en diversas regiones y\npaíses, para referirse al Planeta Tierra y expresiones semejantes existen en\nlas lenguas autóctonas de los pueblos indígenas de Costa Rica que aluden a la\ninterdependencia entre los seres humanos y las demás formas de vida, así como a\nlos delicados equilibrios ecológicos y climatológicos que la hacen posible.\n\nIII.-Que\nes necesario promover en la conciencia nacional el sentido de responsabilidad\npersonal y colectiva, con la preservación de esos equilibrios vitales y la\nimportancia de desarrollar formas de vida más armónicas con la naturaleza.\n\nIV.-Que\nes imperante la necesidad de sumar ese sentido de responsabilidad personal a la\nmeta país de convertir a Costa Rica en Nación Carbono Neutral, para que cada\ncostarricense logre una nueva reconexión con la Madre Tierra y se sienta\nresponsable de minimizar y compensar su huella ecológica.\n\nV.-Que\nel Consejo Nacional de Rectores (CONARE), en sesión 09-16, realizada en San\nJosé el 29 de marzo de 2016, acordó celebrar el Día Internacional de la Madre\nTierra todos los 22 de abril, con actividades que contribuyan a elevar la\nconciencia, personal y colectiva, sobre la necesidad de conocer, minimizar y\ncompensar nuestro impacto sobre el calentamiento global del planeta, sobre sus\necosistemas y su biodiversidad.\n\nVI.-Que\nel Acuerdo del Consejo Superior Universitario Centroamericano (CSUCA), tomado\nen firme en la sesión CVI realizada en La Ciudad de Panamá el 14 de marzo de\n2016, acoge la celebración del Día Internacional de la Madre Tierra; y acuerda\nelevar la solicitud a los gobiernos respectivos para que se sumen a dichas\ncelebraciones, declarando oficialmente el 22 de abril como Día Nacional de la\nMadre Tierra, con especial atención para los correspondientes Ministerios de\nEducación, Cultura y Ambiente.\n\nVII.-Que\nla Ley Orgánica del Ambiente, N° 7554 del 04 de octubre de 1995, establece que\nel Estado, las municipalidades y demás instituciones públicas y privadas\nfomentarán la inclusión permanente de la variable ambiental en los procesos\neducativos, formales y no formales, de los programas de todos los niveles, con\nel objetivo de adoptar una cultura ambiental para alcanzar el desarrollo\nsostenible y mayor bienestar para todos los habitantes.\n\nVIII.-Que\nsegún el artículo 2° de la Ley Fundamental de Educación, son fines de la\neducación costarricense:\n\n\"a) La\nformación de ciudadanos amantes de su Patria, conscientes de sus deberes, de\nsus derechos y de sus libertades fundamentales, con profundo sentido de\nresponsabilidad y de respeto a la dignidad humana;\n\nb)\nContribuir al desenvolvimiento pleno de la personalidad humana;\n\nc)\nFormar ciudadanos para una democracia en que se concilien los and,\n\nConsidering:\n\nI.—That resolution A/RES/63/278, approved by the General Assembly of the United Nations, at its sixty-third session, held on April 22, 2009, designates April twenty-second as International Mother Earth Day, the spirit of which is to reinforce and reinterpret the great challenges facing humanity today and not to replace other similar acts or celebrations.\n\nII.—That the expression \"Mother Earth\" is the common denomination in various regions and countries to refer to Planet Earth, and similar expressions exist in the indigenous languages of the native peoples of Costa Rica that allude to the interdependence between human beings and other forms of life, as well as to the delicate ecological and climatic balances that make it possible.\n\nIII.—That it is necessary to promote in the national conscience a sense of personal and collective responsibility for the preservation of those vital balances and the importance of developing ways of life that are more harmonious with nature.\n\nIV.—That it is imperative to add this sense of personal responsibility to the national goal of making Costa Rica a Carbon Neutral Nation, so that each Costa Rican achieves a new reconnection with Mother Earth and feels responsible for minimizing and offsetting their ecological footprint.\n\nV.—That the National Council of Rectors (CONARE), in session 09-16, held in San José on March 29, 2016, agreed to celebrate International Mother Earth Day every April 22, with activities that contribute to raising personal and collective awareness about the need to know, minimize, and compensate for our impact on the planet's global warming, on its ecosystems, and on its biodiversity.\n\nVI.—That the Agreement of the Central American Higher University Council (CSUCA), firmly adopted at session CVI held in Panama City on March 14, 2016, welcomes the celebration of International Mother Earth Day; and agrees to elevate the request to the respective governments to join said celebrations, officially declaring April 22 as National Mother Earth Day, with special attention to the corresponding Ministries of Education, Culture, and Environment.\n\nVII.—That the Organic Law of the Environment, No. 7554 of October 4, 1995, establishes that the State, the municipalities, and other public and private institutions shall promote the permanent inclusion of the environmental variable in formal and non-formal educational processes, in programs at all levels, with the objective of adopting an environmental culture to achieve sustainable development and greater well-being for all inhabitants.\n\nVIII.—That according to article 2 of the Fundamental Law of Education, the aims of Costa Rican education are:\n\n\"a) The formation of citizens who love their Homeland, aware of their duties, their rights, and their fundamental freedoms, with a profound sense of responsibility and respect for human dignity;\n\nb) Contributing to the full development of the human personality;\n\nc) Forming citizens for a democracy in which the interests of the individual are reconciled with those of the community;\n\nd) Stimulating the development of human solidarity and understanding; and\n\ne) Preserving and expanding the cultural heritage, imparting knowledge about the history of man, the great works of literature, and the fundamental philosophical concepts.\"\n\nIX.—That education is a national means to achieve sustainable development for our peoples, this being a fundamental human right that guarantees future generations will improve and expand their academic and professional opportunities in today's globalized world.
