BARBUDAL\"\n\nResultando:\n\n1º-Que de acuerdo\ncon el artículo 22 de la Ley de Biodiversidad, se crea el Sistema Nacional de\nÁreas de Conservación, en adelante SINAC, con personería jurídica propia, como\nun sistema de gestión y coordinación institucional, desconcentrado y\nparticipativo, que integra las competencias en materia forestal, vida silvestre\ny áreas protegidas, con el fin de dictar políticas, planificar y ejecutar\nprocesos dirigidos a lograr la sostenibilidad en el manejo de los recursos\nnaturales de Costa Rica.\n\n2º-Que es\npolítica prioritaria de el SINAC facilitar y promover acciones que conlleven a\nla protección, conservación y manejo sostenible de los recursos naturales y la\nbiodiversidad presentes en las Áreas Silvestres Protegidas, en adelante las\nASP, de las Áreas de Conservación.\n\n3º-Que de acuerdo\ncon los artículos 23 y 28 de la Ley de Biodiversidad Nº 7788, publicada en La\nGaceta Nº 101 del 27 de mayo de 1998 y los artículos 9º y 21 del Reglamento\na la Ley de Biodiversidad, Decreto Ejecutivo Nº 34433-MINAE, publicado en La\nGaceta Nº 68 del 8 de abril de 2008, el Área de Conservación Arenal\nTempisque, en adelante denominada el ACAT, es parte de la organización del\nSINAC.\n\n4º-Que es\ncompetencia del SINAC a través de cada Área de Conservación, la administración\ny protección de las Áreas Silvestres Protegidas a lo largo de todo el territorio\nnacional.\n\nConsiderando:\n\n1º- Que la\nReserva Biológica Lomas Barbudal fue creada mediante\nel Decreto Ejecutivo N° 16849-MAG, publicado en la Gaceta N°45 del 05 de marzo\nde 1986.\n\n3º- Que el Plan\nde Manejo de las áreas silvestres protegidas es el instrumento orientador para\nuna efectiva administración y manejo de los elementos naturales y culturales\npresentes en dichas áreas y de la dinámica socio ambiental ligada a éstos. Por\nlo tanto, es un instrumento propio de cada área protegida y debe verse como una\nherramienta técnica propiedad de los gestores, administradores y grupos de\ninterés, por lo tanto la primera instancia que debe realizar la validación de\nla propuesta de manejo son las autoridades del Área de Conservación respectiva,\nasí como las instancias oficiales de participación social establecidas en ella.\n\n4º- Que el Plan\nGeneral de Manejo de la Reserva Biológica Lomas Barbudal\nse realizó con el objetivo de orientar las acciones que debe ejecutar el\nSistema Nacional de Áreas de Conservación (SINAC), para cumplir con los\nobjetivos de conservación por los cuales se establecieron ambas áreas\nprotegidas.\n\n6º-Que el Consejo\nNacional de Áreas de Conservación (CONAC) mediante acuerdo Nº 17 de la sesión\nextraordinaria Nº 06 del 4 de agosto del 2008, aprobó el Manual de\nProcedimientos para la publicación de los Planes de Manejo de las Áreas\nSilvestres Protegidas.\n\n7°- Que el CONAC\nen Acuerdo Nº 8 de la Sesión Extraordinaria Nº 02-2011 del 02 de mayo del 2011\nacordó modificar el Acuerdo Nº 17 de la Sesión Extraordinaria Nº 06-2008 del 04\nde agosto del 2008, para que la zonificación definida en el Plan General de\nManejo se publique integralmente.\n\n8º-Que se\nvisualiza un horizonte temporal de diez años para la propuesta de manejo que\nconsta de siete programas, a saber: Manejo de la Biodiversidad y Recursos\nNaturales y Culturales, Control y Protección, Administrativo y Financiero,\nGestión Comunitaria, Manejo del Fuego, Educación Ambiental y Ordenamiento\nTerritorial.\n\n8º-Que este Plan\nGeneral de Manejo fue aprobado por el Consejo Regional del Área de Conservación\n(CORACACAT), mediante acuerdo N°05, de la sesión ordinaria N° 02-2015 del día\n25 de febrero del 2015.\n\n9º-Que mediante el Acuerdo Nº 21 de Sesión Ordinaria Nº 03-2016 del 28 de marzo del 2016, el Consejo\nNacional de Áreas de Conservación (CONAC), resolvió: \"El CONAC conoce y aprueba el Plan General de\nManejo de la Reserva Biológica Lomas Barbudal presentado por el Área de Conservación Arenal\nTempisque. Se instruye a la Secretaría Ejecutiva y a la Dirección del ACAT para su publicación y\noficialización. ACUERDO APROBADO Y UNÁNIME. \"\n\nPor tanto,\n\nLA\nSECRETARÍA EJECUTIVA\n\nDEL CONSEJO\nNACIONAL DE ÁREAS DE CONSERVACIÓN,\n\nRESUELVE:\n\n1º-Publicar el presente resumen del Plan General de Manejo de la Reserva Biológica Lomas Barbudal, a\nefectos de su oficialización:\n\n1. Objetivos\nestratégicos que se pretenden alcanzar a través de la implementación del Plan\nGeneral de Manejo de la Reserva Biológica Lomas Barbudal\npara su gestión y desarrollo como unidad de manejo.\n\n1. Establecer y\nponer en marcha la estrategia a seguir para la conservación y uso sostenible de\nlos recursos naturales del ASP.