Sr. Edwin Salazar Serrano, Jefe del Departamento de Protección y\nRegistro, para la adopción de una propuesta de Acuerdo que permita la\nregulación de las sustituciones de motores para aquellas embarcaciones\nperteneciente a la flota artesanal en pequeña escala que faenen dentro del\nGolfo de Nicoya.\n\n2º-Que\nde conformidad con la ley 7384 y 8436 es responsabilidad del INCOPESCA\npropiciar el aprovechamiento sostenible y conservación de los recursos marinos\nexistentes.\n\n3º-Que\nel INCOPESCA es la Autoridad Nacional que regula y establece las condiciones,\nzonas de pesca, tipos de artes y características de las embarcaciones para el\nejercicio de la actividad pesquera en nuestras aguas jurisdiccionales o fuera\nde ellas.\n\n4º-Que\nsegún información técnica se ha venido realizando un esfuerzo de pesca en la\ncaptura de camarón y corvina en la parte interna del Golfo de Nicoya que ha\nvenido incrementándose en los últimos meses, lo que ha provocado una\ndisminución en las poblaciones, tallas y rendimientos, mucho de lo cual se debe\na la utilización de motores de caballaje superior al máximo requerido para el\nejercicio de la actividad pesquera en esas zonas.\n\n5º-Que\nun adecuado aprovechamiento de los recursos pesqueros existentes en la parte\ninterna del Golfo de Nicoya contribuye al mejoramiento y diversificación de la\npesquería, mejorando las condiciones socioeconómicas de los pescadores.\n\n6º-Que\nes responsabilidad del INCOPESCA adoptar regulaciones para disminuir los\nimpactos negativos sobre las poblaciones de especies marinas, regulando\nadecuadamente la extracción sostenible de manera que se garantice su\nrenovación, conservación y aprovechamiento razonable\n\n7º-Que\nde acuerdo a la documentación resguardada por el Departamento de Protección y\nRegistro, es notorio un historial de motores de cierto caballaje, tanto para la\nparte interna del golfo de Nicoya como para la parte externa, lo cual evidencia\nuna Nicoya contributes to the improvement and diversification of the\nfishery, improving the socioeconomic conditions of the fishers.\n\n6º-That\nit is the responsibility of INCOPESCA to adopt regulations to reduce\nthe negative impacts on marine species populations, adequately regulating\nsustainable extraction in a manner that guarantees their\nrenewal, conservation, and reasonable use.\n\n7º-That\naccording to the documentation kept by the Protection and Registration Department,\na history of engines of a certain horsepower is evident, both for the\ninner part of the Gulf of
