Residuos sólidos con\nmal manejo, Costa Rica.\n\nTomado de: La Nación,\ndel lunes 13 de enero del 2014. \"Propuestas ambientales de los candidatos para\nresiduos sólidos\".\n\nEn\nCosta Rica, los residuos sólidos han representado un problema desde hace años,\npues la población del país no cuenta con una cultura de reciclar y reutilizar,\nbasta con observar algunos puntos de las principales ciudades (fig.2) del país\npara comprender la gran cantidad de residuos que se producen todos los días,\nsegún la \"Política Nacional para la Gestión Integral de Residuos 2010-2021\" en\nel año 2006 la generación de residuos ordinarios se estimaba en 3 784 toneladas\npor día.\n\nTurrubares es el cantón N° 16 de la\nprovincia de San José, cuenta con un población total de 5512 habitantes\n(cuadro.1) y una extensión en Km2 de 415.29 según oficio AEC-374-2001 (Anexo\n1), además fue declarado como cantón ecológico mediante acuerdo del Concejo\nMunicipal tomado en sesión extraordinaria N° 39-2010 y despachado mediante\noficio MTSC-207-2010 (Anexo 2).\n\nEl cantón de Turrubares se encuentra entre los\ncantones con más bajo índice de desarrollo y en su gran mayoría es un cantón\nrural; sin embargo, el cantón de Turrubares, no\nescapa a esta realidad del país (fig.3); aunque a una escala mucho menor, ya\nque no fue hasta el año 2010, cuando por primera vez el municipio brindo el\nservicio de recolección de residuos sólidos, debido a una petición generalizada\nde los vecinos de San Pablo y San Pedro.\n\n \n\n \n\n \n\nFig.3. Mal manejo de los\nresiduos sólidos en el cantón de Turrubares.\n\nFuente propia.\n\nAntes\nde que la Municipalidad brindara el servicio de recolección, los munícipes le\ndaban un manejo empírico a los residuos ordinarios, que por lo general\nconsistía en hacer un hueco y quemarlos, y en algunos casos, se octava por\ntirarlos en un sitio particular, convirtiéndolo casi en un vertedero o botadero\na cielo abierto (fig.4).\n\nDebido a la problemática nacional, que significa el manejo de los\nresiduos sólidos, es que el país se encamino hacia un manejo integral de los\nmismos, para lo cual se ha desarrollado una serie de acciones, tanto legales;\ncomo la promulgación de la Ley N° 8839 y la Política Nacional para la Gestión\nIntegral de Residuos, como técnicas, como el Plan de Residuos Sólidos Costa\nRica, conocido como PRESOL y los Planes Municipales de Gestión Integral de\nResiduos Sólidos (PMGIRS).\n\n \n\n \n\nFig.4. Mapa del cantón de Turrubares,\ncon los principales centros de población.\n\nFuente propia.\n\n \n\n \n\nComo\nla Ley N° 8839, estable que las Municipalidades son las responsables por el\nmanejo integral de los residuos sólidos ordinarios que se generan en sus territorios,\ny les da la competencia y obligación de elaborar los planes municipales de\nresiduos sólidos, es que la Municipalidad de Turrubares,\nen cumplimiento del mandato legal, procedió a conformar la comisión que\ndesarrollaría el Plan Municipal de Manejo Integral de Residuos Sólidos para el\nCantón de Turrubares (fig.5), de una forma\nparticipativa y consensuada.\n\n \n\nCuadro 1. Distribución de la población del\ncantón de Turrubares por distritos6.\n\nDiagnóstico\nde la situación de los residuos sólidos a nivel cantonal.\n\nMetodología.\n\nPara\nla realización del diagnóstico, se elaboraron dos encuestas, una para las casas\nde habitación (Anexo 3) y otra para los comercios (Anexo 4), el diagnóstico se\nrealizó para todos los cinco distritos del cantón de Turrubares\n(San Pablo, San Pedro, San Juan de Mata, San Luis y Carara).\nPara la aplicación de las encuestas se contó con la colaboración de las\ndiferentes instituciones que conforman la comisión cantonal para el manejo\nintegral de los residuos sólidos.\n\nResultados.\n\nEn\ntotal se aplicaron 154 encuestas, 114 a viviendas y 40 a comercios, con una\ndistribución por distrito como se puede observar en la cuadro 2.\n\nCuadro 2. Gráfico de porcentaje de encuestas aplicadas por distrito.\nFuente propia.\n\n \n\nSegún datos aportados por el Departamento de\nContabilidad de la Municipalidad de Turrubares, en el\ncantón de Turrubares existe al día de hoy, un total\nde 133 negocios con patente municipal, de ellos el 71.4 % están en los\ndistritos de San Pablo y Carara.\n\nLos distritos donde existe\nel número más bajo de patentes son San Pedro y San Luis, con diez y once\npatentes, respectivamente.