\n\n2. Fortalecer la\ngestión administrativa y financiera del ASP necesarias para la ejecución del\nPlan de Manejo\n\n3. Promover\nalianzas y participación con actores estratégicos institucionales y sociales,\npara el logro de los objetivos y metas del Plan de Manejo\n\n4. Desarrollar la\ninfraestructura necesaria del ASP para la conservación y generación de ingresos\n\n5. Fortalecer las\ncapacidades del recurso humano del ASP\n\n2. Objetivo\nGeneral del Plan General de la Reserva Biológica Lomas Barbudal.\nEl Plan General de Manejo\nde la Reserva Biológica Lomas Barbudal tiene como\nobjetivo orientar las acciones que debe ejecutar el Sistema Nacional de Áreas\nde Conservación para la gestión eficiente de los recursos naturales y\nculturales localizados dentro del área silvestre protegida y su entorno, de\nmanera que se logre cumplir con los objetivos de conservación por los cuales\nfue establecida y la integridad de los elementos focales de manejo definidos en\nel presente Plan General de Manejo.\n\n3. Zonas de\nManejo de la Reserva Biológica Lomas Barbudal.\n\nLa zonificación\nes la organización del territorio de un área silvestre protegida en función del\nvalor de sus recursos y de su capacidad de acogida para los distintos usos;\ntiene como fin minimizar los impactos negativos y asegurar un uso del espacio\ncompatible con la conservación de los recursos naturales y culturales presentes\nen el área y su relación con la dinámica socio ambiental de su entorno\ninmediato (Artavia, 2004).\n\nLas zonas de\nmanejo que aplican al caso de la Reserva Biológica Lomas Barbudal,\nen función del cumplimiento de los objetivos de conservación son: Zona de Uso\nEspecial (ZUE), Zona de Uso Restringido (ZUR),Zona de Protección Absoluta (ZPA)\ny Zona de Amortiguamiento (ZA).\n\n3.1. Zona de\nProtección Absoluta (ZPA). Constituida\npor aquellas áreas, contiguas o dispersas, que requieren el máximo grado de\nprotección o en las que por determinadas razones no se puede autorizar ningún\ntipo de aprovechamiento, con excepción de la investigación científica\ndebidamente controlada.\n\nSe encuentran\nincluidos dentro de la Zona de Protección Absoluta los siguientes sitios:\n\n| Sector | Descripción | | --- | --- | | Cabuyo | Se extiende desde el Río Cabuyo (desde el límite\ncon la Reserva) hasta el límite con La Hacienda Ciruelas (Burro Blanco). Además comprende toda la\nfranja boscosa, que se extiende desde la administración y cuesta Barbudal de la Reserva, hasta la\ncolindancia de la Finca Brind de Amor, además con las parcelas 49 y 50 del INDER. En este sector se\nencuentran las especies florísticas más representativas de la Reserva, en donde se ubican bosques de\ngalería que contiene especies en peligro como caoba, cristóbal, cocobolo; también contiene especies\nendémicas de Lomas Barbudal como Eugenia chavarriae, bosques xerófitos, ubicados en los sectores más\nelevados del sector Cabuyo. | | Sabana Arbolada | Se localiza entre el camino antiguo a finca\nCiruelas hasta el sector llamado Quiebra Patas - Marañonal; comprende las mesetas arboladas\ncompuestas principalmente por especies arbustivas y arbóreas de nance, raspa guacal, jícaro,\ncornizuelo, roble sabana, corteza amarillo, bromelias como las piñuela, cactus, entre otros. | |\nAgua Fría | Comprende desde el puente Agua Fría - Canal del Oeste, Cerro Agua Fría Lomas Agua Fría,\nCerro Divisadero, sobre el oeste hasta el límite de la finca Seravalli. Se incluyen remanentes de\nbosques maduros, bosque siempre verde, con árboles dominantes de cortés amarillo, ron ron, espavel,\ncarboncillo, pochote, níspero, cedro y vegetación xerofita. | | Jojoba - Chico Barrantes | Se ubica\nen el sector noroeste de la Reserva, comprende toda el área conocida como Finca La Jojoba (ASETREK,\nTres Azul S.A., incluyendo el sitio Biscoyol, Cerro Cabeza de Vaca, hasta la colindancia con la\nfinca de Hans El Alemán (Martillos del Pacifico S.A.). La vegetación presente está constituida por\nbosque secundario, sabanas arboladas, formaciones graminoides, bromelias, rodales naturales de\nmadroño y yayo. Además se incluyen remanentes de bosques maduros, bosque siempre verde, con árboles\ndominantes de cortés amarillo, ron ron, espavel, carboncillo, pochote, níspero, cedro y vegetación\nxerofita. | | Ciruelas | Se localiza desde el sitio conocido como Quiebra Patas de los Gringos y la\ncolindancia con Hacienda Ciruelas, finca Burro Blanco hasta el límite con la quebrada Amores. Las\nformaciones florísticas están representadas por bosque siempre verde, cactus y bromelias. | | Ojos\nde Agua | Se encuentran ubicados en diferentes sitios de la Reserva, entre éstas destacan Balas de\nCañón, Lamas, Agua Fría, Terciopelo, Aves del Sol, Papayito, Sapito y Pizote. |\n\n3.2 Zona de\nUso Restringido (ZUR). Constituida\npor sectores que presentan un elevado grado de naturalidad. Aunque hayan podido\nsufrir un cierto grado de intervención humana, mantienen sus valores naturales\nen buen estado o se encuentran en proceso de regeneración (Artavia, 2004).