is a liquid. The abbreviations\nfor mass/mass percentage (%m/m) or mass/volume percentage (%m/v) must appear\nabove the digits indicating said percentage.\n\nc. The common name\nof the hydrocarbon-based solvent according to ISO, when the product contains\n\nthis type of\nsolvents.\n\nNOTE. The\npercentages mentioned above must be followed by the symbol\n\"%\" and carry two (2) decimal places. These must be separated by means of\na comma according to the SI (aligned to the right side of the chemical composition).\n\n5.4.6 The density value of the product must be declared when it is a liquid.\nThe word DENSITY: centered, uppercase and bold. The sum\nof the percentages must not be indicated.\n\n5.4.7 For multiple packages, the formulation of each\nproduct must be indicated, using separate tables, as well as the common name of the\nactive ingredient of each product.\n\n5.4.8 The grams of active ingredient per kilogram or liter\nof commercial product must be indicated, after the heading \"Contains:\" (in\nbold letters and left-aligned).\n\n5.4.9 The\nquantity of product contained in the container/package must be declared, expressed in\nunits according to the SI or accepted by it, for which the phrase \"Net\ncontent\" shall be used (in bold letters and left-aligned).\n\n5.4.10 In the central part of the label, below net content and\ncentered, the word and figure corresponding to the toxicological\ncategory, established in Annex B of this regulation, shall be placed.\n\n5.4.11 For a product that requires a leaflet, the label must have the\nfollowing legend: \"STOP! READ THE LEAFLET\nBEFORE USING THE PRODUCT AND CONSULT AN AGRONOMIC SCIENCES PROFESSIONAL (CENTERED,\nIN UPPERCASE AND BOLD LETTERS).\n\nNOTE. This shall apply to the\none, two and three-body label formats (see Section 7).\n\n5.4.12 The label of adjuvants (coadyuvantes) must contain the following legend: \"BEFORE PURCHASING AND USING THE PRODUCT, CONSULT AN AGRONOMIC SCIENCES PROFESSIONAL\" (CENTERED, IN UPPERCASE AND BOLD LETTERING).\n\nNOTE: This shall apply to the one-, two-, and three-panel label formats (see Section 7).\n\n5.4.13 The label of formulated chemical pesticides (plaguicidas químicos formulados), related substances (sustancias afines), and physical vehicles (vehículos físicos) for agricultural use must contain the following legends (CENTERED, IN UPPERCASE AND BOLD LETTERING): \"BEFORE PURCHASING AND USING THE PRODUCT, CONSULT AN AGRONOMIC SCIENCES PROFESSIONAL\".\n\"FOLLOW THE RECOMMENDATIONS PROVIDED IN THE PAMPHLET\".\n\"PROTECT THE ENVIRONMENT WITH GOOD AGRICULTURAL PRACTICES\".\n\n5.4.14 In the case of formulated chemical pesticides, the label must bear the following legends, as applicable (IN UPPERCASE, LEFT-ALIGNED, AND IN BOLD):\n\n- TOXIC TO LIVESTOCK and its pictogram.\n\n- TOXIC TO BIRDS and its pictogram.\n\n- TOXIC TO BEES and its pictogram.\n\n- TOXIC TO FISH OR CRUSTACEANS and its pictogram.\n\n- CONTAINER MANAGEMENT and the triple-rinse pictogram.\n\n- DO NOT CONTAMINATE RIVERS, LAKES, AND PONDS WITH THIS PRODUCT, OR WITH EMPTY CONTAINERS OR PACKAGING (CENTERED, IN UPPERCASE AND BOLD).\n\n5.4.15 Warning legends for intoxication and antidote information\n\nProducts labeled in accordance with this regulation shall include warning legends for intoxication cases and their antidote, when one exists, according to the following specifications:\n\n5.4.15.1 The following legend shall be indicated in (UPPERCASE LETTERING, BOLD, AND CENTERED): IN CASE OF INTOXICATION, TRANSPORT THE PATIENT TO THE NEAREST DOCTOR OR HEALTH CENTER AND PROVIDE THIS LABEL OR THE PAMPHLET.\n\n5.4.15.2 Following the legend ANTIDOTE (ANTÍDOTO) (UPPERCASE LETTERING, BOLD, AND CENTERED), the name of the antidote shall be indicated if one exists; if no antidote exists, include the legend \"NONE\". In the case of multiple packs, if an antidote exists for one or more of the constituent active ingredients, they shall be reported, indicating to which active ingredient each corresponds.