\n\nEn la fig.8, se aprecia la distribución\nporcentual de las patentes comerciales del cantón de Turrubares,\nen los diferentes distritos. De esa distribución podemos determinar que existe\nuna clara y marcada relación entre la cantidad de habitantes por distrito y la\ncantidad de patentes que se encuentran localizadas en el distrito.\n\n \n\nFig.8. Fuente propia.\n\nEn la fig.9, se aprecia el porcentaje de\ndistribución por distritos, de las encuestas aplicadas a los negocios, en el\ncantón de Turrubares, del mismo podemos ver, que\nmantiene una relación con respecto al porcentaje de distribución de las\npatentes comerciales por distrito; osea, que con la\nexcepción de San Pablo, el distrito con mayor cantidad de patentes, se le\naplicó mayor cantidad de encuestas y el distrito con menos patentes, se le\naplicó menos encuestas.\n\n \n\nFig.9. Fuente Propia\n\nComposición\ny generación de los residuos producidos por año.\n\nEste punto, se desarrollara en el presente plan, mediante el método directo de toma de datos, sin\nembargo, existen métodos indirectos como el que está contenido en el manual para la elaboración de\nplanes municipales de gestión integral de residuos sólidos (CYMA- 2008), en el cual citan una tabla,\nque según los datos obtenidos del INEC, para la cantidad de pobladores para el cantón de Turrubares,\npodemos determinar que estamos en el rango de una ciudad menor a los 30 000 habitantes urbana, lo\nque significa que cada habitante produce hasta 0.5 Kg de residuos sólidos por día.\n\nUn\naspecto que es importante de tomar en cuenta, en la producción de residuos\nsólidos en el cantón de Turrubares, es su baja densidad\npoblacional, que en el año 2000, según el diagnóstico y áreas prioritarias\n(CYMA-2007) era de 12 personas por kilómetros cuadrado y en el año 2011, según\nel censo del INEC es de 13 personas por kilómetro cuadrado.\n\nSegún los datos aportados (Cuadro 3. Toneladas de residuos sólidos recolectadas) por la Empresa\nADAGSAVH S.A. quien esta contratada por la Municipalidad de Turrubares, para que realice la\nrecolección no separada de los residuos sólidos en el cantón de Turrubares, para los distritos de\nSan Pablo y San Pedro, en un año ( julio 2012- Junio 2013) se recogieron 281.37 toneladas de\nresiduos, lo que significa un promedio mensual de 23.45 toneladas, además según los datos de\npoblación del INEC, los distritos de San Pablo y San Pedro tienen una población total de 2003\npersonas, lo que da una producción Per Cápita mensual de 11.70 Kg*persona*mes, y una producción Per\nCápita diaria de 0.39 Kg*persona*día.\n\n \n\nCuadro 3. Toneladas de residuos sólidos recolectadas por mes.\n\nEste dato es conforme a lo proyectado por la\ntabla que se expuso en el primer párrafo de este apartado. La empresa ADAGSAVH\nS.A. utiliza por lo general dos tipos diferentes de vehículos para realizar la\nrecolección de los residuos sólidos, un camión recolector convencional tipo\ncompactador y un Pick Up (fig.10), este último con adaptaciones para cumplir\ncon el fin, debido a que por su pequeño tamaña facilita el tránsito por algunos\ncaminos de anchos bastante reducidos, en algunos de los sectores donde se\nbrinda el servicio de recolección de residuos sólidos. Los vehículos más\nutilizados por la empresa ADAGSAVH S.A. tienen las especificaciones técnicas\nindicadas en el cuadro 4.\n\n \n\n \n\nFig.10. Especificaciones técnicas de los vehículos que son normalmente\nusados por la ADAGSAVH S.A. en la recolección de residuos sólidos.\n\nPlanificación\ndel estudio y trabajo previo.\n\nMetodología\ny Estudio de caracterización.\n\nEl\nestudio de caracterización será coordinado por el Gestor Ambiental Municipal,\nDennis Mora, con la colaboración de los miembros de la Comisión de Gestión\nIntegral de Residuos Sólidos (Conocida como PRESOL).\n\nSemanas\ndel muestreo.\n\nEn\nel Cantón de Turrubares, en los distritos de San Pablo\ny San Pedro, se brinda el servicio de recolección de residuos sólidos\nordinarios dos veces al mes, por lo que se decidió que el estudio de\ncaracterización se realice durante toda una semana, de un lunes a un domingo,\npara posteriormente realizar el cuarteo inmediatamente el lunes siguiente.