\n\nSe encuentran incluidos dentro de la Zona de\nUso Restringido los siguientes sitios:\n\n| Sector -Sitios | Descripción | | --- | --- | | Senderos | En este sector se encuentran los\nsenderos principales de la Reserva, conocidos como Gigantes del Bosque, La Catarata, El Toledo, El\nCorral, Caoba, sendero de investigación. | | La Poza | Ubicada en el Río Cabuyo aledaña a los\nsenderos principales de la Reserva. | | Las Ochenta | Constituye un sitio ubicado al sureste del\nadministración, constituida por gramíneas, arbustos y árboles aislados. | | Parcelas Altos Marañonal\n| Comprende parcelas que se ubican parcial o totalmente dentro de los límites actuales de la\nReserva. Constituyen una superficie de 22,8 ha., dedicadas en la actualidad a cultivos estacionales\nde sandía, maíz, frijol, y parte de ganadería extensiva. Además contempla otros terrenos en la misma\nzona que son parte del patrimonio Natural del Estado (INDER) y que eventualmente estarían siendo\ntraspasados a la Reserva. | | Las Mesas | Se ubica en el sector noroeste de la Reserva y comprende\nparte del área que se propone ampliar para aumentar la representatividad de ecosistemas. |\n\n3.4 Zona de\nUso Especial (ZUE).\n\nConstituida por sectores\nen los que se ubican las construcciones e instalaciones mayores cuya\nlocalización en el interior del área se considera necesaria. También alberga,\ncon criterios de mínimo impacto y de concentración de servicios, las\ninstalaciones que sea necesario establecer para las actividades de gestión y\nadministración. Incluye también las instalaciones preexistentes que sea\nnecesario mantener, así como aquellas que vayan a albergar servicios de interés\ngeneral conformes con la finalidad del área (Artavia, 2004).\n\nSe encuentran\nincluidos dentro de la Zona de Uso Especial los siguientes sitios:\n\n| Sectores - Sitios | Descripción | | --- | --- | | Puesto Administrativo | Está ubicado en el\nsector Cabuyo. Contempla Oficinas administrativas, parqueo, servicios básicos, alojamiento para\nfuncionarios e investigadores. | | Torre de Detección de Incendios | Se ubica en a tres kilómetros\nal sureste del puesto administrativo de la Reserva. Esta infraestructura es utilizada para\nactividades de control y protección, especialmente para la identificación de incendios. | | Camino\nPúblico | Atraviesa la Reserva en un trayecto de unos tres kilómetros la vía que conecta a la\ncomunidad de Pijije, San Ramón, Playitas de Bagaces. | | Caminos Internos | Son utilizados\nexclusivamente por la administración para uso de control, vigilancia y otras actividades aprobadas\npor la administración. Constituidos por el camino principal que conecta el sector Cabuyo con\nMadroño. | | Rondas para prevención y control de incendios | Aproximadamente suman 450 km.\nestablecidos entre las rondas, de dos, a ocho metros de ancho en algunos tramos (Papayito, Balas de\nCañón, Marañonal, La Torre, Los Gringos y Madroño). | | Área de Entrenamiento | Este sector abarca\nun territorio aproximado de una hectárea. Está dedicado a la capacitación y entrenamiento en tema de\nmanejo del fuego. | | Acueducto | Corresponde al área donde se encuentra la captación, el tanque de\nalmacenamiento y el tanque de clorador del acueducto de la comunidad de San Ramón y Playitas. | |\nServidumbre Hídrica | Esta ubicado en el sector Cabuyo, a lo largo del cauce del Rio Cabuyo.\nComprende un kilómetro dentro de los límites de la Reserva. | | Naciente Toma de Agua (tanque de\nCaptación). | Abastecimiento de agua en la toma de Agua San Ramón Playitas. |\n\n3.5 Zona de\namortiguamiento\n\nEsta área es la\nzona más inmediata a las áreas silvestres protegidas en las que la\nplanificación desarrollada puede incidir de manera indirecta, de tal manera que\nse disminuya o evite la presión sobre los recursos contenidos en el territorio\nprotegido. Se encuentra conformada por propiedad privada y en ella el Estado\npromoverá un desarrollo ambientalmente adecuado y sostenible en zonas con miras\na aumentar la protección de esas zonas.