  "body_es_text": "en la totalidad del texto\n\n                    -\n\n                        Texto Completo Norma 39542\n\n                        Declara de Interés Público el III Congreso Nacional de Extensión\nAgropecuaria\n\nTexto Completo acta: 10E168\n\nN° 39542\n\nEL PRESIDENTE DE LA\nREPÚBLICA\n\nY EL MINISTRO DE\nAGRICULTURA Y GANADERÍA\n\nDe conformidad con las facultades\nestablecidas en los artículo 140, inciso 3 y 18, 146 de la Constitución Política,\n25.1 y 27.1 de la ley N° 6227 del 28 de abril de 1978, Ley General de la\nAdministración Pública, 29, 30, 32, 35, 36, 48, 49 de la Ley N° 7064 del 29 de\nabril de 1987, Ley de Fomento a la Producción Agropecuaria FODEA y Orgánica del\nMAG\n\nConsiderando:\n\nPrimero: El sistema de Extensión Agropecuaria sufre cada días\ntransformaciones como parte de la evolución para atender la demanda de las\nproductoras y productores agropecuarias, surgiendo políticas como las del\nactual gobierno: Políticas para el Sector Agropecuario y el Desarrollo Rural de\nlos Territorios Rurales y Plan Nacional de Desarrollo, que comprometen a los\nque dirigen la extensión agropecuaria a desarrollar diferentes eventos para\nfortalecer metodologías y estrategias más eficientes que llenen de información\ny conocimiento a las personas agricultoras.\n\nSegundo: Que la eficiencia en el servicio de extensión agropecuaria\ncontribuye a mejorar procesos de innovación y construcción colectiva del\nconocimiento entre las productoras y productores agropecuarias.\n\nTercero: Que con la realización del III Congreso Nacional de\nExtensión Agropecuaria, se pretende propiciar oportunidades para que los\nextensionistas puedan sistematizar y compartir sus conocimiento que conduzcan a\nla generación de cambios e innovaciones dentro del sistema nacional de\nextensión.\n\nCuarto: Que el congreso es organizado por la Dirección Nacional de\nExtensión Agropecuaria con el apoyo del IICA. Existe interés de que participen\ninstituciones del sector público, privado y academia, debido al interés\ncolectivo por mejorar la producción nacional y problemas actuales del entorno,\npor lo que la realización de este congreso ayudará a contar con una perspectiva\nmás holística del abordaje de la extensión agropecuaria de acuerdo con la\nrealidad de los pequeños y medianos productores.\n\nQuinto: Que el objetivo general del Congreso es conocer las\ntendencias actuales y evolutivas de la extensión agropecuaria en Costa Rica y\nde otros países de la región latinoamericana, para hacer frente a retos que se\nestán presentando, tales como la disminución del hambre y la pobreza, el cambio\nclimático, la construcción colectiva del conocimiento, el relevo generacional,\ntécnicas de información y comunicación.\n\nSexto: Que los objetivos específicos del presente Congreso son: a)\nCompartir conocimientos por medio de las experiencias que se están\ndesarrollando a nivel nacional e internacional, sobre el papel que desempeña la\nextensión dentro de la seguridad alimentaria y nutricional, agricultura\nfamiliar, mejoramiento de vida, cambio climático, desarrollo rural; b) Analizar\nmetodologías efectivas de extensión agropecuaria participativa, que han\ncontribuido con las construcción colectiva del conocimiento y el cambio\ngeneracional; y c) Identificar nuevas formas de hacer extensión tecnologías de\ninformación y comunicación.\n\nSétimo: Que se procedió a llenar el Formulario de Evaluación Costo\nBeneficio, Sección I, denominada Control Previo de Mejora Regulatoria, siendo\nque el mismo dio un resultado negativo y la propuesta no contiene trámites ni\nrequisitos.\n\nPor tanto,\n\nDecretan:\n\nDECLARATORIA DE\nINTERÉS PÚBLICO DEL\n\nIII CONGRESO NACIONAL\nDE EXTENSIÓN AGROPECUARIA\n\nArtículo 1.- Declarar de\ninterés  público el \"III Congreso\nNacional de Extensión Agropecuaria, organizado por la Dirección Nacional de\nExtensión del Ministerio de Agricultura y Ganadería (MAG), a celebrarse los\ndías 17, 18 y 19 de agosto del 2016, en el Instituto Interamericano de\nCooperación para la Agricultura (IICA) sita en San Isidro de Vásquez de\nCoronado, San José.\n\nArtículo 2°.- Las dependencias\ndel sector Público y del Sector Privado, dentro del marco legal respectivo,\npodrán contribuir con recurso humano y económico, en la medida de sus\nposibilidades y sin perjuicio del cumplimiento de sus propios objetivos con el Congreso\nantes indicado.\n\nArtículo 3°.- Rige a partir de su\npublicación\n\nDado en la Presidencia de la\nRepública.   "body_en_text": "in the entirety of the text\n\n                    -\n\n                        Complete Text of Norm 39542\n\n                        Declares the III National Congress of Agricultural Extension to be of Public Interest\n\nComplete Text record: 10E168\n\nN° 39542\n\nTHE PRESIDENT OF THE\nREPUBLIC\n\nAND THE MINISTER OF\nAGRICULTURE AND LIVESTOCK\n\nIn accordance with the powers\nestablished in articles 140, subsections 3 and 18, 146 of the Political Constitution,\n25.1 and 27.1 of Law N° 6227 of April 28, 1978, General Law of the\nPublic Administration, 29, 30, 32, 35, 36, 48, 49 of Law N° 7064 of April 29,\n1987, Law for the Promotion of Agricultural Production FODEA and Organic Law of the\nMAG\n\nConsidering:\n\nFirst: The agricultural extension (extensión agropecuaria) system undergoes transformations every day as part of its evolution to meet the demand of agricultural producers, with policies emerging such as those of the current government: Policies for the Agricultural Sector and Rural Development of Rural Territories and the National Development Plan, which commit those who direct agricultural extension to develop different events to strengthen more efficient methodologies and strategies that fill farming people with information and knowledge.\n\nSecond: That efficiency in the agricultural extension service contributes to improving processes of innovation and collective construction of knowledge among agricultural producers.\n\nThird: That with the holding of the III National Congress of Agricultural Extension, the aim is to foster opportunities for extensionists (extensionistas) to systematize and share their knowledge that leads to the generation of changes and innovations within the national extension system.\n\nFourth: That the congress is organized by the National Directorate of Agricultural Extension (Dirección Nacional de Extensión Agropecuaria) with the support of IICA. There is interest in the participation of institutions from the public sector, private sector, and academia, due to the collective interest in improving national production and current environmental problems, therefore the holding of this congress will help to have a more holistic perspective on the approach to agricultural extension in accordance with the reality of small and medium-sized producers.\n\nFifth: That the general objective of the Congress is to understand the current and evolving trends of agricultural extension in Costa Rica and other countries in the Latin American region, to face challenges that are emerging, such as the reduction of hunger and poverty, climate change (cambio climático), the collective construction of knowledge, generational renewal (relevo generacional), and information and communication techniques.\n\nSixth: That the specific objectives of this Congress are: a) To share knowledge through experiences being developed nationally and internationally, regarding the role extension plays in food and nutritional security, family farming (agricultura familiar), improvement of life, climate change, and rural development; b) To analyze effective methodologies of participatory agricultural extension that have contributed to the collective construction of knowledge and generational change (cambio generacional); and c) To identify new ways of doing extension, information and communication technologies.\n\nSeventh: That the Cost-Benefit Evaluation Form, Section I, called Prior Control of Regulatory Improvement, was completed, and it yielded a negative result and the proposal does not contain procedures or requirements.\n\nTherefore,\n\nThey Decree:\n\nDECLARATION OF\nPUBLIC INTEREST OF THE\n\nIII NATIONAL CONGRESS\nOF AGRICULTURAL EXTENSION\n\nArticle 1.- To declare of public interest the \"III National Congress of Agricultural Extension, organized by the National Directorate of Extension of the Ministry of Agriculture and Livestock (MAG), to be held on August 17, 18, and 19, 2016, at the Inter-American Institute for Cooperation on Agriculture (IICA) located in San Isidro de Vásquez de Coronado, San José.\n\nArticle 2.- The dependencies of the Public Sector and the Private Sector, within the respective legal framework, may contribute with human and economic resources, to the extent of their possibilities and without prejudice to the fulfillment of their own objectives, to the aforementioned Congress.\n\nArticle 3.- It shall enter into force upon its publication.\n\nGiven at the Presidency of the Republic.