\n\nEl\nestudio por solicitud del funcionario del Ministerio de Salud, Alexander\nArroyo, se llevara a cabo en tres repeticiones para posteriormente realizar un\npromedio de los resultados obtenidos en cada repetición. La primera repetición\nse realizó entre los días lunes 11 de mayo al día domingo 17 de mayo con el\ncuarteo lunes 18 de mayo, la segunda entre los días lunes 12 de octubre y\ndomingo 18 de octubre con el cuarteo lunes 19 de octubre y la tercera\nrepetición entre los días lunes 02 de noviembre y el domingo 08 de noviembre\ncon el cuarteo el lunes 09 de noviembre del 2015, (Anexo 5)\n\nIdentificación\nde estratos dentro del área del cantón que forma parte del estudio.\n\nDebido\na las condiciones económicas y demográficas del cantón de Turrubares,\ny con mayor especificidad en los distritos de San Pablo y San Pedro, que son\nlos distritos sujetos al estudio, se determino que no\nexisten estratos claramente marcados, sino que la población presenta una\ndistribución uniforme, sin generar grandes tendencias en lo referente a su\nposición geográfica dentro de los distritos mencionados anteriormente. Una\nsituación similar sucede con los negocios, ya que no existe en los distritos de\nSan Pablo y San Pedro, una zona comercial definida, sino que los negocios se\nencuentran inmersos entre las diferentes unidades habitacionales de los\ndistritos.\n\nNúmero\ntotal de viviendas en el área de estudio.\n\nSegún\nla lista aportada por el Contador Municipal, Jorge Agüero, el número total de\nunidades habitacionales a las cuales se les brinda el servicio de recolección\nde residuos sólidos es de 845 (Anexo 6). Según el encargado de Catastro\nMunicipal, Ing. David Francisco Alvarado Gamboa, el distrito de San Pablo tiene\nuna extensión de 25.89 km2 y el distrito de San Pedro tiene una extensión de\n39.12 km2.\n\nDebido\nal número tan elevado de viviendas, a los que se les debería de aplicar el\nestudio de caracterización, sí se aplicara la fórmula establecida, es que la\ncomisión municipal, decidió que se utilizara un 5 % del total de la población\npara viviendas, por lo que sí se tiene una población total de 845 viviendas, la\nmuestra tiene un tamaño de 42 viviendas. Las viviendas seleccionadas están\nresaltadas en celeste.\n\nSe elaboró un formulario para viviendas, con la\nfinalidad de recopilar información relevante de las diferentes unidades a\nmuestrear (Anexo 7).\n\nPresentación\nde los resultados.\n\nLuego de realizar el análisis respectivo de los\ndatos obtenidos de los tres estudios de generación y caracterización de los\nresiduos sólidos ordinarios (Cuadro 5.), se obtiene que la generación per\ncápita por día es de .016 kg/hab./día, con un peso total promedio del total de\nla muestra de 161.93 k, un total de habitantes del muestreo menores de 18 años\nde 42 y un total de habitantes del muestreo mayores de 18 años de 98 para un\ngran total de 140 habitantes muestreados y una desviación estándar promedio de\n3.85.\n\nCuadro 5. Fuente Propia\n\nEn promedio la categoría que más kilos obtuvo\nfue orgánicos con 14.16 kilos (fig.11) seguido de papel y cartón con 13.87\nkilos, esta circunstancia concuerda con la tendencia a nivel nacional, excepto\nque la cantidad de residuos orgánicos no tiene una diferencia tan amplia\ncomparado con las otras categorías, situación que se podría deber a que en el\ncantón de Turrubares, la gran mayoría de habitantes\ntiene suficiente tierra y/o animales domésticos, para darle un uso distinto a\nlos residuos orgánicos que en su gran mayoría son restos de comida.\n\nFig.11. Fuente Propia\n\nEn términos de porcentajes (fig.12), la\ncategoría de residuos orgánicos y papel y cartón están prácticamente igualados\ncon un 29 % y 28 % respectivamente. La categoría de Tetrabrik, otros, vidrio y\nporcelana y metal son las que menos porcentaje de residuos ordinarios\nrepresentan con un 1 %, 3 %, 4 % y 5 % respectivamente.\n\n \n\nFig.12. Fuente propia.\n\nFrecuencia\nde recolección y cobertura.\n\nLos residuos sólidos en el cantón de Turrubares, sólo se recogen para los distritos de San Pablo\ny San Pedro, más el caserío de Bijagual y sus\nalrededores, para un 57.14 % de la población total del cantón, ósea,\naproximadamente 3 150 personas, con una frecuencia bisemanal o cada dos semanas\nexactas.\n\nExperiencias,\niniciativas y recursos existentes en el cantón de Turrubares\n\npara\nla Gestión Integral de Residuos Sólidos Ordinarios.\n\nExperiencias\ne iniciativas.