\n\nSe encuentran\nincluidos dentro de la Zona de amortiguamiento los siguientes sitios:\n\n| Sectores | Descripción | | --- | --- | | Constituye una zona de irregular extensión alrededor de\nla Reserva | En la definición de la Zona de Amortiguamiento se toma como aspecto importante el\nimpacto del uso del suelo en las dos micro cuencas. También dicha zona comprende áreas de la Reserva\ncercanas o limítrofes con el Parque Nacional Palo Verde, los cerros cercanos y la red de drenajes\nque permiten el intercambio biológico integral bajo los objetos de conservación de la Eco-Región. |\n\n4. Programas,\nEstrategias y Actividades para el manejo de la Reserva Biológica Lomas\n\nBarbudal. Para implementar las distintas actividades\nque se deben realizar en ambas áreas protegidas, con el objetivo de eliminar,\ndisminuir y minimizar las amenazas a los recursos protegido, se propone una\norganización del trabajo en siete (7) Programas de Manejo básicos.\n\nLos programas de\nmanejo abordan las líneas de acción planteadas para dar solución a las amenazas\ny debilidades identificadas en el Plan de Manejo. Estos programas tendrán una\nvigencia de 10 años.\n\nPara el Plan de\nManejo de la Reserva Biológica Lomas Barbudal se\nidentificaron los siguientes programas:\n\n.  Manejo de la Biodiversidad y Recursos\nNaturales y Culturales\n\n. Control y\nProtección\n\n. Administrativo\ny Financiero\n\n. Gestión\nComunitaria\n\n. Manejo del\nFuego\n\n. Educación\nAmbiental\n\n.Ordenamiento\nterritorial\n\n4.1\nPrograma Manejo de la Biodiversidad y Recursos Naturales y Culturales\n\nMediante la\nimplementación de este Programa se pretende generar la articulación con\nuniversidades e instituciones y comunidades, para la gestión de la\ninvestigación, la valoración de los servicios eco-sistémicos, el uso de buenas\nprácticas productivas y en el uso sostenible de los recursos naturales en las\nzonas de amortiguamiento, para el beneficio y la conservación de la\nbiodiversidad y los recursos que se protegen en la Reserva.\n\nNormas\nGenerales:\n\n.Este programa\ndebe generar, en el mediano y largo plazo y sobre la base del manejo\nadaptativo, los criterios científicos necesarios y suficientes para la toma de\ndecisiones en conservación y manejo de los recursos naturales y culturales de\nla Reserva y las áreas de influencia.\n\n. El personal\nencargado de este programa deberá de tener conocimiento y capacitación en temas\nde monitoreo biológico y gestión comunal, con el fin de poder tener un mejor\nacercamiento a las comunidades y poder transmitir e intercambiar conocimientos\nsobre el uso de los recursos naturales.\n\n. Deberá de\ndesarrollar un plan de investigaciones para que oriente la gestión de la\ninvestigación científica, el monitoreo biológico, la divulgación de la\ninformación, en la Reserva y en el área de influencia.\n\n.  Deberá desarrollar una estrategia y\nprotocolos para el impulso de buenas prácticas asociadas al desarrollo\nagroambiental del área de amortiguamiento de la Reserva.\n\n4.2\nPrograma de Control y Protección\n\nDescripción:\n\nEl personal\nasignado a este programa tendrá a cargo las acciones y la organización para\nasegurar la protección de los recursos naturales según los objetivos de\ncreación del ASP y el presente Plan de Manejo.\n\nNormas Generales:\n\n. El ASP deberá\nde contar con el personal necesario, capacitado y con autoridad para ejercer sus\nfunciones. Se requerirá al menos de dos personas, quienes trabajarían en\nparejas, para seguridad de los mismos.\n\n. El personal\nencargado de la protección deberá de contar y portar su uniforme completo,\ncarné de funcionario y armas para su protección.\n\n. Deberán de\nelaborar un plan de protección y control anual, construido preferiblemente con\nlos actores claves (funcionarios de otras áreas silvestres y programas, de la\nFuerza Pública, y otras instituciones relacionadas) que se evaluará\nmensualmente; se rendirán los respectivos informes sobre su ejecución.\n\n. Deberá de\ndisponer de algún equipo especializado para su desempeño.\n\n4.3\nPrograma Administrativo y Financiero\n\nDescripción:\n\nLa implementación\nde este programa tendrá como fin la gestión y planificación de acciones que\nayuden a optimizar el adecuado funcionamiento administrativo, así como la\norganización de los recursos, infraestructura y equipo, mediante el adecuado\nseguimiento y evaluación, que permita cumplir con los objetivos propuestos.\n\nNormas\nGenerales:\n\n. Contar al menos\ncon un coordinador del programa con conocimiento y experiencia en el tema\nadministrativo, de planificación y de gestión del recurso humano o recibir\ncapacitación relacionada para su mejor desempeño.\n\n4.4\nPrograma de Gestión Comunitaria\n\nDescripción:\n\nLos funcionarios\nasignados a este programa serán los responsables de involucrar a las\ncomunidades aledañas al ASP en acciones de gestión de los servicios\neco-sistémicos que la Reserva les pueda proporcionar.\n\nNormas\nGenerales:\n\n. El personal a cargo\ndeberá de tener facilidades y conocimiento para la gestión comunal y el\nplanteamiento de estrategias financieras y de desarrollo sostenible.