\n\n5.4.15.3 Under the heading INTOXICATION SYMPTOMS (SÍNTOMAS DE INTOXICACIÓN) (IN UPPERCASE, LEFT-ALIGNED, AND IN BOLD), the characteristic symptoms of intoxication caused by the pesticide must be indicated.\n\n5.4.16 Precautionary statements and use warnings.\n\nUnder the heading PRECAUTIONS AND USE WARNINGS (PRECAUCIONES Y ADVERTENCIAS DE USO) (IN UPPERCASE, LEFT-ALIGNED, AND IN BOLD), the following legends (IN UPPERCASE, LEFT-ALIGNED, AND IN BOLD) must be presented, in addition to their respective pictogram (Anexo C), aligned to the corresponding phrase on the right-hand side:\n\n- DO NOT STORE THIS PRODUCT IN DWELLING HOUSES. KEEP UNDER LOCK AND KEY OUT OF THE REACH OF CHILDREN, PERSONS WITH MENTAL DISABILITIES, ANIMALS, FOOD, AND MEDICINES.\n\n- USE THE FOLLOWING PROTECTIVE EQUIPMENT WHEN HANDLING THE PRODUCT, DURING PREPARATION OF THE MIXTURE, LOADING, AND APPLICATION: RUBBER GLOVES AND BOOTS, MASK, HAT, EYE PROTECTION, LONG-SLEEVED SHIRT AND PANTS, AND AN APRON OF IMPERMEABLE MATERIAL (if additional or specific equipment is required, the registrant must indicate it according to the product's characteristics).\n\n- DO NOT EAT, SMOKE, OR DRINK WHILE HANDLING THIS PRODUCT. BATHE AFTER WORKING AND PUT ON CLEAN CLOTHING.\n\n5.4.17 Other legends on the label\n\n5.4.17.1 First aid legend\n\nUnder the legend \"FIRST AID\" (PRIMEROS AUXILIOS) (IN UPPERCASE, LEFT-ALIGNED, AND IN BOLD). According to provision 5.1.14, an explanation of the applicable measures in case of ingestion, skin contact, inhalation, and eye contact must be added, in that order.\n\n5.4.17.2 Medical recommendations legends\n\na. The legend \"NEVER GIVE ANYTHING TO DRINK NOR INDUCE VOMITING IN UNCONSCIOUS PERSONS\" shall be included (CENTERED, UPPERCASE, AND BOLD).\n\nb. Under the legend \"MEDICAL TREATMENT\" (TRATAMIENTO MÉDICO) (LEFT-ALIGNED, IN BOLD, AND UPPERCASE), the general or specific procedure must be indicated.\n\n5.4.18 Labels regulated by this regulation must also contain the following information:\n\n5.4.19 Name and address of the formulator and/or manufacturer (IN UPPERCASE, LEFT-ALIGNED, AND IN BOLD).\n\nThe name and address, telephone number, email, and fax when available must be identified. This information must be presented using the legend \"Formulator or manufacturer:\"\n\n5.4.20 Country and registration number (IN UPPERCASE, LEFT-ALIGNED, AND IN BOLD).\n\nTo fulfill this requirement, the heading \"Country and registration number\" shall be used and placed at the bottom of the other legends.\n\n5.4.21 Product lot number and expiration date\n\n5.4.21.1 The lot number must be printed or stamped on the label or the container, with the exception of the cap, and shall be preceded by the phrase \"LOT NUMBER:\" (NÚMERO DE LOTE) (IN UPPERCASE, LEFT-ALIGNED, AND IN BOLD).\n\n5.4.21.2 The expiration or expiry date must be printed or stamped on the label or the container, with the exception of the cap, in a visible place, indicating month and year. It shall also be preceded by the phrase \"EXPIRATION DATE:\" (FECHA DE CADUCIDAD) (IN UPPERCASE, LEFT-ALIGNED, AND IN BOLD).\n\n5.4.22 A barcode system printed on the label, packaging, or container may be used.\n\n5.4.23 Warranty notice\n\nThis heading must be written in uppercase letters, in bold, left-aligned, and placing a colon at the end of the phrase: \"WARRANTY NOTICE:\" (AVISO DE GARANTÍA). The conditions under which the registration holder or the manufacturer or the formulator or the distributor offers the pesticide warranty must be described, in compliance with the national legislation in force in each of the States Parties. This must be included on the label and in the pamphlet. An exception is made for single-panel labels, in which case it will only be mandatory in the pamphlet.