\n\nEn\nel cantón de Turrubares, las iniciativas que tienen\nque ver con el manejo integral de los residuos sólidos, han sido muy escasas, y\nlas pocas que surgieron, no se pudieron sostener a través del tiempo.\n\nEl Hotel Amatierra,\nlidero una iniciativo de reciclar en el Distrito de San Pablo, y entre sus\nacciones estuvo el crear una pequeña estación de acopio (fig.13) en un costado\nde la plaza de deportes vieja, diagonal a la soda la Victoria.\n\n \n\n \n\nFig.13. Fuente propia.\n\nLa metodología que empleo el Hotel fue que cada\npersona trajera sus residuos ya seleccionados desde su casa y los depositara el\nen respectivo recipiente, pero la población de la zona, no esta\nacostumbrada a reciclar ni tampoco tiene la cultura, por lo que tuvieron el\ninconveniente que depositaban los residuos en cualquiera de los recipientes y\nlos traían sin seleccionar, lo que generaba un trabajo extra para el Hotel, ya\nque debían seleccionar los residuos, antes de llevarlos a alguna recicladora. Lo\nque poco a poco genero un cansancio, por el amplio trabajo, que provoco que la\niniciativa se terminara.\n\nUna segunda iniciativa que existe en el cantón\ny que si ha podido mantenerse a lo largo del tiempo, es la de la Asociación de\nPequeños Productores de El Sur de Turrubares, los\ncuales empezaron aproximadamente en el año 2006, con un proyecto de reciclaje\nen el pueblo de El Sur de Turrubares, y actualmente\ncuentan con estaciones de acopio en la pulpería (fig.14), escuela (fig.15) y\nsalón comunal (fig.16) de la comunidad.\n\n \n\nFig.14. Fuente propia.\n\nActualmente\nestá iniciando un proyecto de la Asociación de Desarrollo Integral de Las Delicias\nde Carara de Turrubares\n(fig.17), el cual consiste en un centro de acopio regional, en donde se\nrecogerán y trataran los residuos generados en la comunidad de Las Delicias y\nlugares vecinos.\n\nGracias a que la Municipalidad de Turrubares y\nla Asociación de Desarrollo de Las Delicias, firmaron un convenio en el año\n2015, mediante el cual la municipalidad les brinda una serie de materiales,\nequipo y combustible (Diesel), las muchachas de la\nAsociación recogen los residuos valorizables cuando están debidamente\nseparados, dos veces al mes en el distrito de Carara\ny una vez al mes en los distritos de San Pablo, San Pedro, San Juan de Mata y\nSan Luis, en los principales centros de población, escuelas y colegios.\n\n \n\n \n\n \n\nFig.17. Centro de\nacopio de la Asociación de Las Delicias de Turrubares.\nFuente propia\n\n \n\n \n\nRecursos para la gestión integral de residuos.\n\nSi bien, actualmente sólo la Asociación de Pequeños Productores de El Sur de Turrubares, se\nencuentra trabajando activamente en el manejo integral de residuos, de las otras dos iniciativas que\nse han mencionado, se puede concluir, que en el cantón de Turrubares se ha creado una cierta\nconciencia por el bienestar del medio ambiente, por lo que el recurso con el cual se dispone para\ntrabajar en un proyecto integral a nivel cantonal se podría considerar como bueno. Además se cuenta\ncon el apoyo de la comisión de manejo integral de residuos sólidos para el cantón de Turrubares, la\ncual tiene una conformación multinstitucional.\n\nSitios de disposición final, su vida útil, y cantidad depositada en\ntoneladas por año.\n\nSitios de disposición.\n\nPara el cantón de Turrubares, en los distritos de San Pablo, San Pedro y el caserío de Bijagual\ndonde la Municipalidad brinda el servicio de recolección de residuos sólidos, los mismos se\ndepositan, en el Parque de Tecnología Ambiental Urucka, conocido como relleno sanitario \"La Carpio\"\nde la empresa Berthier EBI de Costa Rica, el cual se encuentra en el Cantón Central de San José, en\nel distrito Uruca.\n\nLa vida útil del Parque de tecnología\nAmbiental Uruka es de seis años y recibe 30 000\ntoneladas métricas por mes.\n\nIdentificación de los sitios de disposición\nclandestina de residuos existentes en el cantón.\n\nEn el cantón de Turrubares se ha detectado una\nserie de sitios o lugares que los vecinos los han ido tomando o dando un uso de\nbotaderos ilegales de residuos sólidos, en un pequeño barrido realizado por los\nFuncionarios Municipales Miguel Salazar, Inspector y Dennis Mora, Gestor\nAmbiental, se logró ubicar tres (03) sitios diferentes (fig.18, 19 y 20),\nlocalizados en el camino que comunica a San Pedro con Orotina.