\n\n4.5\nPrograma de Manejo del Fuego\n\nDescripción:\n\nEl personal\nasignado a este programa tendrá a cargo las acciones y la organización para\nasegurar la prevención y la alerta temprana para el control y manejo del fuego\nen la Reserva y su área de influencia, con el fin de garantizar la protección\nde la biodiversidad.\n\nNormas\nGenerales:\n\n.Contar al menos\ncon un coordinador del programa con conocimiento y experiencia en el tema.\n\n. Todo\nfuncionario de la Reserva deberá de recibir capacitación sobre manejo del fuego\ny participar activamente de ser necesario.\n\n. Se incentivará\nla participación de las comunidades en la prevención y el manejo del fuego a\ntravés de las brigadas contra incendios.\n\n. Se contará con\nun plan anual que oriente las acciones a seguir.\n\n4.6\nPrograma de Educación Ambiental\n\nDescripción:\n\nCon la implementación\nde este programa se tiene como fin concienciar, informar y promover el cambio\nde actitudes hacia la conservación del ambiente, promoviendo la participación y\nel empoderamiento constante de los actores locales, con el fin de que valoren\nlos recursos naturales así como la relevancia de los servicios que estos\nbrindan a la sociedad y por tanto la necesidad de conservarlos y usarlos\nsosteniblemente.\n\nNormas\nGenerales:\n\n.Contar al menos\ncon un encargado de programa que tenga conocimiento sobre temas ambientales y\ndestrezas para la enseñanza.\n\n. Elaborar y\nejecutar un Plan anual para la Educación Ambiental de la Reserva en su área de\ninfluencia.\n\n. Therefore, it is an instrument specific to each protected area and must be seen as a technical tool belonging to the managers, administrators, and interest groups; therefore, the first instance that must carry out the validation of the management proposal is the authorities of the respective Conservation Area, as well as the official social participation bodies established therein.\n\n4º- That the General Management Plan of the Lomas Barbudal Biological Reserve was developed with the objective of guiding the actions that the National System of Conservation Areas (SINAC) must execute to fulfill the conservation objectives for which both protected areas were established.\n\n6º-That the National Council of Conservation Areas (CONAC), through agreement No. 17 of extraordinary session No. 06 of August 4, 2008, approved the Procedures Manual for the publication of the Management Plans of Protected Wild Areas.\n\n7°- That CONAC, in Agreement No. 8 of Extraordinary Session No. 02-2011 of May 2, 2011, agreed to modify Agreement No. 17 of Extraordinary Session No. 06-2008 of August 4, 2008, so that the zoning defined in the General Management Plan is published in its entirety.\n\n8º-That a ten-year time horizon is envisioned for the management proposal, which consists of seven programs, namely: Biodiversity and Natural and Cultural Resources Management, Control and Protection, Administrative and Financial, Community Management, Fire Management, Environmental Education, and Territorial Planning (Ordenamiento Territorial).\n\n8º-That this General Management Plan was approved by the Regional Council of the Conservation Area (CORACACAT), through agreement No. 05, of ordinary session No. 02-2015 of February 25, 2015.\n\n9º-That through Agreement No. 21 of Ordinary Session No. 03-2016 of March 28, 2016, the National Council of Conservation Areas (CONAC) resolved: \"CONAC acknowledges and approves the General Management Plan of the Lomas Barbudal Biological Reserve presented by the Arenal Tempisque Conservation Area. General Objective of the General Plan of the Lomas Barbudal Biological Reserve.\nThe General Management Plan of the Lomas Barbudal Biological Reserve's objective is to guide the actions that the National System of Conservation Areas must execute for the efficient management of the natural and cultural resources located within the protected wild area and its surroundings, so as to achieve the conservation objectives for which it was established and the integrity of the focal management elements defined in this General Management Plan.\n\n3. Management Zones of the Lomas Barbudal Biological Reserve.\n\nZoning is the organization of the territory of a protected wild area based on the value of its resources and its capacity to accommodate different uses; its purpose is to minimize negative impacts and ensure a use of space compatible with the conservation of the natural and cultural resources present in the area and its relationship with the socio-environmental dynamics of its immediate surroundings (Artavia, 2004).