\n\n6. TOXICOLOGICAL CLASSIFICATION, BAND COLOR, FIGURES, AND SIGNAL WORDS\n\n6.1 The toxicological classification of products shall be defined as established in Anexo B of this regulation.\n\n6.2 Every label shall have a colored band according to the toxicological classification in Anexo B.\n\nSaid band shall be placed at the bottom of the label (across its full width) and must occupy 15% of the label's total height. The distinctive colors of all categories shall not have color variations; which is defined through characteristic PMS (Pantone Matching System) codes as established in Anexo B of this regulation.\n\n6.3 Each toxicological category shall have a figure and a signal word, as established in Anexo B of this regulation.\n\n6.3.1 The figure and word associated with the toxicological category must be located in the central part of the label and centered.\n\n7. LABEL FORMATS OF 1, 2, AND 3 PANELS FOR FORMULATED CHEMICAL PESTICIDES\n\n¹ These formats do not apply to active ingredients of technical grade.\n\n7.1 Single-panel label\n\nThe single-panel label applies to products whose container or packaging has a capacity less than or equal to half a liter or half a kilogram, and its layout is as follows:\n\na) Legend in accordance with the provisions of section 5.4.11.\n\nb) Logo of the manufacturing, formulating, or distributing company.\n\nc) Commercial brand, followed by the concentration of the active ingredient, expressed in numbers, and the acronyms of the pesticide formulation.\n\nd) Biological class or action, chemical type or family of the pesticide.\n\ne) For pesticide mixtures, comply with the provisions of section 5.4.2.1.\n\nf) Common name of the active ingredient.\n\ng) Chemical composition, for which the provisions of section 5.4.3 must be met.\n\nh) Amount of active ingredient as defined in section 5.4.6.\n\ni) Net content.\n\nj) The signal word and figure according to its toxicological category, in the central part of the label, below net content.\n\nk) Legend for intoxication cases.\n\nl) Legend for the antidote.\n\nm) Formulator.\n\nn) Country, registration number.\n\no) Lot number.\n\np) Date of formulation.\n\nq) Product expiration date.\n\nr) Colored band according to the product's toxicological classification.\n\nNOTES:\n\n1. The concentration must be expressed as a percentage in mass per mass (% m/m) for solids and in mass per volume (m/v) for liquids, without the percentage sign.\n\n2. In the event that more than one active substance is chemically mixed, the percentages shall be added to establish the total concentration.\n\n3. In the case of multiple packs, it must be indicated separately for each of the liquid formulation components thereof.\n\n11.11 The following legends must appear centered, in uppercase and bold lettering:\n\n11.11.1 \"THIS PRODUCT MAY BE FATAL IF SWALLOWED OR INHALED; IT MAY CAUSE EYE AND SKIN DAMAGE UPON EXPOSURE\".\n\n11.11.2 \"DO NOT STORE IN DWELLING HOUSES\".\n\n11.11.3 \"KEEP AWAY FROM CHILDREN, MENTALLY INCAPACITATED PERSONS, DOMESTIC ANIMALS, FOOD, AND MEDICINES\".\n\n11.11.4 The respective storage pictogram must be added.\n\n11.12 Under the heading \"AGRONOMIC USE\" (USO AGRONÓMICO) (LEFT-ALIGNED, IN UPPERCASE AND BOLD LETTERING), the agronomic use of the product must be indicated.\n\n11.13 Under the heading \"MODE OF ACTION\" (MODO DE ACCIÓN) (LEFT-ALIGNED, IN UPPERCASE AND BOLD LETTERING), it must be indicated how the pesticide acts (e.g., systemic, contact, preventive, curative, polyvalent, post-emergent, pre-emergent, among others). In addition, it must be described how the pesticide is translocated in the plant (via xylem or phloem, among others).