\n\n \n\n \n\n \n\n \n\nFig.18. Fuente Propia\n\n \n\nEn diferentes inspecciones, relacionadas con los diversos trámites y\nservicios municipales, se han detectado algunos botaderos clandestinos o\nvertederos de basura en algunas fincas (fig.21) de la zona sur del cantón de Turrubares.\n\n \n\n \n\n \n\nFig.21. Botadero\nclandestino de basura en finca de la zona sur del cantón de Turrubares.\nFuente Propia\n\n \n\nLos\nproblemas que tiene el cantón para lograr una gestión integral de residuos\nsólidos.\n\nMalos caminos tanto los Nacionales como los\nCantonales.\n\nUna limitante bastante fuerte para poder brindar el servicio de recolección de residuos sólidos en\nforma adecuada en todo el cantón de Turrubares, son los malos y muy malos caminos en especial de la\nred vial de Rutas Nacionales, que conectan los diferentes centros de población del cantón, como por\nejemplo la Ruta Nacional 319, que comunica la comunidad de Las Delicias con Bijagual de Turrubares\n(fig.22, 23).\n\n \n\n \n\nFig.22. Poorly managed solid waste, Costa Rica.\n\nTaken from: La Nación,\nMonday, January 13, 2014. \"Candidates' environmental proposals for\nsolid waste.\"\n\nIn\nCosta Rica, solid waste has been a problem for years,\nas the country's population does not have a culture of recycling and reusing.\nOne only needs to observe some points in the main cities (fig.2) of the country\nto understand the large amount of waste produced every day.\nAccording to the \"National Policy for Comprehensive Waste Management 2010-2021,\"\nin 2006, the generation of ordinary waste was estimated at 3,784 tons\nper day.\n\nTurrubares is canton No. 16 of the\nprovince of San José, with a total population of 5,512 inhabitants\n(table 1) and an area of 415.29 km² according to official letter AEC-374-2001 (Annex\n1). It was also declared an ecological canton by agreement of the Municipal\nCouncil in extraordinary session No. 39-2010 and dispatched via\nofficial letter MTSC-207-2010 (Annex 2).\n\nThe canton of Turrubares is among the\ncantons with the lowest development index and is largely a rural\ncanton; however, the canton of Turrubares does not\nescape this national reality (fig.3), although on a much smaller scale,\nsince it was not until 2010 that the municipality first provided the\nsolid waste collection service, due to a generalized request\nfrom the residents of San Pablo and San Pedro.\n\n \n\n \n\n \n\nFig.3. Poor management of\nsolid waste in the canton of Turrubares.\n\nOwn source.\n\nBefore\nthe Municipality provided the collection service, residents gave\nordinary waste empirical management, which generally\nconsisted of digging a hole and burning it. In some cases, they opted\nto dump it at a particular site, turning it almost into an open-air\ndump or open dump (vertedero or botadero a cielo abierto) (fig.4).\n\nDue to the national problem posed by solid waste management, the\ncountry has moved towards a comprehensive management of\nwaste, for which a series of actions have been developed, both legal,\nsuch as the enactment of Law No. 8839 and the National Policy for Comprehensive\nWaste Management, and technical, such as the Solid Waste Plan Costa\nRica, known as PRESOL, and the Municipal Plans for Comprehensive Management of\nSolid Waste (PMGIRS).\n\n \n\n \n\nFig.4. Map of the canton of Turrubares,\nwith the main population centers.\n\nOwn source.\n\n \n\n \n\nAs\nLaw No. 8839 establishes that Municipalities are responsible for the\ncomprehensive management of ordinary solid waste generated in their territories,\nand gives them the competence and obligation to prepare municipal solid\nwaste plans, the Municipality of Turrubares,\nin compliance with the legal mandate, proceeded to form the commission that\nwould develop the Municipal Plan for Comprehensive Management of Solid Waste for the\nCanton of Turrubares (fig.5), in a\nparticipatory and consensus-based manner.\n\n \n\nTable 1. Distribution of the population of the\ncanton of Turrubares by district6.\n\nDiagnosis\nof the solid waste situation at the cantonal level.\n\nMethodology.\n\nTo\ncarry out the diagnosis, two surveys were developed, one for dwelling\nhouses (Annex 3) and another for businesses (Annex 4). The diagnosis was\nconducted for all five districts of the canton of Turrubares\n(San Pablo, San Pedro, San Juan de Mata, San Luis, and Carara).\nThe application of the surveys relied on the collaboration of the\ndifferent institutions that make up the cantonal commission for the comprehensive\nmanagement of solid waste.