\n\nThe management zones that apply to the case of the Lomas Barbudal Biological Reserve, based on the fulfillment of the conservation objectives, are: Special Use Zone (Zona de Uso Especial, ZUE), Restricted Use Zone (Zona de Uso Restringido, ZUR), Absolute Protection Zone (Zona de Protección Absoluta, ZPA), and Buffer Zone (Zona de Amortiguamiento, ZA).\n\n3.1. Absolute Protection Zone (ZPA). Constituted by those areas, contiguous or dispersed, which require the maximum degree of protection or in which, for specific reasons, no type of use can be authorized, with the exception of duly controlled scientific research.\n\nIncluded within the Absolute Protection Zone are the following sites:\n\n| Sector | Description |\n| --- | --- |\n| Cabuyo | It extends from the Cabuyo River (from the boundary with the Reserve) to the boundary with La Hacienda Ciruelas (Burro Blanco). It also includes the entire forested strip that extends from the administration and the Barbudal slope of the Reserve, to the border of the Brind de Amor Farm, and also with plots 49 and 50 of the INDER. In this sector are the most representative floristic species of the Reserve, where gallery forests are located that contain endangered species such as mahogany (caoba), cristóbal, cocobolo; also contains endemic species of Lomas Barbudal such as Eugenia chavarriae, and xerophytic forests, located in the highest sectors of the Cabuyo sector. |\n| Sabana Arbolada | It is located between the old road to Finca Ciruelas up to the sector called Quiebra Patas - Marañonal; it comprises the wooded plateaus composed mainly of shrub and tree species like nance, raspa guacal, jícaro, cornizuelo, savanna oak (roble sabana), yellow bark (corteza amarillo), bromeliads such as piñuela, cacti, among others. |\n| Agua Fría | It includes from the Agua Fría bridge - Canal del Oeste, Cerro Agua Fría, Lomas Agua Fría, Cerro Divisadero, to the west up to the boundary of the Seravalli farm. It includes remnants of mature forests, evergreen forest, with dominant trees of yellow cortés (cortés amarillo), ron ron, espavel, carboncillo, pochote, níspero, cedar (cedro), and xerophytic vegetation. |\n| Jojoba - Chico Barrantes | It is located in the northwestern sector of the Reserve, comprising the entire area known as Finca La Jojoba (ASETREK, Tres Azul S.A.), including the Biscoyol site, Cerro Cabeza de Vaca, up to the border with the farm of Hans El Alemán (Martillos del Pacifico S.A.). The present vegetation consists of secondary forest, wooded savannas, graminoid formations, bromeliads, natural stands of madroño and yayo. It also includes remnants of mature forests, evergreen forest, with dominant trees of yellow cortés, ron ron, espavel, carboncillo, pochote, níspero, cedar, and xerophytic vegetation. |\n| Ciruelas | It is located from the site known as Quiebra Patas de los Gringos and the border with Hacienda Ciruelas, Burro Blanco farm, up to the limit with the Amores stream. The floristic formations are represented by evergreen forest, cacti, and bromeliads. |\n| Ojos de Agua | They are located in different sites of the Reserve; among these stand out Balas de Cañón, Lamas, Agua Fría, Terciopelo, Aves del Sol, Papayito, Sapito, and Pizote. |\n\n3.2 Restricted Use Zone (ZUR). Constituted by sectors that present a high degree of naturalness. Even though they may have suffered some degree of human intervention, they maintain their natural values in good condition or are in the process of regeneration (Artavia, 2004).\n\nIncluded within the Restricted Use Zone are the following sites:\n\n| Sector - Sites | Description |\n| --- | --- |\n| Trails | In this sector are the main trails of the Reserve, known as Gigantes del Bosque, La Catarata, El Toledo, El Corral, Caoba, and the research trail. |\n| La Poza | Located on the Cabuyo River adjacent to the main trails of the Reserve. |\n| Las Ochenta | Constitutes a site located southeast of the administration, composed of grasses, shrubs, and isolated trees. |\n| Altos Marañonal Plots | Comprises plots that are located partially or totally within the current limits of the Reserve. They constitute an area of 22.8 ha, currently dedicated to seasonal crops of watermelon, corn, beans, and part extensive cattle ranching. It also includes other lands in the same zone that are part of the Natural Heritage of the State (INDER) and that would eventually be transferred to the Reserve. |\n| Las Mesas | It is located in the northwestern sector of the Reserve and comprises part of the area proposed for expansion to increase ecosystem representativeness. |\n\n3.4 Special Use Zone (ZUE).