\n\n11.14 Under the heading \"APPLICATION EQUIPMENT\" (EQUIPO DE APLICACIÓN) (LEFT-ALIGNED, IN UPPERCASE AND BOLD LETTERING), the application equipment must be specified in detail according to the class, the formulation type, and mode of action of the pesticide to be used, as well as the type of application equipment (sprayer, duster, tractor, helicopter, airplane, granule applicator, among others), and type of application (ground or aerial).\n\n11.14.1 The recommendation must be added that before using the equipment, it must be verified that it is in good working order, without leaks, and with the correct calibration, as well as indicating the type of nozzle to be used.\n\n11.14.2 Following this, the activity pictograms shall be placed (see Anexo C).\n\n11.15 Under the heading \"METHOD OF MIXTURE PREPARATION\" (FORMA DE PREPARACIÓN DE LA MEZCLA) (LEFT-ALIGNED, IN UPPERCASE AND BOLD LETTERING), the following must be indicated:\n\n11.15.1 The procedure recommended by the manufacturer or formulator when applied alone or in a mixture with other pesticides.\n\n11.15.2 Cite the vehicle for the mixture (water or oil).\n\n11.15.3 Whether the product must be shaken and its conditions before use to make the mixture.\n\n11.15.4 Appropriate pH of the water or the mixture to be used, the latter according to the type of product or the desired effect of the product on the plant.\n\n11.15.5 Indicate that once the application is completed, the equipment must be washed.\n\n11.15.6 The precaution and use warning pictograms must be placed according to the type of product formulation (see Anexo C).\n\n11.16 Under the heading \"USE RECOMMENDATIONS\" (RECOMENDACIONES DE USO) (LEFT-ALIGNED, IN UPPERCASE AND BOLD LETTERING), the following must be included:\n\n- The common name of the crop and the pest.\n\n- The scientific name of the crop and the pest written in italics and bold.\n\n11.16.1 Recommended doses including the amount of commercial product per unit area, the phenological stage of the crop, and the amount of product per volume of water.\n\nThis information may be added using a table indicating:\n\nCrop\n\nPest\n\nDose\n\nObservations\n\n11.17 Under the heading \"APPLICATION INTERVAL\" (INTERVALO DE APLICACIÓN) (LEFT-ALIGNED, IN UPPERCASE AND BOLD LETTERING), the interval in terms of time that must elapse between one application and another of the product must be indicated. Additionally, the maximum number of applications per crop cycle must be indicated.\n\n11.18 Under the heading \"PRE-HARVEST INTERVAL\" (ALIGNED LEFT, IN UPPERCASE BOLD LETTERS) the time that must elapse between the last pesticide application and harvest shall be indicated.\n\n11.19 Under the heading \"RE-ENTRY INTERVAL TO THE TREATED AREA\" (ALIGNED LEFT, IN UPPERCASE BOLD LETTERS) the time between pesticide application and the entry of persons into the treated field or livestock grazing shall be indicated.\n\n11.20 Under the heading \"PHYTOTOXICITY\" (ALIGNED LEFT, IN UPPERCASE BOLD LETTERS) the application conditions under which the product may be phytotoxic to the crops for which it is recommended shall be indicated.\n\n11.21 Under the heading \"COMPATIBILITY\" (ALIGNED LEFT, IN UPPERCASE BOLD LETTERS) the agrochemical products with which it is not compatible shall be indicated.\n\n11.22 Under the heading \"PRECAUTIONS AND USE WARNINGS\" (ALIGNED LEFT, IN UPPERCASE BOLD LETTERS) indicate the personal protective equipment to be used, precautionary measures, and recommendations for handling empty containers/packaging and spills.\n\n11.23 Under the heading \"STORAGE AND TRANSPORT\" (ALIGNED LEFT, IN UPPERCASE BOLD LETTERS) the manner in which the product must be transported and stored to avoid harm to human health, animals, or the environment shall be indicated.\n\n11.24 The legend \"DO NOT STORE THIS PRODUCT IN DWELLING HOUSES. KEEP UNDER LOCK AND KEY OUT OF THE REACH OF CHILDREN AND PERSONS WITH MENTAL DISABILITIES\" (ALIGNED LEFT, IN UPPERCASE BOLD LETTERS) must be added. Additionally, the legend must be accompanied by the respective pictogram (aligned on the right side).