\n\nResults.\n\nIn\ntotal, 154 surveys were applied, 114 to households and 40 to businesses, with a\ndistribution by district as shown in table 2.\n\nTable 2. Chart of the percentage of surveys applied per district.\nOwn source.\n\n \n\nAccording to data provided by the Accounting\nDepartment of the Municipality of Turrubares, in the\ncanton of Turrubares there is currently a total of 133 businesses with a municipal license (patente municipal), of which 71.4% are in\nthe districts of San Pablo and Carara.\n\nThe districts with\nthe lowest number of licenses are San Pedro and San Luis, with ten and eleven\nlicenses, respectively.\n\nIn fig. 8, the percentage distribution\nof commercial licenses (patentes comerciales) in the canton of Turrubares,\nacross the different districts, is shown. From that distribution, we can determine that there is\na clear and marked relationship between the number of inhabitants per district and the\nnumber of licenses located in the district.\n\n \n\nFig.8. Own source.\n\nIn fig. 9, the percentage of distribution\nby districts of the surveys applied to businesses in the\ncanton of Turrubares is shown. From this, we can see that it\nmaintains a relationship with respect to the percentage distribution of the\ncommercial licenses per district; that is, with the\nexception of San Pablo, the district with the highest number of licenses received\nmore surveys, and the district with the fewest licenses received\nfewer surveys.\n\n \n\nFig.9. Own source.\n\nComposition\nand generation of waste produced per year.\n\nThis point will be developed in this plan through the direct method of data collection; however,\nthere are indirect methods such as the one contained in the manual for the preparation of\nmunicipal plans for comprehensive solid waste management (CYMA- 2008), which cites a table,\nwhere, according to data obtained from INEC for the population of the canton of Turrubares,\nwe can determine that we are in the range of an urban city with fewer than 30,000 inhabitants,\nmeaning that each inhabitant produces up to 0.5 kg of solid waste per day.\n\nOne\nimportant aspect to consider in the production of solid\nwaste in the canton of Turrubares is its low population\ndensity, which in the year 2000, according to the diagnosis and priority areas\n(CYMA-2007), was 12 people per square kilometer, and in 2011, according to\nthe INEC census, it is 13 people per square kilometer.\n\nAccording to the data provided (Table 3. Tons of solid waste collected) by the Company\nADAGSAVH S.A., contracted by the Municipality of Turrubares to carry out the\nnon-separated collection of solid waste in the canton of Turrubares for the districts of\nSan Pablo and San Pedro, in one year (July 2012- June 2013), 281.37 tons of\nwaste were collected, meaning a monthly average of 23.45 tons. Furthermore, according to the population\ndata from INEC, the districts of San Pablo and San Pedro have a total population of 2,003\npeople, resulting in a monthly per capita production of 11.70 kg*person*month, and a daily per capita\nproduction of 0.39 kg*person*day.\n\n \n\nTable 3. Tons of solid waste collected per month.\n\nThis data conforms to what was projected by the\ntable presented in the first paragraph of this section. The company ADAGSAVH\nS.A. generally uses two different types of vehicles to perform the\ncollection of solid waste, a conventional compactor-type collection truck\nand a Pick Up (fig.10), the latter with adaptations to fulfill\nthe purpose, as its small size facilitates transit on some\nroads of quite reduced widths in some of the sectors where\nthe solid waste collection service is provided. The vehicles most\nused by the company ADAGSAVH S.A. have the technical specifications\nindicated in table 4.\n\n \n\n \n\nFig.10. Technical specifications of the vehicles normally\nused by ADAGSAVH S.A. in solid waste collection.\n\nStudy\nplanning and prior work.\n\nMethodology\nand Characterization Study.\n\nThe\ncharacterization study will be coordinated by the Municipal Environmental Manager,\nDennis Mora, with the collaboration of the members of the Commission for Comprehensive\nManagement of Solid Waste (Known as PRESOL).\n\nSampling\nweeks.