\n\nConstituted by sectors where major buildings and facilities whose location inside the area is considered necessary are situated. It also houses, with criteria of minimum impact and concentration of services, the installations that need to be established for management and administration activities. It also includes pre-existing installations that need to be maintained, as well as those that will house services of general interest consistent with the purpose of the area (Artavia, 2004).\n\nIncluded within the Special Use Zone are the following sites:\n\n| Sectors - Sites | Description |\n| --- | --- |\n| Administrative Post | It is located in the Cabuyo sector. It includes administrative offices, parking, basic services, lodging for officials and researchers. |\n| Fire Detection Tower | It is located three kilometers southeast of the Reserve's administrative post. This infrastructure is used for control and protection activities, especially for fire identification. |\n| Public Road | The road connecting the community of Pijije, San Ramón, Playitas de Bagaces crosses the Reserve for a stretch of about three kilometers. |\n| Internal Roads | They are used exclusively by the administration for control, surveillance, and other activities approved by the administration. They consist of the main road connecting the Cabuyo sector with Madroño. |\n| Firebreaks for fire prevention and control | They total approximately 450 km established between the firebreaks, ranging from two to eight meters wide in some sections (Papayito, Balas de Cañón, Marañonal, La Torre, Los Gringos, and Madroño). |\n| Training Area | This sector covers an approximate territory of one hectare. It is dedicated to training and instruction in fire management. |\n| Aqueduct | Corresponds to the area where the intake, storage tank, and chlorinator tank of the aqueduct for the community of San Ramón and Playitas are located. |\n| Water Easement (Servidumbre Hídrica) | It is located in the Cabuyo sector, along the course of the Cabuyo River. It comprises one kilometer within the limits of the Reserve. |\n| Water Intake Spring (Naciente Toma de Agua) (Collection Tank) | Water supply at the San Ramón Playitas water intake. |\n\n3.5 Buffer Zone\n\nThis area is the most immediate zone to the protected wild areas where the planning developed can indirectly influence, so as to reduce or avoid pressure on the resources contained in the protected territory. It is made up of private property, and in it, the State will promote environmentally adequate and sustainable development in zones with the aim of increasing the protection of those zones.\n\nIncluded within the Buffer Zone are the following sites:\n\n| Sectors | Description |\n| --- | --- |\n| Constitutes a zone of irregular extension around the Reserve | In defining the Buffer Zone, the impact of land use in the two micro-watersheds is taken as an important aspect. This zone also comprises areas of the Reserve near or bordering the Palo Verde National Park, the nearby hills, and the drainage network that allows integral biological exchange under the conservation objects of the Eco-Region. |\n\n4. Programs, Strategies, and Activities for the management of the Lomas Barbudal Biological Reserve. To implement the different activities that must be carried out in both protected areas, with the objective of eliminating, reducing, and minimizing threats to the protected resources, an organization of work into seven (7) basic Management Programs is proposed.\n\nThe management programs address the lines of action proposed to solve the threats and weaknesses identified in the Management Plan. These programs will be valid for 10 years.\n\nFor the Management Plan of the Lomas Barbudal Biological Reserve, the following programs were identified:\n\n. Biodiversity and Natural and Cultural Resources Management\n\n. Control and Protection\n\n. Administrative and Financial\n\n. Community Management\n\n. Fire Management\n\n. Environmental Education\n\n. Territorial Planning (Ordenamiento territorial)\n\n4.1 Biodiversity and Natural and Cultural Resources Management Program\n\nThrough the implementation of this Program, the aim is to generate articulation with universities and institutions and communities, for research management, the valuation of ecosystem services, the use of good productive practices, and the sustainable use of natural resources in the buffer zones, for the benefit and conservation of the biodiversity and resources protected in the Reserve.\n\nGeneral Standards:\n\n.This program must generate, in the medium and long term and on the basis of adaptive management, the necessary and sufficient scientific criteria for decision-making in conservation and management of the natural and cultural resources of the Reserve and the areas of influence.