\n\n11.25 Legends according to the type of application:\n\n11.25.1 Indicate any of the three legends described below, depending on the type of pesticide formulation, and the respective pictogram(s) shall be used as applicable, the legend (ALIGNED LEFT, IN UPPERCASE BOLD LETTERS) on the margin and the pictogram(s) on the right.\n\na) \"USE THE FOLLOWING PROTECTIVE EQUIPMENT WHEN HANDLING THE PRODUCT, DURING LOADING AND APPLICATION:\n\n- GLOVES, RUBBER BOOTS, MASK, HAT,\n\n- EYE PROTECTOR, LONG-SLEEVED PANTS AND SHIRT, APRON MADE OF WATERPROOF MATERIAL\".\n\nb) \"USE THE FOLLOWING PROTECTIVE EQUIPMENT WHEN HANDLING THE PRODUCT, DURING MIXTURE PREPARATION, LOADING AND APPLICATION.\n\n- GLOVES, RUBBER BOOTS, MASK, HAT,\n\n- EYE PROTECTOR, LONG-SLEEVED PANTS AND SHIRT, APRON MADE OF WATERPROOF MATERIAL\".\n\nc) \"USE THE FOLLOWING PROTECTIVE EQUIPMENT WHEN HANDLING THE PRODUCT AND ITS APPLICATION OR PLACEMENT:\n\n- GLOVES, RUBBER BOOTS, MASK, HAT\n\n- EYE PROTECTOR, LONG-SLEEVED PANTS AND SHIRT, APRON MADE OF WATERPROOF MATERIAL\".\n\nThe ANC shall approve protection measure legends different from those above, provided they are technically substantiated by the manufacturer.\n\n11.25.2 Place the following legend (CENTERED, IN UPPERCASE AND BOLD LETTERS) \"DO NOT EAT, SMOKE OR DRINK DURING THE HANDLING AND APPLICATION OF THIS PRODUCT. BATHE AFTER WORKING AND PUT ON CLEAN CLOTHING\".\n\n11.26 Following the heading \"SYMPTOMS OF INTOXICATION\" (ALIGNED LEFT, IN UPPERCASE BOLD LETTERS) the symptoms of intoxication specific to the product must be indicated.\n\n11.27 Under the heading \"FIRST AID\" (ALIGNED LEFT, IN UPPERCASE BOLD LETTERS) first aid measures shall be indicated for each case: ingestion, skin contact, inhalation, and eye contact; in the order indicated.\n\n11.28 The legend: \"NEVER GIVE ANYTHING TO DRINK NOR INDUCE VOMITING IN UNCONSCIOUS PERSONS\" (CENTERED IN UPPERCASE AND BOLD LETTERS) must appear.\n\n11.29 Under the heading \"ANTIDOTE AND MEDICAL TREATMENT\" (ALIGNED LEFT, IN UPPERCASE BOLD LETTERS) If it has an antidote, it must be indicated; if it does not, indicate \"DOES NOT HAVE\". Regarding medical treatment, indicate the general or specific procedure. This heading must be indicated in uppercase, bold, and centered letters.\n\n11.30 Under the heading: \"NATIONAL INTOXICATION CENTERS\" (ALIGNED LEFT, IN UPPERCASE BOLD LETTERS) the full name of the institution responsible for handling this type of emergency, the country name, and the telephone numbers must be placed.\n\n11.31 Under the heading: \"ENVIRONMENTAL PROTECTION MEASURES\" (ALIGNED LEFT, IN UPPERCASE BOLD LETTERS) the effects on the environment shall be indicated as applicable: toxicity to birds, aquatic organisms, bees, earthworms, or other organisms (ALIGNED LEFT, IN UPPERCASE BOLD LETTERS) and their respective pictogram according to Anexo C (ALIGNED RIGHT, IN UPPERCASE AND BOLD LETTERS).\n\n\"TOXIC TO LIVESTOCK\" and its pictogram.\n\n- \"TOXIC TO BIRDS\" and its pictogram.\n\n- \"TOXIC TO FISH OR CRUSTACEANS\" and its pictogram.\n\n- \"TOXIC TO BEES\" and its pictogram\n\n- \"DO NOT CONTAMINATE RIVERS, LAKES AND PONDS WITH THIS PRODUCT OR WITH EMPTY CONTAINERS OR PACKAGING\"\n\n11.32 It must be indicated whether the product is persistent in soil or water, as well as the measures to follow in cases of spills and collection of containers/packaging or waste. Also indicate the physico-chemical hazards presented by the product, such as flammability and corrosivity. Indicate mitigation measures as applicable.\n\n11.33 In the case of formulated chemical pesticides, it must bear the following legends (ALIGNED LEFT, IN UPPERCASE BOLD LETTERS), as applicable:\n\n- \"RESPECT PROTECTION AREAS FOR RIVERS, STREAMS (QUEBRADAS) AND OTHER FRAGILE AREAS\".