\n\nIn\nthe Canton of Turrubares, in the districts of San Pablo\nand San Pedro, the ordinary solid waste collection service is provided\ntwice a month, so it was decided that the characterization study\nbe carried out over an entire week, from a Monday to a Sunday,\nand then perform the quartering (cuarteo) immediately on the following Monday.\n\nThe\nstudy, at the request of the Ministry of Health official, Alexander\nArroyo, will be conducted in three repetitions to subsequently calculate an\naverage of the results obtained in each repetition. The first repetition\nwas conducted between Monday, May 11, and Sunday, May 17, with the\nquartering (cuarteo) on Monday, May 18; the second between Monday, October 12, and\nSunday, October 18, with the quartering (cuarteo) on Monday, October 19; and the third\nrepetition between Monday, November 2, and Sunday, November 8,\nwith the quartering (cuarteo) on Monday, November 9, 2015, (Annex 5).\n\nIdentification\nof strata within the canton area that is part of the study.\n\nDue\nto the economic and demographic conditions of the canton of Turrubares,\nand more specifically in the districts of San Pablo and San Pedro, which are\nthe districts subject to the study, it was determined that\nclearly marked strata do not exist. Instead, the population presents a\nuniform distribution, without generating large trends regarding its\ngeographic position within the aforementioned districts. A\nsimilar situation occurs with businesses, since a defined commercial zone\ndoes not exist in the districts of San Pablo and San Pedro; rather, businesses are\nimmersed among the different housing units of the\ndistricts.\n\nTotal\nnumber of dwellings in the study area.\n\nAccording\nto the list provided by the Municipal Accountant, Jorge Agüero, the total number of\nhousing units provided with the solid waste collection service\nis 845 (Annex 6). According to the head of the Municipal Cadaster,\nEng. David Francisco Alvarado Gamboa, the district of San Pablo has\nan extension of 25.89 km² and the district of San Pedro has an extension of\n39.12 km².\n\nDue\nto the high number of dwellings to which the characterization study\nshould be applied if the established formula were used, the\nmunicipal commission decided to use 5% of the total population\nfor dwellings. Therefore, with a total population of 845 dwellings, the\nsample size is 42 dwellings. The selected dwellings are\nhighlighted in light blue.\n\nA form was developed for dwellings, with the\npurpose of collecting relevant information from the different units to\nbe sampled (Annex 7).\n\nPresentation\nof the results.\n\nAfter conducting the respective analysis of the\ndata obtained from the three generation and characterization studies for\nordinary solid waste (Table 5.), the daily per capita\ngeneration is found to be 0.16 kg/inhabitant/day, with an average total weight of the\nsample of 161.93 kg, a total number of sampled inhabitants under 18 years of age\nof 42, and a total number of sampled inhabitants over 18 years of age of 98, for a\ngrand total of 140 sampled inhabitants, and an average standard deviation of\n3.85.\n\nTable 5. Own source.\n\nOn average, the category that yielded the most kilograms\nwas organic matter with 14.16 kilograms (fig.11), followed by paper and cardboard with 13.87\nkilograms. This circumstance aligns with the national trend, except\nthat the quantity of organic waste does not show such a wide difference\ncompared to other categories, a situation that could be because in the\ncanton of Turrubares, the vast majority of inhabitants\nhave enough land and/or domestic animals to give a different use to\norganic waste, which is largely food scraps.\n\nFig.11. Own source.\n\nIn percentage terms (fig.12), the\norganic waste and paper and cardboard categories are practically tied\nwith 29% and 28%, respectively. The categories of Tetra Brik, other, glass and\nporcelain, and metal are those that represent the least percentage of ordinary\nwaste, with 1%, 3%, 4%, and 5%, respectively.\n\n \n\nFig.12. Own source.\n\nCollection\nfrequency and coverage.\n\nSolid waste in the canton of Turrubares is only collected for the districts of San Pablo\nand San Pedro, plus the hamlet (caserío) of Bijagual and its\nsurroundings, covering 57.14% of the total population of the canton, i.e.,\napproximately 3,150 people, at a biweekly frequency, or exactly every two weeks.