\n\n. The personnel in charge of this program must have knowledge and training in biological monitoring and community management topics, in order to have a better approach to the communities and to be able to transmit and exchange knowledge about the use of natural resources.\n\n. It must develop a research plan to guide the management of scientific research, biological monitoring, and the dissemination of information in the Reserve and in the area of influence.\n\n. It must develop a strategy and protocols for promoting good practices associated with the agro-environmental development of the Reserve's buffer zone.\n\n4.2 Control and Protection Program\n\nDescription:\n\nThe personnel assigned to this program will be in charge of the actions and organization to ensure the protection of natural resources according to the creation objectives of the ASP and this Management Plan.\n\nGeneral Standards:\n\n. The ASP must have the necessary, trained personnel with the authority to exercise their functions. At least two people will be required, who would work in pairs, for their own safety.\n\n. The personnel in charge of protection must have and wear their complete uniform, employee identification card, and weapons for their protection.\n\n. They must prepare an annual protection and control plan, preferably built with key actors (officials from other wild areas and programs, the Public Force, and other related institutions), which will be evaluated monthly; respective reports on its execution will be rendered.\n\n. They must have some specialized equipment for their performance.\n\n4.3 Administrative and Financial Program\n\nDescription:\n\nThe implementation of this program will have the purpose of managing and planning actions that help optimize the proper administrative functioning, as well as the organization of resources, infrastructure, and equipment, through adequate monitoring and evaluation, to achieve the proposed objectives.\n\nGeneral Standards:\n\n. Have at least one program coordinator with knowledge and experience in the administrative, planning, and human resource management fields, or receive related training for better performance.\n\n4.4 Community Management Program\n\nDescription:\n\nThe officials assigned to this program will be responsible for involving the communities surrounding the ASP in management actions for the ecosystem services that the Reserve can provide them.\n\nGeneral Standards:\n\n. The personnel in charge must have skills and knowledge for community management and the planning of financial and sustainable development strategies.\n\n4.5 Fire Management Program\n\nDescription:\n\nThe personnel assigned to this program will be in charge of the actions and organization to ensure prevention and early warning for fire control and management in the Reserve and its area of influence, in order to guarantee the protection of biodiversity.\n\nGeneral Standards:\n\n.Have at least one program coordinator with knowledge and experience in the subject.\n\n. Every official of the Reserve must receive training on fire management and actively participate if necessary.\n\n. The participation of communities in fire prevention and management will be encouraged through fire brigades (brigadas contra incendios).\n\n. There will be an annual plan to guide the actions to follow.\n\n4.6 Environmental Education Program\n\nDescription:\n\nWith the implementation of this program, the aim is to raise awareness, inform, and promote a change in attitudes towards environmental conservation, promoting the participation and constant empowerment of local actors, so that they value natural resources as well as the relevance of the services they provide to society and, therefore, the need to conserve and use them sustainably.\n\nGeneral Standards:\n\n.Have at least one program manager with knowledge of environmental topics and teaching skills.\n\n. Prepare and execute an Annual Plan for Environmental Education of the Reserve in its area of influence.\n\n. Link this program with the different programs and officials of the Reserve, in order to develop an integral and cross-cutting process based on threats to natural resources and the strategies proposed for their reduction.\n\n4.7 Territorial Planning Program (Programa de Ordenamiento Territorial)\n\nDescription\n\nWith the implementation of this program, the aim is to maintain control of the Reserve's lands, guaranteeing the security of both the files, databases, and property boundaries.\n\nGeneral Standards:\n\n. The personnel in charge must have skills and knowledge for handling instruments such as GPS, database systems like Arc GIS, among others.\n\n5.
