its article 13 has the exclusive power, the execution and\nmaintenance of the Cadastre, a function that may be partially delegated to other\nstate institutions.\n\nIV.-That the Legislative Assembly, on November 27,\n2001, approved Law N° 8154, \"Loan Agreement N° 1284/0C-CR,\nCadastre and Registry Regularization Program\", subscribed between the\nGovernment of the Republic and the Inter-American Development Bank (IDB), for\nthe execution of the Cadastre and National Registry Regularization Program,\nwhich by provision of the same law, is in charge of an Executing Unit\nattached to the Minister of Finance as a deconcentrated body.\n\nV.-That the Cadastre and National Registry Regularization\nProgram has the task of cadastral surveying (levantamiento catastral) with the objective\nof forming the national cadastre and making compatible the cadastral and registral\ninformation of properties, in application of the provisions of the Cadastre Law\nN° 6545 of March 25, 1981.\n\nVI.-That in accordance with the provisions of article 10 of Decreto\nEjecutivo N° 30106-J where \"Declares the Entirety of the\nCantons of the National Territory a Cadastral Zone\" published in La Gaceta N° 19 of January\n28, 2002 and article 7 of the Regulation to the National Cadastre Law,\nDecreto Ejecutivo N° 34331, which has been in effect since September 27, 2008, the\nentirety of the cantons of the national territory were declared a cadastral\nzone (zona catastral).\n\nVII-That the Regulation to the National Cadastre Law, Decreto Ejecutivo N° 34331 which has been in effect since\nSeptember 27, 2008, establishes the technical requirements for the surveying of land survey plans (planos de\nagrimensura).\n\nVIII.-That because the cadastral surveying (levantamiento catastral) work of Canton 01 Heredia, Districts 01 Heredia, 02\nMercedes and 04 Ulloa of the Province of Heredia has been concluded and in accordance with the provisions\nof article 19 of the National Cadastre Law and 10 of its regulation,\nthe property owners of said districts were summoned by the Real Property Registry of the National Registry and the\nExecuting Unit of the Cadastre and National Registry Regularization\nProgram to a public exhibition to learn of the results of the survey (levantamiento) and express their\nagreement or disagreement.\n\nIX.-That the call for the public exhibition of\nthe results of the cadastral survey (levantamiento catastral) of Canton 01 Heredia, Districts 01\nHeredia, 02 Mercedes and 04 Ulloa of the Province of Heredia was published in the\nOfficial Gazette La Gaceta No. 158 of August 16, 2010, page 14 and in La\nGaceta No. 124 of June 27, 2012, page 3 and in the national circulation\nnewspapers Al Día and La Teja on the dates of August 17 and