\n\n- \"DO NOT APPLY THE PRODUCT UNDER WEATHER CONDITIONS THAT FAVOR RUNOFF OR DRIFT OF THE PRODUCT\".\n\n- \"ENSURE THAT PROTECTION AREAS FOR WATERCOURSES ADJACENT TO THE CROP HAVE PROTECTIVE BARRIERS (SUCH AS VEGETATION) THAT MINIMIZE PRODUCT DRIFT\".\n\n11.34 Under the heading \"MANAGEMENT OF CONTAINERS, PACKAGING, WASTE AND REMNANTS\" (aligned left, in uppercase and bold letters) the procedure for the final disposal of these must be indicated.\n\nNOTE: In the case of physical vehicles with pesticides, the collection of said physical vehicles after their use must also be indicated.\n\n11.35 Must include the legend: \"USING THE CONTAINERS OR PACKAGING IN A MANNER DIFFERENT FROM WHAT THEY WERE DESIGNED FOR ENDANGERS HUMAN HEALTH AND THE ENVIRONMENT\". It must be indicated centered, in uppercase, and bold letters.\n\n11.36 Under the heading \"GUARANTEE NOTICE\" (ALIGNED LEFT, IN UPPERCASE BOLD LETTERS) the concessions that the formulator, registrant/distributor offer for the product guarantee shall be indicated.\n\n11.37 Under the heading \"FORMULATED BY\" (ALIGNED LEFT, IN UPPERCASE BOLD LETTERS) the formulator shall be indicated.\n\n11.38 Under the heading \"IMPORTER\" (ON THE LEFT MARGIN, IN UPPERCASE AND BOLD LETTERS), the name and full address, telephone number, email or fax of the importer must be indicated.\n\n11.39 COUNTRY AND REGISTRATION NUMBER.\n\n11.40 In the case of physical vehicles containing pesticides, the following instructions must be followed:\n\n11.40.1 Under the heading \"USE INDICATIONS\" (IN UPPERCASE AND BOLD LETTERS) the procedure for handling the finished product before, during, and after its placement in the field shall be indicated.\n\n11.40.2 Under the heading \"APPLICATION INTERVAL\" (IN UPPERCASE AND BOLD LETTERS) the time that must elapse from one placement to another in the field must be indicated.\n\n11.40.3 Under the heading \"COMPATIBILITY\" (IN UPPERCASE AND BOLD LETTERS) the agrochemicals with which it is not compatible shall be indicated.\n\n12. VERIFICATION AND SURVEILLANCE\n\nThe surveillance and verification of this Central American Technical Regulation corresponds to the National Competent Authority of each of the State Parties.\n\n13. FINAL PROVISIONS\n\n13.1 Every label that has been approved or updated in any of the State Parties in accordance with this regulation shall be accepted by the other State Parties upon presentation of the resolution or official approval letter from the ANC that approved it.\n\nIf the National Competent Authority (ANC) verifies that the label approved by one of the State Parties does not comply with the requirements, it shall proceed to request that the label be corrected and approved in accordance with this regulation by the ANC that issued the resolution substantiating the label recognition request.\n\n13.2 Transitional Provision I. Updating of labels and pamphlets. Labels and pamphlets approved under regulations prior to the entry into force of this RTCA shall have a period of 3 years to comply with the requirements of this regulation, a period in which companies must exhaust their stocks of labels and pamphlets.\n\n13.3 Transitional Provision II. The registrant may update the label and pamphlet before the expiry of the period established in Transitional Provision I of this regulation.\n\n13.4 Transitional Provision III. Label and pamphlet authorization applications that had initiated the process in accordance with the legislation in force on the date of their submission shall complete the process under that regulation or may request to adhere to the new legislation and must comply with the period established in Transitional Provision I of this regulation for their update.\n\n13.5 The requirements expressed in this regulation are the totality of requirements that the ANCs shall require to approve the labeling of the products regulated in this regulation.\n\n14.