\n\nExperiences,\ninitiatives, and resources existing in the canton of Turrubares\n\nfor\nthe Comprehensive Management of Ordinary Solid Waste.\n\nExperiences\nand initiatives.\n\nIn\nthe canton of Turrubares, initiatives related to the comprehensive management of solid waste have been very scarce, and\nthe few that emerged could not be sustained over time.\n\nThe Amatierra Hotel\nled a recycling initiative in the District of San Pablo, and among its\nactions was creating a small collection station (fig.13) next to\nthe old sports plaza, diagonal to La Victoria restaurant (soda).\n\n \n\n \n\nFig.13. Own source.\n\nThe methodology employed by the Hotel was that each\nperson would bring their waste already sorted from their home and deposit it in\nthe respective container. However, the population of the area is not\naccustomed to recycling nor does it have the culture, so they faced the\ninconvenience of people depositing waste in any of the containers and\nbringing it unsorted, which generated extra work for the Hotel, as\nthey had to sort the waste before taking it to a recycling facility. This\ngradually generated fatigue due to the extensive work, causing the\ninitiative to end.\n\nA second initiative that exists in the canton\nand has managed to be sustained over time is that of the Association of\nSmall Producers of El Sur de Turrubares,\nwhich began approximately in 2006 with a recycling project\nin the town of El Sur de Turrubares, and currently\nhas collection stations at the small grocery store (pulpería) (fig.14), school (fig.15), and\ncommunity hall (fig.16) of the community.\n\n \n\nFig.14. Own source.\n\nCurrently,\na project by the Comprehensive Development Association of Las Delicias\nde Carara de Turrubares\n(fig.17) is starting, which consists of a regional collection center, where the waste generated in the community of Las Delicias and\nneighboring places will be collected and processed.\n\nThanks to the fact that the Municipality of Turrubares and\nthe Development Association of Las Delicias signed an agreement in the year\n2015, through which the municipality provides them with a series of materials,\nequipment, and fuel (Diesel), the women of the\nAssociation collect recoverable waste when it is properly\nseparated, twice a month in the district of Carara\nand once a month in the districts of San Pablo, San Pedro, San Juan de Mata, and\nSan Luis, in the main population centers, schools, and high schools.\n\n \n\n \n\n \n\nFig.17. Collection\ncenter of the Association of Las Delicias de Turrubares.\nOwn source\n\n \n\n \n\nResources for the comprehensive management of waste.\n\nAlthough currently only the Association of Small Producers of El Sur de Turrubares is\nactively working on comprehensive waste management, from the other two initiatives\nthat have been mentioned, it can be concluded that in the canton of Turrubares a certain\nawareness for the well-being of the environment has been created, so the resource available to\nwork on a comprehensive project at the cantonal level could be considered good. Furthermore, there is\nthe support of the commission for the comprehensive management of solid waste for the canton of Turrubares,\nwhich has a multi-institutional composition.\n\nFinal disposal sites, their useful life, and quantity deposited in\ntons per year.\n\nDisposal sites.\n\nFor the canton of Turrubares, in the districts of San Pablo, San Pedro, and the hamlet (caserío) of Bijagual\nwhere the Municipality provides the solid waste collection service, such waste is\ndeposited in the Urucka Environmental Technology Park, known as the \"La Carpio\" sanitary landfill (relleno sanitario), operated by the company Berthier EBI of Costa Rica, which is located in the Central Canton of San José, in\nthe Uruca district.\n\nThe useful life of the Uruka Environmental Technology\nPark is six years, and it receives 30,000\nmetric tons per month.\n\nIdentification of clandestine\nwaste disposal sites existing in the canton.\n\nIn the canton of Turrubares, a\nseries of sites or places have been detected that residents have gradually co-opted or used as\nillegal waste dumps. In a brief sweep conducted by\nMunicipal Officials Miguel Salazar, Inspector, and Dennis Mora, Environmental\nManager, three (03) different sites were located (fig.18, 19, and 20),\nlocated on the road connecting San Pedro to Orotina.\n\n \n\n \n\n \n\n \n\nFig.18.
